licensing rounds, awarding the majority<br />

of its offshore blocks to some of the world’s top<br />

international oil companies. Global energy giants<br />

such as Italian ENI, South Korean Kogas, French<br />

Total, American ExxonMobil, Qatar Petroleum,<br />

American Noble Energy, Israeli Delek Group and<br />
