Government elections are scheduled<br />

How to be involved<br />
Addressing a <strong>Council</strong> Meeting<br />
The public may address a <strong>Council</strong><br />
meeting on any subject of concern<br />
or interest to the <strong>City</strong>. A period<br />
of 15 minutes for public question<br />
time is set aside at ordinary <strong>Council</strong><br />
Meetings for members of the<br />
community to ask questions relating<br />
to <strong>Council</strong> activities.<br />
Any member of the public wishing to<br />
ask a question should first refer to<br />
<strong>Council</strong>’s website www.ccc.tas.gov.<br />
au/councilmeetings.<br />
The public is encouraged to<br />
submit a question in writing, that<br />
is, a question ‘on notice’. <strong>Council</strong><br />
recommends this option, as it<br />

Rates, Payments<br />
<strong>and</strong> Fines<br />
What are rates?<br />
Property rates are <strong>Council</strong>’s<br />
principal revenue source. Valuations<br />
provided by the Valuer General<br />
are used to calculate the rates on<br />
each property. Rates are charged<br />
for various services <strong>and</strong> owners<br />
pay rates according to whether all<br />
or only some services are available<br />
to a particular property. For rates<br />

You may pay your rates in full on or<br />
before the first instalment date, pay<br />
by four instalments, or make regular<br />
payments by direct debit. Payments<br />

For existing concession card<br />
holders, verified by Centrelink or<br />
Veterans’ Affairs, the remission<br />
will be automatically shown as a<br />
reduction on your rates notice. New<br />
concession card holders (if date of<br />
grant is prior to 1 July 2012) <strong>and</strong><br />
existing recipients who changed<br />
residence last financial year should<br />
complete a remission form before<br />

How do I pay for a permit or<br />
pay a fine?<br />
Permits (e.g. Dog Registrations or<br />
Building Permits) can be paid at<br />

<strong>Council</strong> issues fines for legislative<br />

Unpaid fines are referred to the<br />

Animal Issues<br />
Dog management<br />
Dogs are an important part<br />
of life for many people in the<br />
community. <strong>Council</strong> encourages<br />
owners to follow some basic rules<br />
that recognise the rights of all<br />
community members:<br />
• ensure dogs over six months<br />
old are registered<br />
• ensure dogs over six months<br />
old are microchipped<br />
• renewal of dog registration is<br />
due on 1 July each year<br />
• inform <strong>Council</strong> on the death or<br />
transfer of ownership of a dog<br />
• ensure your dog is not able to<br />
roam<br />
• clean up any mess <strong>and</strong><br />
maintain effective control of<br />
dogs<br />
• ensure dogs are on a lead<br />
unless specifically signed<br />
• don’t allow a dog to bark<br />
continually <strong>and</strong> cause a noise<br />
nuisance, or attack, menace or<br />
harass a person or animal<br />

• keep no more than two dogs<br />
over six months of age, or<br />
four in the case of working<br />
farm dogs, on premises<br />
unless a kennel licence has<br />
been approved.<br />

Dogs on beaches<br />
Apart from Little Howrah Beach,<br />
dogs are permitted on most <strong>Council</strong><br />
beaches at any time between 1<br />
March <strong>and</strong> 30 November. From 1<br />
December to 1 March dogs are not<br />
allowed on some beaches between<br />
the hours of 10.00am to 6.00pm. On<br />
the western end of Bellerive Beach<br />
there is an additional restriction<br />
which requires dogs to be on a lead.<br />
Dogs MUST be under effective<br />
control at all times. Owners must<br />
clean up after their dogs at all times.<br />

Horse riding<br />
The Tangara Trail covers scenic l<strong>and</strong><br />
from Seven Mile Beach to South<br />
Arm <strong>and</strong> is available for use by horse<br />

riders. Horses are prohibited from<br />
all <strong>Council</strong> controlled beaches.<br />

collected. If garbage is not collected<br />
because it does not comply with<br />
requirements, a fluorescent yellow<br />
sticker detailing the reasons will be<br />
attached to the uncollected bins.<br />
Each wheelie bin is coded to its<br />
respective property <strong>and</strong> must not be<br />
removed from the property under<br />
any circumstances.<br />

Green waste collection<br />
service<br />
A four weekly kerbside collection<br />
service of green organic material is<br />
provided to households receiving<br />
a garbage collection service.<br />
Residents are asked to put out<br />
material before collection runs start<br />
at 6.00am on designated collection<br />
days.<br />
Items must be tied in bundles. The<br />
service collects tree branches <strong>and</strong><br />
prunings less than 1500mm in<br />
length with a maximum diameter of<br />
200mm. Grass clippings <strong>and</strong> weeds<br />
must be placed out in an open rigid<br />
container. Items placed in plastic<br />
bags, cardboard or polystyrene<br />
boxes will not be collected. For<br />

Dial-a-Garbo <strong>and</strong> e-waste<br />
collection<br />
An annual service for the collection<br />
of large <strong>and</strong> bulky items is<br />
conducted in early November for<br />
those properties receiving the<br />
garbage collection service.<br />

how to use the service, including<br />
information on what items can<br />
be collected, is distributed in late<br />
September. Residents are required<br />
to book for the service during the<br />

Sewer mains - disposal of<br />
waste<br />
Areas of <strong>Clarence</strong> rely on treated<br />
wastewater for agricultural <strong>and</strong><br />
recreational use. It is important that<br />
you only use the sewer system for<br />
the disposal of normal domestic type<br />
waste. Please contact Southern<br />
Water on 13 6992 if you have any<br />
queries relating to waste disposal or<br />
trade waste.

A planning permit is often required<br />
before you use, develop or subdivide<br />
a property. To assist people making<br />
a new application for a planning<br />
permit, enquiring into an application<br />
before <strong>Council</strong> or to lodge final<br />
subdivision plans for sealing,<br />

This free service aims to provide<br />
advice about sympathetic design<br />
approaches <strong>and</strong> is most valuable at<br />
an early stage in the development of<br />
your plans.<br />
Arranging building <strong>and</strong><br />
plumbing permits<br />
Most building work requires<br />
building <strong>and</strong> plumbing permits.<br />
Check with Southern Water before<br />
contacting <strong>Council</strong> regarding<br />
Plumbing Permits.<br />
To obtain a building permit, you<br />
need to engage a private building<br />
surveyor to assess your building<br />
plans <strong>and</strong> issue a Certificate of<br />
Likely Compliance. The Certificate<br />
of Likely Compliance must<br />
accompany your building permit<br />
application. Builders usually lodge<br />
these applications on behalf of<br />
clients.<br />

A permit is required for skip bins<br />
placed on <strong>Council</strong> property such as<br />
roads or nature strips. To receive a<br />

Planning a pool or spa<br />
Permits are required for pools <strong>and</strong><br />
spas with sides higher than 300mm.<br />
Building surveyors can advise on<br />
pool <strong>and</strong> spa fencing. Call<br />

On-site waste water<br />
management systems<br />
<strong>Council</strong> approval is required to<br />
install or alter an on-site waste<br />
water management system. The<br />
services of an environmental<br />
consultant will need to be engaged<br />
to investigate the property<br />
<strong>and</strong> design a suitable system.
Wastewater system design needs to<br />
consider the volume of wastewater<br />
that needs to be managed based<br />
on the number of bedrooms <strong>and</strong><br />
rooms that may potentially be<br />
used as a bedroom, the area of<br />
the l<strong>and</strong> available for wastewater<br />
management, which includes a<br />
reserve area of equal size in the<br />
event of failure, <strong>and</strong> the capacity<br />
of soil on the l<strong>and</strong> to sustainably<br />
manage the volume of wastewater<br />
generated by any development.<br />

Stopping v<strong>and</strong>alism is a concern<br />
for all residents as the cost of<br />

Geilston Bay to Howrah <strong>and</strong> the<br />
Howrah to Rokeby Cycleway. There<br />
is also a family-friendly ride around<br />

Mountain bike tracks<br />
For the more adventurous bike<br />
rider the Tangara Trail offers a<br />
trail through bushl<strong>and</strong> <strong>and</strong> grassy<br />
reserves. The ultimate mountain<br />

Year. Rosny Farm is located adjacent<br />
