Conflict, Legitimacy and Government Reform: Equitable Allocation of Resources in Thai Society Principles and Rationales Over the years there have been ongoing conflicts in Thai society. Political crises have disrupted the democratic system. Groups with opposing political views clash, often with all sides citing civil rights and personal freedoms to legitimize their acts. People disobey laws they deem unethical, using only their personal notions as a guide. The result has been polarization and deep rifts among Thai people. Unrest continues in the southernmost provinces, causing loss of life and damage to property. All over the country, local communities and state agencies battle over allocation of natural resources. All these conflicts have taken a heavy toll on Thai society, the economy and politics, and thus have inevitably affected Thai people’s lives. Conflicts that have escalated into violence are just a tip of the iceberg, revealing a larger mass of lingering and profoundly intertwined systemic problems such as corruption, abuse of political power, misconduct of public officials, unfair allocation of resources, unequal access to education opportunities, elections intimately linked to the patronage system, militar y intervention in political crises and so forth. 13
14 KPI Congress XI All these constitute a chain of problems that are profoundly intertwined with political and bureaucratic structures that have brought about inequities in the society for decades. Most destitute people face a host of problems and have only limited channels through which their plights and grievances can be heard and remedied. Various political reform measures prescribed under the 1997 constitution and the current constitution have rectified shortcomings in the channels through which politicians ascend to power and improved the various methods of inspecting politicians’ conduct. However, such measures have not addressed reform of government systems. There should be ways of incorporating the general public’s needs and resentments (inputs) in decision-making processes in order to formulate policies (outputs) that will lead to concrete implementation. Also, evaluation systems and management efficiency are needed, so that reforms will culminate in a fair distribution of benefits and social harmony (just peace). Since the government system has not been transformed, numerous conflicts are still embedded in political, economic, and social and cultural fabrics, bringing about legitimacy issues concerning the government’s administration. Reform of the government system, including political structures and public administration, to ensure fair allocation of resources and benefits for the people and resolve conflicts in society by peaceful means would supposedly lead to greater legitimacy of the government’s administration in the democratic system and thus has become a great challenge for all Thais. It is imperative that we create a comprehensive analytical system and mobilize resources from all sectors, including public and private sectors, civil society, and individuals, to seek models to help us comprehend the problems and develop a suitable structure for the country’s administration and achievement of social equity and harmony. However, we should agree that a good state administrative structure alone is not something that can solve every problem within a short period of time. Such an administrative structure must open political space for different groups of people in the society and deal with
