Chair’s Welcome Message:<br />

The <strong>2012</strong> Joint Rail Conference (<strong>JRC</strong>) is the principal, multi-disciplinary, rail and transit research<br />

conference in North America. This year, the organizers selected TECHNOLOGY TO ADVANCE<br />

THE FUTURE OF RAIL TRANSPORT as the conference theme and issued a worldwide call for papers and<br />

presentations that resulted in an overwhelming response. Hundreds of abstracts were received from six<br />

different continents and over 20 different countries on a wide variety of rail and systems engineering,<br />

transportation, management, planning, safety and operations topics. The conference program will<br />

include 2 ½ days of concurrent spoken presentation sessions in over twenty-five different topic areas, a<br />

special poster presentation session, invited speakers and plenary sessions. Session topics will cover all<br />

aspects of railroad civil, mechanical, electrical and systems engineering topics, as well as rail safety,<br />

planning, design, financing, operations and management. Topics include all aspects of freight and<br />

passenger rail transport with special focus on the conference theme of Technologies for the Future of<br />

Rail Transport. The <strong>JRC</strong> <strong>2012</strong> Conference Tracks are listed below:<br />

In addition to the presentations there will be technical tours of the engineering research facilities on the<br />

Temple campus, as well as Amtrak and SEPTA rail facilities.<br />

The <strong>JRC</strong> is a cooperative effort of the seven co-sponsoring organizations, IEEE, ASCE, ASME,<br />

AREMA, TRB, INFORMS, and APTA. The expertise and perspective offered by these organizations<br />

has ensured a rich and rewarding mix of topics included in the program. The conference is being hosted<br />

by the Engineering <strong>Program</strong> of Temple University located in Philadelphia, Pennsylvania and will be<br />

held April 17-19, <strong>2012</strong> on the Temple main campus in North Philadelphia. Hotel rooms have been<br />

blocked in center city Philadelphia and convenient transportation is available between the hotels and the<br />

Temple Campus via SEPTA Regional Rail trains between Market East, Suburban Station and Temple<br />

University Station. The Broad Street subway also offers frequent service between Center City and<br />

Temple’s main campus (Cecil B. Moore Station) as well. We anticipate an exciting, informative and<br />

highly timely conference and hope that you can attend. We look forward to seeing you at <strong>JRC</strong> <strong>2012</strong>!<br />

Concurrent sessions will be held in the Student Center Complex on the Temple University Campus<br />

conveniently located near SEPTA Temple Regional Rail and Cecil B. Moore Station on the Broad<br />

Street Line. Specific presentation times and room locations listed in this program are subject to change.<br />

19 th from 7:30am until 12:50pm. All persons attending the conference will be required to register, and<br />

Travel Information: Philadelphia, PA<br />

The paths to understanding American history all converge in Philadelphia and its historic countryside.<br />

Even before William Penn founded the city and built his estate in Bucks County, Native Americans and<br />

Swedish colonists recognized the region as an attractive place for trade and settlement. Philadelphia is<br />

the second largest city on the East Coast and ranks fifth in the nation, with a metropolitan population of<br />

5.8 million. Philadelphia is conveniently located in the middle of the Northeast Corridor, 100 miles<br />

south of New York, 133 miles north of Washington, D.C., and 55 miles from Atlantic City.<br />

But you don’t have to drive; Philadelphia is accessible by car, train, bus, airplane and even cruise ship.<br />

By Car, the city is just two hours from New York City, 90 minutes from Baltimore, three hours from<br />

Washington D.C. and about an hour from Lancaster County, Atlantic City and the New Jersey shore via<br />

major highways. Those who prefer someone else to do the driving can hop on Amtrak, which provides<br />

service along the Northeast Corridor and points west and south, or Greyhound, operating bus service<br />

throughout the region. Several popular Chinatown bus routes also connect Philadelphia with Boston,<br />

New York and Washington, D.C. for extremely wallet-friendly prices.<br />

The Philadelphia International Airport, approximately seven miles from Center City, serves more than<br />

25 airlines. Philadelphia International Airport is just seven miles from Center City. SEPTA’s Airport<br />

Regional Rail Line serves all of the terminals and directly links the airport to Philadelphia’s downtown<br />

for a fast, hassle-free connection direct to Center City hotels and Temple University.<br />

Philadelphia is served by Amtrak, which operates rail service along the Northeast Corridor stretching<br />

from Boston to Washington, and other major cities in the United States and Canada. Amtrak’s 30th<br />

Street Station is minutes from the Pennsylvania Convention Center and Center City hotels.<br />

Local train service is provided by SEPTA, which also connects to NJ Transit trains in Trenton, NJ en<br />

route to New York. NJ Transit trains also depart from 30th Street Station for Atlantic City, NJ.<br />

Bus service to and from Philadelphia is excellent, with daily arrivals from all parts of the country. The<br />

Although the Crowne Plaza is currently sold out of rooms for the <strong>JRC</strong>, the conference web site has<br />

hotels have convenient free shuttles to the Airport terminal or the Eastwick Station where connection<br />

can be made with SEPTA’s Airport Regional Rail line that has direct service every half hour to the<br />

Temple University campus and Center City Philadelphia.<br />

Temple University<br />

The College of Engineering at Temple University is looking forward to seeing you at <strong>JRC</strong> <strong>2012</strong>, which<br />

will be hosted on our main campus in Philadelphia, Pennsylvania. The site for the conference will be<br />

Temple University’s Main Campus, strategically located in near North Philadelphia, only a short<br />

distance from historic downtown Philadelphia. Temple University was founded in 1884 by Dr. Russell<br />

Conwell with a mission to serve the underserved. Our 39,000 students can choose from 9 campuses<br />

and 333 academic degree programs including: 2 Associate’s, 141 Bachelor’s, 123 Master’s and 60<br />

Doctoral. Temple also offers 7 first-professional degrees in dentistry, law, medicine, pharmacy and<br />

podiatric medicine.<br />

It is very timely that <strong>JRC</strong> <strong>2012</strong> is being held in Philadelphia this year. Temple is served by two major<br />

rail lines that are part of the Southeastern Pennsylvania Transportation Authority. SEPTA is the only<br />

truly multi-modal transit system in the United States offering bus, trolley, trackless trolley, high speed<br />

rail, regional rail and Paratransit services. SEPTA is currently undertaking a complex effort to<br />

introduce an automated electronic fare payment system that will replace magnetic cards, paper tickets<br />

and metal tokens. The new payment system will allow for direct fare payment using a variety of<br />

contactless credit or debit cards, contactless ID cards, smart phones and other devices. Faculty in the<br />

Department of Electrical and Computer Engineering are playing a key role in the development of this<br />

next generation system.<br />

1) Amtrak CETC facility in Wilmington, DE - Self Transport to Wilmington Amtrak Station<br />

The tour of the new CETC facility at the Amtrak Consolidated National operations Center (CNOC) in<br />

Wilmington with is subject to conditions listed below.<br />

- The tour will be limited to 15 people.<br />

- Amtrak requires the names, titles and affiliations of each person prior to the tour.<br />

- Each person on the tour must have a valid photo ID to enter the CNOC facility.<br />

Travel to the Amtrak facility is the requirement of the participants. The group will meet at the Amtrak<br />

Wilmington Station at the arrival of train 2:33 pm. The following are current schedules in the time frame.<br />

Amtrak (Option 1):<br />

Train# 125, Depart Amtrak 30th St. @ 12:58 PM, Arrive WIL @ 1:20 PM<br />

<strong>2012</strong> Fall Technical Conference – Call for Papers<br />

The 6th annual ASME Rail Transportation Division, Fall Technical Conference (FTC)<br />

will be held in Omaha NE, USA on Tuesday and Wednesday, October 16-17, <strong>2012</strong>.<br />

Papers are solicited from members of the rail industry. Papers should cover a topic of<br />

current industry interest. A sample of topics: Positive Train Control/Communications-<br />

Based Train Control, High Speed Rail, Track and Equipment Health Monitoring,<br />

Passenger Equipment Crashworthiness, Innovations in Tank Cars, Heavy Axle Load<br />

Performance Issues, Materials and Failure Analysis of Rail Components, Locomotive<br />

and Freight Car Improvements, New or Improved Mechanical Components.<br />

<strong>2012</strong> RTD Data Management Symposium – Call for Papers<br />

The RTD Data Management Symposium that will be held in conjunction with the FTC.<br />

The Symposium will be held on Thursday, October 18, <strong>2012</strong>.<br />

The one day symposium is intended to focus on the growing data management and<br />

analysis needs in the rail industry. A sample of topics: Wayside and monitoring system<br />

data generation and management, PTC data management and utilization, Vehicle and<br />

track inspection systems, Rules engines decision making and alerts/alarms, Risk analysis<br />

and prediction, Enterprise data management, Data presentation methodologies, GIS data<br />

utilization, Asset data management, Machine vision data management and analysis.<br />

The abstracts due date is April 30th, <strong>2012</strong>. Abstracts need to be submitted to the<br />

conference website http://www.asmeconferences.org/RTDF<strong>2012</strong>/ Advanced conference<br />

registration is required for the lead authors of papers, before final acceptance of papers<br />
