responsive to the needs of users and consumers;<br />

(l) ensure that, in relation to the provision of electronic transactions services, the<br />

special needs of particular communities and, areas and the disabled are duly<br />

taken into account;<br />

(m) ensure compliance with accepted International technical standards in the<br />

provision and development of electronic communications and transactions;<br />

(n) promote the stability of electronic transactions in the Republic;<br />

(o) promote the development of human resources in the electronic transactions<br />

environment;<br />

(p) promote SMMEs within the electronic transactions environment;<br />

(q) ensure efficient use and management of the .za domain name space; and<br />

(r) ensure that the national interest of the Republic is not compromised through<br />

the use of electronic communications.<br />

These are the first steps in developing a manageable framework for the<br />

sustainable development of electronic commerce in South Africa. Such a mammoth<br />

task requires a well- strategized, thoroughly planned and carefully coordinated<br />

approach to electronic commerce. Partnerships between Government and industry<br />

will be required, not only to develop the actual strategies, but also to become<br />

involved in the integration of the existing, future and newly created digital world<br />

entities. Without a cohesive outlook and attitude to such a challenge, the expected<br />

benefits may not accrue.<br />

E-CAP’S ABCD FRAMEWORK<br />

The letters ABCD symbolize the grass roots approach: Starting at the<br />

beginning and not assuming anything about the audience.<br />

• A stands for atmosphere: the organization should understand the atmosphere<br />

in the particular environment that it is operating in, e.g., socio-political, law,<br />

local customs, and the local languages spoken.<br />

• B stands for build-up: an electronic entity has to build-up a culture of trust<br />

between itself and customers, who are in any part of the world.<br />

• C stands for communication: the build up of good communication lines<br />

between customers, suppliers and the organization. Being at a distance from<br />

the community has the effect of dehumanizing the relationship.<br />

• D stands for discipline: work within the rules and regulations of the community.<br />
