Superfast broadb<strong>and</strong> public consultation launched<br />
A public consultation has been launched by Connecting Devon<br />
<strong>and</strong> Somerset ahead of undertaking a fresh procurement to find<br />
contractors to provide superfast broadb<strong>and</strong>.<br />
CDS, which is responsible for rolling out broadb<strong>and</strong> across the<br />
two counties, is establishing the remaining area where there are<br />
no current or credible future plans to deliver Next Generation Access broadb<strong>and</strong><br />
infrastructure capable of download speeds of at least 30Mbps.<br />
To establish the existing coverage of broadb<strong>and</strong> infrastructure in the programme<br />
area as well as that planned for the next three years, CDS carried out an Open<br />
Market Review earlier this year.<br />
This included commercial coverage by existing <strong>and</strong> prospective broadb<strong>and</strong><br />
providers as well as coverage procured through CDS contracts. This has helped<br />
CDS to establish the area where intervention is to be proposed, avoiding areas<br />
where commercial investment is planned as public investment in broadb<strong>and</strong> can<br />
only take place in areas where there is no broadb<strong>and</strong> infrastructure <strong>and</strong> where<br />
none is planned in the next three years. Comments on these proposals are now<br />
invited.<br />
Consultation responses need to be submitted by Tuesday 10 <strong>December</strong> to<br />
enquiries@connectingdevon<strong>and</strong>somerset.co.uk. or in writing to OMR consultation,<br />
Economy Team, AB2 Lucombe House, County Hall, Exeter, EX2 4QD.<br />
The consultation will enable broadb<strong>and</strong> providers to review the mapping to ensure<br />
it correctly represents the information provided by them.<br />

Responses to the consultation will help inform the final premises CDS will seek<br />

Skills <strong>and</strong> CDS board member, said: “We’re keen to extend the availability of Next<br />
Generation Access infrastructure across the CDS area, <strong>and</strong> this public consultation<br />
will enable us to set out the proposed areas where we will need to focus our<br />
efforts. Having carried out our Open Market Review we have asked all known<br />
broadb<strong>and</strong> infrastructure providers for their existing <strong>and</strong> potential plans for new<br />

Clever ideas for the technically minded<br />
Dear Readers<br />
As we head towards Christmas (with a shudder) I am going to take a look at some of<br />
the latest tech options.<br />
Bose Noise Cancelling 700 Headphones Costing less than £350 from major<br />
resellers, these are probably the best noise cancelling headphones I have ever<br />
sampled. They boast not only excellent sound, but also a great battery life. Pricey?<br />
Yes. Are they worth it? Definitely, if you are an avid music listener.<br />
If drones are your thing, the latest DJI Mavic Mini is available. From around £350<br />
this certificate free (meaning you don’t have to register with the Civil Aviation<br />
Authority) <strong>and</strong> with a massive battery life of around 30 minutes, is one of the best in<br />
its class. Easy to transport <strong>and</strong> fly, packed with features <strong>and</strong> a superb camera, this<br />
is a nifty piece of kit <strong>and</strong> great fun.<br />
Next up we have an update on my favourite item in the house. Amazon Echo. Now it<br />
comes with a clock so can be next to the bed <strong>and</strong> act as an alarm clock, as well as<br />
having all the usual features.<br />
Tile (you may know them for tracking keys) have released a Tile mini tracker. Up to<br />
150 feet range <strong>and</strong> with a whopping 3 year battery, attach this to some of your most<br />
precious items, take it to the beach, or attach it to the kids while shopping! Clever<br />
tile! For a mere £35 on Amazon, bargain!<br />
Finally, a funky upgrade on a diary/planner/organiser. Welcome to the Rocketbook<br />
Fusion. A book that’s not a book. This clever, reusable diary links to your phone. You<br />
scan your pages with your phone <strong>and</strong> then wipe clean with a damp cloth while the<br />
software converts your scan to an online diary. Around £35 <strong>and</strong> available at<br />

There are two types of trips by minibus operating<br />
from <strong>Lynton</strong>:<br />

Tour of Britain to return to Devon in 2020<br />
Devon County Council <strong>and</strong> Tour organisers<br />
SweetSpot have confirmed that Devon will host<br />
Stage Two of the UK’s premier cycle race on<br />
Monday 7 September 2020. The Tour of Britain<br />
has already unveiled Cornwall as the location of<br />
the Gr<strong>and</strong> Depart on Sunday 6 September 2020.<br />
The following day, the race will move across the<br />
border for the Devon Stage, which will start in the new community of Sherford in the<br />
South Hams <strong>and</strong> finish in Exeter city centre. The 2020 Tour of Britain will be the<br />
17th edition of the modern era of The Tour – <strong>and</strong> it will be the 11th time Devon has<br />
featured in the race. In that time more than 1.7 million people have lined the routes<br />
in Devon to watch the stages in the county <strong>and</strong> it has generated over £41 million for<br />
the local economy.<br />

2020 Tour of Britain at the national launch of the race in the Spring. Look out for<br />

NHS Summary Care Record with Additional Information If you are registered with a GP practice in<br />
Engl<strong>and</strong> you will have a Summary Care Record (SCR) unless you have previously chosen not to have<br />
one. It includes important information about your health, medicines you are taking, allergies you<br />
suffer from <strong>and</strong> any bad reactions to medicines. You may need to be treated by health <strong>and</strong> care<br />
professionals who do not know your medical history. Essential details about your healthcare can be<br />
difficult to remember particularly when you are unwell or have complex care needs. Having a SCR<br />
means when you need healthcare you can be helped to recall vital information. SCRs can help the<br />
staff involved in your care make better <strong>and</strong> safer decisions about how best to treat you. You can<br />
choose to have additional information included in your SCR, which can enhance the care you<br />
receive. This information includes your illnesses <strong>and</strong> health problems, operations <strong>and</strong> vaccinations<br />
you have had in the past, how you would like to be treated - such as where you would prefer to<br />
receive care, what support you might need, who should be contacted for more information about<br />
you. If you would like this information adding to your SCR then please call into reception to collect a<br />
form or complete the form available on our website <strong>and</strong> send it in to us.<br />
Message from the Nursing Team The nursing team has a problem currently with covering the minor<br />
injury aspect of our service. We have a new member of the team who is awaiting commencement of<br />
the minor injuries course, a nurse on long term sick leave, <strong>and</strong> a nurse who is just starting<br />
maternity leave! This leaves only 2 members of the team with the minor injuries qualification for the<br />
foreseeable future. As we usually provide a 7 day a week service this is going to be difficult, <strong>and</strong><br />
there are not sufficient minor injuries trained staff available in other areas to help us out! From the<br />
weekend of Nov 16th, we will reluctantly be reducing our minor injury service to 6 days. Normal<br />
service will operate Mon-Fri, with practice nursing/minor injuries service from 8-6 <strong>and</strong> community<br />
nursing from 9-5. Saturdays there will be community nursing cover from 9-5 <strong>and</strong> the minor injury<br />
service will be open 11-4 (as normal). Sundays community nursing service will operate from 9-5 but<br />
there will be no minor injury service. As always, we ask people to think carefully about the most<br />
appropriate NHS service for their needs such as getting advice from a pharmacy, making use of GP<br />
appointments that are available evenings, weekends, bank holidays, <strong>and</strong> online, or visiting your<br />
local minor injury service – whilst there will not be a minor injuries service in <strong>Lynton</strong> on Sundays,<br />
Ilfracombe <strong>and</strong> Bideford will be operating their regular hours. You can also get advice from the NHS<br />
111 service. Find your local healthcare services <strong>and</strong> information on getting the right treatment<br />

resume our normal service as soon as possible. Thank you for your underst<strong>and</strong>ing!<br />
New Registrar We would like to announce that Dr Ash Arora joined us in November <strong>and</strong> will be with<br />
us for 6 months. Dr Arora is at the end of her GP training <strong>and</strong> seeing out her final months here at<br />
Lyn Health. We hope you will give her the warm welcome all our registrars have had over the years.<br />
Baby News! We are very pleased to announce that nurse Amy Lake has now had her baby. A little<br />
boy, Lenny, who joined her family a little earlier than planned on the 8th November. Mum <strong>and</strong> baby<br />
are doing well.<br />
Christmas, New Year <strong>and</strong> Staff Training Closing Information The surgery will be CLOSED<br />
Wednesday 25th <strong>December</strong>, Thursday 26th <strong>December</strong> <strong>and</strong> Wednesday 1st January. MIU will be<br />
operating weekend hours of 11am until 4pm on the 26th <strong>December</strong> <strong>and</strong> CLOSED 25th <strong>December</strong><br />
<strong>and</strong> 1st January. All other days the surgery <strong>and</strong> MIU will be operating as normal. The surgery will be<br />
CLOSED from 12.30 on Wednesday 22nd January 2020 for GP <strong>and</strong> Patient Services Training. MIU<br />
will remain open as normal.<br />

Christmas <strong>2019</strong><br />
The temperature outside is dropping, <strong>and</strong> the l<strong>and</strong>scape is changing colour – winter is upon us. Our<br />
thoughts have turned to warm, hearty food, <strong>and</strong> of course to Christmas. This year, alongside the turkey,<br />
we’re serving a vegetarian alternative for our festive feast. Rather than the traditional nut roast, we’ve<br />
decided on a show stopping mushroom, lentil <strong>and</strong> red wine Wellington. With the centrepieces sorted, all<br />
that's left is to bring the vegetables to life. Gone are the days of boring boiled veg; nowadays flavour <strong>and</strong><br />
texture are king, <strong>and</strong> veg can be the star of the show! Our growers have been planning, planting, <strong>and</strong><br />
tending for the best part of a year, making sure everything is ready for the big day, so we really want to<br />
make their Christmas crops sing. Stir-frying your sprouts with cranberries <strong>and</strong> pecans makes a good,<br />
simple side with a bit of crunch <strong>and</strong> sweetness from the festive nuts <strong>and</strong> berries. You could also try<br />
creamed parsnips with almonds for those who fancy something a little different to roasted parsnips. And a<br />
tasty alternative to roasties are hasselback potatoes with roast garlic <strong>and</strong> rosemary – just the thing for an<br />
unforgettable Christmas feast.<br />

Mushroom, Lentil & Red Wine Wellington Serves 4-6<br />
The cooking is simple <strong>and</strong> speedy, but you need to give the filling time to cool - it makes working with the<br />
pastry much easier. If practical, it’s worth getting all the elements ready the day before. It gives them time<br />
to cool, leaving you to just wrap <strong>and</strong> bake on Christmas morning.<br />
4 large Portobello mushrooms<br />
1 onion, finely dice<br />
1 carrot, finely diced<br />
1 celery stick, finely dice<br />
1 tin cooked dark/puy lentils<br />
2 garlic cloves, finely chopped<br />
1 large sprig of rosemary, finely chopped<br />
1 tbsp soy sauce<br />
100ml red wine<br />
300g puff pastry<br />
150g baby spinach<br />
1 egg, beaten<br />
1. Preheat your oven to 200˚C/Gas 6. Toss the mushrooms in a roasting tray with 2 tbsp of oil <strong>and</strong> a<br />
generous seasoning of salt <strong>and</strong> pepper. Bake for 20 mins. Remove from the tray <strong>and</strong> place in the fridge<br />
to cool quickly. Clean the tray.<br />
2. While the mushrooms roast, warm 1 tbsp of oil in a saucepan <strong>and</strong> cook the onion, carrot <strong>and</strong> celery<br />
over a medium heat for 10 mins, until starting to soften.<br />
3. Meanwhile, drain <strong>and</strong> rinse the lentils in a sieve.<br />
4. Add the garlic, rosemary, lentils, soy sauce <strong>and</strong> red wine to the veg, along with 100ml of water. Cook<br />
over a medium heat for 10 mins, until most of the liquid has disappeared <strong>and</strong> the lentils have become<br />
mushy. Remove from the heat <strong>and</strong> season with salt <strong>and</strong> pepper to taste. Pop into the fridge to cool.<br />
5. Roll out the pastry into a rectangle about 3mm thin, roughly the size of an A4 sheet. Lay it on the clean<br />
baking tray <strong>and</strong> return it to the fridge to stay cold.<br />
6. Wash the spinach. Place it in saucepan over a high heat until just wilted, about 30 secs. Cool<br />
immediately under cold water. Drain, squeeze out any excess water, <strong>and</strong> roughly chop it.<br />
To build the Wellington, spread the cooled lentil mix evenly over the pastry, leaving a 2cm gap along one<br />
long edge. Place the mushrooms, stems up, in a line down the centre <strong>and</strong> pack them with chopped spinach.<br />
Brush the exposed pastry edge with a little water. Gently lift it up <strong>and</strong> over to completely encase the<br />
mushrooms, pressing the damp edge down to seal. Crimp the open ends closed. Brush with a little beaten<br />
egg <strong>and</strong> lightly score the top with a sharp knife. Cut 2 or 3 vent holes in the top to let the steam escape.<br />
Transfer to the oven <strong>and</strong> bake for 20-25 mins, until golden <strong>and</strong> cooked through.<br />

Switch-on event at Barnstaple Pannier Market on November 28, from 5.30pm. You can<br />
light a c<strong>and</strong>le in memory of your loved ones at one of the special services taking place<br />
across North Devon throughout <strong>December</strong> (see list of services below). These services are<br />
open to everyone, not just those who have been supported by either hospice. If you<br />
cannot attend a Light Up a Life service but would still like to be part of this season of<br />
remembrance, you can take part in the appeal <strong>and</strong> add your loved one’s name to a<br />

when people buy lots of valuable presents. Police advise members of the public to: keep windows <strong>and</strong><br />
doors secure at all times : keep presents <strong>and</strong> valuables away from outside view. For example, avoid<br />
stockpiling large amounts of gifts under the tree too early <strong>and</strong> keep garages securely locked. By taking<br />
simple precautions people can help reduce crime while preventing the heartache of losing valuable or<br />
sentimental gifts over the festive season. Lock your vehicles <strong>and</strong> close windows : Park in a well-lit <strong>and</strong><br />
recognised car park : Leave nothing on display: Plan shopping so that bulky items are collected at the end<br />
of the day : Register valuables using the free service at www.immobilise.com which enables police to<br />
identify the owner of the items if they are stolen.<br />
Alcohol – know when to stop! Devon <strong>and</strong> Cornwall Police are encouraging people to keep safe <strong>and</strong> have<br />
a good time during the festive period. Traditionally the number of incidents involving alcohol <strong>and</strong> violence<br />
(including assault, sexual offences <strong>and</strong> domestic abuse) increase at this time of year. <strong>Lynton</strong> Police said:<br />
“We want everyone to enjoy themselves when celebrating over Christmas <strong>and</strong> New Year. Whilst most<br />
people drink responsibly, there is a small minority who do not. Alcohol can dramatically change<br />
someone‟s behaviour which can often result in them doing something they may not do when sober. We<br />
are asking people to think about the consequences of excessive drinking before they begin their night<br />
out.” Police advice : Drink responsibly – know when to stop drinking alcohol <strong>and</strong> drink water regularly<br />
during the evening : Always walk away from trouble : Stay in control <strong>and</strong> prevent one night‟s actions<br />
leaving you with a criminal record for years to come : Plan how to get home before you go out <strong>and</strong> prebook<br />
a licensed taxi if you will need one at the end of the evening : Report domestic abuse <strong>and</strong> seek help<br />
<strong>and</strong> support if you are a victim.<br />

Road Closure - <strong>Lynton</strong> Station Hill<br />
Work will be taking place on Station Hill, <strong>Lynton</strong> starting 6 January 2020. Work will be carried out<br />
under a full road closure but when safe it will be reduced to two-way traffic lights. The work will run<br />
until the start of April 2020.<br />
What are we doing? Along Station Hill in <strong>Lynton</strong> there is a section of highway (40 meters) which is<br />
showing serious signs of cracking <strong>and</strong> has deteriorated over time. No existing edge support to the<br />
carriageway has been identified <strong>and</strong> in addition, there is no suitable road restraint system in place to<br />
protect vehicles from the road edge. To repair the carriageway <strong>and</strong> provide long-lasting support a mass<br />
concrete retaining wall will be constructed, which will be finished with a masonry parapet to protect<br />
vehicles from the steep bank below. Resurfacing of the highway will also be carried out.<br />
Traffic management The traffic management will be in the form of a full road closure which will be in<br />
place 24/7. This road closure will be in action for much of the scheme to safeguard both the<br />
contractor <strong>and</strong> members of the public. However, if possible, we may consider the use of two-way traffic<br />
lights to allow the road to be reopened earlier than anticipated.<br />
Diversion routes For this closure we have provided one diversion route for both a light vehicle <strong>and</strong><br />
HGV (heavy goods vehicle) to use. Both diversion routes (Station Hill <strong>and</strong> B3234) can be found<br />
on one.network which will display the exact routes. Please note one.network requires you to create an<br />
account to view future <strong>and</strong> proposed work.<br />
Can I claim compensation? There is no legal obligation or express statutory authority that enables<br />
Devon County Council to compensate for increased costs or any financial loss suffered as a result of<br />
the traffic management in place. While every effort is made to inconvenience the public as little as<br />
possible there are times when however regrettable interruptions cannot be avoided. If you would like<br />

On a summer's day in 2016, the organisers of<br />
FolkEast Festival masterminded one of the most<br />
intriguing <strong>and</strong> exciting collaborations on today's<br />
folk scene. Peter Knight, legendary violinist <strong>and</strong><br />
ex-member of folk-rock b<strong>and</strong> Steeleye Span, was<br />
paired with leading melodeon player <strong>and</strong> ex-<br />
Bellowhead member John Spiers, for a special<br />
one-off performance which left audiences in awe.<br />

With no space to be found in the marquee, people stood five deep in the pouring rain in<br />
order to witness the bringing together of two of the most genuinely gifted musicians in<br />
their respective fields. With a st<strong>and</strong>ing ovation <strong>and</strong> roars for more, <strong>and</strong> much to the<br />
delight of folk fans everywhere, Knight <strong>and</strong> Spiers decided not to leave things there.<br />
The pairing of violin <strong>and</strong> melodeon is not a new one, but in the h<strong>and</strong>s of Knight <strong>and</strong><br />
Spiers improvisation <strong>and</strong> invention meet the listener at every turn. Together they have<br />
created a musical document that resonates with history, but also something that should<br />
inspire future generations of musicians to engage with Britain’s folk dancing heritage<br />

very many years’ service; although you'll still see him in the Visitor Centre on Saturdays, <strong>and</strong><br />
David Howells decided not to st<strong>and</strong> for re-election this year. He too will continue to be<br />
involved in the project as a volunteer. The board was already at full stretch before the loss of<br />
these two Trustees <strong>and</strong> their responsibilities will have to be shared between the rest. We<br />
need more people at the organisation level, whether trustees or volunteers. If you can help in any way with<br />
organisation, planning <strong>and</strong> management of the project please get in touch.<br />
Progress on board The aft deck house, constructed in our own workshops by our volunteers over the last few months,<br />
is assuming its rightful place over the aft companionway on board. In excursion service Medway Queen had very<br />
primitive weather protection for the aft companionway which would be seen as inadequate now, whether sailing or on<br />
hire as a venue. When she performed a similar static role on the Isle of Wight a part-glazed deckhouse was installed to<br />
give the necessary protection <strong>and</strong> security <strong>and</strong> work is now progressing to replace our temporary structure with<br />
something more serviceable. Down on the main deck the aft saloon continues to make progress <strong>and</strong> work has started<br />
to fit out the galley. Work progresses on the aft saloon deck head <strong>and</strong> painting will follow when complete. Other areas<br />
in that compartment are coming along as previously reported – cases of continuing progress. Forward, in the galley,<br />
modern hygienic units are being installed. This has to be “non-heritage” to meet modern requirements <strong>and</strong> the old<br />
coke stove is unlikely to be welcome in today’s regulatory climate! The lower aft saloon will continue to be a display<br />
area in 2020 <strong>and</strong> with the 80 th anniversary of the Dunkirk Evacuation approaching there is only one possible topic! We<br />
had a Dunkirk themed display in there a couple of years ago <strong>and</strong> that will be enlarged <strong>and</strong> updated with new material<br />
for the 2020 season.<br />
Dunkirk 2020 Prince Michael of Kent mentioned the possibility of Medway Queen joining the 80 th anniversary event<br />
when he visited the ship <strong>and</strong> we are keen to do that. Plans are in h<strong>and</strong>, but getting MQ to Ramsgate is not easy. The<br />
ship is without power, the current focus being on preparation to earn revenue as a venue. As I mentioned last time,<br />
she is overdue for hull painting which could be undertaken in the same movement sequence from Gillingham Pier. We<br />
have funds allocated for the work on the hull but sponsorship would be very helpful towards the cost of the tow <strong>and</strong><br />
insurance for the voyage. A planned commemorative publication <strong>and</strong> other merch<strong>and</strong>ising will contribute but we<br />
expect to need about £10,000 in sponsorship for the exercise. Anything left over or raised at the event will support<br />
further restoration. Private or commercial sponsorship would be very welcome. If you can help please contact the<br />

Other News The “Wheels of Time” marketing scheme has reaped benefits for our visitor numbers with more families<br />
coming to see the ship. No less than ten of our young visitors have chosen Medway Queen as the attraction to come<br />
back to for the presentation of their awards for visiting sites in the scheme. They get a “Gold” badge for 30 sites <strong>and</strong> a<br />
“Wheels of Time <strong>2019</strong> Award” for all 40. A tribute to the skill <strong>and</strong> patience of our Saturday Team who manage the<br />
Visitor Centre <strong>and</strong> ship tours. Christmas cards: Last year in something of a last minute rush we produced a batch of<br />
Christmas cards for sale in support of Medway Queen. They proved popular <strong>and</strong> we have repeated the exercise this<br />
year with two designs available. The cards are approximately 6 inches square <strong>and</strong> printed on 350gsm card. The<br />
message inside is “Merry Christmas”. They sell in packs of 10 for £6 (one design per pack) <strong>and</strong> UK P&P at £1.70 per<br />

News from the <strong>Exmoor</strong> Pony Centre, Ashwick, Dulverton TA22 9QE<br />
Our ‘Wildlife at Night’ event, part of the Dark Skies Festival, was fully booked <strong>and</strong><br />
everyone enjoyed being with our lovely ponies <strong>and</strong> discovering some of <strong>Exmoor</strong>’s nighttime<br />
wildlife before warming up with marshmallows <strong>and</strong> hot chocolate. In October we<br />
took pony Tom to the Farmwise event at the Westpoint Arena; an event that shows<br />
children where their food comes from <strong>and</strong> teaches them more about farming <strong>and</strong> the<br />
countryside. A good time was had by all <strong>and</strong> Tom, on his best behaviour as usual, was<br />
a great hit with the children.<br />
It won’t be long now until Christmas <strong>and</strong> we have cards <strong>and</strong> calendars for sale in our<br />
online shop via our website. A pack of 10 cards with white envelopes costs £4 <strong>and</strong><br />
features <strong>Exmoor</strong> Ponies in our care. The 2020 Calendar is £6 <strong>and</strong> features <strong>Exmoor</strong><br />
Pony photographs taken at the Centre, on <strong>Exmoor</strong> <strong>and</strong> on conservation grazing sites<br />
throughout the UK. Prices are inclusive of P & P <strong>and</strong> every penny goes to help our<br />
ponies.<br />
The Centre is now closed for the winter <strong>and</strong> we will be busy taking in <strong>and</strong> h<strong>and</strong>ling the<br />
new young foals from the autumn gatherings. We re-open in February 2020.<br />

Magical Christmas concert at<br />
historic Woolhanger Manor<br />
<strong>Exmoor</strong>’s centuries old Woolhanger Manor near Parracombe, will be the stunning<br />
setting for a magical Christmas concert in aid of Children’s Hospice South West<br />
next month.<br />
The ‘A Very Merry Christmas Concert’ on Friday, <strong>December</strong> 13 will take place in<br />
Woolhanger’s beautifully restored Grade II listed music room with festive<br />
performances by Vocal Accord, The Voice Community Choir <strong>and</strong> Pathfield School<br />
Choir. The concert promises a perfect Christmas evening for the whole family to<br />
enjoy.<br />
There will be traditional mulled wine <strong>and</strong> mince pies, as well as a raffle <strong>and</strong><br />
Christmas stalls.<br />
