Impaired driving enforcement is<br />

a national priority and BC RCMP<br />

Traffic Services and its partners<br />

support this priority by increasing<br />

enforcement efforts across the Province<br />

to stop impaired drivers this<br />

holiday season.<br />

Sunday, <strong>Dec</strong>ember 1 marked the<br />

start of the provincial, month-long<br />

CounterAttack impaired driving<br />

campaign.Traffic Services Units<br />

and Detachments throughout the<br />

province will be implementing their<br />

respective enforcement plans on<br />

various dates throughout the month.<br />

According to provincial<br />

statistics, an average<br />

of 68 people die<br />

each year in collisions<br />

where alcohol, drugs or<br />

medication is involved<br />

(five year average from<br />

2013 to 2017), making<br />

impaired driving fatalities one of<br />

the leading causes of death on our<br />

provincial roadways. Impaired driving,<br />

defined as driving under the<br />

influence of alcohol and/or drugs,<br />

is entirely preventable yet it continues<br />

to happen with devastating<br />

consequences. Police will be using<br />

every resource at their disposal to<br />

get impaired drivers off the road<br />

including the use of Standardized<br />

Field Sobriety Testing and specially<br />

trained Drug Recognition Experts.<br />

Police are also fully prepared to<br />

enforce the federal Cannabis Act<br />

and BC’s Cannabis Control and<br />

Licensing Act.<br />

Poor decisions can have tragic<br />

consequences for you and others,<br />

says Superintendent Holly Turton,<br />

the Officer in Charge of BC RCMP<br />

Traffic Services. Please make alternate<br />

arrangements if you plan to<br />

consume anything that can impair<br />

your ability to drive. By finding<br />

alternative ways home such as public<br />

transit, taxi or a designated driver,<br />

you can ensure that you and others<br />

sharing the road with you, get<br />

to their destination safely. If you do<br />

drive, please make it a habit to drive<br />

sober every time you get behind the<br />

As another year end is fast<br />

approaching and with the holiday<br />

season and darker colder days upon<br />

us, we at North Kootenay Lake<br />

Community Services are thinking of<br />

the challenges that winter brings to<br />

those in need of support. We are just<br />

now launching our annual fundraising<br />

activities in support of the Food<br />

Hub in particular.<br />

Once again we have seen an<br />

increase of usage at the Food Hub,<br />

up 19% in 2019 from the previous<br />

year according to our annual Hunger<br />

Count Survey. Local businesses<br />

and individuals contribute generously<br />

with over 20 local businesses<br />

and organizations contributing<br />

over $80,000 worth of food. However,<br />

as we have been depending to<br />

some extent on past cash surpluses<br />

and those surpluses are running out,<br />

we are hoping for your generosity<br />

to help us through this next period.<br />

One program we have had to reduce<br />

is a coupon option to supplement<br />

Food Cupboard supplies by giving<br />

clients a voucher to be used in local<br />

grocery stores. This is a specific area<br />

that you could support should you<br />

choose to do so.<br />

As you may remember, the Food<br />

Hub supports other programs in<br />

addition to the Food Cupboard. One<br />

of these offerings is food skills workshops<br />

which last year attracted over<br />

60 participants. These workshops<br />

aim to increase people’s abilities to<br />

produce more affordable nourishing<br />

food for themselves.<br />

New Indigenization<br />

plan<br />

The importance of continuing to<br />

strengthen Indigenization and decolonization<br />

efforts at Selkirk College<br />

has been laid out in a new document<br />

that will help the regional postsecondary<br />

institution work towards<br />

strengthening relevant programming<br />

and services for students, staff and the<br />

greater community.<br />

In the last week of October, Selkirk<br />

College held a launch event at<br />

the Castlegar Campus that brought<br />

together those who helped create the<br />

plan: Elders, First Nation and Metis<br />

partner governments, students, scholars<br />

and community leaders whose<br />

support will be key to a successful<br />

and remarkable future. The focus of<br />

the speeches, drumming, singing,<br />

inter-tribal dance, live art and music<br />

and speaker’s panel was the 12-page<br />

Indigenization Plan 2019-2024.<br />

“This living document brings<br />

together the vision of how Selkirk<br />

College can improve participation<br />

and success in post-secondary education<br />

for Indigenous students, continue<br />

the work of decolonizing the<br />

college and attract more Indigenous<br />

faculty and staff to the college,” says<br />

Selkirk College President Angus<br />

Graeme.<br />

The plan is the result of several<br />

years of consultation, relationship<br />

building and research into best practices<br />

on decolonizing and indigeneity<br />

in post-secondary education.<br />

It focuses on five main areas that<br />

include governance and policy, curricula<br />

and programs, supports and<br />

services for students, employee development<br />

and tools, and facilities and<br />

infrastructure.<br />

With learners at core, the plan provides<br />

a framework for action and<br />

desired results.<br />

The details of the plan are comprehensive<br />

with examples of measures<br />

that include further research on governance<br />

models and strategies, expansion<br />

of the Elders Program, exploring<br />

development of land based learning<br />

in a variety of disciplines, professional<br />

development for staff and Indigenous<br />

language being reflected in signage<br />

and campuses.<br />

“Post-secondary is a place where<br />

discussion, dialogue, learning and<br />

leading social change really does<br />

make a difference,” Graeme says. “Selkirk<br />

College aspires to be a leader in<br />

the inspiring work of reconciliation<br />

with Indigenous peoples. Students<br />

expect post-secondary institutions to<br />

be invested in the work of decolonization<br />

and Indigenization. This is exciting<br />

work for all of us at the college.”<br />

Guiding documents like the Truth<br />

& Reconciliation Commission of<br />

Canada Calls to Action, the United<br />

Nations <strong>Dec</strong>laration of Rights of Indigenous<br />

Peoples, the recent decision by<br />

the Provincial Government to pass<br />

the BC <strong>Dec</strong>laration on the Rights of<br />

Indigenous Peoples Act (Bill 41) and<br />

several already existing memoranda<br />

of understanding signed between Selkirk<br />

College and Nation governments<br />

in the region are reflected in the overall<br />

scope of the plan.<br />

“I am proud to be part of a college<br />

that is taking the steps to integrate<br />

Indigenous history and teachings into<br />

its curriculum,” says Sophia Wuttnee,<br />

a student in the Human Services<br />

Diploma Program. “It was an honour<br />

to watch the unveiling of Selkirk College’s<br />

Indigenization plan, brimming<br />

with true care and respect for all.”<br />
