Dear Vernon Hills Residents,

The Vernon Hills Park District looks forward to continuing to reopen and fulfill its vision to address the

lifelong leisure needs of all Vernon Hills residents. In accordance with the State of Illinois’ Restore Illinois Plan,

staff continues to plan for the return of programming and reopening of facilities as detailed in Phase 4 Recovery.

Below are the details for specific areas of interest:

• Sullivan Community Center is open Monday through Saturday. Please check our website for hours of operation.

• Lakeview Fitness opened July 1 with modifications. Outdoor fitness classes with limited capacity and personal training are currently being offered. Advanced reservations

for lap swimming and group exercise can be scheduled through the Lakeview Fitness App. Use of the cardio and free weight rooms do not require reservations.

• The Family Aquatic Center is open through August 9. If staff is available, we will be open for a final weekend on August 15 and 16. Please visit the FAC webpage for updates.

• The Farmers Market is open every Thursday from 3-7 pm in Century Park through October 8. This year, the market is operating as

an “In & Out” market with safety measures in place. Visit the Farmers Market web page for vendor listings.

• Our final summer camp is Last Blast Camp offered in a 2-week session for grades K-7 in August with an extended care option. Registration is still open for this camp.

• All outdoor sports courts, playgrounds, fitness stations, and park restrooms are open.

• Picnic Shelters and pavilions are available for reservations. A maximum of 50 persons is allowed or 50% overall room capacity.

• Swim lessons resumed with modifications. An additional session was added for August 3-13.

The District is prepared to adjust and make appropriate changes as we continue the Phase 4 Revitalization. For the latest information, please

Board Meetings

The District is governed by five elected Commissioners

who set policy for the operation of the Park District. Park

Board meetings are held on the fourth Thursday of each

month at 6:30 pm at the Sullivan Community Center,

635 N. Aspen Drive, unless otherwise posted. Please call

the dates or times. Meetings are open to the public and

residents are invited to share comments or suggestions

during the appropriate time as listed on the agenda.

Illinois Distinguished Accredited Agency 2018-2023

Vernon Hills Park District is recognized as an Illinois Distinguished

Accredited Agency 2018-2023 by the Illinois Association of Park

Districts and the Illinois Park and Recreation Association. The

two statewide associations administer the Illinois Distinguished

Accreditation program with the goal of improving the delivery of

park and recreation services to Illinois residents. It is a voluntary,

comprehensive evaluation process to demonstrate that agencies

have met state guidelines to provide exceptional services to their

community. Only 15% of Park Districts receive this accreditation.

Offsetting Electrical Costs with Solar Panels

Vernon Hills Park District is working with Trane/Ingersoll Rand to apply for grant funding

through the Illinois Shine Program that is administered by the Illinois Power Agency

(an independent state government agency) for solar development on the District's Park

Maintenance Facility rooftop.

The solar panels will save the District roughly $5,000 per year in electrical costs and

cut down approximately 70% use off of the electrical grid. The Illinois Shine Program

assists municipal agencies to install solar systems to harness the free power from the

sun. The south facing roof is desirable for solar power technology.

The Park District has a PPA (Purchase Power Agreement) with Trane/Ingersoll Rand for

the solar power production. This means the Park District does not own the solar panels

or the electricity provided by the solar panels. Instead of paying upfront costs for the

solar panel, the Park District is leasing the space on the flat roof to Trane/Ingersoll Rand

and purchasing the solar power produced. The rate at which the District is purchasing

the solar power is far less than what would be charged by the current electric provider.

New Skate Park Completed

The new state-of-the-art Skate Park, located in the Sullivan Community Center/Family

Aquatic Center parking lot area, is now open.

A community meeting was held in November, 2019 at the Sullivan Community Center.

People in attendance viewed conceptual designs of a new skate park and spoke with

the skate park developer offering their insights on a new design.

Beaver Creek Restoration

In 2020, the Vernon Hills Park District started the

process of developing and restoring Beaver Creek

Park. The park was inundated with invasive species

and pioneer trees that were taking over the entire

property, as well as creating dams in the creek. We

cleared the entire park, properly graded the entire

site, and planted 27 new trees. In addition, we are

working with a land steward company to restore the creek bank for water quality

purposes. The park will have a renewed feeling after a full year of established growth.

Vernon Hills Park District Announced as Finalist for the 2020 National Gold Medal Awards in Parks and Recreation

The American Academy for Park and Recreation Administration (AAPRA), in partnership with the National Recreation and Park Association (NRPA), is pleased to announce Vernon Hills

Park District as a finalist for the 2020 National Gold Medal Awards for Excellence in Park and Recreation Management. Musco Lighting, LLC is proud to continue sponsoring the Gold

Medal Awards program as it has for more than 20 years.

Founded in 1965, the Gold Medal Awards program honors communities in the United States that demonstrate excellence in parks and recreation through long-range planning,

resource management, volunteerism, environmental stewardship, program development, professional development and agency recognition. Applications are separated into six

classes, with five classes based on population and one class for armed forces. Vernon Hills Park District is a finalist in Class V category, population less than 30,000.

Agencies are judged on their ability to address the needs of those they serve through the collective energies of community members, staff members and elected officials. Vernon Hills

Park District joins three other finalists in their class that will compete for grand honors this year.

Park Board President David Doerhoefer states – “The Vernon Hills Park District is excited and honored to be an NRPA Gold Medal Finalist and we look forward to sharing our story

and successes with park and recreation agencies across the country”.

A panel of five park and recreation professionals will review and judge all application materials. Judges are chosen for their considerable

experience and knowledge in parks and recreation on both the local and national levels.

This year’s finalists will compete for Grand Plaque Award honors this summer, and the six Grand Plaque recipients will be announced during

the 2020 NRPA Conference, which will be held virtually in October. The presentation of both the Finalist and Grand Plaque recipients is being

finalized and details will be forthcoming on the virtual conference website.

Youth Fitness Orientation Course | 12-13 Years

This orientation course is a prerequisite to any 12 or 13 year old wishing to purchase

a membership at Lakeview Fitness. Participants will work with a personal trainer and

learn how to properly use all machines, gym etiquette, importance of proper nutrition

to fuel workouts, and much more. Orientations are scheduled by appointment only.

Youth must be accompanied by an adult when using the facility.

In order to ensure a safe and productive exercise environment for all of our guests,

we require 14-15 year olds to attend an orientation session before using the fitness

equipment for the first time. Orientations are scheduled in advance through the front

desk and are free of charge.

Orientations are 30 minutes and only available for fitness members.

KickStart Session

Adult fitness orientations are complimentary and are available upon request at the

customer service desk.

Learn how to use each piece of fitness equipment safely and properly. An overview

of equipment function and adjusting settings is also covered. Orientations will not

cover the creation of a work out program. See our personal training section for more

information on how our staff can help you develop a new exercise routine.

Swim Lessons

follow the American Red Cross Learn-to-Swim guidelines. Taught by instructors who are certified lifeguards, our lessons feature progressive swimming instruction and practice of

Youth Swim Clinic | 7-18 Years

Beginner/Intermediate

Whether you are still developing your competitive legal strokes or have had some

prior swim team experience, this clinic is for you. Our Bronze and Silver level swim

team coaches help swimmers gain confidence with drills, progression techniques,

and skill orientated swim sets. This is not a learn-to-swim class. Participant must

be able to swim 25 yard freestyle and 25 yard backstroke without stopping.

This team is designed for swimmers with previous lesson or beginner swim team

experience. The primary focus is on refining all four competitive strokes and learning

new skills such as diving and flip turns. Practices build on Bronze I by adding

It is our goal to provide a safe and nurturing learning environment where each child is

recognized and appreciated. Our belief is that children learn best through creative play

and exploration. We want to help you build upon your child’s love of learning.

Our program will prepare your child for their kindergarten experience through

developmentally appropriate activities. Our highly experienced staff will assist your

children in developing a sense of independence and confidence as they develop social

relationships with other children. Daily instruction is provided to foster your child’s

literary, cognitive, and fine and gross motor skills.

We offer the best value for your money! A new, secure, beautiful facility opened in

January, 2017, with highly-qualified staff dedicated to teaching our young students!

Our large classrooms are equipped with child-sized bathrooms and all new classroom

furnishings. We have an expanded outdoor playground too! Consider our school-year

preschool programs for 2-5 year olds for a consistent, developmentally appropriate

Do preschoolers need to be potty trained?

Children in 2 Year Old Preschool do not need to be potty trained; however, instructors

are not responsible for changing diapers. Children in 3 and 4 Year Old Preschool must

be potty trained.

• Pre-registration is offered to returning students, prior to

open registration.

A $100 non-refundable/non-transferable deposit is due at the time of registration. The

balance will be charged in equal installments on the fifth of each month, July through

Checkmate Chess Academy | Grades K-5

Chess leads to increased focus and concentration, critical

thinking skills, teaching kids to think before they act and

improved math and reading scores. Chess is taught by using

specially created alternative chess games, songs, dances and

the newest educational technology.

Young Rembrandts | Grades K-5

This class will introduce students to color, pattern, and design.

Students create fall-themed illustrations like taffy apples and

scarecrows. Cartoon skills are highlighted as we draw delightful

bunnies and create a Van Gogh-inspired drawing featuring

vibrant sunflowers.

Yoga | Grades K-5

There are yoga games, music, lots of work with imagination,

while your child learns breathing techniques, balancing poses,

and even meditation practices. Yoga helps kids manage stress

better and improve their self confidence. If possible, please

have your child bring their own yoga mat with their name on it.

Caring for Students, Kindergarten through Grade 6

PALS provides positive before and after school activities for elementary students within

a safe, secure, and enriching environment. Your child will have the opportunity to

engage in education and recreation activities geared to the interest of the participants.

the element of competition. At this level we will begin

fifth graders will use an intermediate size ball while the

sixth graders will move up to the regulation ball.

Players continue to develop their skills and showcase

single elimination tournament to end the season. The

emphasis in this league continues to be sportsmanship,

skill development, participation and fun, but competition

is embraced, teaching players how to win and lose with

grace. This league will use a full-size court and an official

size basketball. Two referees will be assigned to each

game.

This league will play 8 games on Saturday morning/

afternoon beginning in January plus an end-of-season

tournament.

Team Formation

All teams are formed by a coach’s draft. Players are

measured for height and evaluated at the mandatory

Skill Day. This information is provided to coaches to

select teams. No coach or teammate requests will

be considered. The only way to guarantee that two

kids are placed on the same team is if their parents

sign up to coach together. Those that do not attend

skill day will not be eligible for the draft and will be

randomly assigned to a team.

Practice

Teams practice 1-2 hours per week at various schools.

Practice times can be as early as 6 pm and go as

late as 9 pm (8:30 pm for 3rd & 4th grade teams).

Schedules are dictated by coaches; therefore, specific

practice schedule requests cannot be honored. (If

there is one specific day of the week that your child is

not available to practice, please note on registration).

All players will receive a team jersey and

participation medal.

Boys trying out for VHCYAA Feeder

Basketball | Grades 4-8

This program is committed to the development of

both individual and team skills for boys that will

attend Vernon Hills High School. We are an organized

competitive program that competes against similarly

organized teams. Tryouts for the 2020-2021 season

will take place early October. For more information

The Park District realizes that tryouts and team

selection for feeder basketball are after our

registration deadline but before practices/games

begin. Players are encouraged to register for the Park

District league and attend Skill Day. If you make the

feeder team, and decide not to play both feeder and

Park District, as long as a refund is requested prior to

our team selection, you will receive a refund of the

full league fee. Do not wait until after the feeder team

has been selected or you will be subject to the late

registration fee.

Individual and Small Group Training

Individual and group training is available year round. Trainer Tom Bahnick provides the

ideal environment for perfecting shooting mechanics, ball-handling skills, attacking

moves, and overall position presence. Workouts can also be structured for specific

positions. Individual and group training allow each player to enhance their overall

skills and prepare them for the next level. Group training can consist of 2-5 players.

Groups need to be formed prior to registration. Triple Threat does not form the groups.

Sessions are available for 30, 45, or 60 minutes.

Vernon Hills Soccer Club 2021 Spring League

The Park District is accepting registration on behalf of the Vernon Hills Soccer Club.

The Vernon Hills Soccer Club has its basis and its roots in the Vernon Hills Community.

The VHSC Recreational Program is both a vital service to the community, providing

a platform for any and all interested soccer players to compete at a recreational

level, and the fundamental building block of the club. The VHSC strives to provide a

fair and professionally run community program with focus on foot skills and player

development. As part of the VHSC plan for player development, our professional

coaching staff provides on-going instruction and training to all recreational coaches.

Girls Rhythmic Gymnastics | 3-13 Years

This is a unique Olympic sport for girls that combines dance and tumbling elements

into routines choreographed to music. Rhythmic gymnastics enhances musical

abilities of harmony and rhythm, improves body coordination and flexibility, and

builds strength, agility and endurance.

Participants use hand apparatuses such as ribbons, ropes, hoops and balls, which

are in motion and synchronized with their body movements.

Special Recreation Association of Central Lake County

The Vernon Hills Park District is a cooperative member agency of the Special Recreation

Association of Central Lake County. SRACLC provides community based therapeutic

recreation programs to people of all ages with disabilities or special needs.

SRACLC is a cooperative effort of the Grayslake, Vernon Hills, and Mundelein

Park Districts, and the Villages of Hawthorn Woods, Lake Zurich, Libertyville, and

Lincolnshire. Individuals residing within the boundaries of the Member Agencies are

considered “residents” of SRACLC and may utilize the services.

SRACLC offers more than 500 weekly programs, special events, and camps during the

year. SRACLC also recognizes that some people with disabilities prefer to participate in

recreation programs within their own Park District or Recreation Department. SRACLC

can help you with this opportunity by providing an extra staff, if deemed necessary,

behavior management support, disability awareness training, and other adaptive

services necessary for safe and successful participation.

Online Registration

Online registration is available to anyone with a Vernon Hills Park District Online

account. If you do not have an Online account, one can be requested from our

website by clicking on the green Register Online button on the home page, or

an Online Activation Form can be filled out at the Sullivan Community Center or

Lakeview Fitness. In addition to browsing and registering for programs, online

accounts allow users to re-print receipts and pay balances.

Online registration begins at 12 am. In-person begins with regular facility hours.

To receive resident rates, proof of residency must be provided on an annual

basis, online or in person.

Proof of Residency Requirements

Vernon Hills and District 73 residents must provide the

following proof of residency on an annual basis:

• State Photo ID or Drivers License, and

• Real Estate Tax Bill or current utility bill (no older than 60 days), or

proof of recent real estate contract closing.

Proof of residency can be uploaded on our website or submitted

in-person during regular business hours at the Sullivan Community Center

or at Lakeview Fitness.

Hawthorn School District 73 residents that live outside of Vernon Hills Park

District boundaries are eligible for resident rates. The only exceptions are daily

admissions to the Family Aquatic Center and facility rentals. In addition, District

73 residents must wait until the non-resident registration dates to register for

programs.

Refunds

• A refund, minus a $5 service charge, is granted if the request is received at

least 10 business days before the start of the program. To avoid the service

charge, you may apply the refund toward another Park District program or

accept a credit for future use.

• Refund requests received less than 10 days before the start of a program

or after a program has begun will be granted and pro-rated upon

administrative approval. The $5 service charge will apply.

• No refunds are issued once 50% of the program has been completed.

• Season passes are not refundable.

• If refunds are not applied to an account credit, they will be issued back to

the original form of payment. If payment was cash or check, a refund check

will be mailed in approximately 2-3 weeks, after administrative approval.

Refund Request forms are available at the Sullivan Community Center or at

Lakeview Fitness and on our website.

Class Cancellations

The Park District makes every effort to avoid canceling classes. However,

in order to operate efficiently, programs must have a minimum number of

registered participants 2-5 days before class start date to avoid cancellation.

If a program is canceled, participants are notified prior to the start of the

program and a full refund is issued.

Americans With Disabilities

The Vernon Hills Park District will comply with the Americans With Disabilities Act (ADA),

which prohibits discrimination in the provision of programs, services, or activities to

individuals with disabilities. We invite any participant with a special need to contact

our staff or our SRA staff, upon registration, so that a smooth inclusion can occur. If you

have any questions regarding the Park District’s ADA policy, or believe you have been

unfairly discriminated against in the provision of programs, services, or activities of the

Food Allergy Policy

The Park District will attempt to accommodate each program participant who has a

food allergy in order to provide the safest learning environment possible. A Food Allergy

Action Plan will be created by the District staff and parents and will identify operational

practices for parents, teachers, and children to follow. For a copy of the Food Allergy

No Smoking Policy

In addition to the Smoke Free Illinois Act, the entire Park District which includes all

facilities, buildings, parks, streets, paths, open space and all waters, is designated as

tobacco free.

Age Qualification

The District establishes appropriate age qualifications for each of its programs.

Only the program supervisor is authorized to make exceptions to these age ranges.

Consideration will only be given once all age-appropriate participants have had an

opportunity to register.

Payment Policy

Households with an unpaid balance will not be allowed to register for any Vernon Hills

Park District programs, activities, memberships, or rentals until the balance is paid in

full. For assistance with an unpaid balance contact the Business Operations Manager at

Resident/Non-Resident (NR) Fees

Vernon Hills residents significantly contribute to the operating budget of the Park

District by paying property taxes. Everyone who resides within the boundaries of the

Park District are eligible to receive resident discounted rates. Once per year, each

Vernon Hills household is required to show proof of residency in order to qualify for

resident rates. Families living within Hawthorn School District #73 are also eligible

to receive resident discounted rates for programs, Lakeview Fitness memberships,

and Lakeview Fitness daily passes. The only exceptions are facility rentals and daily

admission to the Family Aquatic Center. In addition, District 73 residents must wait until

the non-resident registration dates to register for programs. Non-resident fees are the

second fees shown in program descriptions. These rates are not discounted and are

necessary in order to ensure that non-resident participants contribute to the overall

financing of the park system on an equitable basis with residents.

Senior Citizen Discount

Senior discounts are available for individual passes and membership to our Fitness

Center for residents aged 62 & older. For all other programs and the Family Aquatic

Center, a 20% discount will be applied.

Non-Sufficient Funds (NSF) Policy

A $25 service charge will be assessed on all checks returned due to non-sufficient

funds.

Photo & Video Policy

The District occasionally takes photographs or video of participants for promoting/

advertising our programs, services, events, activities, and facilities in our brochures,

website or agency social media, and other promotional avenues. By registering

for, participating in or attending District programs, events, or other activities, the

participant (or parent/guardian of a minor participant) irrevocably agrees to the use

and distribution by the Park District of his or her image (or of his minor child/ward)

in photographs, video recordings, and any other electronic reproductions of such

programs, events and activities for any purpose without inspection or approval and

without compensation, rights to royalties or any other consideration now and in the

future.

Residents are encouraged to submit photos for the Park District to use in its

informational materials. To submit a photo, email Cassidy Reinhard, Marketing

Specialist, at cassidyr@vhparkdistrict.org.

Vandalism

Each year, vandalism costs the Park District thousands of dollars. Higher costs of

maintenance, repair and clean up of park areas can be avoided only with your help.

Should you see vandalism occurring, please call the Vernon Hills Police at (847) 362-

4449.

Discipline

A positive approach is used regarding discipline. Staff periodically reviews rules with

participants during programs. If inappropriate or unacceptable behavior occurs, prompt

resolution will be sought and the District Behavior Management Policy (2.39) will be

used as a guideline. The Park District reserves the right to remove a participant whose

actions endanger the safety of himself or others.

Notary public services are available at the Sullivan Community Center. Please

remember that documents must be signed in the presence of the Notary Public.
