Legislative measures<br />
‘Foreign Agent’: While this label evokes images of spies <strong>and</strong> war movies, that was the label adopted<br />
by Russia in 2012 <strong>to</strong> describe NGOs which are societally engaged <strong>and</strong> receive foreign funding. In<br />
addition <strong>to</strong> framing NGOs as spies <strong>and</strong> trai<strong>to</strong>rs, the law came with excessive reporting requirements<br />
with the risk of high fines <strong>and</strong> cut access <strong>to</strong> foreign funds. The impact on Russian civil society cannot<br />
be understated, as an activist explains <strong>to</strong> Amnesty International: “we face uncertainty <strong>and</strong> it is<br />
difficult <strong>to</strong> have a vision or a long-term strategic plan <strong>and</strong> <strong>to</strong> secure other types of funding. …<br />
introducing strict reporting requirements created extra work for our... staff... <strong>and</strong> diverted our<br />
staff’s time <strong>and</strong> energies from core activities.” 23 The law was recently amended <strong>to</strong> also cover<br />
independent journalists <strong>and</strong> bloggers 24 <strong>and</strong> served as an example for NGO laws adopted in Azerbaijan,<br />
Kazakhstan, Bosnia’s Republika Srpska, Belarus <strong>and</strong> Egypt. 25<br />
In recent years at least 50 countries have put in place laws that interfere with the right <strong>to</strong> freedom<br />
of association, restricting the work of CSOs <strong>and</strong> the individuals participating in them. 26 Such laws<br />
mostly target CSOs’ ability <strong>to</strong> operate through administrative requirements, CSOs’ access <strong>to</strong> funding,<br />
