Holiday Garbage and Recycl<strong>in</strong>g Schedule<br />

Christmas Day and New Year’s Day both fall on a Wednesday,<br />

so yard waste will be rescheduled to get picked up both <strong>of</strong><br />

those weeks on the follow<strong>in</strong>g Saturday. If you have recycl<strong>in</strong>g<br />

on Wednesday dur<strong>in</strong>g those weeks, it will also be picked up<br />

on Saturday.<br />

Around the <strong>City</strong><br />

BILL ELDREDGE<br />

We’d like you to meet Bill Eldredge, our<br />

<strong>City</strong>’s IT Enterprise Services Adm<strong>in</strong>istrator.<br />

For the past 12 years, Bill’s been support<strong>in</strong>g<br />

our Information Technology Department’s<br />

grow<strong>in</strong>g FiberNet and cell tower <strong>in</strong>itiatives.<br />

If it’s been easier for you to pay our <strong>City</strong> bills<br />

onl<strong>in</strong>e, Bill has been help<strong>in</strong>g with this effort.<br />

When your cell service keeps improv<strong>in</strong>g, Bill’s<br />

part <strong>of</strong> that endeavor, too. Mostly, he works<br />

with Code Enforcement, Build<strong>in</strong>g, Plann<strong>in</strong>g<br />

and Eng<strong>in</strong>eer<strong>in</strong>g Departments to expand<br />

future communication needs for all <strong>of</strong> us.<br />

Just <strong>in</strong> the past 18 months, Bill has helped<br />

facilitate 25 fiber and 4 cell tower projects.<br />

If you ask Bill what he loves most about his<br />

job and his city, he is very quick to state that<br />

his fellow workers are the greatest group<br />

<strong>of</strong> people he’s had the pleasure <strong>of</strong> work<strong>in</strong>g<br />

with. “They go out <strong>of</strong> their way to help our<br />

citizens accomplish their goals. And, much<br />

like me, they th<strong>in</strong>k it’s pretty cool to watch<br />

our beautiful <strong>City</strong> literally grow up.”<br />

• Three fun facts about Bill:<br />

• He’s worked on every cont<strong>in</strong>ent but Africa<br />

and Antarctica.<br />

• He’s met the Japanese Royal Family.<br />

• He was born almost 10,000 ft. high <strong>in</strong> the<br />

Andes Mounta<strong>in</strong>s, but lived most <strong>of</strong> my<br />

life at sea level.<br />

GWEN RAGSDALE<br />

Gwen is the new Budget and Procurement<br />

Manager for the <strong>City</strong> <strong>of</strong> <strong>Palm</strong> <strong>Coast</strong>. She<br />

helps prepare the <strong>City</strong> budget and works<br />

with various departments on the Strategic<br />

Action Plan to track and report results. She<br />

also oversees the procurement staff, obta<strong>in</strong>s<br />

quotes to ensure competitive bidd<strong>in</strong>g and<br />

ma<strong>in</strong>ta<strong>in</strong>s the approved vendor list. Gwen has<br />

a Bachelor <strong>of</strong> Science degree <strong>in</strong> F<strong>in</strong>ance from<br />

the University <strong>of</strong> South Florida, a Bachelor <strong>of</strong><br />

Science degree <strong>in</strong> Account<strong>in</strong>g from Webber<br />

University and a CFO Leadership Certificate<br />

from the National Defense University MBA<br />

Executive Leadership at Southeastern<br />

University. Be<strong>in</strong>g new to <strong>Palm</strong> <strong>Coast</strong>, Gwen<br />

looks forward to enjoy<strong>in</strong>g some <strong>of</strong> our outdoor<br />

amenities, <strong>in</strong>clud<strong>in</strong>g trails and parks.<br />

Three fun facts about Gwen:<br />

• She’s a huge college football fan.<br />

• She’s also a fan <strong>of</strong> go<strong>in</strong>g to the beach and<br />

boat<strong>in</strong>g.<br />

• For eight years, she’s participated <strong>in</strong> a 50-<br />

mile, 3-day walk for charity.<br />

<strong>City</strong> manager honored FOR 25<br />

years <strong>of</strong> public service<br />

The International <strong>City</strong>/County Management Association (ICMA) recently<br />

honored <strong>Palm</strong> <strong>Coast</strong> <strong>City</strong> Manager Matthew Morton for his 25 years <strong>of</strong><br />

significant contributions and achievements <strong>in</strong> the advancement <strong>of</strong> local<br />

government adm<strong>in</strong>istration. The award is presented to pr<strong>of</strong>essional city and<br />

county managers across the globe who are dedicated to public service and<br />

pr<strong>of</strong>essional management at the local level.<br />

“I applaud Mr. Morton’s ICMA achievement as a committed public service<br />

specialist,” Mayor Milissa Holland notes. “This award endorses his authenticity<br />

as an endur<strong>in</strong>g civic adm<strong>in</strong>istrator and a champion for the people that he<br />

serves <strong>in</strong> our <strong>City</strong>.”<br />

The Mayor and <strong>Palm</strong> <strong>Coast</strong> <strong>City</strong> Council selected Matthew Morton as <strong>Palm</strong><br />

<strong>Coast</strong> as <strong>City</strong> Manager <strong>in</strong> March, <strong>2019</strong>. Prior to his position here <strong>in</strong> Florida,<br />

he was the <strong>City</strong> Adm<strong>in</strong>istrator for the cities <strong>of</strong> Duvall and Cle Elum <strong>in</strong> the<br />

State <strong>of</strong> Wash<strong>in</strong>gton.

Message from<br />

FLagler Humane Society<br />

Pet <strong>of</strong> the <strong>Week</strong><br />

Tis the season between be<strong>in</strong>g thankful and one <strong>of</strong> giv<strong>in</strong>g, there is<br />

one woman <strong>in</strong> our community that exemplifies this all year every<br />

year, Lauren Driscoll. She runs Pet Peeves Dog Tra<strong>in</strong><strong>in</strong>g and Paws<br />

<strong>of</strong> War. I have reaped the benefits <strong>of</strong> her talents and many <strong>of</strong> you<br />

have too. Lauren has been work<strong>in</strong>g with dogs for many years and is<br />

cont<strong>in</strong>ually learn<strong>in</strong>g new ways to help the animals. Lauren helps<br />

tra<strong>in</strong> and run the play groups at Flagler Humane Society, to help<br />

ensure they f<strong>in</strong>d good homes and adjust, even helps after the dogs<br />

f<strong>in</strong>d their forever homes if need be to help keep them <strong>in</strong> their<br />

homes. She also does evaluations on dogs that come <strong>in</strong> to shelter<br />

to let us know what we can do to help the dog be happier. Lauren<br />

does <strong>in</strong> home tra<strong>in</strong><strong>in</strong>g and group tra<strong>in</strong><strong>in</strong>g. She has been help<strong>in</strong>g<br />

with our k<strong>in</strong>g shepherd that we adopted at Flagler Humane Society<br />

and she is my tra<strong>in</strong>er for my service dog. I have also participated <strong>in</strong><br />

her puppy classes. Lauren says "You get out <strong>of</strong> the tra<strong>in</strong><strong>in</strong>g what<br />

you put <strong>in</strong>to it and you both will benefit from it."<br />

Lauren Driscoll runs Paws <strong>of</strong> War to help our Veterans have a<br />

better life by f<strong>in</strong>d<strong>in</strong>g and tra<strong>in</strong><strong>in</strong>g dogs (many have come from<br />

Flagler Humane Society) as service dogs. The tasks she teaches<br />

them range greatly. She does this for NO charge for the veterans.<br />

The veterans have done so much for everyone <strong>in</strong> our country and it<br />

warms my heart to see what this woman does for them. She<br />

supplies food when needed and helps any way she can. Lauren<br />

runs many fundraisers to help with the cost because it can cost<br />

anywhere from $3,000 to $5,000 to tra<strong>in</strong> just one dog. Lauren has<br />

speakers come <strong>in</strong> to speak with the veterans on topics that might<br />

help them from VA benefits to opportunities <strong>in</strong> the community. One<br />

<strong>of</strong> the veterans built an agility course to tra<strong>in</strong> the dogs to climb and<br />

go through tunnels. The bond she helps bridge from veteran to<br />

animal is <strong>in</strong>credible. You might see a service dog out and about<br />

with a vest on say<strong>in</strong>g service dog. Please don’t pet them because<br />

when they have their vest on it means they are work<strong>in</strong>g and must<br />

be alert. If you know <strong>of</strong> any veteran who needs a companion dog,<br />

please have them reach out to Lauren Driscoll at Paws <strong>of</strong> War at<br />

(386)538-5100 to see if they qualify. This holiday please don’t<br />

forget to help those less fortunate, be it human or animal.<br />

PALM COAST Historical<br />

Society Honors Veterans<br />

Our partners this month for the<br />

rotat<strong>in</strong>g Museum exhibit has been<br />

the Flagler Beach Photography<br />

Club. Visitors witnessed their<br />

creative talents by view<strong>in</strong>g<br />

dozens <strong>of</strong> artistic and thoughtful<br />

photographs represent<strong>in</strong>g the<br />

theme <strong>of</strong> Veterans.<br />

At the open house this past Saturday<br />

soldiers who served around the<br />

world visited us and had free<br />

portraits taken by pr<strong>of</strong>essional<br />

photographer David Bowers. It<br />

was a mean<strong>in</strong>gful experience.<br />

Vetter, for volunteer<strong>in</strong>g your time<br />

and expertise as well as the club<br />

members who displayed their art.<br />

A special thank you to Ellen Pugner<br />

and Mary for prepar<strong>in</strong>g delicious<br />

cookies and lemonade for our<br />

guests. The veteran exhibit this<br />

month is marvelous and it was an<br />

honor to share these pictures and<br />

support our veterans all month<br />

long.<br />

we honor our own history and<br />

celebrate the 20th anniversary<br />

<strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Palm</strong> <strong>Coast</strong> and the<br />

50th anniversary <strong>of</strong> <strong>Palm</strong> <strong>Coast</strong>.<br />

League will be our rotat<strong>in</strong>g exhibit.<br />

Lastly, our speaker series has<br />

started and on <strong>Dec</strong>ember 14 we<br />

host Zach Zacharias from MOAS.<br />

His topic will be, “Early History <strong>of</strong><br />

Tourism <strong>in</strong> Northeast Florida.”<br />

ROAD Closure on<br />

Belle terre bOULevard<br />

Belle Terre Blvd will be closed between Magnolia Trace Blvd and Citation<br />

Blvd as crews work to replace (4) 48” metal Stormwater culverts beneath the<br />

roadway and multiuse path/sidewalk.<br />

The closure will last an estimated 60 days between from 12-11-<strong>2019</strong> through<br />

02-10-2020, and detours will redirect traffic to U.S. 1 and State Road 100/E.<br />

Moody Blvd. <strong>City</strong> staff worked hard to time the project to provide little impact<br />

to school buss<strong>in</strong>g routes and we have notified Flagler County Schools as well<br />

as emergency personnel.<br />

Your city will update if the duration or tim<strong>in</strong>g <strong>of</strong> the project changes <strong>in</strong> any<br />

way.<br />

Concrete-L<strong>in</strong>ed Ditch to be<br />

Removed <strong>in</strong> F-Section<br />

As part <strong>of</strong> the ongo<strong>in</strong>g enhanced<br />

Stormwater program, the <strong>City</strong> <strong>of</strong><br />

<strong>Palm</strong> <strong>Coast</strong> will be replac<strong>in</strong>g the<br />

exist<strong>in</strong>g concrete-l<strong>in</strong>ed ditch <strong>in</strong> the<br />

F-Section with a new underground<br />

pip<strong>in</strong>g system. This project will<br />

address ongo<strong>in</strong>g concerns with ditch<br />

deterioration, decreased conveyance<br />

capacity and <strong>in</strong>creased ma<strong>in</strong>tenance.<br />

Improvements will also <strong>in</strong>clude a<br />

system <strong>of</strong> shallow swales and <strong>in</strong>lets<br />

to collect stormwater run<strong>of</strong>f from<br />

adjacent properties and right-<strong>of</strong>-way<br />

as well as the replacement <strong>of</strong> cross<br />

dra<strong>in</strong>s under Faith Ln., Farmbrook<br />

Ln., Fairview Ln., and Farragut Dr.<br />

While the project is primarily <strong>in</strong>tended<br />

for Stormwater functions—better<br />

conveyance, improv<strong>in</strong>g structural<br />

stability and reduced future system<br />

ma<strong>in</strong>tenance—these improvements<br />

will also improve the look and feel<br />

<strong>of</strong> the neighborhood and allow area<br />

homeowners to better ma<strong>in</strong>ta<strong>in</strong> their<br />

property.<br />

The project is scheduled to beg<strong>in</strong><br />

around mid-January and should take<br />

around 3 months.<br />

A neighborhood meet<strong>in</strong>g is scheduled<br />

for <strong>Dec</strong>ember 16th at 6:30pm, room 116<br />

at the <strong>Palm</strong> <strong>Coast</strong> Community Center<br />

on Club House Drive, 3<strong>05</strong> <strong>Palm</strong> <strong>Coast</strong><br />

Pkwy NE.<br />

In January <strong>of</strong> <strong>2019</strong>, the <strong>Palm</strong> <strong>Coast</strong><br />

<strong>City</strong> Council directed <strong>City</strong> Staff to<br />

enhance the exist<strong>in</strong>g Stormwater<br />

plan. In response to that direction, the<br />

Stormwater Department has enacted<br />

a more proactive approach utiliz<strong>in</strong>g<br />

state-<strong>of</strong>-the-art technology <strong>in</strong>clud<strong>in</strong>g<br />

LiDAR to identify potential problem<br />

areas with<strong>in</strong> the city’s stormwater<br />

system.

Let your voice be heard with the National Citizen Survey!<br />

S<strong>in</strong>ce 2002, your <strong>City</strong> <strong>of</strong> <strong>Palm</strong> <strong>Coast</strong> has conducted an<br />

annual citizen survey to receive resident op<strong>in</strong>ions about<br />

ways the <strong>City</strong> is serv<strong>in</strong>g you effectively or ways that<br />

we could do better. Questions cover a variety <strong>of</strong> topics,<br />

<strong>in</strong>clud<strong>in</strong>g: community quality <strong>of</strong> life, <strong>City</strong> services, civic<br />

participation and unique issues <strong>of</strong> local <strong>in</strong>terest.<br />

Survey results are used by <strong>City</strong> Council and staff to improve<br />

service, <strong>in</strong>crease civic engagement and improve quality <strong>of</strong><br />

life <strong>in</strong> the community. In 2015, <strong>City</strong> Council directed staff<br />

to alternate the method <strong>of</strong> collect<strong>in</strong>g data between the<br />

National Citizen Survey (NCS) and a home-grown version<br />

tailored to the <strong>City</strong>’s needs. <strong>2019</strong> was a NCS year. Although<br />

the <strong>of</strong>ficial, scientific survey was conducted via random<br />

sampl<strong>in</strong>g, the opt-<strong>in</strong> version <strong>of</strong> the survey is available for<br />

you to make your voice heard.<br />
