AKFS - Finding<br />

new ways of working<br />

After six weeks of lockdown the<br />

management team at AKFS were able<br />

to review the government health and<br />

safety guidelines; and after much hand<br />

washing plus a shift system, the company<br />

found a way that it could safely return to<br />

doing what it does best - building light<br />

commercial vehicles for a range of market<br />

sectors including recovery and logistics.<br />

It was a dark time at the end of March when<br />

with a full order book AKFS had to close its<br />

two manufacturing facilities in Clay Cross and<br />

Andover, so everybody was thankful when they<br />

were able to finally open the doors again at the<br />

beginning of May.<br />

Since opening, Ian Knight, Managing Director<br />

of AKFS has been resourceful when<br />

challenged with the coronavirus<br />

problem; from handing over keys to<br />

customers on a two metre pole to using<br />

one of the light commercial vehicles<br />

to stay in overnight when no hotels<br />

were open. Along with Ian the staff at<br />

AKFS have adapted and embraced the<br />

changes that have been necessary to<br />

continue to run the business safely.<br />

Along with AKFS finding new ways<br />

of working many of AKFS customers<br />

are also having to adapt. AKFS have<br />

had an increase in the number of<br />

enquiries from motor dealers, who are faced<br />

with finding safe ways of handing over or<br />

delivering vehicles.<br />

One of the very first vehicles delivered after<br />

returning was an Ultra® car transporter to Cars<br />

4 Less. It was an uplifting event after six weeks of<br />

no deliveries and felt like the first ‘on the other<br />

side’ moment. No better way to be back at work<br />

than to be delivering vehicles to customers.<br />

Cars 4 Less took delivery of the Ultra® to<br />

enable them to offer contactless delivery of<br />

used cars within a 100 mile radius. With their<br />

customers finding it difficult to get out and<br />

about, they wanted to carry on<br />

providing cars to customers as safely<br />

and quickly as possible.<br />

high-quality single car transporter,<br />

which makes light work of heavy<br />

lifting and manoeuvring; offering a<br />

particularly generous payload. Built<br />

upon a lightweight galvanised chassis,<br />

distribution over the front and rear<br />

axles, plus torsion bar rear suspension<br />

to give significantly better driving<br />

characteristics when loaded or<br />

Ian unfortunately has not been<br />

staying so safe since we returned to<br />

work. Several weeks ago he crashed<br />

his bicycle and met with the tarmac<br />

at 25mph resulting in a broken his<br />

collar bone and four ribs. Despite the<br />

pain he was still telling the ambulance<br />

crew about low floor vehicles on his<br />

way to hospital. For a short time Ian<br />

is now grounded due to his reduced<br />

lung function. We wish him a speedy<br />

recovery and ask that he sticks to<br />

four or more wheels over the coming<br />

months and really does focus on staying<br />

safe.<br />

Coupland, director at Castle Contract Hire in which<br />

John looks back on meeting Bond girls, being a<br />

cheap night out and hating timewasters . . . I better<br />

get on with it then . . .<br />

Hi John, how is life treating you at the moment?<br />

Not too bad, we’ve got quite a lot of export orders. We were all in furlough and<br />

lock down for a while but we’ve now got clients contacting us wanting equipment.<br />

Glad to hear it John, let’s start with an easy one, what was your first car?<br />

A Series II, green, Morris Minor. My grandfather gave it to me.<br />

What a lovely present, did little John want to do when he grew up?<br />

I wanted to go in a shipyard actually. I sort of had a boaty thing in my head so I started<br />

there working there. I love anything to do with engines and gearboxes.<br />

What was the first record you bought?<br />

The Everly Brothers – Cathy’s Clown.<br />

Can you remember where you bought it from?<br />

Some two-bit record shop in Christchurch. I was born and lived there all my life. I saved<br />

all my money up, I think it was about six shillings. It was top of the hit parade for about 11<br />

weeks at the time; I remember listening to it on Radio Luxembourg.<br />

And your first film?<br />

Oh let me think . . . I seem to remember a film called ‘Above us the Waves’, a naval film<br />

just after the war.<br />

It’s a special occasion in Christchurch – where we going to eat?<br />

In Christchurch? There isn’t anywhere special to eat in Christchurch.<br />

OK (Makes a note to avoid Christchurch after Lockdown) What type of food are you<br />

a fan of?<br />

Oh I haven’t got expensive tastes; any traditional English food is good for me.<br />

What’s your party piece?<br />

Need to have a think about that, let me come back to that one.<br />

It’s my round – what are you drinking?<br />

I like a nice glass of white wine please.<br />

No problem John, have a large one. Who’s you’re favourite TV Detective?<br />

I don’t watch a lot of TV but I used to like Jack Regan in the Sweeney.<br />

Who’s the most famous person you’ve rescued?<br />

Cilla Black and Frank Bruno.<br />

What, together?<br />

No not in the same car, both lovely people though.<br />

Oh and Max Bygraves, I had to take his Rolls into the dealership in Bournemouth.<br />

with new Boniface VLA<br />

THE last time Rayan and Anya of Oasis Rescue and <strong>Recovery</strong><br />

were at Boniface was just over eight months ago. They<br />

were collecting a VLA slidebed on a new 12t MAN chassis<br />

which formed part of their ongoing expansion plans part of which<br />

included creating a clean, modern, reliable and fuel-efficient<br />

fleet for the business. Ever since then, the product has been<br />

working hard and Rayan and Anya have continued to invest in their<br />

business - adding a new depot and ordering yet more vehicles from<br />

Boniface.<br />

This latest addition to the fleet is a Boniface 5t VLA slidebed with<br />

two tonne capacity 2nd car lift fitted to a new 12t Renault crew<br />

Software that can be<br />

cab chassis. Their continued investment into the business during<br />

these difficult times reinforces their long-term commitment to the<br />

industry and shows they put their customers’ needs at the heart of<br />

everything they do.<br />

The rugged aluminum deck of the VLA provides resistance from<br />

rust and corrosion, keeping the vehicle looking great for much<br />

longer than a steel bed. It also provides both increased payload<br />

and fuel economy. One of the many standard features of the VLA is<br />

a manually sliding 8,000lb hydraulic winch that allows the operator<br />

to easily maintain a straight pull on the vehicle’s towing eye. The<br />

2t capacity 2nd car lift is adjustable for both width and tire size<br />

which means the operator can move anything from the smallest<br />

car to the largest van. Like most Boniface slide beds, the subframe<br />

and tipping frames are galvanized to help prolong equipment life<br />

and the body is fitted with LED beacon, work lights and marker<br />

lights - all of which will provide years of reliable service. As well as<br />

the remote control, the VLA also comes with manual lever controls<br />

housed in an illuminated control locker at the rear. Operation<br />

of the bed is very smooth, quiet and achieved with just a single<br />

push button on the remote or lever control at the rear making the<br />

product very user friendly and easy to use.<br />

This latest build for Oasis was customized to their exact<br />

requirements and included some optional extras such as side<br />

winching points, low winch facility in the deck which allows<br />

casualties to be winched onto the 2nd car lift, wrecker kit, trailer<br />

board and much more.<br />

At AFF we’ve been experiencing gradually increasing volumes since<br />

the most recent relaxation of the lockdown restrictions.<br />

Don’t leave it to chance!<br />

COVID- 19 – Coronavirus - why a mix<br />

of names. Why one minute do we<br />

call it COVID-19 and the next time<br />

Coronavirus, well COVID-19 is the<br />

virus that causes Coronavirus, so no<br />

more dribble about Coronavirus,<br />

please?<br />

Derek Firminger suggests that if<br />

nothing else the COVID-19 pandemic<br />

must force the recovery industry to<br />

communicate more effectively.<br />

No, but the whole pandemic,<br />

lockdown and the overall effect<br />

this has had on your business and<br />

the recovery industry has to spark more<br />

and more conversation.<br />

So much of the talk of Coronavirus and<br />

the impact within our industry, especially<br />

with all the information within our trade<br />

press, including the editorials I’ve been<br />

writing, started to make me think. Who<br />

within our industry stakeholder hierarchy<br />

is responsible for what, who should report<br />

on what, how should the independent<br />

operator receive its information, where<br />

should we get new guidance, where<br />

should fresh policy come from?<br />

The stakeholder list I’m referring to and<br />

what have they been reporting on during<br />

lockdown and what sort of information<br />

have they been providing? To be politically<br />

correct and not to be accused of<br />

favouring anyone, in alphabetical order,<br />

AVRO, IVR, LARO, PROF, RRRA, SURVIVE.<br />

So firstly the three trade associations,<br />

AVRO, LARO and RRRA. The role of the<br />

trade association has changed over<br />

the past 10 or so years; I have made<br />

reference to this a number of times in<br />

the past. A trade association was an<br />

essential part of any industry, it was the<br />

place to find your current legislative and<br />

compliance information, in fact once<br />

upon a time it was compulsory to be a<br />

member of a trade association to apply<br />

for some contracts, not so much today,<br />

only because so much information is<br />

available to everyone via the internet, so<br />

the information they do provide to its<br />

members or stakeholders becomes all the<br />

more important and should ultimately be<br />

relevant.<br />

Regular updates<br />

The same applies today and with<br />

Coronavirus, with so much information<br />

available on the net, you must ask, is it<br />

all industry specific? No, you would have<br />

to spend loads of time searching the net<br />

for that, so the more specific information<br />

you can get from your trade association<br />

the better. Now AVRO have made a very<br />

good job of that, with regular Coronavirus<br />

information updates, on email circulars,<br />

regular pages of information within<br />

<strong>Professional</strong> <strong>Recovery</strong> Magazine and<br />

plenty of information within their own<br />

online magazine, plus they have been<br />

holding video conference calls with other<br />

interested parties. I think the industry<br />

could say well done AVRO.<br />

Email circulation<br />

LARO have been providing their<br />

members with regular updates, mainly<br />

through email circulation. They are<br />

slightly different as a trade association<br />

as they concentrate their information<br />

predominantly on London issues; you<br />

could say it’s all in the name - ‘London<br />

Association of <strong>Recovery</strong> Operators’. They<br />

did a great piece of work specifically on<br />

night-time and out-of-hours control, a<br />

direct reaction to the grim work volumes<br />

within the M25 caused by the Lockdown,<br />

especially at night. I think a big shame, as<br />

the proposal was never taken up, now I’m<br />

sure this approach could have some longterm<br />

benefits for everyone involved, with<br />

a massive reduction in operating costs, a huge help in these<br />

difficult times. The higher cost to operate in<br />

London has always demanded higher rates and LARO sort<br />

to insure its members were paid an enhanced rate during the<br />

main lockdown period and where work providers were not<br />

forthcoming with an enhanced rate, LARO stepped in and<br />

made direct contact applying the enhanced LARO rate for its<br />

members.<br />

A bit off-piste here, but I think it fits well to mention those<br />

who stepped up and paid an enhanced rate during lockdown,<br />

and not just in London. First in with a rate enhancement<br />

was Call Assist, not necessarily setting any precedent as I<br />

know others that followed did so because they knew they<br />

should and because they value their network, LV Britannia,<br />

Green Flag, Hadleigh Breakdown Service, Nationwide<br />

Vehicle Assistance (NVA) and Inter Partner Assistance. Rate<br />

enhancements I know the independent network appreciated.<br />

Guidance documents<br />

The final trade association, RRRA, well to be honest they<br />

have been a bit quiet, at least quiet within the regular trade<br />

press. They produced an information piece headed ‘A time for<br />

survival’ back in <strong>Professional</strong> <strong>Recovery</strong> Magazine April issue<br />

322, but since then quite quiet. However, I do believe the<br />

RRRA tend to use social media more than trade press. Now I<br />

don’t use much social media much so best not comment, I’m<br />

sure they have been doing there bit for their members.<br />

Now some would say PROF is another trade association -<br />

NO its defiantly not, it’s a Federation. The joining together<br />

other interested stakeholders, starting with the main<br />

independent work providers, Alliance Global Assistance, Call<br />

assist (Start Rescue), LV Britannia Rescue and Green Flag, plus<br />

the IVR and many others. The work PROF has done around<br />

Coronavirus for the industry has been well publicised, from<br />

regular Zoom conference calls to collaborating the COVID-19<br />

guidance documents in conjunction with the IVR, to regular<br />

job volume updates from another stakeholder Apex Networks.<br />

The main advantage PROF has over the trade associations<br />

is how Richard Goddard uses the political and public affairs<br />

campaigners Tendo Consultation to assist with delivering the<br />

strategy for the APPG for Rescue & <strong>Recovery</strong>, to then apply<br />

pressure and to get results when information and guidance<br />

is needed yet nothing is forthcoming. I will elaborate on that<br />

point shortly. To keep up with all the work PROF is doing for<br />

COVID-19 guidance and other campaign work it is doing for<br />

the recovery industry, take a look at their website, details<br />

below.<br />

conferencing, they produced the IVR Key<br />

Worker Card; such a great initiative and<br />

well received by the industry and not just<br />

IVR members. In addition and I’m sure<br />

you will have read in the last magazine<br />

the IVR are now producing a series<br />

of COVID-19 return to work YouTube<br />

videos, with the 3rd released last week,<br />

Passenger Transportation Safely. Great<br />

work by Mark Hartell IVR (ITSSAR) Cat 4<br />

trainer and Sam Morris. Sam is the film<br />

editor and producer. The IVR was also key<br />

in the writing of the IVR/PROF COVID-19<br />

guidance documents, an essential piece<br />

of work.<br />

By way of a quick reminder, always<br />

follow the training your IVR approved<br />

ITSSAR trainer has given you and if you’re<br />

having to recover passengers as well as<br />

the car from a vulnerable situation at the<br />

roadside, that is once all other available<br />

options for the passengers have been<br />

exhausted and you’re having to move the<br />

passengers while they stay in the disabled<br />

car. Then please make sure you’ve carried<br />

out your dynamic risk assessment (DRA)<br />

and the recovery of the passengers is<br />

only to a place of safety and not as many<br />

thinks to recover them wherever! Oh, and<br />

make sure your insurer knows this is a<br />

temporary recovery measure your having<br />

to use during COVID-19 restrictions.<br />

SURVIVE scrutiny<br />

This moves quite nicely onto the key<br />

role that SURVIVE Group plays, or at least<br />

should play. Now we must not forget all<br />

the good work that SURVIVE has done over<br />

the years for the industry, in producing<br />

and managing both PAS 43 and the<br />

industries Best Practice Guide. However,<br />

it is once more coming under some<br />

scrutiny. I say once more as it has always<br />

been openly criticised for the structure<br />

within the SURVIVE Executive Group with<br />

the AA and RAC playing a pivotal role in<br />

the decision making and often favouring<br />

actions that suits the patrol lead business<br />

model they both operate.<br />

As soon as the industry could see<br />

the impact COVID-19 was going to have<br />

and the rescue restrictions it would<br />

have to adhere to, especially once the<br />

Government had announced the lockdown<br />

measures on 23rd March and introduced<br />

the 2m social distance rule, it was clear<br />

this would have a significant impact on<br />

the day to day safety environment of our<br />

recovery staff and the general public. We<br />

must not forget the general public as your<br />

staff have to interact with them on every<br />

job. Both PROF and the IVR produced<br />

their COVID-19 emergency guidance<br />

protocol by 25th March, just two days<br />

into lockdown for an industry key to the<br />

country’s transport systems and supply<br />

chains. The first notification from SURVIVE<br />

was not until 7th April, 13 days later, is that<br />

right?<br />

The very same<br />

guidance information<br />

was provided by<br />

SURVIVE but described<br />

in a different way, the<br />

IVR chose to make it a<br />

simple line diagram with<br />

additional notes, while<br />

SURVIVE Group provided<br />

a literal description,<br />

no problem with that<br />

just a different way of<br />

explaining the guidance.<br />

There was however<br />

one main difference;<br />

SURVIVE chose to<br />

describe and agree a<br />

guidance procedure for a trailer or full lift,<br />

where the IVR procedure was only ever<br />

providing guidance for a full lift.<br />

Legal position<br />

The guidance on moving passengers<br />

remaining in the trailer has since been<br />

removed, with the following statement on<br />

the SURVIVE website, 10th June:<br />

“SURVIVE understands that DfT believe<br />

the practice of carrying passengers in<br />

casualty vehicles whilst being recovered<br />

on trailers is illegal. We are therefore<br />

seeking clarification on this issue. In the<br />

meantime reference to this practice has<br />

been removed from the Coronavirus Safe<br />

System of Work, and as soon as we have<br />

absolute clarity on the legal position we<br />

will provide a further update.”<br />

I’m not sure why I would think this, but<br />

emergency guidance to leave passengers<br />

in the car when being towed on a trailer,<br />

could that ever be good guidance,<br />

was that measure only ever to suit the<br />

recovery process of using an RDT, and<br />

who might benefit from such guidance?<br />

I’m sure the reason that DfT got<br />

involved at such a late stage in the use<br />

of this temporary guidance was because<br />

Scottish Police decided to take a firm ‘no<br />

tolerance’ stance on recovering people in<br />

vehicles on recovery vehicles, the Scottish<br />

Police were at the same time pushing it as<br />

an issue into the wider UK Police areas, so<br />

involving England, Ireland and Wales.<br />

As an industry we look to SURVIVE for<br />

approval and guidance on specific safety<br />

related matters, with any decision being<br />

fully supported by those who sit within<br />

that SURVIVE Executive group as well as<br />

those within the three sub-groups. The<br />

remit of the SURVIVE Executive is:<br />

“The SURVIVE Group Executive<br />

has responsibility for setting the<br />

strategic direction of SURVIVE and<br />

delegating responsibility for taking<br />

forward the development of policy and<br />

implementation to the three working<br />

groups.”<br />

Part I have already mentioned above.<br />

Within that executive group it is not<br />

only the AA & RAC, but also Green Flag,<br />

Highways England, AVRO, RRRA and the<br />

National Police Chief’s Council (NPCC).<br />

I chose to emphasise this point as the<br />

NPCC are part of this group because,<br />

the Best Practice Guide and PAS 43 is<br />

controlled, monitored, managed by<br />

SURVIVE Group. The COVID-19 emergency<br />

protocol temporary measures, the<br />

temporary measures the recovery<br />

industry are currently operating to,<br />

reflects a procedure within PAS 43 for<br />

the movement of disabled passengers<br />

and is therefore an approved process ‘an<br />

industry best practice’ all be it only used<br />

in special cases and for the movement<br />

of a disabled person. Now I think the<br />

Coronavirus pandemic is a special<br />

case. So how can we have an approved<br />

procedure, now being questioned by<br />

any Police force? Especially when the<br />

NPCC must have been part of the original<br />

decision making and including it into PAS<br />

43.<br />

Set the standard<br />

As this COVID-19 emergency protocol<br />

was now being questioned by the Police,<br />

suggesting the practice is illegal, several<br />

groups and this included PROF, asked<br />

SURVIVE to contact the NPCC and seek<br />

clarity, as once more the independent<br />

recovery operator was about to sleepwalk<br />

into an even bigger problem and someone<br />

was about to be prosecuted and used as a<br />

legal test case. How can this be the case,<br />

when the NPCC are part of the very same<br />

group that set the standard in the first<br />

place?<br />

Further to this, following constant<br />

chasing from several avenues into<br />

SURVIVE, we could not get a definitive<br />

answer. PROF was being told SURVIVE<br />

had written to NPCC for clarity and had<br />

not heard back. We’re not talking about<br />

a small piece of guidance, the industry<br />

had adopted a procedure and in good<br />

faith was using the guidance on a regular<br />

basis, not the occasional disabled driver,<br />

the industry and its independent network<br />

needed clarity.<br />

So, PROF decided to contact the NPCC<br />

direct and wrote on the 14th May to ask<br />

for clarity, PROF did receive a letter<br />

back from the NPCC, contained with the<br />

letter dated 5th June with the following<br />

statement.<br />

“Furthermore, I have emphasised<br />

to SURVIVE that such practice should<br />

only take place after appropriate risk<br />

assessment and after all the other<br />

option for the safe removal of motorists<br />

and passengers have been considered and discounted and<br />

only then, where leaving people at the roadside in itself<br />

considered dangerous.<br />

I have also advised SURVIVE that where a vehicle and<br />

its occupants are recovered in this way, the duration of<br />

the immediate journey is kept to an absolute minimum<br />

by identifying the nearest safe place for alternative<br />

arrangements for onward travel to be made by the driver and<br />

passengers of the vehicle being recovered.”<br />

as Chair to PROF can be found on the PROF website, details<br />

below.<br />

Clearly SURVIVE was in communication with the NPCC,<br />

as the letter refers to on several occasions, why didn’t<br />

SURVIVE communicate this message back to all the industry’s<br />

interested parties? For those of you who don’t know SURVIVE<br />

is made up four groups, Executive Committee, Working Group<br />

1 (WG1) Protocols and Best Practice, (WG2) Standards, (WG3)<br />

Communications.<br />

Leaving it to chance<br />

Perhaps SURVIVE should have considered communicating<br />

back to the industry sooner and not leaving it to chance by<br />

reading the latest update on their website. If you search<br />

through the SURVIVE website you will see two updates both<br />

on 10th June: “High level guidance for recovering occupants<br />

in their vehicles from vulnerable situations at the roadside by<br />

means of flatbed recovery vehicles” and the second “Carrying<br />

passengers in casualty vehicles whilst being recovered on<br />

trailers”. Neither refers to any communication from the NPCC<br />

and still I’m told by PROF they are yet to receive a reply to<br />

their request; however it seems both the updated documents<br />

I refer to are based on information received from both<br />

the NPCC and the DfT. Please see both documents on the<br />

SURVIVE website, again details below.<br />

Without doubt the recovery industry needs SURVIVE to be<br />

ultimately responsible for communicating important changes<br />

to safe working practices within our industry. The current<br />

COVID-19 situation is evidence of this. Now unless there<br />

is a misunderstanding with the role and basic structure of<br />

SURVIVE, I’m sure this is where the information should come<br />

from but to communicate this via an insignificant website<br />

update in the hope it gets looked at, seems somewhat lacking<br />

in clarity.<br />

I finish with a final thought, has there been any discussions<br />

within SURVIVE regarding PAS 43 & COVID-19 and applying<br />

some kind of official relaxation in certificate/audit renewal. In<br />

a similar way to the relaxation of MOT’s for three months by<br />

the UK Government. An important point as during Lockdown<br />

ISO and PAS 43 audits must have been postponed and for<br />

obvious reasons. The industry surly needs some clarity<br />

regarding certificate expiree and renewal during COVID-19<br />

restrictions, this is clear as I notice from the SURVIVE PAS 43<br />

database a number of certificates are now out of date, with<br />

some imminently out of date.<br />

Is it time to review those responsibilities, or should the<br />

communication line be clearer more transparent and<br />

reflective of the issues we face today and the foreseeable<br />

future? Should the guidance SURVIVE gives be via an<br />

automatic email notification, or should the responsibility for<br />

information simply flow out to its members and the trade<br />

associations to communicate?<br />

An update from the Tow Show HQ with Nick Phipps<br />

At the time of this issue going to press<br />

we have held further discussions with<br />

senior management at the T.I.C. with<br />

reference to a logistical plan for the<br />

2020 Tow Show.<br />

Many of the lock down measures<br />

have been relaxed in different<br />

ways, with the hospitality and<br />

events sectors under current review prior<br />

to release of their new guidelines.<br />

For every Tow Show and Roadshow<br />

event we have organised since 2010, the<br />

safety and wellbeing of every exhibitor,<br />

visitor, guest, and external supplier has<br />

been and will continue to be of the highest<br />

priority to us, and a hugely important<br />

factor in the organisation of our live<br />

events.<br />

At the time of writing, the TIC along with<br />

other venues in the UK are awaiting release<br />

of the Governement COVID-19 secure<br />

guidelines for reopening events safely, an<br />

official directive that will be published by<br />

the DCMS (Department for Culture, Media<br />

and Sport).<br />

Our planning meetings for this year’s<br />

show has included key discussions, not<br />

only with the International Centre, but also<br />

PHE, the HSE, our own health and safety<br />

consultant Tony Wood, and our event<br />

insurer.<br />

Being armed with the new directives,<br />

guidelines and procedures from all of<br />

these professional bodies and advisors,<br />

gives us the complete confidence that the<br />

show will provide the highest standard of<br />

safety and welfare for everyone working or<br />

visiting the Telford International Centre.<br />

All our sponsors and exhibitors will<br />

be contacted by the show team in the<br />

coming days with our next update, and<br />

visitor guidelines will be published and<br />

distributed in due course.<br />

Although we aim to retain most of<br />

the key features of the show, it is of<br />

course clear that some changes and<br />

Boniface adds<br />

another dimension<br />

In the challenging times we live in a small versatile recovery<br />

vehicle can add another dimension to the fleet of a recovery<br />

operator. Boniface has been offering the Light City, a product<br />

from their associated company Jige International, for some years,<br />

however some recent upgrades have improved it performance.<br />

The equipment can be installed on to the Isuzu D Max or<br />

Ford Ranger chassis, the D Max having the advantage of an<br />

increased rear axle capacity. With special wheels and tyres and<br />

some technical expertise it can be increased to an industry<br />

leading 2300KG whilst the gross vehicle weight is increased to<br />

3500KG and train weight 6500KG. This significantly increases the<br />

operational capacity of the vehicle.<br />

The equipment with the aid of the manually adjustable beacon<br />

is no higher than the cab, this allows for car park access for both<br />

removal of cars and assistance. In fact, in the assistance side adds<br />

to the versatility, some customers use the Light City as a service<br />

vehicle and in car parks the vehicle can remove many vehicles<br />

to the exit where a slide bed or larger vehicle can transport the<br />

casualty further.<br />

Boniface also recognise that some businesses need to supply<br />

vehicles to key workers for transport, as well as acting as incident<br />

support. The Isuzu and the Ranger chassis can be supplied with<br />

high specifications and coupled with the stylised looks of the<br />

bodywork the overall presence is appealing.<br />

The loaded specification includes, 4000KG electric winch,<br />

road rolling dollies, rear spade anchor, jump leads, a compressor<br />

supplies air to the suspension as well to a PCL coupling for air<br />

lines, rear camera, remote control, strobes front and rear and<br />

aluminium protection plates to the under lift.<br />

The CSRRR needs your help<br />

I’ll start by first asking you to turn over the page and have a<br />

look at the timeline I have put together covering safety events<br />

in the recovery industry going back to 1995. Please accept my<br />

apologies if you feel something is missing; this is purely my own<br />

recollections and work but I know the main events are there.<br />

What I think becomes immediately apparent is the work<br />

achieved in the last two years; this coincides with the formation<br />

of the CSRRR and the working relationship with Tendo Consulting.<br />

As a reminder of the pressure we are keeping on the government<br />

this is the most recent exchange with the APPG. If only we had<br />

had the ear of the Transport Minister 25 years ago, just how<br />

many lives would have been saved by now:<br />

The main achievements in this relatively<br />

short time are:<br />

● The formation of a <strong>Recovery</strong> Industry APPG.<br />

● The stock take of Red Lights.<br />

● The review of Smart Motorways.<br />

This productive work has only been made possible with Tendo’s<br />

help. With our direction Tendo have opened doors for our<br />

industry which have previously remained firmly closed. Therefore<br />

it is vital that we provide the funds necessary for the continuation<br />

of this work.<br />

We are so close to achieving our immediate goals and now have<br />

the vehicle to push our industry forward and give it the platform<br />

we know it deserves, but to do that we need your help.<br />

Institute of Vehicle <strong>Recovery</strong><br />

Not-For-Profit<br />

The Institute of Vehicle <strong>Recovery</strong> (IVR) regularly quote that they are a not-for-profit<br />

organisation, so when they say that, what do they truly mean?<br />

Broadly speaking the term means<br />

an organisation established for a<br />

purpose other than that of making a<br />

profit, where some or all surplus revenues<br />

are used to further that purpose of the<br />

organisation rather than benefit those<br />

individuals with an interest.<br />

In more technical terms, the IVR is not<br />

a charity but a not-for-profit company,<br />

it is a company limited by guarantee and<br />

consequently does not have share capital.<br />

This means, there are no paid directors and<br />

no dividend pay-outs either, but that the<br />

IVR are subject to the usual taxes.<br />

The concept is that any surplus income<br />

is reinvested back into what the IVR does<br />

best, health and safety, training and<br />

standards, so you can see why it is regularly<br />

referred to, as part of the good work that<br />

they do for the industry,<br />

With a clear reinvestment strategy, the<br />

IVR thought it was time to give the industry<br />

a better insight into that reinvestment<br />

and explain more of the specific project<br />

examples that keep the NHSS17/17B<br />

National Training Scheme running.<br />

Training modules take time to develop,<br />

some more than others, the development<br />

process can take the efforts of 3, 4<br />

sometimes 5 of its qualified ITSSAR<br />

instructors, some who are still on the<br />

frontline as dual operators/instructors. The<br />

modules are researched, standards set, and<br />

an initial development module produced,<br />

this is reviewed by a CAT4 ITSSAR instructor<br />

if they have not been involved in the<br />

development. The module is then piloted<br />

(often more than once) and rolled out<br />

to instructors where the module may be<br />

further tweaked before it is finally released<br />

as a VR module.<br />

IVR members may well remember, a few<br />

years ago, at the IVR AGM a formal request<br />

was made for the IVR to investigate and<br />

design a multideck transporter module, a<br />

module required following the tragic death<br />

of a driver using a twin deck transporter.<br />

This module took a long time to bring to<br />

fruition, it was rolled out initially some time<br />

ago and made it all the way to pilot stage<br />

but the IVR were not completely satisfied,<br />

therefore it went back into development<br />

before finally emerging in early 2019 as the<br />

VR28 Multideck Transporter module.<br />

That particular module was an expensive<br />

module to develop, the IVR will probably<br />

never make back the money and time<br />

invested, but it was an important module<br />

to develop because it epitomises the<br />

IVRs purpose. Raising health and safety<br />

standards, through mechanical, handson<br />

training. The advantages of having a<br />

non-commercial entity means those gaps<br />

in mechanical training are covered off by<br />

the IVR even if at times it is not financially<br />

viable.<br />

The VR29 Tracked Vehicle Mover module<br />

is another example of that type of module,<br />

initially developed by three instructor/<br />

developers, it has recently been revisited<br />

by three different instructors. This<br />

training is mainly there for those who have<br />

purchased a tracked vehicle mover from<br />

the pre-owned equipment marketplace.<br />

Older modules are also kept in the IVR<br />

repertoire, because the equipment is still<br />

out there being used or being sold on.<br />

VR14 Twin Boom is a great example of that,<br />

possibly one of the most dangerous pieces<br />

of equipment if it is not used correctly.<br />

The number of instructors who deliver it<br />

has dwindled over the years, but the IVR<br />

can still support the training of this type of<br />

equipment for those who need it.<br />

Once a module is in existence it then<br />

needs to be regularly reviewed. This can<br />

be done in a variety of ways. Sometimes<br />

those who are the specialists in that<br />

subject are called upon to review. This<br />

has been the case with the VR26 First Aid<br />

module, it has been initially reviewed by<br />

those who regularly teach first aid to the<br />

recovery industry and who are actually<br />

also first responders. That review has been<br />

through an ITSSAR CAT4 instructor who also<br />

trains the module and hopefully over the<br />

next couple of weeks, it will be revealed<br />

for further review with all the instructors<br />

who deliver it. Once those amendments<br />

are made the module will be piloted as<br />

many times as is necessary before a CAT 4<br />

instructor gives final sign off.<br />

Over the past 18 months the IVR has<br />

reviewed many of its modules, some are still<br />

a work in progress: VR01, VR02 and VR03<br />

(Core Modules), VR07 and VR16 (Advanced<br />

Winching), VR8-11 Motorcycle Modules.<br />

VR21 <strong>Recovery</strong> Incident Manager, VR27 EV<br />

and Hybrid, VR33 Off Road Vehicles. The<br />

COVID-19 pandemic shutdown time has<br />

been well spent, undertaking some of these<br />

reviews and updating instructors using<br />

online conferencing when no practical is<br />

needed. As well as producing online courses<br />

where appropriate.<br />

In some instances, it can be developers<br />

who sit outside of the vehicle recovery<br />

operator who assist with the development<br />

or review, as was the case with the VR27<br />

Electric and Hybrid Vehicle module, which<br />

was developed with the then Technical<br />

Training Manager at Allianz Worldwide<br />

Partners.<br />

It is this collective approach to<br />

development with input from trainers and<br />

the industry where required, that gives the<br />

IVR the badge of being an industry scheme,<br />

by the industry and for the industry.<br />

Administrating the NHSS17/17B National<br />

Training Scheme demands that there is a<br />

financial stability to the company behind it.<br />

Careful planning is needed to ensure the<br />

scheme continues and it is able to ride the<br />

peaks and troughs in its business model.<br />

The IVR business has a definite seasonability<br />

to it, and it tries to retain some<br />

funds for a rainy day. COVID-19 has been<br />

a prime example of that, nobody would<br />

have believed the economic devastation<br />

that such a virus could create, nobody<br />

could foresee that it would bring hands-on,<br />

practical training to a standstill. That buffer<br />

in funds, has allowed the IVR to continue<br />

trading and to use the time to effectively<br />

build for the future, whilst keeping the<br />

scheme protected and stable.<br />

A very good morning to you all<br />

and I hope you are all well in these<br />

uncertain times.<br />

The RRRA have been working hard<br />

behind the scenes dealing with our<br />

members problems on an individual<br />

level to make sure they have received<br />

the support they need and we have also<br />

arranged for all members to be given<br />

three months FREE membership to offset<br />

costs caused by the virus.<br />

RRRA committee are meeting regularly<br />

on Microsoft Teams, so now this old fossil<br />

is able to use another form of technology.<br />

This is actually working so well that it will<br />

become a far more regular occurrence,<br />

allowing more work to be done instead<br />

of wasting time travelling. Only yesterday<br />

we had a very productive meeting with<br />

HE discussing protocol and operators<br />

suggestions for working the ERA’s on the<br />

Smart Motorways. Great to see we are<br />

now being listened to and our suggestions<br />

are being discussed on a regular basis.<br />

Last week RRRA signed off with<br />

the SURVIVE Group the latest set of<br />

recommendations for our operators<br />

dealing with breakdowns. Other groups<br />

have given advice, sometimes wrongly,<br />

so I urge you all to heed the advice from<br />

SURVIVE which is the industry group<br />

behind PAS43 that has all the important<br />

industry groups represented on a<br />

committee.<br />

RRRA have also been training online<br />

giving our members and others the<br />

opportunity to get ahead with their DCPC<br />

hours with courses such as our Smart<br />

Motorways course and tacho course.<br />

If, you still have people on furlough you<br />

should recommend they complete their<br />

hours.<br />

<strong>Recovery</strong> is actually getting much<br />

harder now that we are dealing with<br />

four people in cars as opposed to just<br />

the driver that had been the norm.<br />

Once again I need to make clear that<br />

moving passengers in their own vehicle<br />

is actually breaking the law and although<br />

the Police are allowing it to a place of<br />

safety you can still be prosecuted. Please<br />

stick to your guns here, to safety only.<br />

Some of the work providers are very<br />

reluctant to provide a taxi for customers<br />

because of costs involved but please<br />

do not give in and put your staff at risk.<br />

Supplying a courtesy car is the answer for<br />

both work providers and yourself but the<br />

work providers need to paying for this<br />

service and for the decontamination of<br />

your courtesy vehicle afterwards. This will<br />

be cheaper in most cases for the work<br />

providers than taxi’s and could even help<br />

by allowing you to deliver next day or<br />

along with other vehicles to keep costs<br />

down.<br />

We are now well into June and<br />

Government has allowed the nonessential<br />

shops to start trading. Work<br />

volumes have begun to pick up but it is<br />

very hard to keep levels of staff at the<br />

right level. With the three week rule on<br />

furlough, if you bring an operative back<br />

too early and then have to lay him off<br />

again you have lost him for another three<br />

weeks which is the last thing you need if<br />

work suddenly picks up. For employers<br />

who are not aware, you should be using<br />

furlough days as holiday days where<br />

employees have already booked the<br />

holidays.<br />

We are finding that our operators now<br />

seem to be getting first jobs of the day<br />

around 8am instead of the usual 5am and<br />

it is still very quiet in the evenings. Shift<br />

systems are not working so well in the<br />

evenings and the call out system seems to<br />

be more suited to present volumes.<br />

Contractors working for the AA and<br />

RAC are finding volumes especially low<br />

as they are covering the vast majority of<br />

work themselves with their patrols. As<br />

they bring their own staff off furlough a<br />

recovery company that was busy last week<br />

volume again and overstaffed.<br />

The next big challenge will be when<br />

the furlough becomes part time because<br />

many operators will be forced to cut shift<br />

times which will in turn leave staff with<br />

a shortfall in wages. As it is many staff<br />

have become so used to being at home<br />

enjoying family life that they do not want<br />

to return to working all hours. There are<br />

lots of recovery firms who are laying staff<br />

off too so it remains to be seen how soon<br />

volumes will return and whether we have<br />

enough staff to cope when they do. Quite<br />

simply put, operators fixed expenses such<br />

as rent, rates etc are so much higher than<br />

the income coming back in at the moment<br />

that many will not survive unless volumes<br />

increase dramatically and even then we<br />

will all have big debts to deal with over the<br />

next few years. It is now the time to reflect<br />

on what rates we are willing to work for to<br />

get back onto an even keel and also time<br />

to diversify as many already have, so your<br />

eggs are not all in the one basket.<br />

Next challenge will be getting all your<br />

trucks plated. DVSA do not seem to have<br />

the answer to when we can begin retesting<br />

and they are not keeping their test<br />

stations updated too well either. Hopefully<br />

I will have more info on this by the next<br />

magazine. Even then its going to be a lot of<br />

work and money getting your whole fleet<br />

tested in a short period.<br />

Before I finish I would like to thank all<br />

the work providers that have supported<br />

their operators financially in this crisis.<br />

been great. Its nice to know who has got<br />

your back at times like these. I am sadly<br />

and hate it when<br />

I cannot even find<br />

the engine for<br />

sound proofing.<br />

And getting out<br />

of bed and going<br />

out in the cold will<br />

be a thing of the<br />

past.<br />

It will no doubt come as a surprise to many<br />

people, but nothing goes on forever so after 60<br />

years working in the motor trade and almost as<br />

long in breakdown and recovery, I have decided<br />

to stand back and leave the running of our 24hr<br />

recovery service to my son David, who already<br />

runs our two dealerships as well as a service<br />

centre and body shop.<br />

The lockdown has provided a good<br />

opportunity for change and no doubt a<br />

few updates, as work has been low with<br />

many staff on furlough. I had hoped to keep<br />

going but I am sick of working long hours one<br />

way or another and seeing trucks returning from<br />

jobs and thinking that was a waste of time.<br />

I must point out I am not emigrating or going<br />

into any form of hiding, but I may find it hard<br />

to write this page when no longer at the front<br />

line, hopefully some topics may still get me<br />

inspired. One thing is for sure I with not be<br />

involving myself in any groups or committees<br />

that might put more hardship on the already<br />

stretched industry, I have seen too many people<br />

go that route (not that anybody would have me).<br />

I will however continue my work and hobby of<br />

working in motorsport recovery, including the<br />

British Touring Car Championship, where we<br />

have developed some great ideas which are now<br />

being used at circuits throughout the UK. I will<br />

also still be available if the AVRO man or anyone<br />

else wants to buy me lunch.<br />

Looking back I feel I have achieved much<br />

more than I could ever have imagined; leaving<br />

school with less than a basic education, after<br />

missing a lot of school due to ill health. Once<br />

during a meeting a jobsworth asked me what<br />

I had ever done for the industry, I told him I<br />

worked in it, was that not enough? The problem<br />

is my dyslexia slows my thinking response time<br />

giving the impression of a very small brain, were<br />

as give me two or three minutes and I am on top<br />

of the job.<br />

Rest is history<br />

What I should have told him is I ran a<br />

successful recovery service after starting<br />

with £300 and a tool box back in 1973. Then in<br />

1992 together with Bob Toon I helped develop<br />

Police recovery schemes with the first being<br />

with Durham Police, the rest is history on that<br />

front. In later years although some people will<br />

not agree I went a long way to stopping the<br />

R licence (now ROLS) being forced upon the<br />

industry. Some people don’t forgive me for that<br />

but I have always believed the law of the land is<br />

enough for any business. And with my success<br />

in motorsport recovery, not even to mention my<br />

career as a rally driver with Toyota and Vauxhall,<br />

I could have shut this guy up. I have been told<br />

several times I could have done a lot better if<br />

I had embraced politics more and been more<br />

politically correct, but life would have been less<br />

exciting, or do I mean boring.<br />

Absolute pleasure<br />

I will miss so many things; for example just<br />

attending a RRRA meeting where you are with<br />

likeminded people can be a real boost. I need<br />

to record the absolute pleasure of working<br />

with Brian Hagan, the Bernie Ecclestone of the<br />

recovery industry and former head of National<br />

Breakdown and Green Flag. Likewise Ben<br />

Johnson, Nigel Ashton and the various people<br />

at Britannia Rescue have all been great<br />

to work with, and not forgetting big Jack<br />

Stapleton. I cannot say the same about the<br />

AA and RAC who we once worked for, they<br />

are so far up their own backside and have<br />

done so much damage to our side of the<br />

industry with rates alone, never mind the<br />

commercial suppression of their independent<br />

competitors, the small clubs, but I do admire<br />

the skills of their patrol vans, something we<br />

should aspire to.<br />

Unrealistic expectations<br />

I see friction between operators but I<br />

have always got on really well both locally<br />

and country wide, and this will continue but<br />

it won’t be long before I am out of touch. I<br />

suppose it’s an age thing but there are many<br />

things I will not miss one bit. People with<br />

no mandate from anybody starting groups<br />

or committees in the name of our industry.<br />

People aiming to make our life more difficult<br />

especially when nobody asked them in the<br />

first place, or even individual people trying<br />

the same thing. Dealing with the unrealistic<br />

expectations of so many people does my head<br />

in. I really miss the challenge of plugs and<br />

points and hate it when I cannot even find the<br />

engine for sound proofing. And getting out of<br />

bed and going out in the cold will be a thing of<br />

the past.<br />

As I said I will still be around and may even<br />

do the odd long relay, my favourite job, out of<br />

sight out of mind. I may even have time to visit<br />

the Tow Show if that ever happens in these<br />

challenging times; and I am free for lunch.<br />

Well these are certainly<br />

unprecedented times, and how many<br />

times have you heard either someone<br />

say, or said yourself, that of late? We<br />

are all living through history with huge<br />

financial and operational challenges<br />

to all our businesses.<br />

As is the case with most at present,<br />

I am not able to travel to meet<br />

members, potential members, and<br />

associate members. However, I was set<br />

a task from AVRO National Council to<br />

reach out and make personal contact with<br />

every AVRO member - it was, as you might<br />

expect, quite a task but in all honesty a<br />

very worthwhile one and a pleasure to<br />

undertake.<br />

I have always been very keen on hearing<br />

from the coal face and speaking directly<br />

with AVRO members (and as I say this is<br />

quite a substantial task, but I would not<br />

like to see it done any other way). I really<br />

enjoy being able to discuss not only the<br />

main issues of the day, which of course<br />

is currently dominated by the COVID-19<br />

pandemic, but many other issues and<br />

challenges our industry continue to face<br />

on a daily basis.<br />

With that I would just like to add at this<br />

stage my personal thanks to everyone who<br />

has picked up my call, called me back or<br />

replied to my e-mails, the information<br />

you pass to me I feed directly back not<br />

only to AVRO National Council but in the<br />

many meetings and communications I am<br />

involved in on a daily basis. It is invaluable<br />

information and it allows AVRO to fully<br />

represent its members.<br />

On speaking with the membership, in<br />

general terms there has been a downturn<br />

in business ranging from 65% to 80%,<br />

quite a substantial amount I am sure you<br />

will agree, especially when you consider<br />

the industry relies on volume to make the<br />

numbers work.<br />

Many members have taken advantage<br />

of the Government Furlough scheme<br />

and I was pleased to see the Chancellor<br />

extending the scheme until 31st October<br />

2020, although some changes to the<br />

scheme are imminent. On that it is<br />

worth noting at this point that AVRO had<br />

contacted HM Treasury and the Treasury<br />

Select Committee calling for more<br />

flexibility in the Furlough scheme, and I<br />

am pleased to see that changes to the<br />

furlough scheme will allow employees<br />

to work on a part-time basis, while still<br />

enrolled with the scheme, which is exactly<br />

what is required to assist the roadside<br />

recovery industry.<br />

The information I have from my<br />

discussions with the membership thus<br />

far is very similar to that of the results of<br />

the two recent AVRO surveys undertaken.<br />

This is invaluable information for AVRO to<br />

have and it is key that we have accurate<br />

facts and figures so again we can fully<br />

represent our members when in dialogue<br />

with industry stakeholders and respected<br />

Governments and administrations. I<br />

cannot stress enough how valuable<br />

this information is, I know you all have<br />

enough to do, but by providing AVRO with<br />

the facts and figures it allows AVRO to<br />

continue to represent is members armed<br />

with accurate and factual information.<br />

On the topic of AVRO surveys, we<br />

have the results published on the new<br />

AVRO website - www.avrouk.com - and<br />

I strongly encourage you to take five<br />

minutes to take a look, they make for an<br />

interesting read.<br />

Continuing with my conversations with<br />

the membership, I am discovering obvious<br />

concerns from members throughout the<br />

UK and Ireland which include:<br />

1. The lack of financial assistance from<br />

work providers.<br />

2. Whilst general work volumes are<br />

reported to be between 65% to 80%<br />

down, the consensus is that the level of<br />

police-led recoveries were largely being<br />

maintained. However, most commented<br />

that the type of work had changed with<br />

the lower (or non) paying incidents,<br />

such as Section 165 removals and PACE<br />

recoveries, heavily outweighing the<br />

more lucrative RTC work<br />

3. Huge reductions in ‘club work’,<br />

particularly from the ‘big two’ who<br />

operate their own patrol and recovery<br />

fleets. Dare I say but the words ‘we are<br />

used when needed, dropped when not’<br />

was repeated to me numerous times.<br />

Appreciation must be shown however<br />

to those work providers who have come<br />

forward with support for the operators.<br />

4. Confusion over the Government<br />

business grants and whether they<br />

qualify or not?<br />

5. Police Scotland have disputed the<br />

advice that AVRO, SURVIVE Group and<br />

the IVR have given in relation to carrying<br />

passengers, even though advice regarding<br />

this was sought from Government. Police<br />

Scotland via FMG have recently notified<br />

their contractors that it is illegal to carry<br />

passengers on the back of a recovery<br />

vehicle. On 8th June AVRO issued a<br />

member communication on Roadside<br />

<strong>Recovery</strong> Guidance – Removals to place<br />

of safety along with updated guidance<br />

from SURVIVE. A further member<br />

communication was issued on 16th June<br />

in relation to Police Scotland<br />

On the subject of the carriage of<br />

passengers, you will be aware that the<br />

SURVIVE group recently released updated<br />

guidance and I take this opportunity to<br />

remind all that there is no legislation that<br />

specifically covers this activity and that the<br />

guidance issued by SURVIVE Group is Best<br />

Practice Guidance and has not been tested<br />

in court.<br />

AVRO is continuing in its dialogue with<br />

DfT, DVSA, HSE, NPCC and others as well<br />

as lobbying Government for the necessary<br />

change in legislation to encompass this<br />

procedure into law.<br />

In relation to ‘carrying of passengers’,<br />

a couple of our members have taken<br />

matters into their own hands and have<br />

fitted out their crew cabs with PVC<br />

separation screens. If you would like<br />

There are obvious costs attached to<br />

constructing a safe zone in a vehicle<br />

as well as the sanitisation of the cab<br />

after each job. This is once again a cost<br />

that will have to be borne mainly by the<br />

VRO, and this must be acknowledged by<br />

work providers and operators given due<br />

respect.<br />

It has been suggested that operators<br />

should at least charge for the sanitisation<br />

of the vehicle after each of the work<br />

provider’s passengers leave the recovery<br />

truck especially during this time and the<br />

risks to health; I do not find that to be an<br />

unreasonable request.<br />

AVRO invited a number of work<br />

providers including Call Assist, Britannia,<br />

Hadleigh, RAC and Green Flag, as well<br />

as representatives from the NPCC<br />

(National Police Chiefs Council) and the<br />

Metropolitan Police to join us on a virtual<br />

conference call. These were set up in<br />

response to our request for financial<br />

assistance for our members as well as<br />

discussing the current plight of VRO’s, the<br />

way out in terms of an exit strategy and<br />

what the repercussions and changes will<br />

be for our industry during this pandemic<br />

and going forward.<br />

We would like to thank those ‘Clubs’<br />

who have made a gesture of financial<br />

assistance but it also has to be said that<br />

the ‘big two’ namely RAC and AA have to<br />

date offered no financial help whatsoever,<br />

all of which our members have noted, and<br />

to put it politely are ‘disappointed.’<br />

We have written to all UK Police Chief<br />

Constables asking for a reduction in<br />

management fees to help the industry<br />

and to date several Police authorities<br />

have reduced their management fees<br />

to recognise the plight of the industry<br />

although the Government had sent out<br />

to all departments the need to support<br />

businesses that provide an essential<br />

service to key departments that they<br />

should consider financially supporting<br />

them during this crisis to ensure continuity<br />

for the future.<br />

Our aim is to continue to be proactive<br />

in events such as Stakeholder meetings<br />

including members of the Home Office,<br />

continual dialogue with the various work<br />

providers, Highways England, Police etc.<br />

and as the largest and longest running<br />

Association representing vehicle recovery<br />

operators we will continue to work<br />

tirelessly for the good of our membership<br />

and the wider industry.<br />

Hiab! It’s all in a name<br />

It’s an extremely<br />

useful tool, that<br />

needs to be<br />

respected as it can<br />

the hands of an<br />

untrained person<br />

You may not be aware, but Hiab is actually<br />

a brand name. This particular word has<br />

become familiar within the haulage<br />

and recovery industries when referring to a<br />

lorry mounted crane or loader. This specific<br />

vehicle type is made up of a truck and crane<br />

combined in a singular vehicle and is used to<br />

help load and unload trailers or lifting heavy<br />

objects form one position to another by using<br />

the engine power and hydraulics of the crane<br />

element.<br />

The introduction of these vehicles was<br />

greeted with great delight by the industry<br />

as it allowed companies to offer services<br />

where the need for a separate crane could be<br />

reduced or indeed, not needed at all. Before<br />

these vehicles were developed, most loading<br />

and unloading was achieved by hand and<br />

very time consuming, so the arrival of these<br />

vehicles revolutionised industries and saved<br />

considerable amounts of time in the process.<br />

It must be remembered though, that<br />

although an extremely useful tool, it needs to<br />

be respected as it can also be a dangerous<br />

device if operated incorrectly in the hands of<br />

an untrained person. Without proper training,<br />

operators are less efficient and increases the chances of an<br />

accident, injury or property damage.<br />

Founded in 1978, The Association of Lorry Loaders and<br />

Importers is the industry body set up at the request of the<br />

Health and Safety Executive and it remains the UK’s only trade<br />

association devoted to the lorry loader industry. Although, in<br />

the recovery industry this accreditation is not a requirement,<br />

it should be considered for compliance and training purposes.<br />

Any operator looking to make the addition of crane and Hiab<br />

to their portfolio must ensure the following. All core models<br />

are completed through the IVR along with module VR06<br />

transporters and then finally, VR17 Lorry Loader Cranes in<br />

Vehicles. All equipment must be LOLER certified and records<br />

must be kept up to date of all thorough examinations and any<br />

defects must be reported to the person responsible for the<br />

equipment and the relevant enforcing authority. The LOLER<br />

regulation places duties on companies who own, operate<br />

or have control over lifting equipment. Also be mindful that,<br />

lifting equipment is also classed as work equipment, so the<br />

PUWER (Provision and Use of Work Equipment Regulations)<br />

also applies.<br />

Gough was very clear in his view regarding training and safety<br />

when using Hiab equipment. “Our Hiab units are utilised in<br />

difficult vehicle extrications. Each job is very different from<br />

the last and so we take extra care to gain as much information<br />

about the recovery before we despatch the required vehicle<br />

to attend the scene. This is either done by sending a forward<br />

scouting team or by the receipt of photographs sent to us<br />

from the incident. Once we have established what equipment<br />

will be needed, our team is sent to evaluate and risk assess<br />

before the evacuation can begin. Our staff are fully trained<br />

to IVR VR17 for Hiab use and all our equipment is LOLER<br />

certified. We find the Hiab crane to be excellent in a variety<br />

of situations, with its dexterity being valuable in helping us<br />

reach vehicles that are submerged or situated in deep ditches<br />

as examples. The Hiab is also excellent in helping secure the<br />

vehicle in a way where no further damage can be inflicted<br />

during extrication. At Richford Motor Services Ltd, we have<br />

a duty of care to the vehicle that we recover and the vehicle<br />

owner that we preserve the vehicle and provide them with<br />

the best possible insurance outcome.” Nikki continued “Our<br />

Hiab crane operators take the safety of everyone concerned<br />

at the incident extremely seriously and will not perform the<br />

operation of removal until it is safe to do so.”<br />

IN common with all vehicle recovery operators throughout<br />

the UK the recovery operators in the densely populated<br />

South East of England have had to face the Coronavirus/<br />

COVID-19 crisis head on. They have lived through it and are<br />

now coming out of the other side.<br />

Some operators have used the time of the pandemic crisis<br />

with renewed vigor and a good deal of optimism too.<br />

Debbie Saunders at Saunders Garage has an upbeat and<br />

positive aspect to the COVID-19 crisis. She told <strong>Professional</strong><br />

<strong>Recovery</strong> magazine: “Although I am, of course, aware that<br />

COVID-19 has had a dreadful, negative impact on the UK as a<br />

whole, the impact on our business hasn’t been all negative.<br />

We were able to keep all our staff working without furloughing<br />

anyone, though we did change working hours, though as<br />

business is picking up, these are being reviewed again.<br />

looking to recruit vehicle recovery staff.<br />

“Although some of our work was slightly down, our two<br />

recovery contracts on the M4 and the M25. We have also seen<br />

an increase in work for police contracts.”<br />

Silverback <strong>Recovery</strong><br />

Silverback are one of the mainstays of the recovery industry, a<br />

family business who have been trading for 20 years.<br />

Roger Sugden of Silverback said: “It’s been very, very quiet<br />

during the Coronavirus situation. In fact, it’s been a bit tough.<br />

We work with two main dealerships doing accident recovery<br />

and breakdown work, but as they were closed down that dried<br />

up. We were only doing one recovery job a week at one point.<br />

Though now the main dealers have started work again, things<br />

are, hopefully, looking up again.<br />

“The recovery jobs increased to three to four jobs a week<br />

and things are increasing as more and more people are<br />

driving on the roads again as things begin to start up after the<br />

shutdown.<br />

“We have been working with two other local vehicle<br />

recovery firms, helping each other out during the crisis,<br />

Gatwoods and Streets Transport, swapping jobs and that sort<br />

of thing.<br />

“That’s the sort of thing vehicle recovery operators do.<br />

Deejay Truck Repairs Limited very early on in<br />

the COVID-19 situation took the decision not<br />

to lay any staff off.<br />

Colin Wlison said: “Although we still<br />

continued to do some club work, there<br />

wasn’t much of that to be honest. What we<br />

concentrated on were our regular customers.<br />

They are big supermarkets who need to keep<br />

their delivery vans on the road seven days<br />

a week and I realised that if we laid off or<br />

furloughed any of our staff we would run the<br />

very real risk of not being able to offer our<br />

customers the 100% service that we like to<br />

provide them with.<br />

“We could not risk letting them down,<br />

or our other major customers, as they still<br />

needed us to be there for them for when they<br />

had a vehicle breakdown.<br />

“It would be no use reducing our capacity<br />

if we had an important customer screaming<br />

down the phone at us if we couldn’t do the<br />

recovery job they needed. Fair enough, we<br />

were only operating at 75% of our normal<br />

workload but I realised that if we laid anyone<br />

off that this would risk us losing that client in<br />

the long term and I wasn’t prepared to take<br />

that risk.<br />

said: “Due to the Coronavirus situation I felt<br />

it necessary to furlough all of my recovery<br />

staff and wait the situation out. Basically I<br />

have been trying to run my entire business by<br />

myself. I dusted off my spanners and had to<br />

get back on the tools!”<br />

Robert added: “Due to the sterling work of<br />

our NHS staff as they worked hard during the<br />

crisis I decided to have my vehicle converted<br />

into a mobile ‘Thank you to the NHS workers’<br />

message.”<br />

Another result of the Coronavirus situation<br />

is that the special three day charity rally<br />

from the Black Forest to Monte Carlo in a car<br />

costing no more than £500 that Robert was<br />

going to participate in has been cancelled<br />

until next year. “That’s something to look<br />

forward to” he added with a laugh.<br />

ONE of the most difficult and challenging<br />

aspects of working within the recovery<br />

industry is when you receive a call<br />

where a vehicle has become stranded in<br />

shallow water or fully submerged. Thoughts<br />

immediately turn to the safety of the<br />

occupants and the test that awaits your<br />

arrival.<br />

The removal of a vehicle which has been<br />

involved in a major or minor collision requires<br />

a delicate approach and methodology<br />

designed for the safety of everyone at the<br />

scene but holds a greater difficulty when<br />

water is involved.<br />

Today’s vehicles provide a myriad of<br />

difficulties to the operator as we no longer<br />

deal with just petrol or diesel cars. The<br />

emergence over the last 20 years of hybrid<br />

vehicles and now electric cars requires a<br />

whole new level of thinking. These vehicle<br />

types are equipped with high voltage<br />

batteries, or in some cases, batteries located<br />

in unusual places, so it is important that these<br />

are dealt with correctly to avoid any further<br />

hazards occurring.<br />

Vehicle water rescue is an exceptionally<br />

specialist service that requires the highest<br />

level of training and specific equipment<br />

designed to be able to extricate stricken<br />

vehicles. Currently, in the UK, we have very<br />

few organisations that are trained and operate<br />

a water recovery service, but we have been<br />

able to speak to two operators that provide<br />

this assistance.<br />

We spoke with Sam shortly after he had<br />

completed a successful job where he had<br />

rescued a Renault Captur that was submerged<br />

in a river in Wales.<br />

operation recovering a 40-tonne lorry that<br />

had unfortunately found itself drowning in the<br />

lock basin at Chatham Historic Dockyard. Paul<br />

and his team were called to the dock yard,<br />

where they spent roughly six hours preparing<br />

method and risk assessments. Working<br />

alongside environmental inspectors and the<br />

port authority, they embarked on a 6 hour<br />

recovery operation in challenging conditions<br />

to extricate the vehicle from the basin. Using<br />

a 750-tonne crane and expert diving teams<br />

from Chatham and Portsmouth, the vehicle<br />

was safely extricated and repositioned<br />

onto the quayside. The wreckage was then<br />

folded and transported safely to salvage for<br />

scrapping. Paul said “This was a very difficult<br />

operation and the planning and execution<br />

was only possible due to the excellent cooperation<br />

we received from the dockyard,<br />

environment agency, the port authority and<br />

the expert diving teams. We would like to<br />

place on record our thanks to all concerned.”<br />

For any operator considering adding a flood<br />

water recovery service to its portfolio, the IVR<br />

THIS is a socket set with a difference, new from<br />

it’s a magnetic deep socket set (part number 7783).<br />

These are deep sockets (63mm in length), 3/8” drive, seven<br />

sockets included (7mm to 14mm), all with a 6-point single hex.<br />

And they are magnetised, but here is the difference: the<br />

magnet is spring-loaded, and travels down the length of the<br />

socket. So when access is difficult and you have to run a nut<br />

along a long thread, reach for these magnetic sockets and you<br />

won’t lose the nut. Exhaust manifold studs, handbrake cable<br />

adjusters, turbo actuators, there are lots of applications where<br />

these sockets will get you out of trouble. Fitting the nut, it’s<br />

held securely as you reach down into the engine compartment.<br />

Removing the nut, you can spin it down the whole length of the<br />

thread, then remove the socket with the nut intact.<br />

These are sturdy sockets, manufactured from strong<br />

chrome vanadium steel. Usefully, you can purchase the sockets<br />

separately, if you need one for a particular application: 7mm<br />

(part number 7784), 8mm (7785), 10mm (7786), 11mm (7787),<br />

12mm (7788), 13mm (7789) and 14mm (7790).<br />
