Oranvllle Jacobs spoke on
"Propaganda" and Mr. Orben
reported on State Legislation
and pending State Constitution
revision. He said In part:
A Constitutional Revision
Commission was created by
Legislative Joint Resolution approximately
six months ago.

the American Bar Association;
Dr. John 8. Sly of Princeton,
Director of Princeton University
Surveys; James Kerny, Jr.,
Kdltor of the Trenton Times;
Judge Waiter D. Van Riper of
Newark; Senator Crawford
Jameson of Mercer County;
Walter J. Freund. former Assemblyman
of Bergen County;
Charles Erdmann, Jr., State Director

The commission report recommends:
That through suitable enabling
legislation, the legislature
in the next primary election
shall request authority from
the people to submit revised
constitution in the General
Election of November, 1942.
It further recommends the
Oovernor's term of office be extended
to four years. (1 term)
and that a two-thirds vote to
required to override vetoes
of spending items.
Nine major departments are
set forth and the Governor Is
required to allocate all existing
agencies within these Depaitments.
All heads of Departments
are appointed by the
Governor to serve during the
term except the State Treasurer
