1. INTRODUCTION<br />

Background:<br />

<strong>Land</strong> & <strong>Sculpture</strong> <strong>Design</strong> were appointed to prepare an Arboricultural Report to inform the design and<br />

construction process, relating to the proposed development of a residential care home at the above<br />

site. The report includes survey information extracted from a report by Hayden’s Arboricultural<br />

Consultants.<br />

The Site & Trees:<br />

The trees are mostly ornamental varieties, located in small islands of open ground adjacent to<br />

existing car parking areas. The T115 beech and T83 willow are located in the existing sales area.<br />

The site comprises the curtilage of 141 Bucklesham Road and part of the rear garden of a<br />

neighboring property.<br />

This is a suburban area, characterised by substantial garden plots, bounded by hedges, tall<br />

shrubberies and mature trees; the majority of mature trees are located on garden boundaries.<br />

Former hedgerow banks, punctuated with mature oak trees and hawthorn hedge remnants bound<br />

Bucklesham Road itself. The hedgerow banks and associated vegetation are a historic landscape<br />

element that is essential to the landscape character of Bucklesham Road.<br />

Historically, the area was part of an extensive tract of heathland, and this is reflected in the<br />

predominant tree species that characterise the area; i.e. oak, pine and birch.<br />

Any works requiring access to Root Protection Areas, will be carried out in accordance with an<br />

Arboricultural Method Statement, to ensure the trees are not compromised by the development.<br />

TPO Trees to be Removed:<br />

A Tree Preservation Order covers a number of the trees, two of which are scheduled for removal:<br />

�� T041 (TPO T319) Almond leaved pear: This tree will be removed to accommodate access to<br />

the site. The Local Authority has previously agreed removal of this tree.<br />

�� T106 (TPO G121) Silver birch: This tree will be removed to accommodate the actual building.<br />

The development site includes part of a neighboring garden, and as such it is inevitable that<br />

some of the vegetation forming the boundary between the two areas must be removed. It was<br />

considered preferable to remove this tree in favour of retaining the three trees T108, T109 &<br />

T117, which were proposed for removal earlier in the design process.<br />

The reasoning for the decision to remove the T106 Silver birch T117 is that it would allow two very<br />

similar silver birch to be retained, along with a maturing Sweet chestnut. The Sweet chestnut was<br />

considered to be particularly worthy of retention, because it is a much longer-lived species than the<br />

birch and therefore has potential to provide an amenity contribution for a considerably longer period.<br />

2. ARBORICULTURAL METHOD STATEMENT<br />

This method statement is divided into three stages, relating to the proposed construction work:<br />

�� Stage 1 - Site Preparation: Works to be implemented prior to commencement of any<br />

development including demolition and site clearance and before plant or development<br />

personnel arrive on site.<br />

�� Stage 2 – Construction: Works and methodologies to be implemented during construction<br />

work.<br />

�� Stage 3 - Post-construction and Aftercare: Remedial work and mitigation to enhance the<br />

growing environment of retained trees.<br />

Work methodologies for the three stages are described in the following paragraphs. These refer also<br />

to the specifications in part 3 of the report.<br />

Stage 1 - Site Preparation:<br />

Scope: The installation of fencing and ground protection to ensure that all retained trees are protected<br />

from potentially adverse affects of the development work. Protection relates to all parts of the tree<br />

including branches, stem and roots.<br />

Methodology: The following list of tasks is arranged in chronological order and should be completed<br />

as set out below.<br />

�� Protective fencing will be installed in the locations indicated on the accompanying drawing.<br />

�� Demolition of structures and removal of hard surfaces within the RPA will be carried out in<br />

accordance with specifications included in this report and supervised by the Arboricultural<br />

Clerk of Works.<br />

�� Ground protection will be installed over parts of RPAs that lie outside of protective fences.<br />

Stage 2 - Construction<br />

Scope: The continued protection of trees close to construction and access areas. The Arboricultural<br />

Clerk of Works will supervise any works that require the removal, or disturbance of ground protection,<br />

hard surfacing or protective fencing within Root Protection Areas.<br />

Methodology.<br />

�� An arboricultural site briefing to be undertaken with The Arboricultural Clerk of Works and all<br />

contractors prior to any work starting on site.<br />

�� Surfacings constructed within Root Protection Areas shall be no dig construction where<br />

possible, utilising a cellular confinement system such as Geocell to provide a load-bearing,<br />

permeable sub-base. See part 3 of this report. Any excavations shall be carried out in<br />

accordance with the specifications included in this report.<br />

�� Proposed structures within RPA’s shall utilise no-dig construction.<br />

�� There are a limited number of areas where excavation work will be required within 2m of Root<br />

Protection Areas, all excavation work within 2m of Root Protection Areas will be carried out in<br />

accordance with the work specification in section 3.<br />

Stage 3 - Post Construction and Aftercare<br />

Scope: Post construction and aftercare stage including remedial tree care to maintain the amenity<br />

provided by retained trees.<br />

Methodology: The following list of tasks is arranged in chronological order and should be completed<br />

as set out below.<br />

�� Protective fencing and temporary ground protection shall be removed, only after all<br />

construction work is complete.<br />

�� Areas where ground protection was installed shall be decompacted by airspade; a suitably<br />

experienced arborist shall carry out such work.<br />

�� A final inspection will be made in addition to any other pre-arranged site and supervisory<br />

visits. A report will be produced for each visit, summarising work undertaken and detailing<br />

any findings and proposed remedial work to be carried out. A copy of each report will be sent<br />

to the Local Planning Authority.<br />

3. WORK SPECIFICATIONS<br />

Specification for Excavations within 2m of Root Protection Areas<br />

The following procedure for excavations on the edge of RPAs will be carried out under the<br />

watching brief of the Arboricultural Clerk of Works.<br />

The excavation required will be clearly and accurately marked out.<br />

The trench is to be excavated with a 5 tonne excavator with a toothless bucket working from inside<br />

the foundation line. The toothless bucket reduces the risk of catching roots with the teeth of the<br />

bucket. Once the compacted surface has been removed, the Air Spade will be used to explore the<br />

trench for roots. Thin layers will then be peeled off with the excavator and the trench inspected for<br />

roots by the supervising Arboriculturalist after each strip.<br />

Any roots found will be pruned cleanly if required, preferably back to a side branch and using an<br />

appropriate tool, such as secateurs, a pruning saw or a sharp hand saw in accordance with best<br />

pruning practise.<br />

The process will then be repeated until a depth of 600mm or until no more roots are found.<br />

The excavations will then continue with no further Arboricultural Supervision.<br />

4. TREE PROTECTION<br />

Generally<br />

Before any machinery or materials are bought onto site and before any demolition, development or<br />

stripping of soil commences, The Root Protection Area (RPA) indicated on the drawing shall be set<br />

out and the Protective Barriers and Ground Protection must be installed as shown on the drawing.<br />

The Protective Barriers and Ground Protection shall be regarded as sacrosanct, and shall not be<br />

removed or altered without prior recommendation by an arboriculturist and approval of the local<br />

planning authority.<br />

The areas protected by fencing and ground protection shall be subject to the following restrictions:<br />

I. Existing soil levels within the protected areas shall not be altered<br />

II. No excavation of any kind shall take place within the protected areas.<br />

III. The protected areas shall not be used for storage of any kind<br />

IV. No vehicles or machinery shall be allowed into the areas protected by fencing<br />

V. Should the developer require the above restrictions to be breeched for unforeseen reasons, an<br />

appropriate method of works must be agreed with the Local Authority prior to any works taking place<br />

within the protected areas.<br />

Protective Barriers<br />

Protective Barriers shall be erected to prevent access into designated areas around retained trees.<br />

Once installed, all weather notices shall be attached to the each barrier with words such as:<br />

‘’Construction Exclusion Zone – Keep Out’’. Protective Barriers shall be erected in accordance with<br />

BS 5837 - See diagram 1.<br />

�� The above detail is preferred because it uses materials that are readily available, it is resistant to impact, can<br />

be re-used and enables inspection of the protected area.<br />

�� In areas where impact is unlikely to occur, sturdy post and rail fencing may be used – alternatives to the<br />

above detail must be rigid.<br />

�� Portable fencing systems such as weldmesh panels on concrete feet are not suitable for use within the site,<br />

but they may be used on the site boundary.<br />

Ground Protection<br />

Ground protection shall be installed where access is required through designated areas around trees.<br />

Where pedestrian access is required within the RPA, ground protection shall take the form of a single<br />

thickness of scaffold boards on top of a compressible layer such as 100mm depth of crushed<br />

limestone. A geotextile sheet shall be laid beneath the compressible layer. See diagram 2.<br />

�� The above detail shall be implemented where pedestrian access is required within Root Protection Areas<br />

Where vehicular access is required within the RPA, ground protection shall take the form of a<br />

permeable surface laid on a cellular confinement system. See diagram 3 overleaf.<br />

�� The above detail shall be implemented where vehicular access is required within Root Protection Areas<br />

NB Items 1-3 form the ground protection and must be implemented prior to vehicles being allowed access over<br />

the Root Protection Area. If required items 4-8 can be implemented at a later stage, in which case a temporary<br />

wearing course of Type 1 or similar should be added.<br />

15.0 Explanatory Notes<br />

15.1 Categories<br />

15.2 Below is an explanation of the categories used in the attached Tree Survey.<br />

No Identifies the tree on the plan.<br />

Species Common names are given to aid understanding for the wider<br />

audience.<br />

BS 5837 Category On the basis of this assessment, trees can be divided into one of<br />

the following categories, and can be differentiated by crosshatching<br />

or by colour: A-trees where retention is most desirable,<br />

high category (colour green); B-trees where retention is<br />

desirable, moderate category (colour blue); C-trees which could<br />

be retained, low category (colour grey); R-trees for removal, fell<br />

category (dark red). These categories are based on health, form,<br />

safety, screening value, historical value and rarity. (BS<br />

5837:2005).<br />

DBH (mm) Diameter of main stem in millimetres from breast height. Where<br />

the tree is a multi-stem, an average diameter is given.<br />

Age Recorded as one of five categories:<br />

Y Young. Recently planted or establishing tree that could be<br />

transplanted without specialist equipment, ie up to 12-14 cms<br />

stem girth.<br />

S/M Semi-mature. An established tree but one which has not<br />

reached its potential ultimate height and has significant growth<br />

potential.<br />

E/M Early-mature. A tree reaching its ultimate potential height,<br />

whose growth rate is slowing down but will still increase in stem<br />

diameter and crown spread and has a safe useful life expectancy.<br />

M Mature. A mature specimen with limited potential for any<br />

significant increase in size but with a reasonable safe useful life<br />

expectancy.<br />

O/M Over-mature. A senescent or moribund specimen with a<br />

limited safe useful life expectancy. Possibly also containing<br />

sufficient structural defects with attendant safety and/or duty of<br />

care implications.<br />

V Veteran<br />

D Dead.<br />

Height Recorded in metres, measured from the base of the tree.<br />

Life Expectancy Relates to the prospective life expectancy of the tree and is given<br />

as 4 categories: 1 = 40 years+; 2 = 20-40 years; 3 = 10-20<br />

years; 4 = less than 10 years.<br />

Crown spread Indicates the spread of the crown from the base of the tree.


Minimum distance This is a distance equal to 12 times the diameter of the tree at 1.5<br />

metres for single stemmed trees and 10 times the diameter of the<br />

base of the tree for multi stemmed specimens. (BS 5837:2005).<br />

Influence distance Gives an indication of the distance at which this species of tree<br />

has been associated with a building subsidence event. Based on<br />

the Kew Root Survey data (Cutler & Richardson 1989) distance<br />

figure that includes 75% of all recorded cases. It is recommended<br />

that the 75% distance is used in preference to the 100% figure to<br />

give a more representative indication (Gasson & Cutler 1998).<br />

The range of species recorded in the Kew Root Survey is limited<br />

and if the species in question is not listed then it will be attributed<br />

with the distance of a similar scale tree with the same water<br />

demand (as listed in the National House Builders <strong>Council</strong><br />

Standards chapter 4.2).<br />

RPA Root Protection Area, defined in BS5837:2005 as ‘a layout design<br />

tool indicating the area surrounding a tree that contains sufficient<br />

rooting volume to ensure the survival of the tree, shown in plan<br />

form in square metres’. Ideally this is an area around the tree that<br />

must be kept clear of construction, level changes of construction<br />

operations. Some methods of construction can be carried out<br />

within the RPA of a retained tree but only if approved by the<br />

Local Planning Authority’s tree officer.<br />

Water Demand This gives the water demand of the species of tree when mature,<br />

as given in the NHBC Standards Chapter 4.2 ‘Building Near<br />

Trees’.<br />

Visual Concerns the planning and landscape contribution to the<br />

development site made by the tree, hedge or tree group, in terms<br />

of its amenity value and prominence on the skyline along with<br />

functional criteria such as the screening value, shelter provision<br />

and wildlife significance.<br />

Problems/comments<br />

May include general comments about growth characteristic, how<br />

it is affected by other trees and any previous surgery work; also,<br />

specific problems such as deadwood, pests, diseases, broken<br />

limbs, etc.<br />

Work required Identifies the necessary tree work to mitigate anticipated<br />

problems and deal with existing problems identified in the<br />

previous category.<br />

Priority This gives a priority rating to each tree allowing the client to<br />

prioritise necessary tree works identified within the Tree Survey.<br />

1 Urgent – works required immediately;<br />

2 Works required within 6 months;<br />

3 Works required within 1 year;<br />

4 Re-inspect in 12 months.<br />
