The book on the Royal <strong>Brunei</strong> Ceremonial Customs and Traditions was launched on 31 March<br />
2009 at the International Convention Cntre. The 744 page book containing 14 chapters was<br />
compiled by Yang Berhormat Pehin Jawatan Dalam Seri Maharaja Dato Seri Utama Dr Haji Mohd<br />
Jamil, Head of the <strong>Brunei</strong> <strong>Darussalam</strong> History Centre. Following that 31 March 2009 is declared<br />
as HARI ADAT ISTIADAT.<br />
A two day Seminar on Royal Customs and Traditions ‘Menanai Adat Istiadat Di Raja Bersendi<br />
Islam /Preserving the Royal Customs and Traditions’ based on Islam was held on 31 March-1<br />
April 2009 organised by the Adat Istiadat Department.<br />

BRIEFING ON SPN 21<br />
The <strong>Brunei</strong> <strong>Library</strong> <strong>Association</strong> and Dewan Bahasa dan Pustaka<br />
<strong>Brunei</strong> organised a Briefing on SPN 21 on Wednesday 4 March<br />
2009 from 8.30-11.00 am at the Balai Sarmayuda, Dewan<br />
Bahasa dan Pustaka <strong>Brunei</strong>. The Chief Guest was Puan Hjh<br />
Aminah Hj Momin, Acting Director DBP <strong>Brunei</strong>. About 100<br />
librarians and library staff from government departments and<br />
ministries, universities, colleges and secondary schools, final<br />
year students of the National Diploma Information and <strong>Library</strong><br />
Management and members of the BLA Executive Board were<br />

On hand to welcome the guests and speakers was Mr Hj Aw Abdullah Hj Tahir, Vice President<br />
representing the <strong>Brunei</strong> <strong>Darussalam</strong> <strong>Library</strong> <strong>Association</strong>. This was followed by the Opening<br />
Speech by the Chief Guest. The talk on SPN21 was delivered by three officials from the Ministry<br />
of Education namely Mr Jenidi Jingan, Senior Education Officer, Mr Hj Abd Rahman Hj Morni,<br />
Assistant Director Curriculum Development and Pengiran Hj Shahminan Pg Hj Sulaiman, <strong>Library</strong><br />
Officer.<br />

briefing the librarians<br />
learnt how SPN21<br />
would impact the use<br />
of libraries in the<br />
student-centred<br />
learning. With the<br />
introduction of<br />
SPN21, where<br />
knowledge and<br />
information are prerequisite for academic excellence, it cannot be denied that school libraries role<br />
will be central in the learning process. The librarians are calling for the <strong>Library</strong> Skills to be<br />
integrated into SPN21 curriculum as a permanent component if the librarians are to promote<br />
aggressively students library skills and the reading habit and to see a marked increase in literacy.<br />
The librarians need to be re-trained with new ICT skills, be proactive and with the full support of<br />
their superiors can realise this new role. The <strong>Brunei</strong> <strong>Library</strong> <strong>Association</strong> sees its important role as<br />
a partner in training to meet the training needs of the school librarians. Go to page 8<br />

CONSAL OUSTANDING LIBRARIAN AWARD 2009<br />
The <strong>Brunei</strong> <strong>Darussalam</strong> members of the CONSAL XIV<br />
Executive Board cum Selection Panel for CONSAL<br />
Outstanding Librarian Award 2009 led by Nellie Dato<br />
Paduka Haji Sunny, BLA President met on 30 March<br />
2009 for the selection process. Also present were Mr<br />
Haji Abdullah, BLA Vice President, Mr Haji Abdul Talip,<br />
Acting Chief Librarian DBP, Ms Hjh Norleha Hj<br />
Matyassin, BLA Asst Hon Secretary/CONSAL Desk<br />
Officer.<br />
CONSAL Outstanding Librarian Award was introduced in<br />
Singapore in 2000 to recognize and honour the active<br />
involvement and outstanding accomplishments made by our librarians towards the development<br />
of librarianship locally, regionally and internationally. The task was a difficult one but we<br />
congratulate all nominees and anxiously await for the final results to be announced in Hanoi,<br />
Vietnam. The Award ceremony will be held on 22 April 2009 at the Closing Ceremony of<br />
CONSAL XIV Conference. This year we will see a change in the awards. From this year there<br />
shall be one Gold Award and nine Librarian of Merit Awards.<br />
NATIONAL DIPLOMA IN INFORMATION AND LIBRARY MANAGEMENT<br />

NATIONAL DIPLOMA IN INFORMATION AND LIBRARY MANAGEMENT (NDILM) was<br />
introduced in July 2000. It is a two and a half year formal library education initially intended for inservice<br />
library staff with four passes at the Ordinary Level public examinations, but from 2004<br />
fresh school-leavers were admitted. Candidates with Advance Level passes are given preference.<br />
It is conducted at the Sultan Saiful Rijal Technical College.<br />
The idea of establishing a formal library education in <strong>Brunei</strong> <strong>Darussalam</strong> was mooted by Dewan<br />
Bahasa dan Pustaka <strong>Brunei</strong> way back in 1995 which subsequently led to the inaugural meeting<br />
on 24 June 1995 between Dewan Bahasa dan Pustaka <strong>Brunei</strong> and Institut Teknologi <strong>Brunei</strong>.<br />
A Working Committee led by Nellie Dato Paduka Haji Sunny, the then Deputy Director Dewan<br />
Bahasa dan Pustaka <strong>Brunei</strong> and Hjh Pusparaini Hj Thani as its Secretary was formed to pave the<br />
way for a more detailed discussion on the contents of the proposed Certificate/Diploma ILM.<br />
More meetings followed with the Civil Service Department, and the Department of Technical<br />
Education. On 27 March 2000 was interview day for 25 short-listed candidates. The NDILM is<br />
considered a milestone and a major achievement in the development of libraries and librarianship<br />
in <strong>Brunei</strong> <strong>Darussalam</strong>.<br />
It complements the various intensive courses run by Dewan Bahasa dan Pustaka <strong>Brunei</strong>, the<br />
<strong>Brunei</strong> <strong>Darussalam</strong> <strong>Library</strong> <strong>Association</strong> and in-house training programmes of UBD <strong>Library</strong>. The<br />
NDILM is awarded by the <strong>Brunei</strong> <strong>Darussalam</strong> Technical Vocational Education Council.<br />
On 5 July 2000 it admitted for the first time, 14 students to the NDILM who came from various<br />
libraries, steered with the manpower of two seconded librarians as instructors from the Universiti<br />
<strong>Brunei</strong> <strong>Darussalam</strong> <strong>Library</strong> and the Dewan Bahasa dan Pustaka <strong>Brunei</strong> <strong>Library</strong>. NDILM was put<br />
under the purview of the Computing and IT Department. Provision and facilities were limited and<br />
reference resources were scarce so the students were allowed access to the <strong>Library</strong> and<br />
Information science collection at the Universiti <strong>Brunei</strong> <strong>Darussalam</strong> <strong>Library</strong> and also the Dewan<br />
Bahasa dan Pustaka <strong>Brunei</strong> <strong>Library</strong>. Non-<strong>Library</strong> subjects were taught by MTSSR teaching staff.<br />
From 2006 the intakes have been made annual and from intake NDILM/07 starting July 2009, will<br />
revert and admit only in-service librarians.<br />

CLASS OF 64 LIBRARY<br />
Nellie Dato Paduka Haji Sunny<br />
The Class of 64 <strong>Library</strong> is a dedication from members of<br />
the Alumni Class of 64 to His Majesty Sultan Haji<br />
Hassanal Bolkiah, Sultan and Yang Di-Pertuan of Negara<br />
<strong>Brunei</strong> <strong>Darussalam</strong> on the occasion of His Majesty’s 60 TH birthday. It is located in Sultan Omar Ali<br />
Saifuddien College in Bandar Seri Begawan.<br />
KAMPILMU is a database focusing on the <strong>Brunei</strong> Royal<br />
Court, Customs and Traditions.<br />
The Class of 64 <strong>Library</strong> is a modern, tastefully designed<br />
and colourfully furnished library giving it a welcoming and<br />
peaceful ambience. The facilities available in the library<br />
include terminals with internet access, study areas, a small<br />
multi-media room, displays and a reading lounge.<br />
The refurbishing of the once book store began in early<br />
2006 and completed within five months. Work on<br />
establishing the library began in earnest in November<br />
2006 led by Nellie Dato Paduka Haji Sunny with the help<br />
of 15 volunteers from the final year students of the<br />
National Diploma in Information and <strong>Library</strong><br />
Management students (ND/ILM/3) of the Sultan Saiful<br />
Rijal Technical College. The volunteers’ skills were put<br />
to test. Books were acquired, catalogued and processed.<br />
The OPAC was created and data inputted. KAMPILMU<br />
Database was created in October, 2007<br />
It is a reference and research library with its core collection<br />
on and about His Majesty y Sultan Haji Hassanal Bolkiah, Sultan and Yang Di-Pertuan of Negara<br />
<strong>Brunei</strong> <strong>Darussalam</strong>. Other related material on <strong>Brunei</strong>an are also collected. The over 3,000 items<br />
are in print and multi-media format.<br />
Mission<br />
To enhance the tradition of knowledge through the provision of library and information services<br />
that is accessible to the community and use of the best practices, emerging trends and<br />
technologies.<br />
Vision<br />
To become a leading library in providing information and library resources on and about<br />
His Majesty Paduka Seri Baginda Sultan Haji Hassanal Bolkiah,<br />
Sultan and Yang Di-Pertuan of Negara <strong>Brunei</strong> <strong>Darussalam</strong><br />
in order to enhance a feeling of love for the Sultan and country<br />
and also to inspire creative thinking.<br />
The Class of 64 <strong>Library</strong> was presented to His Majesty Sultan Haji Hassanal Bolkiah, Sultan and<br />
Yang Di-Pertuan of Negara <strong>Brunei</strong> <strong>Darussalam</strong> on 7 July 2007 in a memorable event at the<br />
Sultan Omar Ali Saifuddien College in Bandar Seri Begawan.<br />
On 3 August 2007, an MOU Signing Ceremony was held between Alumni Class of 64 and Sultan<br />
Omar Ali Saifuddien College to hand over the management of the Class of 64 <strong>Library</strong> to the<br />
college. It was witnessed by officials from the Ministry of Education, Senior Staff of the College<br />
and Members of the Alumni Class of 64. The daily running of the <strong>Library</strong> is managed by the<br />
college with the Alumni Class of 64 playing a part in the collection development.<br />

The library uses the Angkasa <strong>Library</strong> Management System and the collection is classed by<br />
Dewey Decimal Classification Scheme.<br />

ITB LIBRARIANS’ VISIT TO KUCHING<br />
A four member delegation of Institut Teknologi <strong>Brunei</strong> (ITB) librarians made a study visit to<br />
libraries in Kuching, Sarawak from 15 to 18 January 2009. It was led by Dayang Hajah Pusparaini<br />
binti Haji Thani, Chief Librarian. They visited the Pustaka Negeri Sarawak and Swinburne<br />
University of Technology Sarawak. The visit was a fact finding mission to learn about the<br />
provision of physical facilities of libraries and to learn of the latest library developments in<br />
Sarawak.<br />
This is in line with ITB’s plans for a new library building because as of 30 October 2008, ITB is<br />
upgraded to the status of a university. It starts offering first and master’s degree programmes<br />
from August 2009. The delegation was impressed with the library developments in Kuching and<br />
learnt a lot from the visits made.<br />

gives various directions which<br />
are relevant to the students’<br />
capability, interests and<br />
development. This is in line<br />
with the <strong>Brunei</strong> Vision 2035.<br />
The SPN21 allow students to<br />
follow the secondary<br />
education programme for four or five years<br />
before taking their O level. All students have to<br />
follow the same curriculum for year 7 and Year<br />
8. After year 8, students will be directed to two<br />
programmes. General Secondary Education<br />
and Applied Secondary Education. In addition<br />
there are also the Special Education Programme and Special Needs<br />
Education Programme.<br />
The BLA seized the occasion to publicise CONSAL XIV Conference and conducted a<br />
membership drive.<br />
The talk ended with the presentation of momentos by BLA to the Chief Guest and speakers<br />
followed by refreshments.<br />

BASIC COMPUTER SKILLS TRAINING<br />
COMES TO A CLOSE<br />
Eight members in Group A completed their hands-ontraining<br />
in Basic Computer Skills on 6 March 2009<br />
organised by the Council of Women of <strong>Brunei</strong><br />
<strong>Darussalam</strong> for its members. Three instructors namely<br />
Ms Nellie Dato Paduka Haji Sunny, Ms Nooralizah<br />
Mohammad and Ms Nurul Fajrina Kamaluddin from the<br />
<strong>Brunei</strong> <strong>Library</strong> <strong>Association</strong> conducted the training at the<br />
CWBD Headquarters<br />
BASMIDA LIBRARY<br />
The Drug Abuse Prevention <strong>Association</strong> of <strong>Brunei</strong> <strong>Darussalam</strong>/Persatuan Basmi Dadah Negara<br />
<strong>Brunei</strong> <strong>Darussalam</strong> (BASMIDA) now has a reference library at its headquarters in Kg Anggerek<br />
Desa. Ms Nellie Dato Paduka Haji Sunny, BLA President volunteered to assist BASMIDA in<br />
establishing the library which began from 6 March 2009. Dr Hjh Fatimah Awang Chuchu a<br />
BASMIDA EXCO member also assists in the library. The collection consists of Reports of<br />
Meetings, Conference Reports and Resolutions, country reports, newspaper clippings, reports<br />
and photographs of anti-drug activities, publications from various anti-drug organisations namely<br />
Narcotics Control Bureau, IFNGO, UNODC, IFNGO ASEAN NGOs and ASOD.<br />
The <strong>Library</strong> is open to BASMIDA members, researchers and students doing projects on antidrug/drug<br />
abuse prevention activities and projects.<br />
Persatuan BASMIDA was formed in early 1980s, is a member of the International Federation of<br />
Non-Governmental Organisations for the Prevention of Drug and Substance Abuse (IFNGO) and<br />
is recognized as the national anti-drug NGO of <strong>Brunei</strong> <strong>Darussalam</strong> fighting the abuse of illegal<br />
narcotic drugs. It is represented in the Advisory Committee of the Treatment and Rehabilitation<br />
Centre of Rumah Al-Islah, the Ministry of Home Affairs by its President as a member. It hosted<br />
the 17 th IFNGO ASEAN NGOs Workshop in December 2007. On 1 August 2007, BASMIDA was<br />
awarded the Youth <strong>Association</strong> Award at the 2nd <strong>Brunei</strong> National Youth Day.<br />
Its activities are focused on three areas, viz counseling,<br />
prevention and rehabilitation. These include counseling and<br />
guidance, motivational and religious talks, self-awareness<br />
programmes, entrepreneurial, crafts and skills training for<br />
Rakan BASMIDA. Working with youths, it encourages<br />
schools to set-up their own anti-drug clubs in-line with<br />
BASMIDA’s goals to develop young leaders. Last year in<br />
cooperation with the Islamic Dakwah Centre it published the<br />
Colombo Plan book translated into Malay entitled Memahami<br />
Penagihan Dadah Dari Perspektif Islam-Satu Buku<br />
Panduan. BASMIDA also publishes various publications and the BASMIDA newsletter.<br />
Other facilities available at the Headquarters are a Gallery, TV Viewing Room, Counseling rooms,<br />
Conference room, Computer Training room and a Prayer room.<br />

0n 1 March 2008, the CIT Department of MTSSR held an ILM Day and invited all ex-students to<br />
give their feedback on the course. The one day event saw invited speakers talking about the<br />
library career and its future prospects. On the whole the graduates found the course relevant and<br />
suggested that subjects like cataloguing and classification be given more study hours.<br />
Success stories:<br />
One graduate is completing a Bachelor in <strong>Brunei</strong> Studies at UBD;<br />
One graduate has been accepted into a Bachelor of ILM at a UK higher educational institution;<br />
Most in-service graduates have been promoted since obtaining their NDILM;<br />
Since 2004, the NDILM is run by two permanent library trained instructors who in turns attend the<br />
UBD Post-Graduate Certificate in Technical Education.<br />
The NDILM is listed the LISEA Directory maintained by Nanyang Technological University,<br />
Singapore.<br />
The NDILM will cease to be offered by 2012 as the Ministry of Education starts to replace it with<br />
the introduction of the ‘new diploma’. MTSSR in consultation with the BLA is considering a<br />
proposal to offer a ‘bridging’ post-certificate course early next year for the graduates of NDILM to<br />
upgrade their qualifications for entry to the ‘new diploma’. BLA is also actively involved in<br />
designing a formal programme for in-service librarians leading to a certificate and will maintain a<br />
register of professional librarians in the country.<br />

B-WARISAN FLAGSHIP PROJECT<br />
On 11 March 2009 a Signing of b-Warisan Project (12 months to complete) worth B$4m with<br />
<strong>Brunei</strong> Museum as the lead agency. The project focuses on the culture and heritage of <strong>Brunei</strong> on<br />
art, tradition and history.<br />
The archive system worth B$2m will manage and prepare all sorts of archives and records. The<br />
government ministry/department will have access to general records of the past 25 years which<br />
have been handed over to the National Archives.<br />
