CELEBRATE and REMEMBER<br />
The Inspiration Behind Pawleys Island’s<br />
New Celebration Park<br />

A Pawleys Island park to celebrate and<br />
remember those we've loved and lost,<br />
J.B.'s Celebration Park will be home to<br />
laughter, love, and solace for the families<br />
of the community to celebrate the joy of<br />
life and the memory of those they've lost.<br />
Jim Bindner, a very generous man who<br />
Jim Bindner loved to gather with family and friends,<br />
dreamed of creating a community park in Pawleys Island, South<br />
Carolina. His vision was of a bright and happy place where the<br />
community could go to reflect on their loved ones that have passed<br />
before them. A beautiful, soothing environment to gather with those<br />
you love to enjoy music, art, culture and sunshine.<br />
After Jim lost his father a little over a decade ago, he realized this<br />
park could alleviate the sadness felt in the community due to pain felt<br />
in losing someone too soon, as well as the very young lives lost due to<br />
suicide and overdose. The last few years brought many losses to our<br />
small community and this sparked a fire in Jim, motivating him to turn<br />
this dream of a community park into a reality.<br />
Sadly, while working diligently towards this goal, Jim became ill and<br />
in January 2019, he died at the age of 60. Jim left behind a wife, Dr.<br />
Cindy Bindner and two daughters who are carrying on his legacy to<br />
bring his dream to life.<br />

J.B.'s Celebration Park will have two<br />
cohesive concepts. First, a central gathering place<br />
for a variety of events including live music,<br />
art exhibitions, outdoor movie nights,<br />
symposiums, and wine tastings. The second, a Memorial<br />
Walk to honor loved ones we've lost in our area. The<br />
Memorial Walk trail will include benches, flowers and<br />
trees from people who want to donate in honor of<br />
someone they may have lost.<br />
The park will also host activities such as after-school<br />
programs and host festivals, hopefully including the Crawfish Festival<br />
which Jim had been greatly involved with in its heyday years ago.<br />
Dr. Bindner hopes that one day there will even be an amphitheater<br />
built for live performances.<br />
J.B.'s Celebration Park was founded on January 31, 2019 and is<br />
currently in the implementation phase. In September, the Georgetown<br />
County Council gave the final approval for Dr. Bindner to lease the<br />
property of 7.5 acres across from Waccamaw Middle School for 30<br />
years at a rate of $1 per year.<br />

Beautification & Progress<br />
THE HIGHWAY 17 CORRIDOR STUDY<br />

Imagine it! Outdoor dining, ambient lighting, public art, wide sidewalks,<br />
streets lined with trees…and these are just some of the ideas for<br />
creating a transformative vision for the Waccamaw Neck!<br />
The Highway 17 Corridor Study is charting a new future for US 17.<br />
The study area begins at the intersection of US 17 and US 17 Bypass in<br />
Murrells Inlet (near Georgetown/Horry County Line) and continues<br />
south for 19 miles to Hobcaw Barony.<br />
Georgetown County and the Grand Strand Transportation Study (GSATS)<br />
say this project is unlike anything they’ve ever done before. A hot topic in<br />
this study are parks and open spaces, which includes the possibility of a<br />
downtown Pawleys Island that would allow developers to create a town<br />
atmosphere where residents have walkable dining and shopping options.<br />
The study addresses aesthetics, geometric design, streetscapes, signage,<br />
bicycle facilities, off-road greenways, pedestrian crosswalks, signals and<br />
sidewalks, and architectural character and scale.<br />
There is also consideration of roundabouts with plantings. Currently,<br />
lighting is directed to the street, which makes night driving easier but leaves<br />
walkways dark. New lighting fixtures will also illuminate the sidewalks and<br />
the bike path.

The community has been energized and engaged in developing the<br />
direction of this new plan, which boasts a vision to enhance the physical<br />
appearance of this corridor with the focus on positive economic development<br />
and the quality of life currently enjoyed here. Planning is still underway.<br />

Visitors to the study were asked “If I had a magic wand, the ONE<br />
thing I would change about the corridor today would be…” and<br />
answers were insightful. Answers from locals included changing the<br />
heavy traffic, bike paths, pedestrian sidewalks and crosswalks, offering<br />
affordable housing to those who work in the area and keeping it green.<br />

Georgetown County covers nearly 813 square miles and Horry County’s land<br />

The Grand Strand stretches over 60 miles of coastline situated northeast to<br />
southwest. Geographically, the area is quite flat, and coastal elevations do not<br />
exceed 50 feet above sea level. The cities and beaches of the Grand Strand are<br />
connected by U.S. Highway 17.<br />

CLIMATE<br />
With an average annual high temp of 75 degrees and an average annual low temp of 53 degrees,<br />
the <strong>Litchfield</strong>-Pawleys Island area enjoys a subtropical climate throughout the year, with the<br />
Atlantic Ocean and warm air currents from the Gulf Stream keeping temps moderate. The<br />
average water temp off the nearby coast is a delightful 69 degrees.

Sustainability & Nature a Virtue at<br />
WACCAMAW NECK BRANCH LIBRARY’S<br />
“BIG BACKYARD”<br />

The utter bliss of an opened book in hand while relaxing in a<br />
comfortable spot outdoors is a feeling many of us covet.<br />
With a focus on sustainability, the Friends of the Waccamaw<br />
Library (FOWL) have been a driving force behind the conception,<br />
planning, and execution of “Our Big Backyard” at Waccamaw Neck<br />
Branch Library (WNBL), creating another a peaceful stimulating<br />
locale for community. Thanks to major community support, a<br />
sub-committee of the FOWL Board of Directors have teamed up<br />
with Waccamaw Landscaping to develop a plan and oversee the<br />
creation of this beautiful outdoor space. The sub-committee<br />
is made up of Chairperson, Jane Barry, along with<br />
committee members Deb Thomas, and Sue Parker.<br />
The best libraries don’t stop with what’s inside.<br />
Libraries are a treasure trove of knowledge and with<br />
brilliant design and thoughtful planning, they can be<br />
so much more. That’s exactly what you get at “Our<br />
Big Backyard” at WNBL. Their goal of expanding<br />
the indoors to the outdoors while fostering<br />
community, is coming to fruition. Indeed, since our<br />
area enjoys such pleasant weather, it seems essential to<br />
have an outdoor space to host our community.<br />
The benefits of exposure to nature are much more than aesthetic.<br />
Research shows that for people, it is related to stress reduction,<br />
improved memory, improved physical and mental health. In<br />
fact, public outdoor spaces not only aid the environment, but<br />
it also boosts the sense of community.<br />
In the construction phase at the writing of this article, the<br />
backyard will be a fenced-in multisensory outdoor learning<br />
environment that is beautiful and inspiring. Facing the yard,<br />
to the right, you will find a designated quiet area with a gazebo<br />
shading a table and chairs as its centerpiece. To the left, there are<br />
two benches framing Henry’s Garden, leading to the area<br />

designed for children. There you will see Library Children's<br />
Librarian, Amy King, hosting projects and fun activities.<br />
There is a lovely pond with a fountain filled with carp. In fact,<br />
it was a key goal to fill this yard with components indigenous to<br />
the Pawleys Island area. “Waccamaw Landscaping was excellent<br />
to work with,” said Diane Stern, President of FOWL. “We could<br />
not have designed it this well without their expertise.”<br />
The Board had a fundraiser to raise money for this project.<br />
Numerous donations were appreciated and went to help purchase<br />
the rocking chairs, benches, tables, the gazebo, etc. Striving<br />
not only to serve as a place of learning and community<br />
celebration, WNBL strives to provide a sustainable area<br />
boasting lovely and natural experiences with endless<br />
opportunities to strengthen our community.

IN MEMORY OF LOST LEADERS<br />
The memory of a good person is a blessing. Proverbs 10:7<br />
Russell Campbell, Sr.<br />
(1936 – 2016)<br />
Russ was born and raised in SC and graduated<br />
from Clemson University. He established himself<br />
as a leader quickly. He was elected President of<br />
the Numeral Society, Clemson’s first fraternity.<br />
Then he won The Peace Scholarship, and that<br />
led to a job as a young reporter for The Greenville<br />
News. In the mid-60s he left journalism to become<br />
the Publicity Director for NASCAR. And then,<br />
in cahoots with a couple of college buddies, he<br />
founded a successful architectural firm in<br />
Charleston, SC.<br />
If space was no object it would be easy to<br />
continue listing Campbell’s leadership successes.<br />
From Planning and Development Director on<br />
Seabrook Island to General Manager for large<br />
planned communities in Arizona and Tennessee,<br />
his resume is diverse and distinct.<br />
Appointed CEO of the <strong>Litchfield</strong> Company,<br />
Russ hit the Pawleys Island scene in the late<br />
80s. It was a stroke of luck for the Waccamaw<br />
Neck. During his tenure, Russ steered the company<br />
through the death of Foster McKissick, a company<br />
founder. And, in so many ways, he set the stage<br />
for a new era of phenomenal growth.<br />
Ultimately, Russ formed a partnership with<br />
George Taylor, and was an integral part of the<br />
Development team for the TPC (Tournament<br />
Players Club) Golf Course and the sprawling<br />
Prince Creek Community in Murrells Inlet, SC.<br />
And then he spearheaded Planning and<br />
Development for SGA Architecture. His younger<br />
colleagues were grateful for every shared morsel<br />
of his knowledge and well-earned wisdom.<br />
Campbell’s professional accomplishments only<br />
scratch the surface of his character. He was a<br />
Rotarian for more than forty years, founder of<br />
the Palmetto Touchdown Club, a member of<br />
Clemson Tillman Society, one of the founders<br />
and leaders of the Georgetown Economic<br />
Development Alliance, and one of the founders<br />
of the Clemson Advancement Board of Real<br />
Estate and Development. He was a Senior Warden<br />
in several Anglican churches, a past president of<br />
the Charleston Symphony Orchestra Association,<br />
a board member in several Chambers of Commerce,<br />
founding chairman of St. Christopher’s Children<br />
and on the board of HeartReach, Inc., as well<br />
as other organizations and boards.<br />
Business partner and colleague Steve Goggans<br />
said: “His resume tells only a small part of the<br />
Russ Campbell’s story … He was a great<br />
communicator. In his role as a developer and a<br />
community leader, he often faced questioning,<br />
even angry crowds, yet Russ could dispassionately<br />
break down the arguments, defuse hostility, and<br />
totally disarm a crowd by gently offering logic,<br />
empathy, and creative solutions. Russ was a<br />
problem solver.”<br />
If the capacity of Mr. Campbell’s mind could<br />
be outdone, it would be outdone by the capacity<br />
of his great heart. He gave money, time and<br />
personal commitment to an array of individuals<br />
and organizations. He cared deeply for people,<br />
and he never shied from offering his help. No<br />
one will deny he was a leader among men.<br />
George Dodson Taylor<br />
(1943 – 2019)<br />
George Dodson Taylor’s career is marked by<br />
prosperous real estate development from the<br />
coast of SC stretching west and north to the<br />
Pacific Rim. His relevant skill set covered the<br />
gamut from large scale land and resort community<br />
development to club and residential building<br />
products. He combined personal vision with<br />
creative real estate financing to blow the top off<br />
projected goals. He moved confidently, and he<br />
moved fast. One of his favorite quotes was<br />
“Time kills deals!”

George graduated from North Augusta High<br />
in 1961. From there he graduated from Clemson<br />
University with a bachelor’s degree in Mechanical<br />
Engineering in 1965. He then settled into seven<br />
years as a Mechanical Engineer with DuPont.<br />
He then switched gears and stepped into a career<br />
that would become his life’s legacy. In 1973, he<br />
began working with Sea Pines Plantation in Hilton<br />
Head Island, SC. The rest is sweet history.<br />
At Sea Pines, Taylor acquired a knack for<br />
developing master planned communities with<br />
diverse amenities. He climbed all the requisite<br />
ladders and distinguished himself time and again<br />
– on Hilton Head, Daufuskie, Harbor, Melrose,<br />
Fripp and Kiawah Islands, Ocean Creek and<br />
Kingston Plantation in Myrtle Beach and<br />
ultimately Debordieu Colony in Georgetown,<br />
<strong>Litchfield</strong> By The Sea, Inlet Point South, The<br />
Peninsula, The Reserve, The Reserve Golf<br />
Club, Reserve Harbor Marina in Pawleys<br />
Island, SC; and Prince Creek in Murrells Inlet,<br />
SC. He landed solidly at The <strong>Litchfield</strong><br />
Company. His score sheet is as impressive as it<br />
is long. And this list doesn’t even include his<br />
non-profit affiliations.<br />
Royce King, current President, CEO and<br />
Executive Director , was hired by George in<br />
1994. Mr. King had this to say: “People should<br />
remember George was an engineer by trade. He<br />
could think about the minutia from different<br />
sides. His ability to do that made him an artist<br />
of sorts. He could envision the dream, analyze a<br />
contract and then tell you how to run the sewer<br />
pipes … he was a true leader … he had vision.“<br />
Known for his vision and spirit of collaboration,<br />
he excelled in attracting talent to work<br />
with him. One agent said: “He was a pleasure<br />
to work with, and he had a magnetic personality<br />
that made you want to get to know him and<br />
deliver your best work. On a personal level, he<br />
was a model gentleman, mentor and a great friend.”<br />
Douglas Gray “Mike” Mahon III<br />
(1943 –2018)<br />
It was apparent pretty early in his life that<br />
Mike Mahon was going to do great things. In<br />
1961, he graduated from Richmond Academy<br />
in Augusta, Georgia where he played baseball,<br />
basketball and participated in ROTC. As a<br />
senior, he was voted Most Likely to Succeed.<br />
Afterward he headed to Clemson and became<br />
a member of the Kappa Delta Chi fraternity<br />
where he made many life?long friends. Mike<br />
embraced an unlikely double major in economics<br />
and English Literature, and he was a member<br />
of the school’s first honors program. Not<br />
surprisingly, he graduated in 1965 with top<br />
Departmental Honors in Economics and also<br />
won the Furman English Award. Not one to<br />
settle, Mike then moved to Atlanta and worked<br />
with AT&T for three years, at which time he<br />
attended Georgia State and earned his master’s<br />
degree in Real Estate.<br />
In 1969, Mike accepted a job with Sea Pines<br />
Company on Hilton Head Island: Initially, he<br />
was in charge of home and villa rentals and was<br />
later named Vice President of Development.<br />
Four short years later in 1973, he left Sea Pines<br />
to open his own real estate consulting company,<br />
Development Management, Inc., which later<br />
became The Mahon Company.<br />
Mike’s deep understanding of real estate served<br />
him and his teammates well on numerous wellknown<br />
projects, including Harbour Town Villas;<br />
Skull Creek Marina, Hilton Head Plantation<br />
and Table Rock Golf Community. In 1991, he<br />
was offered a consulting job with The <strong>Litchfield</strong><br />
Company. And the die was cast. He was eventually<br />
named president and became a cornerstone<br />
of the Company.<br />
A few of the major developments Mike worked<br />
on in <strong>Litchfield</strong> included condominiums at<br />
<strong>Litchfield</strong> By the Sea, Inlet Point South and the<br />
Peninsula. One of his favorite projects was the<br />
development of The Reserve Golf Club and<br />
course, which he worked to create with Greg<br />
Norman. Over the years, in every town he lived<br />
in, Mike was very involved in his church and<br />
the surrounding communities, including St.<br />
Paul's Waccamaw United Methodist Church in<br />
<strong>Litchfield</strong> Beach. That’s not a surprising detail<br />
since his colleagues talk about his honesty and<br />
integrity as often as they talk about his leadership<br />
skills. One of the Company’s executives<br />
said: “He always took the high road, even if it<br />
wasn’t the most profitable one.”<br />
Jim Bindner<br />
(1958 - 2019)<br />
Jim Bindner wore many hats and wore them<br />
all well. Deeply creative, he was a chef, artist,<br />
fisherman, musician, businessman and entrepreneur.<br />
He was also a husband, father, brother, uncle,<br />
and best friend. Sometimes it seemed as if Jim<br />
moved at the speed of light, jumping nimbly from<br />
one task to another. Friends have said he is<br />
remembered both for his vision and his genuine<br />
concern for the people whose lives touched his<br />
own. That was clearly a recipe for success as he<br />
became number one in sales for The <strong>Litchfield</strong><br />
Company.<br />
“In many ways, Jim became the face of the<br />
Company,” said Royce King. “He was always on<br />
the go and always seeking out ways to help people.<br />
He made people feel listened to and understood.”<br />
Some things best remembered include Jim<br />
feeding the town out of his restaurant, The Gray<br />
Man, during Hurricane Hugo and entertaining<br />
folks at his subsequent fine dining restaurant,<br />
Ivory’s. He became ordained so he could marry<br />
his friends. He made time for his family and his<br />
acquaintances. He never stopped moving.<br />
His obituary said it best: “Nothing meant more<br />
to him than making the lives of those around<br />
him a little bit better. He made all of our lives<br />
better just by being here. You fished with us,<br />
cooked with us, laughed with us (and at us),<br />
and brought out the best in us. You lived life<br />

CHAMPION AUTISM NETWORK<br />

Autism numbers are increasing at an alarming rate. According<br />
to the CDC in 2018, one in 59 individuals has autism. For those<br />
struggling with the disorder the ramifications are significant.<br />
The average cost for therapies and services for a person affected<br />
by autism is more than $60,000 per year. The annual cost to<br />
society is more than $265 billion. If autism's prevalence continues<br />
costs will likely top $1 trillion by 2025.<br />
Champion Autism Network (CAN) is hard at work to raise<br />
autism awareness, promote acceptance and hold sensory/autism<br />
friendly events for those of us on the Grand Strand. They’ve made<br />
impressive strides, but there’s a long way to go.<br />
In 2012, CAN was founded by Becky Large, a business woman<br />
and mother of a child on the Autism spectrum. In 2016, she<br />
worked with Surfside Beach officials to name Surfside the world’s<br />
first “Autism Friendly Travel Destination.” Horry County and<br />
the city of Myrtle Beach followed suit in late 2018. Now in<br />
twelve travel destinations around the nation, and more to come,<br />
the future is looking brighter for their families.<br />
People with autism become overwhelmed by lights, sounds,<br />
smells and crowds. An autistic person may have a tantrum or<br />
meltdown to communicate their discomfort. As a result, many<br />
families opt to stay home.<br />
In brief, CAN seeks to educate businesses, hotels, restaurants,<br />
public venues and the general population about autism and help<br />
them understand and accommodate those with autism, as well<br />
as their families. Whether it’s a restaurant meal, a movie, or a<br />
vacation, CAN aims to get the entire family out of the house<br />
in a supported environment.<br />
They also have an innovative “CAN card” program for member<br />
families.These cards can be used at participating businesses.<br />
These participating businesses are<br />
educated and when presented with<br />
the card know where to seat these<br />
families and how to treat them. It’s<br />
a way for a family dealing with autism<br />
to quietly and easily identify themselves<br />
at participating businesses. And there’s<br />
benefit for participating businesses, too. Autism families are loyal.<br />
Once a family has had a successful visit with a business, it can<br />
bet they will be back, and families will tell their friends about<br />
the experience, too.<br />

Much More Than a Ride<br />

Too often, we turn a blind eye to the needs of our aging<br />
population. Our region has the second fastest growing<br />
population in the entire country, and a majority of them are<br />
retirees or close to it. Many have aged to a point that leaves<br />
them unable to drive themselves or their loved ones.<br />
Thankfully, this is where Neighbor to Neighbor (N2N) steps<br />
in to offer transportation. And also to take part in quality of<br />
life experiences such as grocery shopping, the bank, senior<br />
centers, the beauty salon, medical appointments and more.<br />
RIDES is an acronym for Respect, Integrity, Dignity, Excellence,<br />
and Service to Society. It’s amazing to see the change in the<br />
people who need this service so much. Many, if not most, are<br />
not financially equipped to use other modes of transportation,<br />
and our public transportation system is extremely limited.<br />
Many older folks live extremely lonely lives. So N2N is more<br />
than a ride; it is a circle of support for those who need it<br />
most. The mission is to promote independence, relieve isolation<br />
and connect homebound adults to their communities.<br />
N2N was chosen as an Angel Nonprofit by the Secretary of<br />
State in 2019. Since the organization launched in 2005, N2N<br />
has provided more than 45,000 rides to well over one thousand<br />
seniors. It takes dedicated, big-hearted volunteers to maintain<br />
that pace – and the need continues to grow every single day.<br />
But it takes money, too. Last year the organization allocated<br />
86.6% of its expenditures to its program services. “When we<br />
say the program, we are referring to matching money to meet<br />
salaries, pay for necessary insurance, keep the phones manned,<br />
insuring the rent is paid and doing background checks on volunteers<br />
…annually, it costs the agency over $200,000 to keep the<br />
doors open,” said Joe Kunkel, Executive Director. Dedicated<br />
volunteers are a big part of the reason a high percentage of<br />
funds are directed into the program.<br />
N2N answers very real needs – needs for transportation<br />
and friendships. Funding and volunteers are the only real way<br />

Brookgreen Gardens<br />
Brookgreen Gardens opened in 1931 as America’s first public sculpture garden<br />
and is a National Historic Landmark. The landscaped spaces and the collection<br />
of sculpture displayed within create a breathtaking synthesis of art and horticulture.<br />
Brookgreen Garden’s collection includes more than 1,400 works by<br />
more than 350 sculptors. It is the largest and most comprehensive collection<br />
of American figurative sculpture in the country, by sculptors who worked from<br />
the early 19th century to the present.<br />
Brookgreen is rich with evidence of the rice plantations of the 1800s and the<br />
Gullah culture. It is also home to the Lowcountry Zoo, the only Association<br />
of Zoos and Aquariums-accredited zoo on the Carolina coast.<br />
You may explore this extraordinary area through daily programs, walking the<br />
Lowcountry Trail and traveling by boat or overland vehicle deep into the preserve<br />

Atalaya<br />
Designed as a working artist’s residence, Atalaya was used as a winter home<br />
by the founders of Brookgreen Gardens. Today it is the site of a popular arts<br />
and crafts festival each September. Inspired by Spanish Moorish architecture<br />
and now a National Historic Landmark located within Huntington Beach<br />
State Park near Murrells Inlet, this historic home is open year round.<br />

Georgetown County Museum<br />
The Georgetown County Museum, maintained by the Georgetown County<br />
Historical Society, preserves and displays more than 300 years of history and<br />
culture. The display includes Native American artifacts of the Waccamaw, Pee Dee,<br />
and Sampit tribes; relics of local plantation culture such as clothing, kitchen<br />
implements and entertainment items; a recently discovered letter written by<br />
Revolutionary War Gen. Francis Marion (The Swamp Fox); and much more.<br />

Hobcaw Barony Discovery Center<br />
The Hobcaw Barony Discovery Center provides information on Hobcaw<br />
Barony, a 17,500 acre wildlife preserve. The 10,000-square-foot Discovery<br />
Center features a 1,200-gallon aquarium and marsh midden, pine and cypress<br />
ecosystem exhibits, and information on the property’s history.<br />
Public access to the historic sites and property is available only through guided<br />
tours. Reservations are essential. The Discovery Center is open Monday<br />

Hopsewee Plantation<br />
Hopsewee Plantation was one of the area’s grand rice and indigo plantations<br />
prospering during the 18th and 19th centuries. It’s the birthplace of Thomas<br />
Lynch, Jr., South Carolina signer of the Declaration of Independence, and the<br />
guided tour shares the history of the patriots and planters of Hopsewee. Visitors<br />
are immersed in Colonial yesteryear with tours from attic to cellar in a house built<br />
40 years before the Revolutionary War. Following the tour, make reservations<br />
for Southern tea with a delightful assortment of savories, scones and sweets.<br />

Rice Museum<br />
Here visitors gain a deeper knowledge of a society based on the rice crop.<br />
Visitors discover the colorful history of the rice culture in Georgetown County<br />
through maps, dioramas, artifacts, and other exhibits. The Prevost Gallery and<br />
gift shop make it easy to take home a bit of Georgetown County history.<br />

The Kaminski House Museum showcases the Kaminski House, a circa 1769<br />

Musuem is the circa 1740 Stewart Parker House. Tours of both homes are<br />

The South Carolina Maritime Museum<br />
The South Carolina Maritime Museum is located on the waterfront in historic<br />
Georgetown, SC. The museum’s mission is to preserve and promote the<br />
maritime history of Georgetown County and the entire State of South Carolina.<br />
The museum is the beneficiary of funds raised by Georgetown’s Annual Wooden<br />
Boat Show. The first exhibit was a photographic story of the lumber schooners<br />
that supplied South Carolina timber to New England ship builders and<br />

Libraries<br />
Love of reading has been an essential part of<br />
Georgetown County since Plantation owners and<br />
the Winyah Indigo Society compiled extensive<br />
libraries more than 100 years ago. In 1908, the<br />
Society offered its handsome building for use as<br />
a subscription library that eventually became<br />
the Georgetown Public Library.<br />
The Georgetown County Public Library<br />
System has four locations. Service from library<br />
headquarters in Georgetown is extended to the<br />
entire county through regular visits of a modern<br />
bookmobile. In 2007, the Georgetown County<br />
Public Library System became the first institution<br />
in South Carolina to receive a national medal<br />
for community service provided by museums<br />
and libraries. This award was presented in the<br />
White House in Washington, D.C.<br />
Friends of the Georgetown County Library<br />
actively support the library system, which<br />
reflects the continuing growth of the community’s<br />
awareness of the library services’ value.<br />

SALES AND USE TAX<br />
The sales tax rate in Georgetown County is 6 percent and in Horry<br />
County it is 9 percent. Use tax is imposed on goods and certain services<br />
on which no sales tax has been paid, such as catalog and Internet<br />
purchases. You are allowed a credit against South Carolina use tax for<br />
the amount of tax paid to another state or local jurisdiction.<br />
MOTOR FUELS TAX<br />
South Carolina imposes a motor fuel user fee of 16 cents per gallon<br />
on all fuels used to power a motor vehicle.<br />
MILLAGE RATES<br />
City and county property taxes on real estate are taxed at the rate<br />
of 4 percent on primary residences and 6 percent on seasonal<br />
residences/second homes. Each mil represents $1 in taxation per<br />
every $1,000 of a property’s assessed value.<br />

Santee Cooper is South Carolina’s state-owned electric and water utility.<br />
It is the state’s largest power producer, supplying electricity to more than<br />
163,000 retail customers in Berkeley, Georgetown, and Horry counties.<br />
Santee Cooper also supplies electricity to the state’s 700,000 customers in<br />
all 46 counties. The utility also provides water, wholesale, to the Lake<br />
Moultrie Water Agency and the Lake Marion Regional Water Agency.<br />
New residential accounts require a deposit totaling the amount of two<br />
consecutive billing periods but not less than $100. The deposit will be<br />
returned with interest after a 13-month billing period with no penalties<br />
on the account. A letter of credit may be considered in lieu of the<br />

CITY OF GEORGETOWN<br />
To set up new electric service, residents must fill out an application at City<br />
Hall. A minimum deposit of $90 is required for residential customers, plus<br />
a $33 non-refundable service fee. Bring picture identification. Homeowners<br />
must show proof of ownership such as closing papers. Renters must bring<br />
a landlord confirmation form (available at City Hall) or lease agreement.<br />

Santee Electric Cooperative was formed in the 1930s and now services<br />
40,000 members in four counties.<br />

GARBAGE & RECYCLING<br />
Georgetown County operates 14 recycling centers throughout the county<br />
that accept newspaper, plastic, cardboard, yard waste, bulk waste (including<br />
televisions), waste tires, used oil, glass, scrap metal, aluminum, steel and<br />
batteries. The recycling centers also accept household trash. Electronics may<br />
be recycled at the landfill on Hwy. 51 and at the Murrells Inlet and<br />
Johnsonville centers. Household hazardous waste (except for radioactive<br />
materials, bio-hazardous or medical waste, explosives, ammunition, propane<br />
cylinders larger than 16.4 ounces or asbestos) may be recycled at the landfill.<br />

The City of Georgetown provides water and sewer services within city<br />

The Georgetown County Water and Sewer District serves parts of the<br />

Georgetown Memorial Hospital is accredited by The Joint Commission and is<br />

Waccamaw Community Hospital Tidelands<br />
Waccamaw Community Hospital, in Murrells Inlet, is one of the newest<br />
members of the Georgetown Hospital System family. The Joint Commissionaccredited<br />
hospital opened in 2002 and offers all-private patient rooms and<br />
a full range of inpatient and outpatient services including labor and delivery,<br />
emergency services, inpatient and<br />
outpatient surgery, critical care,<br />
medical/surgical services, diagnostic<br />
imaging, laboratory services,<br />
cardiopulmonary services and more.<br />
The facility also includes Waccamaw<br />
Rehabilitation Center, an acute<br />
