(3) Prohibition on some forms of election campaigning should be
cancelled to reduce vote-canvassers’ influence.
(4) The rule regarding candidate partisanship should be cancelled to
prevent “authoritarianism of political party executives” but the
political party system should still be supported.
2. The proposal for the membership and the selection of
the Senate.
The Senate should comprise 120 members to be selected through
the two-layer selection process described below.
The first-layer of selection is to choose 600 persons as candidates
to the Senate by means of selection from among representatives of
various organizations, based on regulations and methods stated in the
organic law on Senate selection:
1) 75 representatives of local administrative authorities
2) 75 representatives of civil servant, military and police associations
3) 15 representatives of state-funded enterprise labor unions and
public organizations
4) 100 representatives from specialized career councils, such as
doctors, lawyers, engineers and accountants
5) 80 representatives of the institutions of the manufacturing/
production sector, including the Thai Chamber of Commerce,
the Federation of Thai Industries, the Thai Bankers Association
and the Agriculture Cooperative Federation of Thailand, Ltd.
6) 25 representatives of labor unions
7) 230 representatives of NGOs.
The second-layer of selection is to have “the Senate Selection
Committee” select 120 out of the 600 candidates from the first-layered
selection maintaining the prescribed proportions of members for each
represented group, based on regulations and methods stated in the
