HEALTH SERVICES SUBCOMMITTEE ADVISORY: SOCIAL

(PHYSICAL) DISTANCING –– INTERNATIONAL WORKERS’ DAY/MAY

DAY - MAY 1, 2020

May 1 is observed each year in St. Vincent and the Grenadines as International

Workers’ Day or May Day, in recognition of the sacrifices and contributions of

Vincentian workers. This year, the COVID-19 Task Force/Health Services

Subcommittee of the National Emergency Committee would like the Vincentian

public to specially acknowledge and celebrate the outstanding work of our teachers

and first responders, Nurses, Police, Immigration and Customs Officers, Coast

Guard and Doctors during this challenging time of COVID-19.

We suggest that a good way to recognize and acknowledge this outstanding work

and help them to do their jobs more efficiently, will be to observe the following

recommendations for May Day Friday, May 1, 2020:

1. Social Gatherings:

a. Follow the “STAY SAFE! STAY AT HOME!” practice:

i. There should be no river limes, boat rides, beach picnics, or

parties or other such gatherings.

ii. The operators of minivans and hired vehicles are asked to

continue to ensure vehicle hygiene practices as they safely

transport workers in essential services. 1

1

2. Physical distancing:

a. Maintain at least 3 feet distance between you and others when in the

public.

3. Hand hygiene:

a. Wash hands frequently for at least 20 seconds with liquid soap and

running water

b. Use alcohol-based hand sanitizers if soap and water is not available.

(Please visit www.facebook.com/SVGHealth for further information

on the correct technique).

4. Facial (fabric masks) coverings:

a. If traveling in public vehicles and standing in crowded places, the

correct use of cloth masks (with a pouch to hold a surgical mask or

flannel piece to provide additional protection) by the public is

strongly recommended.

b. The correct and safe use of masks requires that the front of the mask

must not be touched, and cloth masks be washed regularly. (Please

visit www.facebook.com/SVGHealth for further information on the

correct use).

c. At no time should the mask be placed on the chin or forehead.

These recommendations for limiting close contact and making close contact safe,

will go a long way towards reducing the spread of COVID-19. St Vincent and the

Grenadines has now recorded a small import related cluster of COVID-19. The

support and corporation of all citizens are needed at this time, if we are to minimize

any further spread of COVID-19 and to protect all of our workers.

ONE MORE COVID-19 POSITIVE CASE IN SVG, THREE MORE

RECOVERED

St. Vincent and the Grenadines has recorded its fifteenth (15) positive COVID -19

case. This new case, is closely associated with numbers #13 and #14 reported on

Tuesday, April 21 and Thursday 23, by the Caribbean Public Health Agency -

CARPHA.

Chief Medical Officer Dr Simone Keizer Beache, says investigations have

determined that the last three reported cases of COVID-19 in St. Vincent and the

Grenadines form part of a cluster, due to import related local spread.

There are now eight (8) persons who have recovered from COVID-19, having each

received the two negative COVID-19 tests required to be medically cleared. The

new results for the latest three (3) recovered patients were received in the past

twenty-four hours. There are now seven (7) active cases of COVID-19 in St. Vincent

and the Grenadines.

Dr. Keizer Beache continues to stress the importance of maintaining the public

health measures currently in place which include hand hygiene, cough etiquette,

PRESS RELEASE

FOR IMMEDIATE RELEASE

Health Services Subcommittee

National Emergency Committee

Kingstown, St. Vincent and the Grenadines

HEALTH SERVICES SUBCOMMITTEE ADVISORY: SAFE USE OF FACE

COVERINGS - MASKS

The Caribbean Public Health Agency (CARPHA) on Friday April 24, 2020, issued

new guidance on the use of face masks in the context of COVID-19 Pandemic. The

following is a summary of that guidance:

Summary:

On 11 March 2020, the Director-General of the World Health Organization (WHO)

declared the outbreak of a novel coronavirus disease, COVID-19 as a pandemic. As

of April 22, there are 9098 cases in 33 countries/territories (including 24 CARPHA

Member States), in the Caribbean Region. The risk of further importation of cases

to the rest of the Caribbean remains Very High. (1)

There is widespread debate on the need for community members to wear masks as a

means of personal protection against COVID-19 infection. Many countries and

leaders globally and in the Caribbean are adopting the widespread use of

nonmedical masks as a strategy to reduce community transmission. This has been

1

coupled with concerns that broad use of masks could cause a run on the kind of

masks that health care workers desperately need, as the supply chain for PPE has

been disrupted, causing shortages worldwide.

The use of personal protective equipment such as medical (surgical) masks and

respirators within the health care and home care settings, as well as during the

handling of cargo has been outlined by the WHO in its updated guidance document

on the rational use of personal protective equipment. (2)

According to WHO guidance, dated April 6, 2020, the use of medical masks in the

community may create a false sense of security, with neglect of other essential

measures, such as hand hygiene practices and physical distancing, and may lead to

touching the face under the masks and under the eyes. Incorrect use of medical

masks results in unnecessary costs.

The WHO indicated there is currently no evidence that wearing a mask (whether

medical or other types) by healthy persons in the wider community has any value in

preventing respiratory infections. (3)

There have been few randomized, controlled studies which address the effectiveness

of cloth masks in the prevention of respiratory infections. However, as part of their

response to COVID-19, some national health authorities have indicated that

homemade/cloth masks may be better than no protection.

Whilst CARPHA acknowledges WHO’s guidance, in keeping with the mandate to

wear mask in public by many Caribbean countries, CARPHA advises its Member

States to employ the use of the precautionary principle and encourages the correct

use of masks (cloth/homemade) by the general population while they are out in

public.

In view of this new guidance, the Health Services Subcommittee of the National

Emergency Committee issues the following recommendations:

1. Persons using any type of mask (medical mask, respirator or cloth) must

adhere to frequent and proper hand hygiene including washing hands with

soap and water for at least 20 seconds or cleansing hands with 70% alcohol

hand sanitizer, the immediate disposal of single use masks and the correct

cleaning methods for reusable masks.

2

2. Encourages the use of masks (cloth/homemade) by the general population

while they are out in public as a precautionary measure where physical

distancing of at least 3 feet is not consistently feasible:

a. When using public transportation such as minivans and multi-family

private vehicles.

b. When engaging service providers involving close contact (within 3

feet for 15 minutes) such as barbers, hair dressing salons, nail salons,

beauty parlors, massage therapists, optometrists, ophthalmologists,

dental practitioners, and tattoo artists.

c. When patronizing or waiting to patronize business places such as

banks, stores, restaurants, and professional establishments where

crowding may occur.

3. Encourages the use of masks (cloth/homemade) when visiting the elderly.

4. Physical distancing, hand hygiene and cough etiquette must still

strictly be observed.

5. Medical masks and respirators (e.g. N95 masks) should be reserved for use

in hospital settings and by healthcare workers.

6. Persons with any symptoms of a cold or flu, such as fever, cough, or

sneezing, should stay at home and contact their health care provider by

phone.

Please visit www.facebook.com/SVGHealth for further guidance on safely putting

on and taking off a mask, cleaning masks and other important information on the

safe and smart use of masks.

St Vincent and the Grenadines now has a small cluster of import related local spread

of COVID-19. Let us share the responsibility of keeping us healthy.

ONE MORE COVID-19 POSITIVE CASE IN SVG, 6 NEGATIVE

ONE MORE RECOVERED

St. Vincent and the Grenadines has recorded its fourteenth (14) positive COVID -19

case. Today’s new case is closely associated with the one which was reported on

Tuesday, April 21, by the Caribbean Public Health Agency CARPHA, the first since

April 9, 2020. Chief Medical Officer, Dr Simone Keizer Beache, says investigations

of these cases are continuing and have been productive thus far. However, it is still

too early to issue a definitive statement on the source of infections.

1

On Wednesday April 22, results received medically cleared a fourth COVID-19

positive person, meaning that the individual is no longer exhibiting signs of the virus

and has now recovered. The latest results (Thursday, April 23) received from

CARPHA, also indicate that another individual has received medical clearance. Five

persons have therefore recovered from COVID-19 in St. Vincent and the

Grenadines. This means that there are now nine (9) active cases of COVID-19 in St.

Vincent and the Grenadines.

Eight other persons who had samples tested at CARPHA over the last 48 hours as

part of the ongoing COVID-19 surveillance were negative. To date, samples for 108

persons have been collected for PCR testing at CARPHA.

Dr. Keizer Beache is reminding the public about the importance of maintaining the

public health measures currently in place which include hand hygiene, cough

NO EVIDENCE OF COMMUNITY TRANSMISSION OF

COVID-19 IN SVG

The Ministry of Health, Wellness and the Environment. wishes to advise

the public that there is no evidence of community transmission relative to

COVID-19, in St. Vincent and the Grenadines.

On Tuesday, April 21, the Caribbean Public Health Agency CARPHA

revealed a new positive COVID-19 case for St. Vincent and the

Grenadines, the first since April 9, 2020. Since then, speculation has been

rife, about the origin of this latest case.

According to the Chief Medical Officer Dr Simone Keizer, ongoing

preliminary investigations into the new case point to a possible local

transmission, since the individual in question has no known travel history.

In distinguishing between local and community spread, Dr Keizer Beache

1

notes that according to CARPHA, Community Spread refers to instances

where several people in a community test positive for COVID-19 without

any known contact with an imported case. “Local spread” or a “Secondary

case” describes a situation where the person was never abroad, but was

exposed to an imported case, so that the source of the infection can be

identified.

The CMO notes that the Ministry of Health, Wellness and the

Environment is cognizant of the need to keep the public aware of every

development in respect of COVID-19 in St. Vincent and the Grenadines.

Dr Keizer Beache is assuring the public that the Ministry, the official

NO NEW POSITIVES, THREE (3) MORE NEGATIVE COVID-19 RESULTS

The Caribbean Public Health Agency today (April 19 th , 2020) reported another three (3) negative COVID-

19 results for St. Vincent and the Grenadines. One (1) of these negative tests was for an isolated patient

who had previously tested positive, and is part of the medical clearance process to determine whether the

patient has recovered. This individual must now have another negative PCR test for COVID-19, in order to

confirm recovery.

One other negative result, is the second such negative COVID-19 PCR for an ill patient in the Ministry of

Health, Wellness and the Environment’s care and is part of an ongoing comprehensive investigative

management process. This patient has never tested positive for COVID-19. The third negative is for a new

import related suspected case.

1

There are no new COVID-19 positive cases and therefore the number of confirmed COVID-19 cases

reported in St. Vincent and the Grenadines remains at 12. One person has recovered as confirmed by two

negative COVID-19 PCR tests reported by CARPHA. The last COVID- 19 positive case for St. Vincent

and the Grenadines was recorded ten days ago on Thursday April 9, 2020.

The COVID-19 Task Force relies exclusively on the COVID-19 PCR test to diagnose active COVID-19

infection. Rapid immunoglobulin tests will only be used to determine possible past exposure and the

presence of antibodies to COVID-19.

The COVID-19 Task Force wish to advise the public that there is no case of any individual testing positive

ADVISORY

HEOC/COVID-19 TASK FORCE ADVISORY: SOCIAL (PHYSICAL) DISTANCING –

SPIRITUAL AND SOCIAL WELLBEING – EASTER WEEKEND

St. Vincent and the Grenadines is predominantly a Christian society. The upcoming Easter

weekend therefore is a very important time for our Christian brothers and sisters. It is also a

time of major socializing activities including boat rides, picnics and parties, as well as other

forms of mass gatherings. The Ministry of Health, Wellness and the Environment recognizes the

vital importance of spiritual and psychological health and wellbeing to overall wellness.

However, in keeping with the Ministry’s Physical (Social) Distancing and Mass Gathering

Advisory issued on March 22, 2020, and recommended hygiene practices, the HEOC/COVID-19

Task Force issues the following recommendations for the Easter weekend beginning Friday,

April 10, 2020 to Monday, April 13, 2020.

1. Church Services – Good Friday and Easter Sunday:

a. Consider not having any physical gatherings, rather:

i. Consider a National Day of Prayer on Good Friday lead by Religious

Leaders broadcasting from various media houses.

ii. Consider broadcasting by radio and on social media platforms a National

Ecumenical Easter Sunday Service conducted by a limited number of

representative Ministers and Pastors, from a single place of worship

capable of safely accommodating these officials.

b. If physical gatherings must continue, then there must be strict enforcement of

physical distancing in places of worship to ensure that persons are at least 3 feet

apart from each other.

2. Social Gatherings:

a. Follow the “STAY SAFE! STAY AT HOME!” practice:

i. There should be no:

1. Boat rides

2. Picnics

3. Goat cooks

4. Beach outings

5. River outings

6. Parties

7. Any other social gatherings whether private or public.

Easter Advisory …continued from previous page

.

ii. Van Drivers are asked to protect themselves and their families by

supporting this “STAY SAFE! STAY AT HOME!” guidance by staying off the

roads for this period.

3. Hygiene Precautions:

a. If traveling in public vehicles and standing in crowded places, the correct use of

cloth masks (with a pouch to hold a surgical mask or flannel piece to provide

additional protection) by the public is an acknowledged option. The correct and

safe use of masks requires that the front of the mask is not touched, and they

are washed regularly. (Please visit SVG HEALTH for further information on the

correct use.)

b. If caring for someone at home, use a surgical mask.

c. Hand washing and the use of hand sanitizers are encouraged.

These recommendations for limiting non-essential contact are guided by scientific evidence and

will go a long way to reduce the spread of COVID-19. St Vincent and the Grenadines now has

seven (7) confirmed cases of COVID-19 on record. The support and corporation of all citizens

are needed at this time, if we are to minimize any further spread of COVID-19.

Subject: Third Confirmed Case of COVID-19 in SVG

Last night (at 9:46 p.m.), St. Vincent and the Grenadines registered its third confirmed

case of COVID-19. It is also another imported case. The positive result was one of two

results returned. The other result was negative.

The sample which tested positive was taken from a male patient who had travelled to

SVG from Barbados on March 18, 2020. The patient had placed himself under voluntary

quarantine from the time of his arrival in SVG. He developed symptoms on March 29 and

Subject: Medical Clearance for Original Confirmed Case of COVID-19 in SVG

The Ministry of Health, Wellness and the Environment just announced a second

confirmed case of COVID-19 in St. Vincent and the Grenadines on the basis of

laboratory results received from the Caribbean Public Health Agency.

The Ministry would now like to take this opportunity to inform the public the initial

confirmed case of COVID-19 in SVG has received medical clearance. In order for

medical clearance to be issued, 2 successive negative test results had to be received in

relation to that patient. These 2 successive negative results have been attained.

Thus, there is now one active case of COVID-19 in SVG.

Further to the original release of today’s date, the Ministry would like to clarify that the

four (4) samples which were rejected by CARPHA were so rejected because they were

drawn from patients without symptoms who therefore did not fit CARPHA’s definition of

a case requiring testing for COVID-19.

The Ministry and the government would continue to take all actions necessary to protect

the health of Vincentians during the course of the coronavirus pandemic and at all times.

March 22, 2020

HEOC/COVID-19 TASK FORCE ADVISORY: SOCIAL DISTANCING AND MASS

GATHERINGS

The COVID-19 disease has spread around the globe to the Caribbean, including St Vincent and

the Grenadines where there is still only one confirmed case. In order to reduce the likelihood of

further spread within St. Vincent and the Grenadines, WHO has recommended “social

distancing”. Social distancing is a non-medical tactic used to keep people physically apart from

each other, as close contact helps to spread the virus. Social distancing is particularly important

to prevent the spread of COVID-19 because there is no vaccine to protect against the virus

which causes this disease. Therefore, the Ministry of Health, Wellness and the Environment

issues the following advisory to Faith Leaders, Event Organizers and the general public:

1. Faith leaders are asked to be socially, culturally and spiritually flexible at this time and

be proactive to protect themselves and their congregation. The following measures are

advised:

a. As far as is possible reduce the number of church services and conduct services

virtually if possible.

b. Limit those attending church functions to a number that allows between 3 and 6

feet of space between persons in a seated group (typically 25 or less).

c. Keep already planned weddings to a limited gathering of a maximum of 10

persons for the ceremony. The reception could be postponed.

d. Postpone or cancel all non-essential social and cultural gatherings.

e. Avoid visiting the house bound members especially the elderly. In this regard it

is suggested that phone contact would be most appropriate. This will reduce the

risk of infecting the vulnerable, sick and elderly.

f. Limit those attending funerals to immediate family members (between 10 and

25 persons). An attendance by invitation only approach can be utilized.

g. Keep members informed consistently with official, accurate and up-to-date

information.

2. Event Organizers and the general public:

a. Ensure no overcrowding at events and maintain at least three feet (six feet if

possible) between people.

b. Hygiene and physical distancing must be combined. Shaking hands, kissing and

hugging as forms of greeting should be avoided. Consider smiling, waving or

bumping elbows.

c. Keep patrons informed consistently and constantly.
