EDITORIAL
My tuppence worth
At this time of year it’s always fun to predict
what the next twelve months might bring for
the security industry. So here’s my
contribution to the party...
Iam writing this in mid-November, but as the retailers have
already filled the shelves with their Christmas stock and there
are people in my village with their decs up, it’s essentially
Xmas time right now. Despite an early enforcement of tinsellitis
for the Scrooges amongst us, we can at least have some fun (it’s
not all ‘humbug’ in my life) by taking a minute to make some
predictions as to where the industry is going and what next year
will bring for the security market. This month our Panel feature
gives the experts a chance to break down their thoughts on the
future direction of the sector, but I want my go too so here we
have my four predictions as we head into a new decade:
1. The sales of IoT, home automation and DIY security
products will continue to grow for the domestic market. When
Amazon shells out $1bn to buy the Ring company you know they
are fairly confident of shifting some units. Any manufacturer who
previously said that the emergence of Ring et al would not affect
their market space probably now has a similar product of their
own in the portfolio. Of course we know that there is a difference
between a professional alarm system (especially with remote
monitoring services attached) and a fit-yourself, monitor-yourself
video doorbell, but the price and tech-appeal of Ring makes it a
winner. Ring now has an alarm system and CCTV on its books so
look for other brands to mirror this approach.
2. As an installer in 2020 your IT knowledge will need to be
more in-depth than ever before. Either that or you will need to
work closer with IT departments as you bring IP systems to new
installations. You’ll spend more time setting up software than
before too, as the hardware is now the straightforward job.
3. GDPR will bite some people on the bottom in 2020. There
is so much focus on facial recognition these days that someone is
going to get a nice big ICO fine just like the £183m it took from
British Airways and its parent company International Airlines
Group (IAG). That kind of fine for them was bad, for smaller
companies it could be the end of the road. At our recent seminar
series (outlined later in this edition) the subject of GDPR was the
most intense in terms of reaction and discussion. It may well be
that for the foreseeable future it is only law enforcement
authorities that are allowed to use such analytics, at least until
everyone properly gets their heads around the regs.
4. Marketing people at tech companies will continue to
describe analytics as AI because AI is the current buzz term.
Sales of AI-enabled security systems will be an interesting watch
for 2020 as more companies invest in the idea.
That’s my tuppence worth for 2020 anyway. Oh and Liverpool
winning the League (please??). Have a great festive period.

PAC & GDX unveils $1million
investment in Exeter
PAC & GDX has unveiled an investment in its
UK-based manufacturing facility. The dedicated
Exeter plant has been enhanced with the
addition of a new production line that will see a
70% boost in throughput with 3D Advanced
Optical Inspection (AOI) technology employed
to allow faster quality verification and permit
easy changes to production.
Buildings and facilities at the plant have also
been refreshed to provide the optimum
environment for designing and building PAC &
GDX’s access control and door entry solutions.
At a recent event to mark the unveiling of the
investment, General Manager, Brad McMullen,
congratulated everyone on their efforts at the
plant: “We chose to invest in Exeter because the
plant has a great quality record, it’s highly
productive and open to new ideas. This
investment will provide a massive boost to PAC
& GDX’s ability to get more of its quality
products faster to customers.”
Debbie Buck, Senior Director, Operations at
the facility sees the investment as affirmation of
the great work undertaken at the plant. “This is
truly a great success story for Exeter, for our
dedicated team and for our customers.”
The Exeter plant will be responsible for the
production of a new range of PAC & GDX
products in 2020.

models gaining traction
An increasing need for niche
security solutions, rapid
advancements in technology,
and budget pressures are driving
the security industry to explore
“as-a-service” business models.
In the end-user space, new
business models such as
Screening-as-a-Service,
Biometrics-as-a-service, ISR-asa-Service,
and Infrastructure-as-a-Service are
gaining traction.
“The ‘servitisation’ of the security market is
paving the way for the network effect and hybrid
business models, not necessarily based on cloud
applications, but offering a mix of hardware
scalability, limited cost of ownership and controls
to clients, such as pay-as-you-grow,” said
Aravind Srimoolanathan, Research Analyst,
Security, Frost & Sullivan. “Incumbents providing
solutions through conventional means will face
competitive pressures from innovative
substitutes, which will lead to merger and
acquisition ventures and market consolidation.”
While end-user security strategies are
evolving, suppliers are increasingly focused on
providing solutions that unify and secure
processes throughout various applications.
However, given the complexity of the ecosystem
and the number of processes involved,
Srimoolanathan predicts customers are likely to
continue using multiple vendors for different
solutions.

FIA Launches New Level 3 FD&A
qualification
The Fire Industry Association is offering
training to a new Level 3 qualification for the
fire detection and alarm (FD&A) sector -
Fundamentals of FD&A in Non-Domestic
Premises.
This new qualification is designed to
provide a concise and focused introduction to
the FD&A sector. It is ideal for anyone who is
working in or starting out in the fire detection
industry and are looking for training leading to
a qualification within this area.
Following the Grenfell Tower fire and
subsequent Independent Review of Building
Regulations & Fire Safety, along with listening
to industry feedback, the FIA reviewed its
current training and Level 3 qualifications
available and identified the need for a more
succinct Level 3 qualification focusing on the
fundamentals of fire detection and alarm
management.
The training comprises 2 x two-day training
units with an open-book exam at the end of
the second unit. Those who pass will gain a
Level 3 qualification based on BS 5839-1.
In addition to the two standard units, there
is a ‘Conversion to Fundamentals’ unit, which
is available to delegates who have previously
taken the FIA’s Foundation to FD&A course.
Delegates successfully completing the
conversion unit & exam will gain the Level 3
Fundamentals of Fire Detection and Alarm
Systems in Non-Domestic Premises
qualification.
FIA CEO, Ian Moore says, “We have been
running our Level 3 qualifications for over a
year now and it is clear from the feedback a
different style of exam is needed. Modern
exam techniques focus more on where to find
the information that is readily available (i.e.
through the internet, manuals or standards)
and not a memory test as I was used to ‘back
in the day’.
“The new Fundamentals qualification will
have an open book (BS 5839-1 or the FIA
training manual) exam and having completed,
what we consider to be world-class, training
the learners will be able to approach the exam
with confidence.”

ECHO digital service officially launched at
CSL Industry Forum

The Electronic Call Handling Operations (ECHO) digital service
was launched at the 2019 CSL Industry Forum at the Informa
Building in London.
Launched around the campaign ‘Go Digital, Get ECHO’, the
directors and partners of the project presented to an audience
of installers, alarm receiving centres (ARCs) Police, and
insurers. The aim of ECHO is to deliver a centralised, fully
automated electronic call handling service to reduce the
pressure on the emergency services and ARCs by reducing
their call handling times and errors that can occur from a
manual response handling.
The launch focused on the growing demands on police
control rooms and the need to ensure the professional
security industry keeps pace with change and to meet the
deadline of April 2020, when some police services will
prioritise digital alarm signals that meet National Police
Chiefs’ Council security systems requirements.
It was also announced that following a rigorous due
diligence exercise involving both technical and operational
scrutiny by ECHO Directors and fellow industry leaders, that
AVR Group will partner with ECHO to deliver the service.
David Wilkinson, Director, said: “ECHO is a modern, proven
and highly effective technology, backed by leading industry
bodies. Currently, the speed, quality and volume of alarm calls
varies significantly, and delays to calls being answered can
have serious consequences. History shows that mistakes can
be made by both parties, with telephone alarm messages
being misheard or misunderstood, so adopting ECHO will go a
long way to streamlining and evolving the process.”

The interview that gets the facts from the top
This month Simon Banks talks to Sarah Staff, a former Detective Chief
Inspector with the Metropolitan Police heading up the flying squad. Sarah is
now Head of SaferCash, which aims to reduce the number of attacks on
cash-in-transit couriers.
For those who are not familiar with
SaferCash, can you outline what you do?
SaferCash is a Home Office approved Police
initiative hosted by the BSIA, working in
collaboration with the Cash & Valuables in
Transit sector (CViT), UK Finance Banking
partners and Independent ATM distributors. Our
main aim is to reduce physical CViT, ATM and
Banking related crime, and provide a central
point of contact for the Police, the Security
sector & other partners. SaferCash maintains
the only national database for all CViT attacks
and suspicious incidents, whilst also providing a
direct link between Law Enforcement and the
Industry via liaison officers. Our team is made
up of former serving members of the Police
service and seconded by Police analysts working
within their regional areas. SaferCash has the
fortunate ability to draw together vital
information and intelligence from several areas,
across both the public and private security
sectors. This joined-up initiative assists at a
regional, national and international level,
working closely in regular partnership with law
enforcement and industry partners. Its
collaborative work supports Police investigations
with analytical crime data for intervention,
detection and prosecutions.
Several large UK brands have recently
joined the programme. Can you tell us why
they felt it was important for them to do so?
Our newest members in 2019 include wellknown
brands such as Tesco, Sainsbury’s Bank
and the Post Office. These members are all too
aware of the threats their staff face every single
day and want to proactively assist the relevant
authorities in reducing this. Adding these new
members has allowed us to invest in the growth
of SaferCash and increase our reporting and
analysis of these crimes. In 2009, CViT attacks
in the UK totalled more than 1000 crimes, with
many of the offences involving the use of
firearms, serious violence and injuries against
the CViT crews. The level of offending reached a
crisis point and SaferCash was launched. Over
the last 10 years the initiative has developed a
strong working partnership with the Security
Industry and UK Police, supporting “Follow the
Van” initiatives and other Police activities. In
2018 there were less than 200 CViT crimes in
the UK, however the level of violence and the
use of firearms remains a threat and our aim is
to see a reduction in the number of crimes
through the working partnership. As well as
deterring these crimes and seeing the levels
drop, we have also achieved some high-profile
convictions in recent months. In February 2019,
five offenders where jailed at Manchester Crown
Court, for a combined total of more than 75
years following 3 ATM attacks. More recently,
five men were jailed for over 48 years in
November 2019, again in Manchester, following
a spree of cash machine explosion robberies
across areas of the North West.
How can Security Installers benefit from this
initiative?
SaferCash is currently part of the National Police
Chief Council Task and Finish Work Group
looking at total cash degradation systems and
solutions to physical ATM attacks. We aim to
represent and support our members, whilst
facilitating conversations and contacts across
the BSIA. SaferCash provides up to date
information daily to our members, whilst also
producing strategic national reports based on
the data we have. Installers could use this to
proactively advise their customers on crime
trends in their area. Police and their partners
also have access to a SaferCash secure
intelligence database, which holds records of
reported crime and suspicious activities. In
addition, we co-ordinate and host regional
intelligence meetings which take place every
quarter around the UK where risk managers
from security companies can attend. During
these meetings, we discuss current trends and
crimes affecting all SaferCash partners with
updates on Police investigations and activities.
We have current points of contact with all 43 UK
Police forces to assist with updates on crime
investigations suffered by members, and to
assist in putting parties in direct contact.
Can you tell us about your career before
your existing role?
Before joining SaferCash, I had a 30-year career
with the Metropolitan Police Service. Most of my
service was as a Detective tackling serious and
organised crime, following in my father’s
footsteps, as he served for 35 years in the Met
as a murder squad Detective retiring as a
YOU SAID IT!

Detective Chief Superintendent. I served for 12
years on the Flying Squad from the ranks of
Detective Constable, Detective Sergeant,
Detective Inspector, and finally as only the 2nd
woman in the 100-year history of the Flying
Squad (1918 to 2018) to hold the rank of DCI.
The Flying Squad is a specialist covert
department tackling organised crime groups
involved in committing commercial armed
robberies.
Away from the Flying Squad, I managed several
specialist covert units tackling the importation
and supply of controlled drugs and firearms into
the UK and London. I ran the Organised Vehicle
Crime Unit tackling criminal groups involved in
the organised theft of high value vehicles, and
the Plant and Agricultural Intelligence Unit which
was funded by industry partners. This work
provided me with a greater insight into offences
being committed against our members involving
the use of heavy plant machinery, which is often
used to rip out ATMs. My experience gained over
30 years in the Police service has enabled me
to properly support our BSIA and SaferCash
member companies.

the camera tilts fully up, following this it is driven
to a datum position.
It is important to carefully consider the
mounting position as the three fixed cameras with
their 128.5° horizontal fields of view have no
adjustment possible, so any specific areas of
interest such as cash tills or doorways should be
appropriately aligned before securing in place.
The 350° maximum rotation of the PTZ must also
be considered to ensure that the end stops do not
impede movement through a key area of interest.

This is a compact multi-camera assembly
consisting of three fixed cameras arranged
around a controllable PTZ camera. It is
promoted as a “multi-sensor HD camera”
featuring a 2MP PTZ 4x optical zoom and three
2MP fixed lens units to provide 360° of coverage.
IR illuminators provide night vision up to 10
metres. PoE Plus connectivity allows simplified
cabling and reduced installation cost.
Getting started
The camera can be powered from a 12-volt supply
or by PoE+. This must be a 30W capable switch
port or PoE injector as the camera has a demand
of up to 24W. 3.5mm jack sockets are available for
audio in and output. The unit runs reasonably
warm with a back panel temperature of 51.8°C
after an hours operation, however, the unit is
specified for an operational range of -10° to
+50°C.
Once connected to a network, the camera has
DHCP enabled by default so can be readily found
within its subnet or a discovery tool “Camera
Utility” is available from the TRENDnet website.
The discovery tool can then be used to call a webbrowser
to link to the camera.
Once powered up the camera goes through a
short initialisation phase then activates its PTZ
motors for position referencing. During this stage
the PTZ pans left until it hits its hard end stop and
Operation
At first connection using the browser you are
forced to enter an administrator password of
between 8 and 16 characters using at least two
character types; an indicator below the entry field
turns green and states “Strong” if a suitably
secure password is entered. Once entered the
browser requests a plug-in download to allow
viewing of the images. For this the browser must
be closed. Once re opened and the “add-on” is
run the four images show immediately.
Time shows by default as US format and as
Pacific US and Canada GMT-8 but is easily set to
UK time using the Advanced menu. NTP was
found to be set by default and this setting can
also be readily changed.
A card slot in the base allows a Micro SD card
of up to 256GB to be fitted for in-device event or
real-time storage.
A reset switch allows all settings to be
returned to factory defaults when activated at
power-up.
ONVIF profiles S & G are implemented so the
video stream can be recorded, viewed and the PTZ
camera controlled with third-party NVRs.
However, when used with a third-party NVR it was
found that only the PTZ camera could be viewed
and recorded. Network analysis showed that the
camera streams are referenced as 101, 201, 301
and 401 and the individual RTSP streams can be
viewed using suitable viewing software and these
channel numbers. No such information is
provided in the user guide or online, but it is likely
that technical support from the manufacturer or
the third-party company could assist with
integration.

The event set-up allows detection areas to be
established for each of the fixed cameras and for
these to be linked to the PTZ to select specific
preset views if required. All alarm events can be
linked to schedules and authenticated Email
messages sent to up to 3 receivers.
The Log page has search filters available, but
column widths are too narrow to show sufficient
detail and couldn’t be altered. Although data was
displayed, a message at the top of the screen
states “Log works only if the NAS is available”.
Performance
It is unusual these days to see a PTZ unit that
does not use sliprings for continuous pan
rotation, however, for the applications that this
unit is designed for, this may not be such an issue
if considered when installing.
The semi-automatic focus worked well when
controlling the zoom position, but it was
occasionally found that if light levels dropped
quickly, it was possible for the PTZ camera to be
left out of focus. A control of zoom position brings
it back using autofocus or the manual focus near
or far commands can be used.
The 3 fixed cameras give full all-round
coverage of the scene, but no image stitching is
provided.
While the zoom range is limited to just 4x, it
was found that the menus allow digital zoom to
be added to give a full zoom limit of 4, 8, 16 or
32x. A setting of 16x gave reasonable results for
most scenes from the 2MP image. The 4:1 range
gives a horizontal angle of view of 120° to 56.6°.
Pan and tilt speed is variable and can be set to
zoom proportional.
It is possible to digitally zoom-in on images
including when in full-screen mode using a dragbox
but this feature does not maintain the image
aspect ratio and simply fills the pane with the
selected image.
It was also found that the aspect ratio of the
panes changed when the PTZ controls were
removed from the screen.
Sensitivity is reasonable for such a camera but
there was a tendency for the auto Day / Night
option to switch to monochrome at a higher light
level than may be desired. While there is a
sensitivity setting of between 1 and 3 this did not
seem to have much impact and no explanation of
the value’s relevance is given in the user guide. It
is not clear how the light level is detected as there
does not appear to be a light sensor, so it is
assumed that this is derived from video level as
there was some hunting evident with certain
views. All images switch together. The camera
was giving reasonable colour rendition with scene
illumination to below 2 Lux, but moving objects
showed significant artefacts at this level. The
stated sensitivity of 0.01 Lux is not explained in
any way.
Up to 293 presets are available for storing
selected views, 6 others are dedicated to
switching between Day and Night mode, Setting
and Storing Manual limits, Going to an origin
position and Remote re-boot. Positioning of the

Preset name, this could initially be confusing for
the operator.
Playback has reasonable review capabilities
with camera and date selection and transport
controls of Stop, Slow FWD, Play /Pause, Fast
FWD and single frame. While there is no reverse
play the expandable timeline allows accurate
selection. Replay speeds from ¼, ½, 1, 2 and 4
times are available and shown in the top right
above the playback window.
A TRENDnet IPVIEW app is available for
Android and iOS system through the usual app
stores. The app finds available cameras for adding
in from its list, however, while this worked very
easily with an iOS tablet and mobile phone, an
Android tablet was not very responsive to some of
the selection commands, but an Android phone
fared better. This software is presented as a free
app but once loaded you are occasionally
presented with a message telling you “To use this
feature you must upgrade to the full version” this
is an in-app purchase rather than an option at
install. The basic version is limited to viewing
individual images and to control the PTZ unit with
an on-screen cursor for pan, tilt and zoom
functions. Preset positions can be called and
snapshots stored however any multi-screen or
video recording requires the full version. While
not expensive to upgrade this does not seem a
good way to drive acceptance of the product.
“VIEW EVO” software is available for PC use
providing recording and display and handling up
to 32 cameras.
Conclusion
An interesting multi-camera unit which can be
used stand-alone via a browser or as part of a
larger system using TRENDnet video management
software. Some of the noted quirks in its
operation will hopefully be improved with future
firmware updates.

a traditional keypad, the R29C has
a 7” full colour touchscreen and incorporates a
secure infrared face recognition system that

recognition system for organising temporary
access for people such as delivery drivers and
service engineers. The R29C will automatically
compare the visitor’s face with a database of
enrolled faces and perform automatic match
notification to grant access. The unit also
embraces QR code-based access control for ‘one

Bluetooth Low Energy (BLE)
readers launched
Vanderbilt has released Bluetooth Low Energy
(BLE) readers in conjunction with the company’s
ACT Enterprise 2.10 access control software.
BLE technology removes the need for a
physical card/tag and replaces it with a Bluetooth
credential that communicates with the reader to
authorise or reject access. The launch includes a
range of BLE readers, a contactless door release
button, virtual credentials available through an
ACT Enterprise license, and an end-user app for
Android and iOS.

As the convergence of technologies continues and
the IoT becomes a reality, consumers are
increasingly using their mobile devices and smart
phones to control their lives. There is a steady
increase in the expectation to be able to do this
with certain security solutions to enhance the
level of property protection.
Are you concerned about Brexit?
Interesting question! The main concern will be
whether it will lead to a potential recession and a
change in spending and investment levels. Only
time will tell…..
What would make your job easier?
If there was more awareness in the market about
the various industry standards and the relevance
of accreditations then end users will have a
greater understanding of why choosing a security
company with those accreditations is a must.
This will ultimately mean that customers will
be making a well-informed decision on the
security company they choose to work with.

Definitely something that could freeze frame time
– very Matrix-esque I know! This would mean that
every time there is a security breach or incident

technologies was once the preserve of
large organisations. These systems were simply
out of reach for businesses at the smaller end of

is the true value and worth of any security company. In one of
the busier presentations delegates found out how they can raise
standing with a well-managed and developed recurring business

Anthony spoke about the various forms of revenue that can be
developed and explained the differences between RMR and RAR.
He also outlined the benefits of SaaS (defined as
Security as a Service) and the potential threat

This session was aimed at how installation
companies can make sure their customers
purchasing surveillance systems understand
their responsibilities on the use of the data
captured and how to account for it under the new privacy
legislation.
To outline the points raised in the presentation, Ray
talked the delegates through a series of real life case
studies which exposed the problems associated with GDPR.
This included an example of when a court case went against
a homeowner with video evidence, due to the area covered
by the cameras.
Exit strategies within the security sector
Speaker: John O’Connell - Rathbone Results
You have worked hard most of your adult life to
build a successful security business, but now
the time has come to decide how to exit or
transition from your business. This may be the
biggest decision you have ever faced. It is your
opportunity to do it right with guidance. This is both an
important personal event as well as a financial transaction. In
this presentation John outlined what you need to do to get the
best deal for your business and revealed what the experience is
like when you finally let your company go.
Finance options for growing businesses
Speaker: Joshua Ejdelbaum - ASC
This session took a look at the challenges
faced in raising finance for small businesses,
and gave an overview of the different types of
finance which exist for small businesses.
According to Josh, getting funding for your
business does not have to be as demanding as going on
Dragon’s Den! With 41% of SMEs sourcing external finance in
the last three years there are lots of companies out there
looking to grow.

We have seen a growing trend of cities
becoming “smarter”, solving everyday
problems with help of IoT devices, and
now that 5G is finally on the horizon, the topic is
hotter than ever. The superior levels of
connectivity offered by this technology promise
a future where sensors will make it easier to
regulate every aspect of a city, from its energy
consumption to the regulation of its roads.
Mobility solutions already help law
enforcement corps in many tasks; for example,
by automatically detecting an accident or
recognising and recording the license plate and
patterns of free flowing traffic. The same
technology of precise surveillance cameras,
combined with video analytics, can be used to
detect cars parked in red zones, and
automatically send an alert to the police or the
security personnel of the affected premises.
You might think that illegally parked cars are
more of a nuisance than a danger, but actually
they pose a number of different security threats.
For example, the car may block a section of the
road, which means for other vehicles to pass is
either very difficult or even impossible, which in
turn means the creation of traffic congestion,
raising the chances of an accident happening.
Parking in front of hospitals or police
stations, in a way that blocks passage for
ambulances and other first responders’ vehicles,
can actually cost lives. The longer a vehicle is
parked illegally, the greater the risks of
accidents. That is why it’s so important to have a
solution that automatically notifies law
enforcement, who can then act quickly to
remove the problem.
Identify and resolve
To understand how this technology works, let’s
take a typical scenario of an unauthorised
vehicle occupying a space dedicated to other
users, for example a bus stop. Instead of pulling
over next to the pavement, now the bus is forced
to stop in the middle of the lane, making the
passage difficult for other vehicles. And if this
happens during rush hour, an already heavy
traffic flow can exacerbate into a block.
Instead of having to wait for someone to
signal the disruption, a camera can quickly
detect the vehicle through analytics software. If
a violation is recognised, law enforcement is
automatically alerted and can take steps to
solve the situation before it escalates; on top of
that, if the camera is connected to a horn
speaker, this feature can be used to
automatically play an announcement like
“You’re parking in a prohibited zone”. Recorded
audios often function as a good deterrent,
warning the potential offenders that they’re
being watched.
As well as city surveillance and law
enforcement, the technology can also be
applied by airports, stadiums, property owners
and critical infrastructure to boost their security
and quickly detect potential intruders.
Long term benefits
Avoiding accidents and traffic jams is just the tip
of the iceberg. Solutions that tackle illegal
parking have a positive impact on multiple
levels. On one instance, a better traffic flow
means more satisfied, less stressed citizens.
Also, the method is efficient – thanks to the
automation capabilities – and affordable, as it
utilises the existing CCTV infrastructure and
helps the city collect more fees for parking
violation. Finally, this kind of solution can lead
to a positive change in road users´ traffic
behaviour over time, making the roads safer and
more secure for everyone.

By the time you read this we will probably
have had a General Election and will have
a better idea of what the future holds for
the UK security market, particularly in terms of
Brexit, however we asked the expert PSI Panel
for their (pre-election) predictions for 2020.
Alistair Enser -
Reliance High-Tech
In many respects 2019 marked
a turning point in the security
industry, with artificial
intelligence, software based
analytics and the internet of
things really taking hold. This
will undoubtedly continue during 2020 and
therefore fundamentally alter the way that
technology is specified and installed –
something that has massive implications for
security integrators as well as ethics and
legislation.
Not so long ago, integrators focused their
knowledge and expertise exclusively on the
often quite complex video security and access
control technology they worked with on a dayto-day
basis. However, what we’re seeing now is
that the hardware is becoming easier to install,
but a much higher degree of knowledge about
subjects such as cybersecurity, converged IT
infrastructures and the cloud is required when
commissioning these systems into an IP
network.
This means we are moving from an ‘all in one’
engineer to a multi-phase installation process,
whereby hardware installation is complemented
by experts in software, IT and networking. This
is not to say that one person or company would
not be able to cover all of these disciplines.
However there is still a shortage of companies
like Reliance that have already invested heavily
in this next generation of skills, technology and
training.
While this could be considered an
opportunity missed, it is actually a significant
risk for the end user. Traditional theft has now
been surpassed by theft of data, information
and cyber security issues. Imagine the irony of
your security system being an ‘open door’ for
criminals, or worse!
Additionally, in our digital world, the
traditional security system can now provide
immense value beyond security through
information and analytics, as part of a
converged business system.
We are now firmly at a crossroads. By
investing in new skills and adapting our working
practice and focus, the security industry will not
only adapt to the digitisation of security threats,
but it will become an ever more integral part of a
customer’s general business, providing useful
information that adds value, reduces risk and
saves costs in other areas.

We have seen an influx of
mobile apps created to
manage all aspects of
security, from door entry to
CCTV, allowing users to
receive automatic alerts for
the most diverse events, and providing an ability
to grant or restrict access to this facility.
All this demonstrates the world’s increasing
demand for The Internet of Things and
associated mobility, connectivity and ease of
use, and this is all only going to continue to gain
momentum in the year to come.
Helping this along is the advances in cloud
technology, which is allowing physical security
to become more accessible. Likewise, CCTV
solutions can operate with increased storage
capability and alarms have greater
opportunities to be seamlessly integrated into
existing systems.
The introduction of the much publicized 5G
networks will also impact on the way people
stay connected. Extra speed and bandwidth,
faster operating and more powerful mobiles will
enable apps to work much harder and video to
become the cornerstone of security.
Savvy users will expect us to keep pace in
both residential and commercial markets and
support the move to smart cities.
We have already seen an abundance of smart
technologies attracting homeowners to DIY
solutions for home security. Most recently Ring
added a home alarm system to its ever-growing
systems portfolio.
In response, professional installers will need
to use 2020 to work much harder to
demonstrate their added value, including
considering all aspects from price point to
design and integration capability.

One critical area where we will be able to
influence is in our true ability to provide peace
of mind. 2020 is likely to continue with plenty
of uncertainty, not only in Brexit terms, but also
issues around crime and response capability.
Homeowners will be looking to boost their own
security and seek reassurance their home and
possessions are secured to the highest levels,
that in fact they are able to ‘protect what’s
precious.’

In 2020 several updated and
new British Standards come in
to force reflecting continual
improvement in the UK’s
security industry, a reminder
that Standards are always
evolving.
The recently updated “BS 7858:2019
Screening of Individuals Working in a Secure
Environment” comes into effect from 1st April
2020. Touching all sectors of the security
industry, it adopts a more risk based approach
in this important area.
One of the biggest challenges facing us all
and not least the security sector is cyber. A
BSIA-led development - a Cyber Security Code
of Practice for installers - will be available for
the NPCC’s (National Police Chiefs’ Council)
review during 2020. It covers considerations in
design, installation and ongoing maintenance of
more cyber-robust systems of networked
products and related services.
Electronic Call Handling Operations (ECHO)
will roll out services across all Police areas from
April 2020. ECHO-ready Police forces have
indicated they will only accept verified alarm
signals from ARCs via ECHO, which will place
signals directly on police control room
despatchers, saving time and eliminating errors
legacy practices entail. This automation in
relaying confirmed alarm signals from systems
maintained by approved installers will improve
efficiency in police response, and deliver more
effective use of police resources.

Wow, 2020 already is just around the corner, but what will the
new year bring in? With a massive insurgence in cloud and AI
technologies I think we will see more focus in this area with
more offerings and hosted solutions becoming available. A
camera is a camera, is a camera and still needs to be installed
by a security professional , so this won’t change , well
certainly not in 2020 that is for sure, but with many solutions
now that can be offered to sit between the camera and the end user it will all be
based around this need, from false alarm reduction , cloud storage and backup,
GDPR complaint facial recognition systems , AI lead of site monitoring ,
advanced retail analytics and the list goes on. I do think we may see more
offerings based on monthly type payments like leasing whereas the end-to-end
solution is costed over its intended life cycle and offered in this format like a
mobile phone etc; this may give more customers a point of entry and also help
customer retention for those that choose this method. As for Brexit? Well I can
honestly say the politicians don’t know what will happen (if it happens at all),
so let’s hope either way trade remains strong and the industry doesn’t see any
downturn. Past this all I want to say is a very, very merry Xmas to you all, take
care and we will shall you in 2020.

deployed with peace of mind on more edge

Winners in the year will bring such advanced
systems together with well-designed user
interfaces. Thinking beyond the technologies
themselves and focussing on developing a deep
understanding of customer needs is what will
be key to establishing integrated solutions and
connected devices that drive growth. Indeed a
focus on passion, technology and design.

technology, when considered with the ecofriendly
sustainable attributes and ability to
help save on energy costs, will also see

Here, even formerly disparate products will
need to become connected platforms, showing
security today and in the year to come will be
much more than a single solution and instead
be created to work together holistically and to
suit bespoke specifications.
This approach will see enhanced integration
of IoT devices into enterprise-level solutions.
The rise in city-living is also putting pressure on
infrastructure, so it will become increasingly
important for the truly smart and safe city to
move beyond a vision into reality.

2020 will see digital services
becoming more entrenched
and widely used across the
security industry. The
opportunities that digital
technologies offer are
expanding all the time, with apps, cloud
services, smart buildings, the IoT and artificial
intelligence all becoming widely accepted and
used by both commercial and residential users.
Cloud-based platforms in particular are
making it much easier for installers to deliver a
higher level of support. Changes to system
configurations can be made ‘on-the-fly’, for
example, so site visits can be minimised if the
customer wishes to adjust certain system
parameters. Cloud platforms also simplify the
task of scheduling remote service visits, as
scheduled health checks allow security systems
to be interrogated. This is also be useful for
fault-finding and identifying potential issues
before they become a problem for the customer.
Another emerging digital development in the
security industry is apps. Many of those now
available will give security installers instant
access to the very latest manuals, guides,
technical bulletins, training and other useful
material, all from a mobile device. It is likely
that these apps will be easy to use and will be
designed to offer fast navigation, thus
simplifying the process of accessing relevant
information quickly.
Customer expectations are changing, with a
growing number of tech-savvy users expecting
the same levels of connectivity, remote
accessibility and ease of use that they come
across in other aspects of their life. As the rate
of technology advancements continues apace,
with new digital technologies and product
offerings being considered ‘game-changing’ in
terms of reliability and performance, it is time
for security companies to embrace these
advances and provide appropriate technology to
their customers. In this way they will do more
than simply keep themselves relevant – they will
continue to be an essential part of people’s lives
for years to come.

Although the commodity end of the security and access control market will continue to be price driven, there will
increasingly be customers looking for integrated systems that provide real actionable intelligence. This will rely
on better utilisation of all the data produced by security solutions and will drive decisions, that will positively
impact operational cost management, staffing levels and marketing intelligence, as well as training and skills
development.
2020 will see a change in thinking on the deployment of security infrastructure to support the increased
volume of data being gathered via integrated systems. Importantly, integration will no longer just be the preserve
of larger organisations, as SMEs will begin to take advantage of higher levels of connectivity and integration in order to obtain
meaningful information about building and occupant behaviour.
Having the right software in place to drive productivity will become a primary concern. As a result, hardware will just be a part of
the solution in terms of the data they deliver, with the focus being on how data can be best utilised to deliver solutions to problems
and facilitate deeper levels of business intelligence.
Software solutions will need to provide more customisation to build systems based on specific customer objectives, to add
greater tangible value and improve return on investment. For example, Push notifications can provide information that allows the
customer to be alerted at the earliest possible opportunity, to improve response to resolution times, or before an incident or
problem escalates - while utilisation of the cloud enables much more effective use of mobile connectivity supported by easy to use
mobile apps. In these times of tighter budgets cloud deployments mean lower on-premise deployment costs, improved total cost of
ownership and a reduction in capital expenditure.
The integration and use of IP based systems and networks will also mean that a significantly greater consideration will need to
be given to cybersecurity. A chain is only as strong as its weakest link, so customers must form a holistic strategy regarding their
network security/intrusion detection solutions to avoid opening gateways into their IT networks.

with next day delivery with the opening of a distribution and
after-sales service centre in the Netherlands.
IDIS, which is Korea’s largest in-country surveillance
manufacturer, is opening the new distribution centre to
improve customer service and accelerate growth by
supporting local distributors in each country through much
faster delivery times, with all stock to be available within
days, not weeks, even for the largest projects.
“Our expanded operation means a huge step up in
customer service,” says Joon Jun, President of the Global
Business Division, IDIS. “It can take a long time for buyers to choose a new video solution, but once they decide, they want it very
quickly – we will now be able to do that, right across Europe, and in most cases we will dispatch same day for orders placed
before midday.”
The company saw 22% year-on-year growth across Europe last year and has developed a strong position in multi-site retail,
including fashion chains, high-end boutiques and eating out sectors. IDIS has also built on its success during the 2018 Russian

Controlling convergence
Convergence may be the latest catch-phrase in security,
but it’s something Tim Northwood at Inner Range has
been passionate about for a number of years
Whatever your
access control
system is doing or
controlling, secure
communications are
paramount
Inner Range designs and manufactures its own
access control systems and as a result saw the
opportunities – and security risks – of IP and
cloud-based security management systems early
on. According to Tim Northwood the company’s
products have needed to continue to evolve in
order to prevent exposing clients to cyber
criminals. This means that Tim and his team are
well places to offer advice, so here are his six key
elements for quality converged security:
Secure network
Whatever your access control system is doing or
controlling, secure communications are
paramount; whether this is via in-house private
communication networks or between access
control system controllers, servers and door
modules, or when the core system integrates with
third-party products, such as CCTV.
A robust level of end-to-end encryption across
all these communications channels and interfaces
is vital. Data encryption ensures secure LAN
communications at all times and continuous
monitoring will detect any fault or attempted
module substitution.
Seamless integration
In keeping with the spirit of convergence,
integrating multiple access and security systems
via one core platform means security managers
can access more information, more quickly to help
them deal with situations more effectively.
Integrated systems offer sophisticated ‘cause
and effect’ monitoring, for example with CCTV
cameras coming on automatically if alerts are
triggered. The scope for integration is vast with
CCTV, ANPR, lift controls, visitor management and
increasingly biometric credentials among the
most common.
Sandboxing
Sandboxing is a software management strategy
that offers an extra level of cyber security and is
particularly useful for protecting your core access
control system from malware or harmful
applications that may have infected third-party
integrated products.
Without sandboxing, an application may have
unrestricted access to all system resources and
user data on a computer. A sandboxed app, on the
other hand, can only access resources in its own
‘sandbox’. An application’s sandbox is a limited
area of storage space and memory that contains
the only resources the program requires. If a
program needs to access resources or files
outside its sandbox, permission must be granted.
‘Always on’
Ensuring your access control system is ‘always on’
is another key element for converged systems to
reduce the risk of cyber breaches in vulnerable
down-time. A security system should offer high
availability with an IP network that runs multiple
instances of itself – at the same time – across
multiple nodes or servers at local, national and
global levels. Solutions such as database failover
clustering means it will auto-connect to available
nodes when necessary and ensure there is no
compromise to the system.
Grade 3 intruder alarm
Intruder detection is a vital part of any security
system, converged or otherwise. But many
insurance companies will not provide business
cover unless a Grade 3 alarm system is in place.
The grading system, according to European
Standard EN50131-1, reflects how skilled and
prepared intruders might be. Grade 3 (on an
ascending risk scale from 1 to 4) assumes
intruders will have some knowledge of an alarm
system and a comprehensive range of tools and
portable electronic equipment.
Permissions and audits
As well as keeping physical and cyber criminals
out, converged systems must also monitor
internal activity in case someone abuses their
position. Fine grain permissions ensure
employees, tenants and visitors have bespoke
access credentials and can only access agreed
areas and systems.
Forensic auditing allows you to view every
single action and engagement with the access
control system. This means security managers can
see exactly who has done what to the system and
when. A good audit trail system should have the
ability to ‘roll-back’ changes made to system
programming by any person or entity at a specific
date and time. Any changes made by a ‘rogue’
operator can be undone in one action and the
system programming rolled back to exclude these
changes.

Our apprenticeship standard
The security industry has an apprenticeship standard that’s
been developed by the industry, for the industry. But how can
security installers take advantage of this quality training route
– for staff of all ages? We find out…

The New Way
Following a Government Review of all
apprenticeships across England, which found
many to be unfit for purpose and developed
without employer needs in mind, a completely
new approach to apprenticeships was launched
and the Apprenticeship Standard was born.
This is not specific to the security sector – so
far there are over 500 Apprenticeship Standards
approved for delivery across every facet of UK
industry, with over 100 more currently in
development and growing every month, all
overseen by the Institute for Apprenticeships and
Technical Education (IfATE).
In our industry we now have the ‘Fire,
Emergency and Security Systems (FESS)
Technician’ apprenticeship standard, which any
new apprentices are now enrolled on.
The core principle of the Apprenticeship
Standard is that it is developed by employers –
security and fire systems installers such as
yourself. So firmly in the driving seat for this
standard are those who employ and train
apprentices and know what skills today’s security
installer needs to have.
Companies such as Banham Security, Chubb,
Secom, Amalgamated Ltd, Abel Alarm, Johnson
Controls and Lindum Fire are part of the FESS
Employer Group that are responsible for the
ongoing management of the apprenticeship
standard, to ensure it remains fit for purpose.
The IfATE has designated the Employer Group
as the ‘guardian’ of the apprenticeship standard,
and on a regular basis asks the group to review
the standard and make changes where necessary
so that it reflects modern fire and security skills,
technology and practices. Next year work begins
on the first review process, at which stage the
group will consult with industry to look at what
updates need to be implemented.
Whilst many core skills and behaviours taught
Since the introduction of the new standard we are now starting to see apprentices
successfully complete their apprenticeship, become qualified as a FESS Technician
and gain their Apprenticeship Standard certificate. As the standard becomes more
widely recognised as the training method of choice for all new entrants –
regardless of age – we can be assured that fire and security workforces is being
trained and assessed to a quality benchmark that is not only set by employers, but
also continually governed by employers, to meet the industry needs of today and

and electronic principles, customer services, core
system components and techniques – the benefit
of the FESS Apprenticeship Standard is that
candidates can enrol on a ‘Security Pathway’ that
provides an even more tailored approach for
security installers and their employees.
Under the security pathway, apprentices will
also specifically train in areas such as applying
and implementing security system design,
planning installation, testing, commissioning and
handover. They will also carry out preventative
and corrective maintenance, diagnose and repair
faults on Intruder and holdup alarms, access
control, CCTV and other electronic security
systems and components. Knowledge and
understanding of important areas such as security
risk assessments, design criteria, planning and
project management for system installation are
also included in the apprenticeship standard.
With the introduction of the Apprenticeship
Standard come some new elements, not part
previous apprenticeships, to make the training
more robust and produce a more rounded and
competent individual. The first is a focus on Safe
Isolation, which now should be essential, safetycritical
working practice for all installers.
Secondly, the introduction of a two-day End Point
Assessment at the end of the training programme
to test whether the apprenticeship has gained all
the knowledge, practical skills and behaviours
required. Within this assessment is also a
Professional Discussion which allows the
candidates to demonstrate how to succeed
through effective behaviours to build and retain
trust with customers and colleagues.
Using the new apprenticeship standard there’s
also no reason why you can’t recruit at all ages
and access apprenticeship funding to develop
your employees.
Historically, apprenticeship funding was only
available for young people, and many training
providers still perpetuate this outdated message.
However, in England, companies can now get
funding to take on an apprentice at any age.
With the financial support available,
apprenticeships are a great option for employers
to also upskill more experienced workers to gain
a formal qualification. Or recruit an older
employee and put them through the
apprenticeship as a training mechanism. Most
employers will be unaware that the
apprenticeship standard can also be used for this
purpose, so it’s worth investigating the funding in
this area.

CCTV – TRIED & TESTED
An overview of some of the products we have featured in PSI independent
test reports. This month we highlight recent CCTV reviews; products are
listed in no particular order. As always, manufacturers and distributors have
no input in the test reports or results
Bosch – Flexidome NDE-4502-AL
This is a compact, easy to install, ONVIF compliant dome with a remote
zoom and focus 3mm to 10mm auto-iris lens. It provides up to two 1920
x1080p streams with a third using MJPEG. Both H.264 and H.265 are
supported. A wide selection of video analytic features along with local
alarm input & output connection and audio line in and out. Infrared illumination is quoted
to 30 metres.
Review: A very capable camera with good sensitivity and 1080p HD detail. Can be configured
to record directly to iSCSI drive as well as its optional internal Micro SD card. Web access to
relevant information is not a straightforward as it
could be.
IDIS – DC-Y3C14WRX
This is a 360° dome IP camera with built-in infrared
illumination. It supports two-way audio, alarm input and
outputs and a range of viewing modes.
Review: This is a well-built 360° camera with some very
flexible display modes. For maximum benefit it would
ideally be used with an IDIS NVR or front end but
works well with the supplied software or Web viewer.
Concept Pro – CP-HSD20-AHD
This Concept Pro IP66 IK10 rated speed-dome is based on the Starvis 1/2.8” CMOS
sensor, giving a 2MP (1920 x 1080p) image with a 20x zoom lens and in-built infrared
illuminators with a stated range of up to 150 metres. A 30x zoom version is also
available. The camera provides outputs for all the main analogue HD formats such as
AHD, CVI, TVI along with the digital over coax SDI standard.
Review: An interesting highly sensitive HD speed dome that gives a potentially easy route to
changing from analogue HD to IP based viewing and control, compatible with all key analogue HD
systems. Some of the camera’s core configuration options are not currently
accessible via the browser but possibly may be included in a future
firmware version.
Vista – VK2-MP4XVDIR28V12M
This dome is a 4MP vandal resistant model from the Vista VK2 range, with IP66
and IK10 protection ratings. A motorised 2.8 to 12 mm lens allows simple
adjustment of the required field of view once installed. H.264 and H.265 formats
are available with up to four streams. IR LED illumination is stated up to 25 metres.
Review: A well-featured external vandal resistant camera with excellent resolution and good sensitivity.
Support documentation is of a good standard. Additional software performed reasonably well.

SMOKE DETECTION
Hikvision – DS-2CD4A26FWD
This camera is a high-end outdoor bullet camera identified as part of
Hikvision’s DarkFighter range. The camera offers very high sensitivity and
1920 x 1080p HD performance with pre-installed firmware to provide video
analytic functions. These can be selected from options including Audio
Exception, Defocus, Scene Change, Face, Line Crossing, Intrusion, Region Entrance,
Region Exiting, Unattended Baggage and Object Removal Detection.
Review: The wide range of detection methods mean that this camera can fulfil the majority of current security video tasks. Its builtin
Infrared illuminator range and high sensitivity provide very good image quality even in challenging conditions.
Tyco – Illustra Flex IFS02P6INWIT
This Indoor HD PTZ dome is from the Illustra Flex range and has a 30 times optical and
12 times digital zoom range with IR illumination up to 25 metres. An external variant
has IR support to 150 metres.
Review: A very well constructed PTZ camera unit with straightforward connection and
configuration. Some minor issues encountered with setup functions and lens performance but overall,
good image quality and extended zoom range.
Hanwha Techwin – Wisenet PNM-9320VQP
The Wisenet PNM-9320VQP is a relatively large assembly that can house up
to 4 fixed camera modules for wide area coverage and with a PTZ camera
beneath fitted with a 32x zoom lens of 4.44mm to 142.6mm. The wide
range of fixed camera modules means that the camera can cover a full 360° field of view or 4
specific narrower views to suit the surveillance requirement.
Review: An interesting device to provide wide area surveillance with PTZ
support for close-up or automated tracking of subjects. The single network
connection means that an existing network camera can be upgraded to a multiview
capability without the need for additional network hardware.
Dahua DH-IPC-HF8835FP
This is an 8MP (UHD) box style camera with very high
sensitivity and intelligent video detection capabilities. It is
promoted as a Starlight+ camera. Due to the large format
of the CMOS sensor used, the lens mount is an M43 (Micro
four thirds) bayonet-style connection.
Review: It is likely that lens choice will be limited for some time unless this mount finds more common usage in the security industry.
Various compact mirrorless digital cameras use the M43 format so this may be the best way to provide a variety of options, but
controlled zoom versions may be limited and expensive.
Flir – CC-3103-01-I
This is an IP66 rated corner mounting 3MP IP camera from the Flir Ariel range with
a lens viewing angle designed to provide wall to wall and ceiling to floor coverage
of the surveyed area. It has a curved front plate to ensure no grip is possible and
that no ligature can be attached. A microphone allows sound to be captured and
discrete infrared illumination is available for low or zero visible light use.
Review: This camera is very simple to get up and running and has a wide range of settings to optimise its
performance. Image quality and colour rendition is very good and alarm settings are clearly laid out and
function well. The ease of browser access was a welcome change from some supplier offerings.

Mobile CCTV solution developed
to protect Hackney public
Delivering public space CCTV via mobile
applications, from emergency response through to
dealing with antisocial behaviour, has always
been technically challenging. Hackney Council’s
Civil Protection Service Manager, Andy Wells,
recently saw an opportunity to introduce two
existing suppliers to each other, to collaborate in
developing a mobile CCTV solution – and one that
would provide significant advantages over
traditional CCTV.
Commenting on the development of the new
mobile CCTV solution, Adrian Kirk, Director at 360
Vision Technology said: “Rugged at the roadside

manufacturer of aluminium flat rolled products.
At 27 hectares, Bridgnorth Aluminium’s site
in Bridgnorth, Shropshire is home to a
casthouse, rolling mill, two litho centres, a
multi-slitting line and finishing lines. The
company had previously been using three
separate CCTV systems, each covering different
parts of this large site, one of which was over 15
years old, had very poor image quality and was
starting to show signs of failure. Furthermore,
none of the CCTV systems had any level of

Initially the system was designed to deploy
lighting solutions for emergency services and
other applications, but it has now been adapted to
provide a vehicle roof mounted pneumatic CCTV
mast system. Unlike traditional CCTV van
conversions, it doesn’t require the vehicle to be
permanently adapted, with large areas within a
van’s space being taken up by the mast rig set up -
which causes permanent damage to the vehicle’s
structure.
This new approach allows the system to be
removed and reinstalled onto a new vehicle,
providing a better return on investment, by
minimising costs associated with the initial
installation, as well as costs associated with the
host vehicle. Debbie Taylor, Director of Woodway
Engineering commented: “Collaborating with
another UK manufacturer to deliver a versatile
CCTV solution that can save costs and increase
return on investment over current methods of
fitting out a vehicle for mobile CCTV applications
is exactly the type of innovative British design and
manufacturing business we are all about. We are
grateful to Hackney Council for their input and
hope they get great results in helping to protect
the public in Hackney.”

particular cameras were lost, along with any
recorded footage. Steve Denton, IT Manager at
Bridgnorth Aluminium, explains the decision to
upgrade: “We needed to consolidate everything
into one single CCTV system, including all of the
cameras from the other three systems, and we
needed to add a level of redundancy. The CCTV
system is critical to our business in terms of
health and safety of our employees and site
security.”
Stanley Security designed a new site wide IP
based CCTV system, covering external areas and
the perimeter of the site, along with internal
areas including key indoor production spaces.
The system takes advantage of Bridgnorth
Aluminium’s existing IP network which is
deployed in most areas of the site, negating the
need to install COAX cable. Opting for an IP
based CCTV system has also enabled Bridgnorth
Aluminium to make use of newer technology
with better quality images, which was key.
The new IP CCTV system features Stanley
2MP bullet cameras and dome cameras,
including 360?dome models. The cameras feed
back to two Milestone Husky M500 Advanced
Network Video Recording hardware platforms;
one of which is used in case of redundancy.
Bridgnorth Aluminium is pleased with the
new CCTV system as Steve Denton comments:
“The image quality of the new system is streets
ahead of the old system.”

Future-poofed protection
system at high-rise property
WDH, one of the UK’s largest housing associations
managing more than 31000 homes, has awarded
Openview Security Solutions a contract to install
security and fire protection systems for a pilot
scheme at Low Cross Court, a high-rise building
with thirty-four dwellings. OpenView was
awarded the contract after winning an open
tender to the CCTV, door entry, access control, fire
alarm, sprinklers, fire stopping and additional fire
safety measures controlled by a full management
and control system.
According to Daniel Boardman, WDH’s Property
Compliance Manager: “We specified built-in
future-proofing to ensure that maximum benefits
were achieved over the longer term for our
tenants. This pilot was an essential part of the
programme to determine the suitability and
feasibility of the different systems before rolling
them out to the remaining high-rise buildings as
part of our ongoing Strategic Improvement
Programme. It will help in delivering our vision to
create confident communities and improve the
lives of local people.”
WDH invited OpenView to tender after seeing
how the company has enabled Your Homes
Newcastle (YHN) to deploy a suite of smart living
solutions across a city-wide IT infrastructure. The
organisation wanted to find out if a similar system
would work in Wakefield. It subsequently carried
out a detailed evaluation of all the latest
technology solutions and employed an
independent consultant to develop the scope of
works for the pilot scheme where the integrated
systems would be thoroughly tested and
evaluated.
Security management for UCL
multi-site estate
University College London (UCL) is committed to
keeping students, staff and visitors as safe as
possible. This is achieved thanks to an on-going
partnership and framework agreement with
Reliance High-Tech.
With more than 21,000 staff and nearly
40,000 students from 150 different countries,
UCL is now the largest higher education
institution in London comprising a complex
multi-site estate of over 230 historic and modern
buildings.
The team at UCL oversees a range of security
issues on a regular basis including the provision
of ID and/or entry cards, the installation and
maintenance of CCTV and access control
systems, the management of a video
management system (VMS), as well as offering
general advice on any security matters.
Don Dixon, Reliance High-Tech’s corporate
solutions manager said: “We were delighted to
win the contract. We welcomed the opportunity
help maintain a consistent security solution
across UCL’s entire multi-site estate, which
includes over 900 cameras and 2,000 doors, as
well as almost one petabyte (PB) of electronic
OpenView ensured the full integration of all
systems. They included 4K Avigilon CCTV, IPbased
smart living solution, cloud-based access
control from KMS and a Citrix-based web portal
that provides online access to all installed
systems. Fire protection measures include fire
alarm, sprinklers, fire stopping and additional fire
safety systems including automatic opening vents
for the dispersal of smoke in the event of a fire
and Part 6 automatic fire detection from Aico
Smart Solutions. All systems are connected on a
Cat6 IP network infrastructure.
The new system enables the rapid
identification of incidents that require urgent
action to be taken. For example, in the event of a
fire in an individual dwelling, WDH operators can
quickly identify the precise location and call the
tenant to verify the situation before initiating an
agreed sequence of events.

After carrying out a full assessment of UCL’s
requirements, Reliance High-Tech deployed
seven full time personnel. This team comprises
two senior service engineers, who are primarily
responsible for overseeing commissioning, as
well as four service engineers, who focus on
service activity and planned preventative
maintenance (PPM). These personnel are
complemented by a dedicated designer, who
helps to turn projects around quickly and
efficiently and understands the requirements of
UCL when working with other on-site mechanical
and electrical
contracting teams.
