CDS launches new procurement process
In February, Connecting Devon and Somerset) launched a fresh procurement to find
new contractors to roll-out superfast broadband across the two counties. CDS is
working closely with Building Digital UK agency on the new procurement process. It
follows confirmation of the Government’s funding extension for the programme in
Devon and Somerset – helping to provide a £38 million public investment in the
region’s broadband, with funding also coming from the Heart of the South West LEP,
CDS local authorities, European Regional Development Fund and the Rural
Development Programme for England.
An Open Market Review and public consultation was carried out by CDS last year to
map areas where broadband infrastructure already exists and where it is planned for
the next three years. Investment from CDS can only take place in areas where there
are no current or credible future plans to deliver Next Generation Access broadband
infrastructure capable of download speeds of at least 30Mbps. The whole Connecting
Devon and Somerset programme is expected to deliver an £800million boost to the
regional economy. Final bids from qualified bidders in the procurement process are
expected to be received by CDS by late summer, and contracts are due to be awarded
in December.
APRIL 2020 11
Dear Readers
Thinking outside the box . . .
March has been an interesting time. As many of you know, I live and work at a school in
Spain which has been on lockdown since Thursday 12 March. Since then a ban has
been in place on all non-essential travel and we are only allowed to visit hospitals,
pharmacies, petrol stations and food shops or to walk a pet, with only one person out
at a time. Everything else is closed and we have to remain inside our property
boundaries. It has been an unusual and difficult time knowing we cannot leave the
property other than for the above, with fines for disobeying of up to 300,000 euros.
Having put in place the essentials required for a school closure of indeterminate
length, our next thoughts turned to technology. The school does have plans to deal with
a closure, eg. possibly caused by bad weather, so with little time to prepare we
somehow managed to move from a physical full school-based curriculum with lessons
held in classrooms, to a full curriculum in students’ homes, still offering the usual
technical support to teachers, parents and students alike. The massive use of
technology was impressive both from a student and teacher point of view and the
changeover from physical to virtual teaching was achieved in just 24 hours. Now
instead of physically welcoming students to school with a high five and a “good
morning” we wave to them through a video chat before starting the day. Lessons are
shared by ClassDojo and Google Classrooms, supported by video conferencing and
emails, various online media and some new approaches. I was worried we might not be
able to manage all of this but with co-operation from parents, staff and students it has
been a near perfect transition.
So how can parents help their children continue studying after the school closures
come into force in the UK? For those parents faced with their children working from
home please do make sure proper digital facilities are in place, don’t delay updating
the computer, and do make sure the upgrade you have been holding off on, is done.
Also ensure you have the usernames and passwords for the software your child uses
and check they work properly. None of us know how long this difficult situation is going
to last and it will help students greatly if they have updated working technology in place
to begin with. Your school will provide as much information as they can, and it is going
to be a challenge for everyone.
Apart from that, stay safe and, as always, drop me a line if you want to ask anything.
That’s Andy at ICT@lyntonadvertiser.com
Lyn Health Medical and Minor Injury Services News
*** IMPORTANT INFORMATION REGARDING THE CORONAVIRUS ***
Public Health England states that if you are suffering from a new continuous cough or a high
temperature (37.8 or above) you are to STAY AT HOME and self-isolate for 7 days, 14 if you do
not live alone, before contacting NHS 111. If after 7 days you are still symptomatic CALL 111
or visit the NHS website for advice. DO NOT visit the Health Centre or the Hospital. You do not
require a sick note from the doctor as you are able to self-certificate for up to 7 days. The best
way to protect yourself and others is to:
• Wash your hands with soap and water for at least 20 seconds or use a sanitiser gel
regularly throughout the day.
• Catch your cough or sneeze in a tissue, bin it and wash your hands.
For further advice please visit www.111.nhs.uk Please help us to maintain a safe, effective
service for you during this challenging time.
Practice Update We know a lot of people are understandably very worried about the evolving
Coronavirus situation and its impact not only on health but on our daily lives. We would like to
reassure you that the team at Lynton Health Centre along with our colleagues in the North
Devon Coastal Primary Care Network (Ilfracombe, Braunton and South Molton) are committed
to continuing to provide safe, high quality medical care to you all. In order to maintain this
continuity of service and in line with the current directive from NHS England we have to
change the way we work.
As from MONDAY 23RD MARCH 2020 we will be reducing the number of face to face
appointments and moving over to E-CONSULT (see www.lyntonhealthcentre.co.uk for details)
and telephone appointments. Please do not visit the Health Centre unless you have been
advised to attend by the GP, Nurse or Patient Services Team. Prescriptions can be posted in
the box outside the front door or ordered online. Nursing appointments will also be reduced
and limited to those essential for patients’ health. There are tough times ahead but by pulling
together we will get through it. Thank you for your cooperation. For coronavirus related queries
please visit www.nhs.uk/conditions/coronavirus-covid-19/
Repeat Prescriptions during this time We will not currently be altering the repeat prescription
protocol during this period to help maintain stocks of medications for all. Please therefore
request your medication as normal. To avoid coming into the practice we can sign you up for
online prescribing. To do this just contact us and we will be able to do this for you. We also
have a prescription post box outside the surgery. Prescriptions can be requested up to 7 days
To our delight, purple sprouting broccoli has enjoyed a
renaissance over the last few years. Vigorous, wild and woollylooking,
‘PSB’ appears between January and May when other homegrown
greens are in short supply. The varieties of PSB we grow
throughout the season on the Farm are less highly bred, more winter hardy and have much more flavour than
their chunkier cousin, Calabrese. At the height of its season in March and April, we make no apologies for
including it in virtually every veg box and every meal in the Field Kitchen!
A good source of caretenoids, folic acid, calcium, fibre, vitamins A and C and iron – it’s a great all-rounder for
those who like to have a healthy diet.
Purple sprouting broccoli with chorizo and potatoes (serves 2)
300g potatoes, scrubbed but left whole and unpeeled
200g purple sprouting broccoli, trimmed if necessary
1 tbsp light olive or sunflower oil
1 cooking chorizo (about 100g), skinned and crumbled
juice of ½ lemon
handful parsley leaves, chopped
salt and black pepper
1. Bring the potatoes to the boil in a pan of cold, salted water. When simmering, cook for 15–20 minutes,
depending on size, until tender. Drain and leave to dry.
2. Boil or steam the purple sprouting broccoli for 3–4 minutes, until just tender. Drain and refresh in very cold
or iced water to stop the cooking process and preserve the colour, then drain again.
3. Cut the cooked potatoes into wedges.
4. Heat the oil in a frying pan. Add the chorizo and potato and fry on a medium heat for a few minutes to cook
the chorizo through and crisp the potato.
5. Add the broccoli and fry for a minute or two more to warm it through.
6. Season with salt and pepper. Serve with a squeeze of lemon juice and a sprinkling of chopped parsley
New scheme urges shoppers
to buy local
A new initiative to highlight the merits of
buying local has been launched in Exmoor
National Park.
The National Park Authority and Visit
Exmoor are working together to support
local producers and promote how the fine
produce sustainably grown, reared and
prepared within Greater Exmoor, benefits
the landscape and its communities. Signs
making it easier for shoppers to identify
local produce are being proudly displayed
in stores to shine a light on the region’s
producers and how buying local benefits
the environment, while delivering food that
is more tasty, nutritious and sustainable.
Love Lyn Valley: Going for Zero
As you read this, we will be struggling with effects of COVID-19. Lyn Climate Action would like to offer
heartfelt sympathies to all those whose businesses are affected and any who are having to self-isolate or
are particularly vulnerable at this time. Already we have seen many inspiring offers of help from volunteers.
Such responses are evidence of a great community spirit in the Lyn Valley and it is at these times,
publications such as this one become all the more vital. Meanwhile .......
Food for Thought What we eat is fundamental and we can reduce carbon emissions at every mealtime. The
food we put on our plates will have produced carbon due to the growing, rearing, processing, transporting,
storing, cooking and disposing of the food we eat. Buying food that has a low carbon footprint can also taste
better, be more nutritious, and cost less.
Growing your own Home grown fruit and veg is delicious, it can be done from home and it feels great to eat
a salad picked from a pot by the back door. There is a dismayingly long waiting list for allotments in the area
so if you are on that waiting list – or would like to be – do put the case to the Lynton and Lynmouth Town
Council! But even with limited space it is still possible to fill your meals with home grown goodness: herbs,
tomatoes against a sunny wall, a beautiful courgette plant climbing along a fence, strawberries in hanging
baskets, potatoes in a stack of tyres.
How to Sprout Seeds Seeds sprouts are packed with proteins, vitamins and minerals and growing your own
seeds gives you the freshest food possible with no additional food miles and all from store cupboard
ingredients. It also is very inexpensive. All you need is a glass jar and a piece of muslin. Fill the cleaned jar
one third full of seeds or beans (e.g. peas, beans, adzuki, alfalfa, or mung beans) and fill with water. Then
stretch the muslin over the neck of the jar with an elastic band and leave to soak overnight. Rinse twice
daily, keeping it in a well-ventilated place out of direct sunlight (in the dark for mung beans), until the seeds
have sprouted.
Sourcing local products Eating food produced or reared locally limits the transport emissions. Lyn Valley is
lucky to have farmers who produce so much good produce, and has excellent shops, pubs and restaurants
that use or sell those goods. The Lyn Valley Market has been restarted and (hopefully) will run on the first
Saturday of every month in the Town Hall (but note April’s date). Do use these fantastic resources if you can
to buy or sell local produce. Also, locally you can buy eggs, honey, jams, meat, beer etc. The Miles shop at
the Vale Yard, Porlock sells home blended tea and home-roasted coffee, Quince Farm sells local honey, and
Gingernut in Lynton have now begun their refillable milk supply.
Eat seasonal food Eating food that has been grown without the need for a heated greenhouse or any of the
energy required for storing food for long periods cuts out a lot of carbon emissions. And, importantly, it
tastes so much better. An English strawberry in summer is so much sweeter and juicier that one grown out
of season in Spain; some things are worth the wait!
Arising from the Lyn Climate Action meetings
• We helped The National Trust in planting a community orchard at Hillsford Bridge.
• A local ‘Street Bank’ is now running. A fantastic way to share and lend stuff so that we don’t all overbuy.
See www.streetbank.com
• Some volunteers have expressed interest in a’ Plastic Free Lynton’. Those who left email addresses
will have been contacted – or do add yours to the list if you are interested. Email deirjohn@aol.com
• In due course the Lyn Climate Hub will be set up. We will need more volunteers to help run it; if you are
interested contact: barbara.a.johnston.20@gmail.com
• Ideas for the future are for the planned LCA Hub to have a Community Fridge where those with a glut
of something, kale or courgettes for instance, could put it in the fridge for anyone to have. And to have
a seed swapping system for growers to get a wider selection of food to grow.
Dates for your diary (conditional on not having to cancel)
• Lyn Valley Market at the Town Hall open 9.00 am till 1.00 pm Saturday 11th April, and Saturday 2nd
May.
• Next big Lyn Climate Action meeting 27th May at 7.00 pm at the Town Hall. Our MP, Selaine Saxby will
be one of the guest speakers and the other will be from someone in conservation. There will be a
chance for questions and answers with both speakers.
Software updates As your shiny new gadget ages so does the software running on it. To ensure devices
run smoothly, manufacturers issue regular updates to fix vulnerabilities which compromise the security
of your device. Using outdated software? Cyber criminals use weaknesses in software and apps to
attack your devices and steal your identity. Updates fix these weaknesses and installing them as soon
as possible will help keep your devices secure. Staying up to date Updates can be installed overnight
when your device is plugged in to recharge, or set your mobile or tablet to automatically update when
connected to Wi-Fi.
Lock your sheds and outbuildings Put away your lawn mower and other gardening tools after use : Fit
strong locks to shed and garage doors : Lock all garden equipment after use : Make sure your doors
are strong and solid : Use strong door hinges secured with coach bolts : Install outside lighting, possibly
low energy security lights : Consider using gravel on paths as this makes it difficult for people to
approach without making a noise : Install suitable fencing and gates : Use prickly plants and hedges as
a defence : Marking your property with your postcode, house number or name makes property
The Herbert Protocol is a process to help Police search for people with dementia who go missing, and
are encouraging carers and family members of people with dementia to use the Herbert Protocol
scheme. By completing the Herbert Protocol form and building a profile of the person with dementia
when they are safe, will help speed up a Police search should they ever go missing. If you believe a
person has gone missing complete the ‘missing now’ section of the form. Call the Police on 999 and
Radio Caroline … Menaced by Dennis
Radio Caroline, the former offshore radio station and now a legitimate UK
broadcaster has ridden out storms at sea before but Storm Dennis finally
got the upper hand when, for the first time in several years, their monthly
Radio Caroline North broadcasts from the radio-ship Ross Revenge had to
be abandoned. Ross Revenge, a large ex-trawler, is anchored in the middle
of the river Blackwater in Essex and can only be accessed by tender which,
with Storm Dennis on the way, was thought to be too dangerous to attempt. Not something
the younger Radio Caroline operators of the past would have worried about, but with age
comes wisdom . . .l.
The station, which became a symbol of defiance to the British Government and its broadcasting
laws between the 1960’s and 1980’s finally ceased 'pirate' activity in 1990 and later
became a satellite and internet broadcaster. These days broadcasts are mostly from landbased
studios with an album format aimed at an adult audience, but for one weekend a
month the station reverts to playing classic hits from the past as Radio Caroline North, the
name of the 1960s station that operated off the Isle of Man. The Isle of Man connection
doesn't end there as Manx Radio and Radio Caroline have co-operated for the past three
years with Manx relaying Radio Caroline North at weekends on its own AM transmitter on
1368 kHz. Radio Caroline can be heard around the clock on 648AM, on DAB in a number of
UK towns and on the internet at www.radiocaroline.co.uk
Countryside Stewardship Fund 2021
Applications can now be made for new Countryside Stewardship agreements for 2021.
Farmers and land managers who sign up for CS agreements receive funding in exchange for
managing and investing in their land in a way which promotes environmental benefit. The UK
government will continue to offer Countryside Stewardship agreements in 2021, 2022 and 2023.
Countryside Stewardship will eventually be replaced with the new Environmental Land Management
scheme. This will follow trialling and testing and a national pilot involving farmers and land
managers. The full ELM scheme will be in place from 2024. Applications can now be made for:
• Mid Tier – farmers and land managers can choose from all available multi-year options and
capital items to form an agreement which delivers local environmental benefits.
• Higher Tier – for applicants managing more complex land in environmentally significant sites,
commons or woodlands which requires support from Natural England or the Forestry Commission.
• Wildlife Offers – a simplified set of “off-the-shelf” management options to help farmers to improve
wildlife on their land. There are four packages to choose from: arable; lowland grazing; upland;
and mixed farming.
• Hedgerows and Boundaries – for the restoration of existing farm boundaries and hedgerows
• Woodland support – for woodland creation, management plan and tree health grants
Those signed up to CS who secure a place in the ELM pilot from 2021, or wish to enter the scheme
when it is fully rolled out from 2024, will be able to leave their agreements at agreed exit points,
without penalty.
APRIL 2020 35
As evening approached near Glenthorne
A short story in four parts
written by Richard Small, a North Devon author
He parked his car on the desolate earth lay-by just before County Gate and set off on foot in search of adventure. His mind
was taken by a sign that read, ‘Site of ancient Barrow’. It took longer than anticipated but he eventually found it and decided
to walk further afield and down towards the beach. It was beautiful there, perhaps he’d stayed too long. He started back and
took a track which he believed would meet up with the one he’d used for the descent. It was a steady 3,000 feet climb back to
the road where he had earlier abandoned his car and was about a third of the way when a quick glance at the setting sun told
him he’d better get a move on. Then to his horror he saw he was climbing on the wrong track and needed to be on the other
side of the valley. He pushed on rather than go back hoping to find a way across. The easy going underfoot stopped abruptly
at a barbed wire fence and a short way along with luck on his side he found a weak point through the fence and the thick
conifers. There were signs someone had been this way before probably with their dog as a few strands of black fur were
hooked on the wire. He cursed as the sharp metal barbs caught at his clothing and suffered a small but annoying cut to his
hand which bled copiously as he extricated himself. It was dark in the forest and when the trees and ground ahead became a
little lighter he hoped he was at the end but it was just a small clearing which as he crossed saw wide and deep scratch marks
nearly as high as he was tall on the remnant of a lone standing tree. He thought immediately of a big cat and feeling foolish,
looked on the ground for something to use as a weapon. There was only dead wood and how he wished he’d gone another
way. As he moved out of the light clearing toward the dark conifers ahead he remembered images he’d seen of big cats
following the scent of fresh blood. . . his blood, and straight away imagined such a beast behind him or worse something
larger. There was no one for miles, no one would hear him scream and sweat began to dampen his once warm, dry clothes. He
stumbled desperately on breathing hard and feeling alone, thinking the trees were trying to trap him with their low branches
whilst his keen ears listened for any noise. No birds had he heard, no sign of life, everything was silent.
Part 4/4
Suddenly he heard something heavy running through the trees crashing past the dead
branches that reached out to stop it and, whatever it was, was coming his way. Frozen
with fear his mind tried to decide on fight or flight. An adult deer crashed past only a
few metres away intent on escape, not seeing him. The noise of its progress quickly
disappeared and all was as quiet as before. His legs were shaking and adrenalin
flooded his body. He stared intently in the direction from whence the stag came but
there was nothing more, only silence and darkness both of which seemed to be
sneaking closer.
He turned up his coat collar and shakily donned his old fawn woolly gloves as if to
protect himself. . . they wouldn’t, but strangely did make him feel safer. Well, life or
death, it was up to him to extricate himself from this catastrophic mess entirely of his
own making. He walked on with renewed determination for what seemed like hours up
that confounded hill and, like the fleeing deer, saw nothing but the way ahead and
tried hard to think of anything but the danger behind.
It was an increasingly hard struggle as nightfall came but by then his night vision had
improved and he could just make out the next steps when a chill breeze hit his face
and bright stars took the place of trees. He’d made it. Somehow, he’d crossed the
valley. There was just the fence and he was free of the cursed forest’s grip at last.
Beyond a hedge a car’s headlights showed where the road passed by and was just an
open field from where he stood. Pain and fear evaporated as he strode purposefully
forward but still couldn’t resist pausing for one final look into the abyss of horrors
behind him. To this day he’ll tell you that in that darkness he saw two steady green
eyes watching. Watching him go. Then they were gone, as if they never were.
38 APRIL 2020
200 Years since England’s ‘Wild West’ was tamed by
Exmoor pioneer
15 March marked exactly 200 years since Exmoor’s former Royal Forest was bought
by business tycoon John Knight, transforming it from a vast desolate heathland into
the fields, moorland and farmsteads typical of Exmoor today.
The 16,000-acres of wildness represented to Knight a blank canvas in which to
create a picturesque and productive landscape, characterised by state-of-the-art
farmsteads set amid rich rolling countryside, and at its heart a great mansion and
gardens to call home.
It was the largest land reclamation led by one man that England has ever seen, with
the cultivation of 2,500 acres of moorland, a 29-mile drystone boundary wall around
the estate, 22 miles of moorland roads, two hilltop canals and two modern
farmsteads all complete within two years. But amid dwindling finances and his wife’s
ill health, the full scope of the venture was never realised, leaving the beginnings of a
mansion and elaborate ‘Picturesque’ garden unfinished.
200 years on in the remote valley of Ashcombe in Simonsbath, a bid to restore
historic buildings linked to the Knights and their vision for Exmoor is coming to
fruition. One of the unusual ‘Scottish-style’ croft houses he built, known as ‘White
Rock Cottage’, has now been fully restored thanks to major funding from the Western
Somerset LEADER programme, Exmoor National Park Authority and its donation
scheme CareMoor for Exmoor.
A dedicated group of garden volunteers meet there on the first Monday of every
month. They have been busy clearing paths, scrubbing the famous ‘white rocks’ after
which the buildings are named, and planting a host of native plants and trees in a bid
to recreate the ‘Picturesque’ wild garden conceived and begun by the Knight family.
Last year it featured on Countryfile as part of a special feature on how Romanticism
helped inspire the National Parks movement.
Volunteers will be running tours of the gardens and newly restored buildings on
Monday 6th April 2020 between 11am and 2pm (please wear sturdy footwear as
ground is uneven and muddy in places). Thereafter, tours will run every 3rd Monday
from May – September.
Walks and talks exploring the story of the Knights are also set to take place as part of
the annual Simonsbath Festival, taking place throughout May and June.
