EU carbon curb backlash
The EU is facing increased pressure
to scale down its carbon
emissions trading scheme, after
China’s Air Transport Association
said it would not comply with the
rules and the Indian authorities indicated
they would ask airlines to
withhold emissions data, according
to Bloomberg. These warnings
come on the heels of a non-binding
statement from the UN’s International
Civil Aviation Organization
(ICAO), signed by the US,
Russia and Japan, which asked the
EU to exempt international operators
from the scheme.
Boeing to close Kansas plant
Boeing said that defence spending
cutbacks had forced it to shut
its Wichita, Kansas plant by end-
2013 and send work to facilities
in Seattle, Oklahoma City and
San Antonio. The closure will see
2,160 workers lose their jobs at
the site, which comprises 97 buildings
covering 190,000m². Kansas
politicians responded angrily to the
news, saying they had helped Boeing
win a lucrative Air Force refuelling
tanker contract last year, and
had expected the work to be done
in-state. Instead, the work will go
to Boeing’s plant near Seattle.
Air India rescue progress
India’s aviation ministry is set to
provide 330bn rupees ($6.22bn)
to beleaguered Air India by 2017
as part of the government’s 12th
Five-Year Plan. It also proposed an
equity infusion of 199bn rupees
over the same period, according
to the Times of India. The lossmaking
flag carrier is restructuring
180bn rupees of its total debt
over over 400bn rupees.
Is Air Berlin / Etihad deal the tip of consolidation iceberg?
Etihad CEO Hogan refers to investment as ‘game-changing move’
The news that Etihad, the stateowned
carrier of Abu Dhabi,
has become the largest single
shareholder in Germany’s Air
Berlin has led analysts to predict
an onslaught of con-
solidation and/or merger
activity in the European
aviation sector as the Eurozone
crisis grinds on.
Phil Seymour, president
and CEO of aviation
consultancy IBA, said he
has seen “some frenzied
activity” with potential
share sale or joint venture
tie-ups being mooted by
several airlines.
It may be, he believes, a confirmation
of “what we thought might
happen”: as western capital dries
up, the sovereign wealth funds of
the Middle East and China could
increasingly step into ownership
of European entities.
A case of vultures gathering or
looking for love and attention
out of country? Hopefully it is
neither, says Seymour, and it will
become a “win-win symbiotic
“As Western capital dries up,
the sovereign wealth funds of
the Middle East and China could
increasingly step into ownership
see much more consolidation in
the aviation sector.”
relationship that provides the recipient
airline with useful (or is
that essential?) working capital
whilst the investing airline gains
greater market access”.
He expects to see much more of
this consolidation/merger activity
as the capital markets in Europe
grapple with the Eurozone crisis
season is upon us and cash traditionally
becomes more scarce”.
Late last month, Etihad announced
it would increase its stake in struggling
Air Berlin, Germany’s
second largest carrier, from
2.99% to 29%.
It is the first time Etihad
has taken an equity stake
in another airline, but it
may not be the last. Chief
executive James Hogan
told The Financial Times
that he also wants to buy a
minority stake in Irish carrier
Aer Lingus.
Analysts say the move puts pressure
on other Gulf carriers, including
Emirates, Qatar Airways
and Gulf Air, to seek similar
deals or risk losing market share
in Europe to Etihad.
Avinco and ICON Capital arrange
lease placement of three A340s to
Aerolineas
Aerolineas Argentinas leased three 1996 vintage
Airbus A340-300s from two investment
funds managed ICON Capital Corp. The aircraft
were most recently operated by Cathay
Pacific Airways, Hong Kong and will now be
leased to Aerolineas for 6 years. ICON selected
Monaco based aircraft trading and remarketing
specialists Avinco to assist with the
deal structuring and delivery of these aircraft
to Aerolineas. The first aircraft, MSN 123,
was delivered in late December, MSN126
was delivered this month and the third aircraft
(MSN128) is due to be delivered in the
coming weeks.
Ameco Beijing completes cabin Mods
on 16 A330s of Air China
On Jan. 3rd 2012, the business class modifications
on 16 Airbus 330-200s of Air China
were completed by Ameco Beijing, marking
the end of a 6-month lasting project. Ameco
will also carry out cabin upgrades on Air China’s
Boeing 777 fleet, starting this summer.
It was the first time for Ameco to carry out
cabin modifications on A330-200s. The working
areas involved in cabin and entertainment
systems, mainly including changes to all seats
and floor, overhead bin modifications and passenger
service unit reconfiguration.
GECAS places order for two additional
ATR 72-600s
GECAS placed an order for two additional
ATR 72-600 turboprop aircraft, and two options.
This is a follow-on to GECAS’ first-ever
ATR order placed in June at the Paris Air Show
and brings the total number of ATRs ordered
by GECAS to 17 with 17 options. GECAS will
begin to take delivery of the new aircraft in
late 2012.GECAS has leased three of its newly
€72.9m in exchange for new shares in the airline as well as a
loan of up to €255m to buy new aircraft, ends any speculation
of a takeover by an acquisitive International Airlines Group (IAG), which has just sealed
- pending approval from the competitions authorities - the £172.5 purchase of European
carrier BMI, complete with its 56 Heathrow landing slots, from Lufthansa.
The Air Berlin deal makes Etihad the first Gulf carrier to buy a large stake in a European
passenger airline, and gives it a boost in its quest to take on bigger rivals Emirates and
Qatar Airways, which have larger global networks. The codeshare agreement with Air
Berlin also gives Etihad access to Berlin, a destination long coveted by Emirates, as well
as to the German carrier’s extensive European short-haul network.
But the tie-up may not be all roses for Etihad, as it will have to deal with serious financial
issues at Air Berlin, which last reported a full-year profit in 2007. The carrier posted
an operating loss of €123.7m for the first nine months of last year, compared to a profit
of €44.8m over the same period in 2010. In a research note, Royal Bank of Scotland
analysts said they viewed the investment as “an irrational move by a very well-funded
business, seeking to expand its footprint globally”.
Hogan, however, was bullish about the deal, saying it was a ‘game-changing move’
which gives Etihad access to 33m new passengers, and that Air Berlin would be restored
to profit.
Another question that Seymour raised was whether protectionism will ‘raise its ugly
head’. “We saw the negative reaction from the German markets to Emirates’ pricing of
flights some 18 months ago, so we’ll see what will be made of this kind of foreign investment
and presumably what will follow - which will be more foreign-owned airlines
competing with the homegrown carriers.”
Unfortunately, he concludes, it comes down to economics and is probably driven more by
the recipient airlines’ need for cash than a long-term strategy to seek new investors.
LEGAL ISSUES
Legal challenge to EU Emissions Trading Scheme rejected: KPMG
Despite opposition from a number of countries to the inclusion of non-EU aviation operators
within the EU Emissions Trading Scheme (ETS), the European Court of Justice (ECJ)
rejected a lawsuit challenging the legality of including emissions from flights to and/or
from Europe within the Scheme. Therefore, from 1 January 2012, all such flights covered
by the EU ETS and aviation operators will be required to monitor, report, and surrender
allowances for the emissions generated by these flights.
Dr. Ashley Steel, head of transport at global audit, tax and advisory firm KPMG, commented
that:“For aviation operators with flights departing and/or arriving in Europe, this
will place a significant compliance burden with associated costs. However, by proactively
managing this burden and putting in place a holistic carbon management strategy, supported
by robust and efficient policies, systems and processes, it may possible for the
impact on aviation operators to be mitigated in part.
“Nonetheless, this will place an additional cost pressure upon the sector at a time when
air operators are already being squeezed by the recent increase in UK Air Passenger Duty
and continuing global economic turmoil.
“For the European carbon market, when viewed alongside the first successful vote in the
European Parliament to withhold some 1.4bn of emissions allowances from 2013-2020
(although this proposal is unlikely to survive in its current form), the ECJ decision may
potentially provide some relief from the recent downward pressure on prices.
“It is important to note that this is not the end of the matter. We would anticipate opponents
of the scheme to continue pursuing their resistance to the Scheme through
unilateral domestic legislation and multilateral action at the International Civil Aviation
Organization.”
2011: A good year for safety and insurers - Ascend study
Last year was a good year for safety, according to the 2011 Performance and Safety Review published by the Ascend aviation consultancy,
with the fatal accident rate improving from about one per 1.3m flights overall in 2010 to one per 1.52m flights in 2011. According to
those figures, Ascend says that last year was the safest year ever, just ahead of 2009 when the fatal accident rate was one per 1.51m
flights. This marks a significant improvement from the mid-1990s when the rate was about one per 700,000 flights, meaning that on
average, overall airline operations are now twice as safe as they were 15 years ago. The number of fatal accidents has also plummeted,
falling from a mid-1990s average of 37.8 per year to 25 in 2011. All figures exclude acts of violence.
2011 was a boon to the insurance industry.
With no major catastrophe, Ascend estimates
The study points out that although the number of fatal accidents for jets and turboprops fell only slightly from 2010 to 2011 (28 vs 25),
relatively fewer people were killed in these accidents. Fatalities in 2011 totalled 497, compared to 828 in 2010 - a reduction of over 40%.
It is interesting to note the ‘decade averages’, with 1,467.4 passenger and crew fatalities on average each year in the 1970s compared to
1,072.2 in the 1980s, 1,127.5 in the 1990s and a mere 792.3 in the last decade to 2009.
The estimated passenger fatality rate for 2011 was one per 7.1m passengers, compared to one per 3.8m passengers carried in 2010,
making 2011 the safest year ever, about 11% better than the previous best year of 2004, when the passenger fatality rate was one per
6.4m carried.
The five worst accidents of 2011 (Table 2) account for a total of 250 passenger fatalities, or 62% of the total number of passenger fatalities
on revenue passenger flights during the year.
Western-built jets, which carry more than 90% of the world’s traffic, suffered five fatal accidents in 2011, resulting in 207 passenger and
