AT THANH HOA’S NGHI SON ECONOMIC ZONE: RESEARCH CONSULTANCY FOR<br />
PROFESSIONAL DEVELOPMENT FOR LICOGI 16 COLLEGE<br />
I. Overview<br />

LICOGI 16 JOINT STOCK COMPANY is a specialized enterprise <strong>in</strong>frastructure construction <strong>in</strong><br />
Vietnam. Besides the activities <strong>in</strong> the areas of construction of civil works, <strong>in</strong>dustrial,<br />
transportation, irrigation, hydropower, airports, ports, transmission l<strong>in</strong>es and transformer stations<br />
of electricity <strong>in</strong>frastructure works techniques of urban and <strong>in</strong>dustrial areas; the water supply and<br />
sanitation, process<strong>in</strong>g and manufactur<strong>in</strong>g of mechanical products construction companies also<br />
<strong>in</strong>vested <strong>in</strong> tra<strong>in</strong><strong>in</strong>g areas. LICOGI Vocational College 16 will be built <strong>in</strong> Nghi Son <strong>economic</strong> <strong>zone</strong><br />
<strong>in</strong> T<strong>in</strong>h Gia District <strong>in</strong> Thanh Hoa prov<strong>in</strong>ce. This is one of two special <strong>economic</strong> <strong>zone</strong>s <strong>in</strong> Vietnam<br />
specializ<strong>in</strong>g <strong>in</strong> oil and gas process<strong>in</strong>g. With the first goal of <strong>human</strong> <strong>resources</strong> tra<strong>in</strong><strong>in</strong>g provides<br />
not only for the company, but also for bus<strong>in</strong>esses <strong>in</strong> the Nghi Son <strong>economic</strong> <strong>zone</strong> and <strong>in</strong>dustrial<br />
<strong>zone</strong>s <strong>in</strong> Thanh Hoa prov<strong>in</strong>ce and neighbor<strong>in</strong>g prov<strong>in</strong>ces at the same time towards tra<strong>in</strong><strong>in</strong>g<br />
contributed to further reduction of the number of untra<strong>in</strong>ed workers. This number is very large<br />
current <strong>in</strong> Thanh Hoa and Nghe An prov<strong>in</strong>ce.<br />
In Vietnam, a systematic survey of <strong>human</strong> resource needs, and tra<strong>in</strong><strong>in</strong>g needs is very limited. To<br />
assess on a comprehensive tra<strong>in</strong><strong>in</strong>g needs of <strong>human</strong> <strong>resources</strong>, we need to analyze the ma<strong>in</strong><br />
factors affect<strong>in</strong>g demand for tra<strong>in</strong><strong>in</strong>g, <strong>in</strong>clud<strong>in</strong>g <strong>in</strong>formation on policy, strategic relat<strong>in</strong>g to<br />
vocational tra<strong>in</strong><strong>in</strong>g and manpower needs of the agency management <strong>in</strong>formation on the situation,<br />
the status of vocational and professional schools, <strong>in</strong>formation about <strong>human</strong> <strong>resources</strong> needs of<br />
bus<strong>in</strong>ess and <strong>in</strong>formation needs aspirations of the ma<strong>in</strong> objects will be attend<strong>in</strong>g vocational<br />
school students and demobilized soldiers. The summation of all this <strong>in</strong>formation will <strong>in</strong>dicate the<br />
demand for tra<strong>in</strong><strong>in</strong>g of <strong>human</strong> <strong>resources</strong> now and <strong>in</strong> the future on which the school located.<br />
The survey and evaluation of tra<strong>in</strong><strong>in</strong>g needs, foster<strong>in</strong>g <strong>human</strong> <strong>resources</strong> for the objects <strong>in</strong> the<br />
social sectors that identify tra<strong>in</strong><strong>in</strong>g needs for the Licogi 16 Vocational College is a very important<br />
task for direct<strong>in</strong>g and develop<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g programs <strong>in</strong> accordance with social demands. Targets<br />
to be achieved <strong>in</strong> this work are: i. Affirm<strong>in</strong>g the source selection, ii. Trades tra<strong>in</strong><strong>in</strong>g, iii.<br />
Tra<strong>in</strong><strong>in</strong>g scope and iv. Enrollment method.<br />
Subjects <strong>in</strong> the servey:<br />
Includ<strong>in</strong>g high school students <strong>in</strong> school, prepare demobilized soldiers; the State management<br />
agencies such as Education and Tra<strong>in</strong><strong>in</strong>g, the Department of Labor, Invalids and Social Affairs,<br />

M<strong>in</strong>istry of command prov<strong>in</strong>cial military, the Management Board of <strong>in</strong>dustrial <strong>zone</strong>s prov<strong>in</strong>cial<br />
enterprises especially CORPORATION LICOGI 16. The subjects were divided accord<strong>in</strong>g to the<br />
follow<strong>in</strong>g groups:<br />
Target group 1: Department of Education, the prov<strong>in</strong>cial military command, high school<br />
students, demobilized soldiers.<br />
- Students from high school, the team is prepar<strong>in</strong>g demobilization students of <strong>in</strong>stitutions of<br />
professional tra<strong>in</strong><strong>in</strong>g.<br />
- Department of Education, the prov<strong>in</strong>cial military commander <strong>in</strong> charge of second place on the<br />
subject, here will provide general <strong>in</strong>formation about the object to be exam<strong>in</strong>ed.<br />
Target group 2: Department of Labor, Invalids and Social Affairs, the School of Professional<br />
The survey data collected from department of labor and professional schools will reflect the<br />
status and trends of vocational tra<strong>in</strong><strong>in</strong>g <strong>in</strong> the area, as well as reference <strong>in</strong>formation is useful for<br />
build<strong>in</strong>g the Licogi 16 Vocational College.<br />
Target group 3: Industrial Zone Management Committee, The Enterprise<br />
The survey data obta<strong>in</strong>ed from the Industrial Zone Management Board and the Company will<br />
reflect the real situation from the beg<strong>in</strong>n<strong>in</strong>g, the <strong>development</strong> trend <strong>in</strong> the <strong>in</strong>dustrial <strong>zone</strong>s, as<br />
well as the workforce needs of present and future.<br />
The scope and scale survey:<br />
• For high school students: At the beg<strong>in</strong>n<strong>in</strong>g, will survey at 20 high school <strong>in</strong> Thanh Hoa and<br />
Nghe An with the scale of 4.000 votes. In fact the 2620 survey collected the votes <strong>in</strong> eight<br />
prov<strong>in</strong>ces of Thanh Hoa and Nghe An Prov<strong>in</strong>ce 7 schools (Rea<strong>son</strong>: Postal lost dur<strong>in</strong>g delivery).<br />
• 2 units of the army is the ma<strong>in</strong> force of the two prov<strong>in</strong>ces of Thanh Hoa and Nghe An, the<br />
number of ballots issued 100 shares ie each unit of 50 cards. Actual vote was 96 votes were<br />
collected.<br />
• 12 enterprises <strong>in</strong> Thanh Hoa and Nghe An 13 enterprises, these enterprises based <strong>in</strong> the<br />
localities of the two prov<strong>in</strong>cial <strong>in</strong>dustrial <strong>zone</strong>s, these enterprises will be filled by graduated<br />
students.<br />
• 07 key professional school <strong>in</strong> the prov<strong>in</strong>ce 4 prov<strong>in</strong>ces of Thanh Hoa, Nghe An N<strong>in</strong>h B<strong>in</strong>h and<br />
Ha T<strong>in</strong>h.<br />
• The management agencies <strong>in</strong> the two prov<strong>in</strong>ces surveyed <strong>in</strong>clude: 02 Education and Tra<strong>in</strong><strong>in</strong>g,<br />
02 of Labor, War Invalids and Social Affairs, 02 of the <strong>in</strong>vestment plan, 02 Prov<strong>in</strong>cial Military<br />
Command, 02 Board <strong>in</strong>dustrial areas of the prov<strong>in</strong>ce.<br />

Survey Methods<br />
• Interview: The questionnaire was designed before the need to collect <strong>in</strong>formation and agreed<br />
with the PMU-CN LICOGI 16 VOCATIONAL COLLEGE.<br />
• The survey subjects about students and demobilized soldiers: The <strong>in</strong>formation collected<br />
by this form is also consistent with the PMU School LICOGI CDN-CN 16; and had previously<br />
been tested <strong>in</strong> some high schools and expert op<strong>in</strong>ion are high school pr<strong>in</strong>cipals and experts <strong>in</strong><br />
the field of vocational education.<br />
• Interview and visit real bus<strong>in</strong>esses and professional schools: Based on the questionnaire<br />
was designed first and jo<strong>in</strong> with the PMU staff CDN-CN LICOGI School.<br />
• Analysis of documents: The documents and data related to the survey provided by the<br />

- Accord<strong>in</strong>g to data from the Prov<strong>in</strong>cial Military Command: Average annual <strong>in</strong> Nghe An and<br />
Thanh Hoa, about 3100-3500 with 3600-4000 soldiers. The rate of soldier who graduated from<br />
high school is 65% <strong>in</strong> Nghe An and Thanh Hoa <strong>in</strong> 75%. Currently only about 30% of teams <strong>in</strong><br />
Nghe An and 20% <strong>in</strong> Thanh Hoa soldiers demobilized after study<strong>in</strong>g at vocational schools. This<br />
is also a good source for school enrollment-LICOGI CDN.<br />

Tra<strong>in</strong><strong>in</strong>g needs of students <strong>in</strong> both prov<strong>in</strong>ces is very high, but the ability of the receiv<strong>in</strong>g school is<br />
very limited. This is also good conditions for growth LICOGI 16 for admission.<br />

2. Industry tra<strong>in</strong><strong>in</strong>g<br />

people today <strong>in</strong> Vietnam. After that is 23.75% for the technology <strong>in</strong>dustry like IT, Electronics and<br />
Telecommunications are the children preferred.<br />

very large to meet production requirements <strong>in</strong> these areas.<br />
• To meet the aspirations and career trends of the object, accord<strong>in</strong>g to a survey CDN-CN-<br />
LICOGI School can open a number of its management / <strong>economic</strong> enterprises, and the short-<br />

3. The tra<strong>in</strong><strong>in</strong>g scale<br />
- Each <strong>in</strong>dustry could recruit 45-50 students / year, Graduate favor of this first class organization<br />
