<strong>St</strong>. <strong>Rose</strong> <strong>of</strong> <strong>Lima</strong> <strong>School</strong> reopening team has dedicated their time to develop a reopening<br />

plan that will protect the health, safety, and welfare <strong>of</strong> our students, faculty, & staff while<br />

continuing to provide a Catholic education that integrates faith and Christ-like living with<br />

academic excellence. This plan reflects where we are today. We have studied the NYSED<br />

and NYSDOH guidelines closely and developed what we feel are the best options for <strong>St</strong>. <strong>Rose</strong><br />

at this time. As you know, we are still navigating through new territory and things continue<br />

back to school and the classrooms. The schools were asked to submit three plans to NYS.<br />

The first plan involves in-person instruction, the second plan is a hybrid model, and the third<br />

is total distance learning.<br />

<strong>Plan</strong> #1<br />

In-Person Instruction<br />

At this time, we are operating as if we are opening full time, in person beginning Tuesday,<br />

September 8th unless the governor says otherwise. Several renovations have taken place<br />

that allow us to meet the NYS guidelines for social distancing, and therefore can meet for<br />

in-person instruction for all students grades Pre-K through 6th. The following meet the<br />

CDC and Department <strong>of</strong> Health (DOH) guidelines and are in place for a safe reopening for<br />

students and staff:<br />

Face Coverings:<br />

◆ Acceptable face coverings must be worn by all staff, students (Pre-K - grade 6), and<br />

visitors during arrival, dismissal, when in common areas <strong>of</strong> the school, and any time or<br />

place that individuals cannot maintain appropriate social distancing.<br />

◆ <strong>St</strong>udents in grades 1-6 will wear acceptable face coverings at all times during the<br />

day with the exception <strong>of</strong> eating lunch/snack. The students will be given mask breaks<br />

throughout the day.

◆ <strong>St</strong>udents in grades Pre-K & Kindergarten will wear acceptable face coverings any time or<br />

place where individuals cannot maintain appropriate social distancing. <strong>St</strong>udents in grades<br />

Pre-K & Kindergarten will not be required to wear acceptable face coverings during<br />

instruction & meals as long as appropriate social distancing is maintained.<br />

◆ Appropriate face coverings include but are not limited to cloth-based face coverings (e.g.,<br />

homemade sewn, quick cut, bandana), and surgical masks that cover both the mouth & nose.<br />

◆ Written documentation from a licensed Health Care Provider must be provided if a student<br />

is exempt from wearing a face covering when required.<br />

◆ Signage will be placed throughout the school building to remind staff & students to wear<br />

appropriate face coverings.<br />

◆ <strong>St</strong>udents will be required to provide their own personal face coverings. An extra supply <strong>of</strong><br />

masks will be available for students that need them.<br />

Social Distancing:<br />

◆ Individuals will maintain appropriate social distancing while in school facilities &<br />

on schools grounds.<br />

◆ Classrooms are set up with 6 feet between students.<br />

◆ Specific toilets will be labeled & used in restrooms.<br />

◆ Specific sinks will be labeled & used in restrooms.<br />

◆ Signage will be placed throughout the building to remind staff and students to keep<br />

6ft distance whenever possible.<br />

◆ A distance <strong>of</strong> 12 feet in all directions will be maintained in physical education class as<br />

well as activities that include singing and playing wind instruments.<br />

◆ Recess areas are limited to one class at a time outside.<br />

Space Configurations:<br />

◆ Classrooms are set up to keep all students 6 ft apart. Construction was done on several<br />

classrooms to double the size & allow for 6 ft social distancing between students.<br />

◆ <strong>St</strong>udent belongings will be kept 6 ft apart within their space/classroom. Where space in<br />

the classroom is not available, a separate classroom for each cohort group will be utilized<br />

for storage or where student belongings will be kept in plastic tubs with lids and distanced<br />

from one another.<br />

◆ Desks/tables will all be facing the same direction. Work stations will be cleaned between<br />

uses when necessary & will not be shared.<br />

◆ Classrooms will be set up using a cohort model & disinfection/cleaning <strong>of</strong> frequently<br />

touched surfaces (railings, door knobs, sinks, light switches, sinks, etc.) will happen throughout<br />

the day & disinfection & sanitation <strong>of</strong> each classroom/common area will be complete<br />

each afternoon/evening after student dismissal.<br />

◆ Signage with arrows will be placed on hallway floors throughout the school building to<br />

show bi-directional foot traffic.<br />

◆ No outside individuals, organizations or groups will be using the school building facilities.<br />

◆ Hand sanitizer stations will be placed/mounted throughout the school building.<br />

Drop Off & Pick Up:<br />

◆ <strong>St</strong>aggered arrival and dismissal times will be implemented to facilitate proper social distancing.<br />

◆ Drop <strong>of</strong>f will be between 7:30 & 8:30 and dismissal will be between 2:00 & 3:00.<br />

◆ <strong>St</strong>udents Pre-K - 6th will utilize designated entry/exit doors for arrival & dismissal.<br />

◆ Schedules for drop <strong>of</strong>f and pick up will be emailed separately.

◆ <strong>St</strong>aff & students will have temperatures checked upon entry. Parents will pull up along the<br />

curb at designated times and at their assigned spot. Children will exit the vehicle wearing an<br />

appropriate face covering and have his/her temperature taken. Any child with a temperature <strong>of</strong><br />

100.4 or higher will not be permitted in the building and have to go home. Further details regarding<br />

drop <strong>of</strong>f and pick up will be emailed to parents.<br />

◆ Parents are required to wear an appropriate face covering at drop <strong>of</strong>f and pick up.<br />

◆ Parents are permitted to exit their vehicle to help their child out <strong>of</strong> the car and then must<br />

leave the drop <strong>of</strong>f area to keep traffic moving smoothly. Any communications for the teacher or<br />

<strong>of</strong>fice need to be sent directly to the classroom teachers via email or called into the main <strong>of</strong>fice.<br />

Signage:<br />

◆ Signage will be posted throughout the school building including entryways, hallways,<br />

common areas, & classrooms for the following:<br />

◇ Appropriate social distancing<br />

◇ Symptoms <strong>of</strong> Covid-19<br />

◇ Proper hand and respiratory hygiene<br />

◇ Bi-directional foot traffic<br />

Cafeteria:<br />

◆ All lunches will be delivered to and consumed in classrooms.<br />

◆ Bag lunches will be available for purchase. Hot meals will not be served.<br />

◆ Sharing <strong>of</strong> food among students will not be permitted.<br />

◆ Areas where food will be consumed will be cleaned before and after.<br />

◆ <strong>St</strong>udents will maintain appropriate social distancing in the classrooms during meal times.<br />

Small Spaces:<br />

◆ Signage will be posted in small space areas specifying the number <strong>of</strong> people allowed.<br />

Ventilation:<br />

◆ Classroom doors/windows will be kept open when feasible.<br />

◆ Upgraded air filters have been purchased and installed in all A/C-heating units in<br />

each classroom & <strong>of</strong>fice.<br />

◆ Classroom ventilation units bring fresh air in from outside.<br />

◆ Hepa filter will be added in the health <strong>of</strong>fice.<br />

Common Areas:<br />

◆ Congregating in common areas will be discouraged.<br />

◆ Social distancing & face coverings must be worn in all common areas.<br />

◆ Hand sanitizer stations will be placed/mounted in common areas and hallways.<br />

◆ Restroom protocols will be communicated to staff & students from Pre-K-grade 6.<br />

Cohorts:<br />

◆ <strong>St</strong>udents will be grouped in grade level cohorts. In grades where there are multiple sections,<br />

the students will be assigned to a specific cohort/teacher.<br />

◆ <strong>St</strong>udents will remain in their assigned cohort the entire time they are in the school building.<br />

◆ <strong>St</strong>udents will not interact with other cohort groups.<br />

◆ Special area teachers (art, library, music, & technology) will travel to the individual<br />

classrooms for instruction.

In-Person Instruction:<br />

◆ Our plan is to return full time, 5 days a week, full day, to in-person instruction for grades<br />

Pre-K through 6th.<br />

◆ Our classroom space and enrollment numbers allow us to remain open 5 days a week full day<br />

for students to attend in-person while maintaining appropriate social distancing guidelines.<br />

◆ Only necessary staff will be in the school building.<br />

◆ Parents will not be permitted to enter the building. If they need to come pick up their child<br />

early, they will call into the <strong>of</strong>fice, wait in the space outside the front door, and a staff member<br />

will escort their child out to them.<br />

Faculty & <strong>St</strong>aff:<br />

◆ Faculty and staff will enter & exit through a designated single entry door.<br />

◆ Faculty and staff will have their temperature taken upon entering the building.<br />

◆ Faculty and staff will be Covid-19 tested regularly.<br />

Shared Objects:<br />

◆ <strong>St</strong>udents will bring in their own school supplies to be kept in their personal bin.<br />

◆ Shared objects will be discouraged.<br />

◆ Objects that need to be shared will be cleaned/sanitized between uses.<br />

◆ High touch surfaces will be cleaned/sanitized throughout the day.<br />

◆ <strong>St</strong>udents & staff will use hand sanitizer on the way in & out <strong>of</strong> classrooms.<br />

Sports & Extracurricular Activities:<br />

◆ There will be no sports or extracurricular activities.<br />

Hygiene, Cleaning & Disinfection:<br />

◆ Cleaning logs will be posted and maintained daily.<br />

◆ <strong>St</strong>udents & staff will be trained in proper hand and respiratory hygiene.<br />

◆ Parents will be asked to remind students <strong>of</strong> proper hand & respiratory hygiene at home.<br />

◆ Hand soap will be in all restrooms.<br />

◆ Hand sanitizer will be available in all classrooms & staff <strong>of</strong>fices.<br />

◆ Hands free sanitizing stations will be placed/mounted throughout the school in hallways<br />

and common areas.<br />

◆ Hand sanitizer will meet the CDC guidelines & checked by our health pr<strong>of</strong>essional on staff as<br />

well as maintenance supervisor.<br />

◆ Waste receptacles will be available throughout the school in classrooms, restrooms, & <strong>of</strong>fices.<br />

◆ Classrooms & staff <strong>of</strong>fices will be provided with necessary cleaning supplies to be used<br />

throughout the day.<br />

◆ Drinking fountains will not be available. <strong>St</strong>udents will bring their own water bottles.<br />

◆ Regular cleaning and disinfecting will take place by our maintenance staff each evening after<br />

staff & students leave for the day. The school has purchased a Victory Electrostatic Backpack<br />

Sprayer & sanitizing product that is used after cleaning has taken place throughout the school.<br />

◆ Cleaning <strong>of</strong> high touch surfaces & areas where students eat will be conducted in classrooms<br />

& <strong>of</strong>fices throughout the day.<br />

◆ All cleaning/sanitizing products will meet DOH safety guidelines.<br />

◆ Restrooms will be cleaned frequently throughout the day.<br />

◆ Signage will be posted in restrooms to ensure social distancing is being adhered to.

◆ Specific sinks will be closed <strong>of</strong>f to ensure social distancing in the restrooms.<br />

◆ Specific toilets will be closed <strong>of</strong>f to ensure social distancing in the restrooms.<br />

Cleaning & Disinfection Following Suspected or Confirmed Covid-19 Case:<br />

◆ If there is a reported positive case <strong>of</strong> covid-19 involving a staff member, student, or visitor, the<br />

school will follow protocols in the CDC guidelines for “Cleaning and Disinfecting Your Facility.”<br />

◆ The cohort in which the individual belongs will be closed until all cleaning and sanitizing<br />

according to CDC guidelines can be complete.<br />

◆ If multiple cohorts are exposed, it may be necessary to close the school for a length <strong>of</strong> time.<br />

If that is an extended period <strong>of</strong> time, distance learning will take over until it is safe to return to<br />

the school in-person.<br />

Coordination <strong>of</strong> <strong>Reopening</strong>:<br />

◆ The safety coordinator will be the building principal.<br />

◆The building principal will work in conjunction with the maintenance supervisor & staff, as<br />

well as the pastor regarding the reopening plan in the event <strong>of</strong> a covid closure.<br />

Communication <strong>Plan</strong>:<br />

◆ <strong>School</strong> safety coordinator has reviewed and understands the <strong>St</strong>ate-issued industry guidelines<br />

“Interim Guidance for In-Person Instruction at Pre-K to Grade 12 <strong>School</strong>s During the<br />

COVID-19 Public Health Emergency” as well as “Recovering, Rebuilding, and Renewing: The<br />

Spirit <strong>of</strong> New York’s <strong>School</strong>s” Health & Safety.<br />

◆ <strong>School</strong> safety coordinator completed the Business Affirmation for reopening.<br />

◆ <strong>Plan</strong>s for reopening will be shared with stakeholders via email and will be posted on the<br />

school website.<br />

◆ Parents will be contacted weekly via email blast with any pertinent instructions, training,<br />

and updated information.<br />

◆ Parents will be contacted weekly via email blast a reminder <strong>of</strong> signs and symptoms to look<br />

for in their child that require them to stay home from school including signs and symptoms<br />

<strong>of</strong> COVID 19 and/or a temperature <strong>of</strong> greater than 100 degrees.<br />

◆ Parents will be sent a health screening questionnaire weekly asking the following questions:<br />

▲ Have you or anyone in your household been in close or proximate contact in the<br />

past 14 days with anyone who has tested positive through a diagnostic test for<br />

COVID-19 in the past 14 days?<br />

▲ Have you or anyone in your household tested positive through a diagnostic test for<br />

COVID-19 in the past 14 days?<br />

▲ Has your child or anyone in your household experienced any symptoms <strong>of</strong><br />

COVID-19, including a temperature <strong>of</strong> greater than 100 degrees in the past 14 days?<br />

▲ Have you or anyone in your household traveled internationally or to a restricted<br />

state in the last 14 days?<br />

◆ Parents will be asked to take their child’s temperature each morning prior to coming to<br />

school and keep a log. Daily temperature checks will take place when students arrive at<br />

school before they enter the building.<br />

◆ Nursing staff will go to each classroom and train all students how to follow COVID-19 safety<br />

protocols correctly including but not limited to hand hygiene, proper face covering wearing,<br />

social distancing, and respiratory hygiene.<br />

◆ <strong>St</strong>aff and students will be reminded regularly verbally and through signage <strong>of</strong> the

CDC and DOH regulations for face coverings and social distancing.<br />

◆ <strong>School</strong> safety coordinators will monitor local health department updates and communicate<br />

to staff, students, and parents.<br />

Positive Screen Protocol:<br />

◆ <strong>St</strong>udents who present positive for COVID-19 symptoms at drop <strong>of</strong>f during daily screening,<br />

he/she will be sent home immediately. Building administrator will be notified immediately.<br />

◆ <strong>St</strong>udents who arrive via bus and present positive for COVID-19 symptoms upon arrival<br />

will be isolated immediately until such time that a parent/guardian can pick them up.<br />

Building administrator will be notified immediately.<br />

◆ The school safety coordinator will notify the local health department immediately if a<br />

student tests positive for COVID-19.<br />

◆ When a student or staff member has a confirmed case it will:<br />

▶ Communicate with the local health department.<br />

▶ Communicate with other staff members as is necessary and appropriate.<br />

▶ Identify students, staff, and visitors who may have had close contact with the<br />

individual during the 14 days prior to the positive test to initiate contact tracing.<br />

▶ Follow contact tracing guidelines.<br />

◆ CDC guidance will be followed when allowing a student or staff member who exhibited<br />

COVID-19 symptoms to return to school/work:<br />

▶ Is not diagnosed with COVID-19 by a licensed healthcare provider.<br />

▶ Fever free without using fever reducing medication for 24 hours.<br />

▶ Provide a written doctor’s note when diagnosed with another condition.<br />

◆ CDC guidance will be followed when allowing a student or staff member who has either<br />

been diagnosed positive for COVID-19 by a healthcare pr<strong>of</strong>essional based on a test or they<br />

do not get a COVID-19 test but have COVID-19 symptoms to return to school/work:<br />

▶ If an individual tests positive regardless <strong>of</strong> whether they are symptomatic or<br />

asymptomatic, they may return upon completing at least 10 days <strong>of</strong> isolation from<br />

the onset <strong>of</strong> symptoms or 10 days <strong>of</strong> isolation after the first positive test if they remain<br />

symptom free and test negative for COVID-19<br />

▶ If an individual has had close or proximate contact with a person with COVID-19 for<br />

a prolonged period <strong>of</strong> time AND is experiencing COVID-19 related symptoms, they<br />

may return after completing at least 10 days <strong>of</strong> isolation from the onset <strong>of</strong> symptoms<br />

and test negative for COVID-19. (The NYS DOH considers a close contact to be<br />

someone who was within 6ft <strong>of</strong> an infected person for at least 10 minutes starting<br />

from 48 hours before illness onset until the time the person was isolated.)<br />

▶ If an individual has had close or proximate contact with a person with COVID-19<br />

for a prolonged period <strong>of</strong> time AND is NOT experiencing COVID-19 related symptoms,<br />

they may return after 14 days <strong>of</strong> self-quarantine.<br />

▶ If the individual receives a positive COVID-19 test, they need to receive a negative<br />

COVID-19 test result.<br />

In-Person Screening:<br />

◆ All staff performing in-person screening activities will be required to wear the necessary<br />

PPE to be appropriately protected from exposure to potentially infectious individuals<br />

entering the school.

◆ Appropriate PPE will be available to all staff members.<br />

◆ Appropriate PPE includes at a minimum, an acceptable face covering and gloves.<br />

<strong>School</strong> Health Office:<br />

◆ A separate space will be designated to isolate any student that exhibits COVID-19 symptoms<br />

until a parent/guardian can be contacted to come pick them up.<br />

◆ <strong>St</strong>udents in isolation will remain supervised at all times.<br />

◆ Health <strong>of</strong>fice staff will be required to use appropriate PPE when caring for students<br />

presenting signs <strong>of</strong> illness.<br />

◆ Isolation area will be disinfected and sanitized after a student showing signs <strong>of</strong> COVID-19 has<br />

left the room and school.<br />

◆ Health <strong>of</strong>fice will be disinfected and sanitized after each student is seen for non COVID-19<br />

related illnesses.<br />

◆ Health <strong>of</strong>fice will be disinfected and sanitized using CDC approved cleaning products including<br />

the Victory sanitizing machine & Navigator-dilution control system each evening after<br />

staff and students have left the building.<br />

◆ Nursing staff will communicate directly with parents and health care providers when appropriate<br />

where asthma medication and/or asthma medication delivery systems are warranted.<br />

Tracing and Tracking:<br />

◆ If a student or staff member in a cohort tests positive for COVID-19 the local health department<br />

will be contacted.<br />

◆ The cohort will be closed and no students or staff included in that cohort as well as any support<br />

staff that had direct contact with the cohort will return until appropriate disinfecting and<br />

sanitizing in accordance with the CDC and DOH guidelines has taken place and individuals<br />

have self-quarantined for 14 days and remain symptom free.<br />

◆ If multiple exposures are suspected, the school will shut down for disinfection and sanitizing<br />

and those in direct contact with the positive individual will need to self quarantine for 14 days.<br />

◆ If we are informed <strong>of</strong> any positive COVID-19 diagnosis by an individual in school facilities<br />

or on school grounds including students, staff, and visitors, we will notify the state and local<br />

health departments immediately.<br />

◆ Parents will be notified immediately via email blast, text message, and phone call <strong>of</strong> any positive<br />

COVID-19 cases reported <strong>of</strong> an individual in the school as well as protocol to be followed.<br />

Quarantine, Isolation & Return to <strong>School</strong>:<br />

◆ <strong>School</strong> safety coordinators will report to the local health department immediately when<br />

notified that an individual has tested positive for COVID-19.<br />

◆ <strong>School</strong> safety coordinators will report to the parents via email blast, text message, and<br />

phone call when notified that an individual in the school has tested positive for COVID-19.<br />

◆ <strong>School</strong> safety coordinator will contact the local health department when notified an individual<br />

in the school has come into close or proximate contact with a person who has tested<br />

positive for COVID-19.<br />

◆ <strong>School</strong> principal and nursing staff will refer to DOH’s “Interim Guidance for Public and Private<br />

Employees Returning to Work Following COVID-19 Infection or Exposure” regarding<br />

protocols and policies for faculty and staff seeking to return to work after a suspected or confirmed<br />

case <strong>of</strong> COVID-19 or after the faculty or staff member had close or proximate contact<br />

with a person with COVID-19.

Distance Learning Option:<br />

◆ There is a distance learning option available for students unable to attend in person. If this<br />

option is chosen, students will be required to remain in distance learning for an entire quarter.<br />

If a parent would like their student to return to the classroom for in-person instruction it<br />

can only be at the beginning <strong>of</strong> a new quarter. Parents and students will be required to sign a<br />

contract outlining the responsibilities and requirements <strong>of</strong> participating in distance learning.<br />

Tuition costs remain the same for distance learning.<br />

Before/After Care:<br />

◆ Before care will not be available at this time.<br />

◆ After care will be available. Number <strong>of</strong> students will be limited due to COVID-19 guidelines.<br />

More information will be provided in a separate document.


<strong>Plan</strong> #2<br />

Hybrid Model<br />

If <strong>St</strong>. <strong>Rose</strong> is required to follow a hybrid instruction model, all <strong>of</strong> the guidelines stated above<br />

for the in-person plan will remain the same in the hybrid plan. The hybrid model contains<br />

the following:<br />

◆ <strong>St</strong>udents will attend Monday-Thursday for in-person instruction.<br />

◆ Drop <strong>of</strong>f and pick up will remain staggered. Drop <strong>of</strong>f will remain between 7:30-8:30am.<br />

◆ The length <strong>of</strong> the school day will be extended. Pre-K will end at 3:30 & K-6 will end at 4:00.<br />

Due to the extended time <strong>of</strong> the school days Monday-Thursday, Friday’s will not be an instructional<br />

day. This day will be used to catch up on classwork or homework if necessary. This will<br />

also be a day for teachers to meet virtually one on one or in small groups with students who<br />

may need academic support.<br />

◆ Before care will not be available at this time.<br />

◆ After care will be the same as in <strong>Plan</strong> #1 except closed on Fridays.<br />

<strong>Plan</strong> #3<br />

Distance Learning<br />

◆ <strong>St</strong>udents will participate in virtual instruction Monday through Friday.<br />

◆ The daily schedule will be set up the same as in the classroom.<br />

◆ Instruction will include but will not be limited to recorded videos, google meets, email,<br />

◆ All students Pre-K through grade 6 will be using google classroom.<br />

◆ Parents and students will be required to sign a contract outlining the responsibilities<br />

and requirements <strong>of</strong> participating in distance learning. Tuition costs remain the same<br />

for distance learning.<br />

◆ Attendance and participation are required.<br />

◆ <strong>St</strong>udents will receive progress reports quarterly. Grading rubrics will be provided to parents<br />

and students.<br />

◆ <strong>St</strong>udents will be able to sign out a chrome book or iPad to use at home if needed. <strong>St</strong>udents<br />

will be responsible for following online safety protocol as well as taking care <strong>of</strong> & maintaining<br />

the device while in their care.
