Lieutenant Colonel Boris Alexeyevich Smyslovsky provided theonly oral report of the stamp distribution at Sloboda.Kesselstatt/Heide commented Smyslovsky’s statements “which hemade in conversation in Liechtenstein after the war” and wrote: “InSeptember 1943, Holmston-Smyslowskij was in Sloboda, presumablyas a lecturer and witnessed at first hand what happened… The stampswere distributed to German military personnel and advisors but above allto the Russian students in the Education Centre. It is not known if thefarmers in Sloboda and Skrelewschtschina received any. The stamps wereavailable mint and used but it is mainly the used ones that were soughtafter.”214German Postal Specialist
Smyslovsky’s statements may be true but are unconfirmed andcannot be verified. The distribution as described above is plausible butdoes not explain why so many different cancellation dates were used.My own theory is that all (!) the cancellations were applied in advancejust after the stamps arrived from Berlin at around 8 or 9 September.The cancelling devices had changeable figures for the dateline. For thefirst run the remaining days of September were used. Stamp sets witha mixture of different days would indicate that the stamps were used ordistributed over a longer period and did not mark a single event. Thespecific date applied on a stamp was therefore unimportant and did notrefer to the day of distribution. After cancelling the sheets the stampswere separated and sets compiled arbitrarily, i.e. without regard of thecancellation dates, or consciously by compiling sets with different dates.If a cancellation date would refer to the day of distribution, as stated bythe previously mentioned authors, the stamps of all the cancelled setsthat were handed out must show a common date. Sets with a commondate, however, were never seen. A second run with pre-cancelledOctober dates did never come true due to the military retreat of theGerman Armies in the area. This theory would explain the differentdates that were not necessarily linked with a certain propaganda activityat the day of distribution but simply signify a longer-lasting operation.Images 19a & 19b.
