Ordinance 2 regarding the measurements of the 

combat of coronavirus (status 11 May 2020) 

Entering Switzerland based on current ordinance 2 

• In principle forbidden, if entering from a high risk 

country (all countries except Liechtenstein) with 

some exceptions 

Decided phases on the lockdown: 

• 27 April: 1st phase 

• 11 May: schools, any other store – slightly 

opening the border 

• 8 June: leisure activities, eg. museum, libaries, 

zoos – opening the border for EU/EFTA 

nationals 

• 15 June: all applications will be reviewed again 

and visas will be issued again 

• No decision on the final opening of the border 

Main changes in regard to: 

• Family reunification for Swiss and 

EU/EFTA nationals with a L, B or C 

• Non-EU/EFTA nationals with a filed 

application before 19 March 2020 

• EU/EFTA nationals with a filed 

application before 25 March 2020 

• EU/EFTA nationals with an employment 

contract issued before 25 March 2020 

(and rental agreement starting at least as 

of 1 April)

FAQ: new joiner 

YOU asked: 

What is a realistic start date for 

new joiners? 

CONVINUS replies 

• For EU/EFTA nationals with signed 

employment contract before 25 March 

2020: now 

• For EU/EFTA nationals with no signed 

employment contract before 25 March 

2020: 8 June 

• For non-EU/EFTA nationals with filed 

application before 19 March 2020: 1 July 

• For non-EU/EFTA nationals with not 

filed application before 19 March 2020: 

1 October

YOU asked: 

EU national shall start new in 

Lucerne. He is married and has 

a child, both are Japanese 

nationals. 

Can he only enter on his own, 

or together with the family. 


• If the employment contract has been signed prior 

to 25 March 2020 and he has a rental agreement 

starting 1 April, he can just enter Switzerland. 

• If there is no rental agreement with start date 1 

April: the notification can be done, so that he can 

start now 

• If the employment contract also has not been 

signed before 25 March: he can only enter as of 8 

June 

• Family: he first needs to register and then an 

application for family reunification neesds to be 

filed

A dutch medical doctor plans 

to move to Zurich. His 

employment contract starts as 

of 1 July 2020 with a hospital in 

Zurich. 

When can he enter 

Switzerland? 


• He can enter Switzerland as 

of 8 June. 

• If he already wants to enter 

before then, a notification 

needs to be done. However, 

this is only possible with an 

employment contract signed 

prior to 25 March 2020.

FAQ: family reunification 

YOU asked: 


EU national is since April 2020 

in Switzerland registered and 

started to work then. 

He is married to Ukrainian 

spouse, who currently lives in 

Poland and has a Polish 

residence permit. 

Can she just enter Switzerland? 

• If he has a B-permit card, 

then an application for 

family reunification can be 

filed since this week. 

• She will need to wait for the 

final approval from the Swiss 

authority and then claim the 

visa at the embassy.

FAQ: home office 

YOU asked: 

An employee is since March 2020 in 

the home office and intends to stay in 

the home office until end of June or 

later. The employee is employed in 

Zurich and his home office is in 

Konstanz, where his family lives. He 

usually commuted daily to Zurich. 

What are the tax and social security 

implications? 

CONVINUS replies: 

• recommendation: wait until the 

employee is returning to his work 

place and then checking the situation 

about tax and social security. 

• The authorities of the neighbouring 

countries informed about the 

intention to not switch the tax 

regime or the enrolment of security 

based on home office.

FAQ: delivery of machine 

YOU asked: 

An Italian national living in 

Milano shall deliver a machine 

to a client in Switzerland on 

the 18 th May. The contract with 

the Italian company has just 

been concluded as of 4 th May. 


• The delivery of machines, 

equipment or any goods is 

possible. 

• Possible quarantine 

requirements from 

Switzerland and Italy. 

Is this possible?

FAQ: service agreement 

YOU asked: 

A Spanish national living in Madrid 

is employed by a Spanish company 

in the IT sector. They have a 

support contract in regard to the IT 

databases of the Swiss company, 

which is dated 1 February 2020. 

He is required to work from 18 th 

May to 30 th May in Zurich. 


• As the contract is issued 

before 25 March 2020, the 

notification is possible 

• Notification starting from 1 st 

day 

Is this possible?

FAQ: assignment & family reunification 

YOU asked: 

An Indian national is on a 4 

months assignment in Zurich 

and shall be extended by 20 th 

May 2020 based on COVID-19 

for a period of 8 months. 

Further, his wife from India 

would like to join him. 


• The extension or switch of 

work permit can be filed 

• Filing date needs to be 

before 20 th May 2020 

• Family reunification can only 

be filed after 15 th June. 

Can an extension be filed? 

Can the spouse join him?

FAQ: change of residency 

YOU asked: 

As of 1 July an university leaver 

(US national) shall start to work 

at a company in VD. He has just 

finished his studies at the EPFL. 

His permit card expires on 5 th July. 


• special agreement of EPFL 

• No job search required 

• Application can be filed 

Is it possible to get a work permit 

for him without job search?

FAQ: travelling abroad 

YOU asked: 

Can anybody travel abroad? 

How strict are other countries? 


• In principle travelling abroad is 

possible, but it depends on whether 

there is a flight or a train available. 

• Restrictions of other countries: 

most of them would like to open 

the borders in the EU, but take the 

measurement based on the number 

of infected people. 

• Quarantine requirements: most 

likely until end of June
