Conflict, Legitimacy and Government Reform: Equitable Allocation of Resources in Thai Society problems by tolerance rather than a resort to authoritarianism. At the same time, we must not abandon democratic principles, or neglect civil rights, freedoms and the people’s responsibilities. Such a structure must be built on a foundation of good governance principles that promote accountability, transparency, integrity, rule of law and equity. To respond to the needs of the people, who truly own sovereign power, political aims must address resource allocation in society to foster social equity and harmony. Hence, the King Prajadhipok’s Institute, whose key mission is concerned with democratic development, is organizing KPI Congress XI for the year 2009 under the theme “Conflicts, Legitimacy and Government Reform: Equitable Allocation of Resources in Thai Society” as a public forum for sharing learning and scrutinizing practical approaches to foster social equity and harmony in every sector of the society, with a government system that would be suitable to the context of Thai society. Objectives 1. To serve as a public forum for presentation of academic papers concerning reform of the government system to facilitate equitable allocation of resources and promote peace and harmony in society. 2. To exchange knowledge and comparative perspectives about relevant issues and share experiences of local and foreign academics and interested parties. 3. To provide suggestions and collectively formulate a suitable structure for the government system that would ensure equitable allocation of resources and promote peace and harmony in society. 15
16 KPI Congress XI Expected outcome 1. Administrators, academics, government officials, nongovernmental organizations, and the general public have opportunities to review and comment on approaches to solve political problems and issues concerning benefits and resource allocation in order to foster equity in administration for every sector and social harmony, which would be beneficial to Thailand in the future. 2. Obtain recommendations and approaches for structural development of the government system that would facilitate fair distribution of benefits and promote social harmony in order to present these measures to Thai society in the near future. Main activities There will be three main activities at KPI Congress XI under the theme 1. Keynote speeches Keynote speeches present opportunities for local and foreign experts with a breadth of experiences and knowledge about political and administrative structures to share their experiences, insights, and perspectives on government system reform to facilitate fair distribution of benefits and promote social harmony. At this symposium, two keynote speeches will be arranged: 1.1 Opening keynote speech delivered by a foreign academic expert in the field of government system structures that facilitate fair distribution of benefits and promote social harmony; 1.2 Closing keynote speech delivered by a Thai expert on policy formulation and concrete implementation to achieve fair distribution of benefits and promote social harmony.
