1) Perception of unfair treatment towards local people has been
induced by past discriminatory actions and attitudes of some
government officials who did not accept the identity of local
people wholeheartedly. This resulted from misunderstanding and
suspicion that different identity would pose a threat to peace and
security of the Thai society.
2) Distrust among various groups of people inside and outside the
areas.
3) Memories of past anguish inflicted by the actions of the state of
Siam upon the once-flourishing Patani state.
4) Administrative structure with respect to legal, political and
economic policies as well as social and cultural policies, of which
some components do not conform to the identity and lifestyles of
local people and are not opened to direct participation by the
people at a level that can create a sense of ownership genuinely
and equitably.
All these have made Malayu-Patani people, especially those who
have resorted to violence, feel that they could not become a part of Thai
society with dignity and merits. The people in all sectors who are
involved in problem solving must recognize the core problem and these
root causes and focus their attention on these issues, otherwise they
cannot formulate proper remedial approaches.
Key questions crucial to problem solving
Rectification measures of the state sector should take into
consideration two key questions which are linked with the aforesaid root
causes as follows:
1) How local people and adversary groups can engage in political
participation for rectification and development of relevant
activities or policies that are truly concerned with their livelihood
through administrative structure and policies that are impartial
and conform to the identity of local people as well as strengthen
