Conflict, Legitimacy and Government Reform: Equitable Allocation of Resources in Thai Society 2. Academic seminar The academic seminar will serve as a forum for sharing ideas and brainstorming among participants on the issue of government system structures that facilitate fair distribution of benefits and promote social harmony. Participants will include administrators from both public and private sectors, academics and competent individuals as well as representatives from the government, independent organizations, public agencies, local administrative organizations, academic institutions, nongovernmental organizations, media, civil society organizations, and the general public. The academic seminar comprises panel discussions and group discussions as follows: 2.1 Panel discussions present opportunities for local and foreign academics and experts to share their insights and experiences on the issue of government system structures that facilitate fair distribution of benefits and promote social harmony. 1) Panel discussion with foreign experts who share their insights and experiences on the issue of government system structures that facilitate fair distribution of benefits and promote social harmony. 2) Panel discussion with Thai academics and experts who share their insights and experiences on public policy issues pertinent to the government system structures in Thailand. 2.2 Group discussions serve as forums for presentation of academic articles and papers or research findings. The summary of group discussion will be presented under seven sub-themes, including Government and political legitimacy Reform of economic policy for reducing conflicts and promoting political legitimacy 17

Exhibition Judicial review and judicial activism Innovation for political conflict resolution through Thai local wisdom and socio-cultural capital Citizen politics in checking of state power for equitable allocation of resources The strategy of public administration system reform Reforming local government for the achievement of fairness in Thai society The purpose of the exhibition is to disseminate information and knowledge about fair distribution of benefits and resources and the link with social equity and harmony. The compilation represents research conducted jointly conducted by King Prajadhipok’s Institute and partner network organizations and undertaken by other sectors. Target groups 1. Members of the House of Representatives and the Senate 2. Executives and members of political parties 3. National and local politicians 4. State officials as well as officials or personnel in public agencies, independent organizations, state enterprises, and local administrative organizations 5. Officials or personnel in international agencies dealing with promotion and development of democratic governance 6. Academics involved in promotion and development of democratic government 7. Community development organizations, community leaders, local leaders, civil society groups or networks
