Reforming Local Government for the Achievement of Fairness in Thai Society Assuming Local Administrator and Council Member Positions Assoc. Prof. Trakoon Meechai Faculty of Political Sciences, Chulalongkorn University Abstract The objectives of the research project e n t i t l e d “ A s s u m i n g L o c a l A d m i n i s t r a t o r a n d C o u n c i l Member Positions” are to analyze current c o n f l i c t s i n l o c a l p o l i t i c s a n d l o c a l communities, sub-districts and villages between local administrative organizations (local administrator and local council) and supervisory authorities and other civil societies; to explore approaches for local politics’ structural reform which focus on the issues concerning local administrators and local councils assuming political power; and to strengthen local communities. This study underscores the issues concerning restructuring of the local administrative system that allows all sectors of local communities to take part in governance and local administration and the issues around reform approaches of the electoral system of local administrators and councils. Consequently, the system will be 183
184 KPI Congress XI opened up for a greater proportional representation of civil society groups working as local administrators and in local councils. Research findings: 1. Assuming local administrator’s position under the stipulation that local administrators must be directly elected by the people bestows strength and stability upon local administration and uplifts political leadership of local administrators. However, in local government’s executive boards, a very small proportion of women’s representation in the position of vice president appointed by local administrators is observed. 2. Local administrative organization is a system of separation of powers between local government and local council but the local administrative organization law does not prescribe a checks and balances mechanism for local council. Consequently, local councils have been weakened and could not perform oversight functions to examine local government’s exercise of power. 3. Regarding local council’s functions, the only principal role of local council is to enact expenditure budget ordinance of local administrative organization. It is observed that there are very few enactments of other local ordinances to control and regulate the provision of public services of local administrative organization. 4. Even though local government has more dominant administrative roles over local council but local government’s exercise of power in the provision of public services is restricted under the frameworks prescribed by central authorities. The central authorities require that the administration of local government be scrutinized under a participation process engaged by other organizations within local administrative organization’s territory as follows: 4.1 The development process of annual expenditure budget ordinance of local administrative organization requires formulation of a local development plan that has passed through development processes of development plans at
