Superfast broadband public consultation launched 

A public consultation has been launched by Connecting Devon 

and Somerset ahead of undertaking a fresh procurement to find 

contractors to provide superfast broadband. 

CDS, which is responsible for rolling out broadband across the 

two counties, is establishing the remaining area where there are 

no current or credible future plans to deliver Next Generation Access broadband 

infrastructure capable of download speeds of at least 30Mbps. 

To establish the existing coverage of broadband infrastructure in the programme 

area as well as that planned for the next three years, CDS carried out an Open 

Market Review earlier this year. 

This included commercial coverage by existing and prospective broadband 

providers as well as coverage procured through CDS contracts. This has helped 

CDS to establish the area where intervention is to be proposed, avoiding areas 

where commercial investment is planned as public investment in broadband can 

only take place in areas where there is no broadband infrastructure and where 

none is planned in the next three years. Comments on these proposals are now 

invited. 

Consultation responses need to be submitted by Tuesday 10 December to 

enquiries@connectingdevonandsomerset.co.uk. or in writing to OMR consultation, 

Economy Team, AB2 Lucombe House, County Hall, Exeter, EX2 4QD. 

The consultation will enable broadband providers to review the mapping to ensure 

it correctly represents the information provided by them.

Responses to the consultation will help inform the final premises CDS will seek 

solutions for when it launches a new procurement in December. 

Councillor Rufus Gilbert, Devon County Council Cabinet Member for Economy and

Generation Access infrastructure across the CDS area, and this public consultation 

will enable us to set out the proposed areas where we will need to focus our 

efforts. Having carried out our Open Market Review we have asked all known 

broadband infrastructure providers for their existing and potential plans for new 

network build in our area.”

Clever ideas for the technically minded 

Dear Readers 

As we head towards Christmas (with a shudder) I am going to take a look at some of 

the latest tech options. 

Bose Noise Cancelling 700 Headphones Costing less than £350 from major 

resellers, these are probably the best noise cancelling headphones I have ever 

sampled. They boast not only excellent sound, but also a great battery life. Pricey? 

Yes. Are they worth it? Definitely, if you are an avid music listener. 

If drones are your thing, the latest DJI Mavic Mini is available. From around £350 

this certificate free (meaning you don’t have to register with the Civil Aviation 

Authority) and with a massive battery life of around 30 minutes, is one of the best in 

its class. Easy to transport and fly, packed with features and a superb camera, this 

is a nifty piece of kit and great fun. 

Next up we have an update on my favourite item in the house. Amazon Echo. Now it 

comes with a clock so can be next to the bed and act as an alarm clock, as well as 

having all the usual features. 

Tile (you may know them for tracking keys) have released a Tile mini tracker. Up to 

150 feet range and with a whopping 3 year battery, attach this to some of your most 

precious items, take it to the beach, or attach it to the kids while shopping! Clever 

tile! For a mere £35 on Amazon, bargain! 

Finally, a funky upgrade on a diary/planner/organiser. Welcome to the Rocketbook 

Fusion. A book that’s not a book. This clever, reusable diary links to your phone. You 

scan your pages with your phone and then wipe clean with a damp cloth while the 

software converts your scan to an online diary. Around £35 and available at

MINIBUS TRIPS FROM LYNTON 

There are two types of trips by minibus operating 

from Lynton: 

HALF-DAY TRIPS TO A VARIETY OF LOCATIONS 

ACROSS DEVON & SOMERSET. These are on

Tour of Britain to return to Devon in 2020 

Devon County Council and Tour organisers 

SweetSpot have confirmed that Devon will host 

Stage Two of the UK’s premier cycle race on 

Monday 7 September 2020. The Tour of Britain 

has already unveiled Cornwall as the location of 

the Grand Depart on Sunday 6 September 2020. 

The following day, the race will move across the 

border for the Devon Stage, which will start in the new community of Sherford in the 

South Hams and finish in Exeter city centre. The 2020 Tour of Britain will be the 

17th edition of the modern era of The Tour – and it will be the 11th time Devon has 

featured in the race. In that time more than 1.7 million people have lined the routes 

in Devon to watch the stages in the county and it has generated over £41 million for 

the local economy.

2020 Tour of Britain at the national launch of the race in the Spring. Look out for

Lyn Health Medical and Minor Injury Services News 

NHS Summary Care Record with Additional Information If you are registered with a GP practice in 

England you will have a Summary Care Record (SCR) unless you have previously chosen not to have 

one. It includes important information about your health, medicines you are taking, allergies you 

suffer from and any bad reactions to medicines. You may need to be treated by health and care 

professionals who do not know your medical history. Essential details about your healthcare can be 

difficult to remember particularly when you are unwell or have complex care needs. Having a SCR 

means when you need healthcare you can be helped to recall vital information. SCRs can help the 

staff involved in your care make better and safer decisions about how best to treat you. You can 

choose to have additional information included in your SCR, which can enhance the care you 

receive. This information includes your illnesses and health problems, operations and vaccinations 

you have had in the past, how you would like to be treated - such as where you would prefer to 

receive care, what support you might need, who should be contacted for more information about 

you. If you would like this information adding to your SCR then please call into reception to collect a 

form or complete the form available on our website and send it in to us. 

Message from the Nursing Team The nursing team has a problem currently with covering the minor 

injury aspect of our service. We have a new member of the team who is awaiting commencement of 

the minor injuries course, a nurse on long term sick leave, and a nurse who is just starting 

maternity leave! This leaves only 2 members of the team with the minor injuries qualification for the 

foreseeable future. As we usually provide a 7 day a week service this is going to be difficult, and 

there are not sufficient minor injuries trained staff available in other areas to help us out! From the 

weekend of Nov 16th, we will reluctantly be reducing our minor injury service to 6 days. Normal 

service will operate Mon-Fri, with practice nursing/minor injuries service from 8-6 and community 

nursing from 9-5. Saturdays there will be community nursing cover from 9-5 and the minor injury 

service will be open 11-4 (as normal). Sundays community nursing service will operate from 9-5 but 

there will be no minor injury service. As always, we ask people to think carefully about the most 

appropriate NHS service for their needs such as getting advice from a pharmacy, making use of GP 

appointments that are available evenings, weekends, bank holidays, and online, or visiting your 

local minor injury service – whilst there will not be a minor injuries service in Lynton on Sundays, 

Ilfracombe and Bideford will be operating their regular hours. You can also get advice from the NHS 

111 service. Find your local healthcare services and information on getting the right treatment

resume our normal service as soon as possible. Thank you for your understanding! 

New Registrar We would like to announce that Dr Ash Arora joined us in November and will be with 

us for 6 months. Dr Arora is at the end of her GP training and seeing out her final months here at 

Lyn Health. We hope you will give her the warm welcome all our registrars have had over the years. 

Baby News! We are very pleased to announce that nurse Amy Lake has now had her baby. A little 

boy, Lenny, who joined her family a little earlier than planned on the 8th November. Mum and baby 

are doing well. 

Christmas, New Year and Staff Training Closing Information The surgery will be CLOSED 

Wednesday 25th December, Thursday 26th December and Wednesday 1st January. MIU will be 

operating weekend hours of 11am until 4pm on the 26th December and CLOSED 25th December 

and 1st January. All other days the surgery and MIU will be operating as normal. The surgery will be 

CLOSED from 12.30 on Wednesday 22nd January 2020 for GP and Patient Services Training. MIU 

will remain open as normal.

Christmas 2019 

The temperature outside is dropping, and the landscape is changing colour – winter is upon us. Our 

thoughts have turned to warm, hearty food, and of course to Christmas. This year, alongside the turkey, 

we’re serving a vegetarian alternative for our festive feast. Rather than the traditional nut roast, we’ve 

decided on a show stopping mushroom, lentil and red wine Wellington. With the centrepieces sorted, all 

that's left is to bring the vegetables to life. Gone are the days of boring boiled veg; nowadays flavour and 

texture are king, and veg can be the star of the show! Our growers have been planning, planting, and 

tending for the best part of a year, making sure everything is ready for the big day, so we really want to 

make their Christmas crops sing. Stir-frying your sprouts with cranberries and pecans makes a good, 

simple side with a bit of crunch and sweetness from the festive nuts and berries. You could also try 

creamed parsnips with almonds for those who fancy something a little different to roasted parsnips. And a 

tasty alternative to roasties are hasselback potatoes with roast garlic and rosemary – just the thing for an 

unforgettable Christmas feast.

Mushroom, Lentil & Red Wine Wellington Serves 4-6 

The cooking is simple and speedy, but you need to give the filling time to cool - it makes working with the 

pastry much easier. If practical, it’s worth getting all the elements ready the day before. It gives them time 

to cool, leaving you to just wrap and bake on Christmas morning. 

4 large Portobello mushrooms 

1 onion, finely dice 

1 carrot, finely diced 

1 celery stick, finely dice 

1 tin cooked dark/puy lentils 

2 garlic cloves, finely chopped 

1 large sprig of rosemary, finely chopped 

1 tbsp soy sauce 

100ml red wine 

300g puff pastry 

150g baby spinach 

1 egg, beaten 

1. Preheat your oven to 200˚C/Gas 6. Toss the mushrooms in a roasting tray with 2 tbsp of oil and a 

generous seasoning of salt and pepper. Bake for 20 mins. Remove from the tray and place in the fridge 

to cool quickly. Clean the tray. 

2. While the mushrooms roast, warm 1 tbsp of oil in a saucepan and cook the onion, carrot and celery 

over a medium heat for 10 mins, until starting to soften. 

3. Meanwhile, drain and rinse the lentils in a sieve. 

4. Add the garlic, rosemary, lentils, soy sauce and red wine to the veg, along with 100ml of water. Cook 

over a medium heat for 10 mins, until most of the liquid has disappeared and the lentils have become 

mushy. Remove from the heat and season with salt and pepper to taste. Pop into the fridge to cool. 

5. Roll out the pastry into a rectangle about 3mm thin, roughly the size of an A4 sheet. Lay it on the clean 

baking tray and return it to the fridge to stay cold. 

6. Wash the spinach. Place it in saucepan over a high heat until just wilted, about 30 secs. Cool 

immediately under cold water. Drain, squeeze out any excess water, and roughly chop it. 

To build the Wellington, spread the cooled lentil mix evenly over the pastry, leaving a 2cm gap along one 

long edge. Place the mushrooms, stems up, in a line down the centre and pack them with chopped spinach. 

Brush the exposed pastry edge with a little water. Gently lift it up and over to completely encase the 

mushrooms, pressing the damp edge down to seal. Crimp the open ends closed. Brush with a little beaten 

egg and lightly score the top with a sharp knife. Cut 2 or 3 vent holes in the top to let the steam escape. 

Transfer to the oven and bake for 20-25 mins, until golden and cooked through.

Light Up a Life this Christmas West and support 

Children’s Hospice South and North Devon Hospice. 

This year’s Light Up a Life appeal will be launched at the Barnstaple Christmas Lights 

Switch-on event at Barnstaple Pannier Market on November 28, from 5.30pm. You can 

light a candle in memory of your loved ones at one of the special services taking place 

across North Devon throughout December (see list of services below). These services are 

open to everyone, not just those who have been supported by either hospice. If you 

cannot attend a Light Up a Life service but would still like to be part of this season of 

remembrance, you can take part in the appeal and add your loved one’s name to a 

special book of remembrance by making a donation to the hospices at www.lual.co.uk

residents to keep their belongings safe 

during the festive season. “Burglary in

other areas of the country.

when people buy lots of valuable presents. Police advise members of the public to: keep windows and 

doors secure at all times : keep presents and valuables away from outside view. For example, avoid 

stockpiling large amounts of gifts under the tree too early and keep garages securely locked. By taking 

simple precautions people can help reduce crime while preventing the heartache of losing valuable or 

sentimental gifts over the festive season. Lock your vehicles and close windows : Park in a well-lit and 

recognised car park : Leave nothing on display: Plan shopping so that bulky items are collected at the end 

of the day : Register valuables using the free service at www.immobilise.com which enables police to 

identify the owner of the items if they are stolen. 

Alcohol – know when to stop! Devon and Cornwall Police are encouraging people to keep safe and have 

a good time during the festive period. Traditionally the number of incidents involving alcohol and violence 

(including assault, sexual offences and domestic abuse) increase at this time of year. Lynton Police said: 

“We want everyone to enjoy themselves when celebrating over Christmas and New Year. Whilst most 

people drink responsibly, there is a small minority who do not. Alcohol can dramatically change 

someone‟s behaviour which can often result in them doing something they may not do when sober. We 

are asking people to think about the consequences of excessive drinking before they begin their night 

out.” Police advice : Drink responsibly – know when to stop drinking alcohol and drink water regularly 

during the evening : Always walk away from trouble : Stay in control and prevent one night‟s actions 

leaving you with a criminal record for years to come : Plan how to get home before you go out and prebook 

a licensed taxi if you will need one at the end of the evening : Report domestic abuse and seek help 

and support if you are a victim.

Road Closure - Lynton Station Hill 

Work will be taking place on Station Hill, Lynton starting 6 January 2020. Work will be carried out 

under a full road closure but when safe it will be reduced to two-way traffic lights. The work will run 

until the start of April 2020. 

What are we doing? Along Station Hill in Lynton there is a section of highway (40 meters) which is 

showing serious signs of cracking and has deteriorated over time. No existing edge support to the 

carriageway has been identified and in addition, there is no suitable road restraint system in place to 

protect vehicles from the road edge. To repair the carriageway and provide long-lasting support a mass 

concrete retaining wall will be constructed, which will be finished with a masonry parapet to protect 

vehicles from the steep bank below. Resurfacing of the highway will also be carried out. 

Traffic management The traffic management will be in the form of a full road closure which will be in 

place 24/7. This road closure will be in action for much of the scheme to safeguard both the 

contractor and members of the public. However, if possible, we may consider the use of two-way traffic 

lights to allow the road to be reopened earlier than anticipated. 

Diversion routes For this closure we have provided one diversion route for both a light vehicle and 

HGV (heavy goods vehicle) to use. Both diversion routes (Station Hill and B3234) can be found 

on one.network which will display the exact routes. Please note one.network requires you to create an 

account to view future and proposed work. 

Can I claim compensation? There is no legal obligation or express statutory authority that enables 

Devon County Council to compensate for increased costs or any financial loss suffered as a result of 

the traffic management in place. While every effort is made to inconvenience the public as little as 

possible there are times when however regrettable interruptions cannot be avoided. If you would like

Drabble is to join the 

speakers at Minehead 

Literary Festival taking place 

next year on Saturday 25 

and Sunday 26 April at the 

Methodist Hall, Minehead. 

The festival will also feature presentations 

by popular children’s author Sam Angus 

and local Exmoor writer and harpist Hazel 

Prior. 

A short story competition, with separate 

classes for adults and children, will be 

organised in the run-up to the festival. 

Tessa Hadley, one of the country’s 

foremost writers of novels and short 

stories, will judge the adults’ competition 

and Sam Angus will judge the children’s 

categories, and they will both present the 

prizes to the winners.

On a summer's day in 2016, the organisers of 

FolkEast Festival masterminded one of the most 

intriguing and exciting collaborations on today's 

folk scene. Peter Knight, legendary violinist and 

ex-member of folk-rock band Steeleye Span, was 

paired with leading melodeon player and ex- 

Bellowhead member John Spiers, for a special 

one-off performance which left audiences in awe.

With no space to be found in the marquee, people stood five deep in the pouring rain in 

order to witness the bringing together of two of the most genuinely gifted musicians in 

their respective fields. With a standing ovation and roars for more, and much to the 

delight of folk fans everywhere, Knight and Spiers decided not to leave things there. 

The pairing of violin and melodeon is not a new one, but in the hands of Knight and 

Spiers improvisation and invention meet the listener at every turn. Together they have 

created a musical document that resonates with history, but also something that should 

inspire future generations of musicians to engage with Britain’s folk dancing heritage 

and the beautiful, mysterious tunes that can be found within that heritage. These 

uniquely gifted musicians make a sublime pairing and create a live performance to be 

remembered for a long time. 

This very special concert will feature lesser known carols, tunes and wassails from the 

English tradition and beyond.

Medway Queen Report 

Society AGM On Saturday 19 th October the society AGM took place. A piece of bad news 

and a matter of concern is the loss of two of our Trustees. Brian Goodhew stood down after 

very many years’ service; although you'll still see him in the Visitor Centre on Saturdays, and 

David Howells decided not to stand for re-election this year. He too will continue to be 

involved in the project as a volunteer. The board was already at full stretch before the loss of 

these two Trustees and their responsibilities will have to be shared between the rest. We 

need more people at the organisation level, whether trustees or volunteers. If you can help in any way with 

organisation, planning and management of the project please get in touch. 

Progress on board The aft deck house, constructed in our own workshops by our volunteers over the last few months, 

is assuming its rightful place over the aft companionway on board. In excursion service Medway Queen had very 

primitive weather protection for the aft companionway which would be seen as inadequate now, whether sailing or on 

hire as a venue. When she performed a similar static role on the Isle of Wight a part-glazed deckhouse was installed to 

give the necessary protection and security and work is now progressing to replace our temporary structure with 

something more serviceable. Down on the main deck the aft saloon continues to make progress and work has started 

to fit out the galley. Work progresses on the aft saloon deck head and painting will follow when complete. Other areas 

in that compartment are coming along as previously reported – cases of continuing progress. Forward, in the galley, 

modern hygienic units are being installed. This has to be “non-heritage” to meet modern requirements and the old 

coke stove is unlikely to be welcome in today’s regulatory climate! The lower aft saloon will continue to be a display 

area in 2020 and with the 80 th anniversary of the Dunkirk Evacuation approaching there is only one possible topic! We 

had a Dunkirk themed display in there a couple of years ago and that will be enlarged and updated with new material 

for the 2020 season. 

Dunkirk 2020 Prince Michael of Kent mentioned the possibility of Medway Queen joining the 80 th anniversary event 

when he visited the ship and we are keen to do that. Plans are in hand, but getting MQ to Ramsgate is not easy. The 

ship is without power, the current focus being on preparation to earn revenue as a venue. As I mentioned last time, 

she is overdue for hull painting which could be undertaken in the same movement sequence from Gillingham Pier. We 

have funds allocated for the work on the hull but sponsorship would be very helpful towards the cost of the tow and 

insurance for the voyage. A planned commemorative publication and other merchandising will contribute but we 

expect to need about £10,000 in sponsorship for the exercise. Anything left over or raised at the event will support 

further restoration. Private or commercial sponsorship would be very welcome. If you can help please contact the

Other News The “Wheels of Time” marketing scheme has reaped benefits for our visitor numbers with more families 

coming to see the ship. No less than ten of our young visitors have chosen Medway Queen as the attraction to come 

back to for the presentation of their awards for visiting sites in the scheme. They get a “Gold” badge for 30 sites and a 

“Wheels of Time 2019 Award” for all 40. A tribute to the skill and patience of our Saturday Team who manage the 

Visitor Centre and ship tours. Christmas cards: Last year in something of a last minute rush we produced a batch of 

Christmas cards for sale in support of Medway Queen. They proved popular and we have repeated the exercise this 

year with two designs available. The cards are approximately 6 inches square and printed on 350gsm card. The 

message inside is “Merry Christmas”. They sell in packs of 10 for £6 (one design per pack) and UK P&P at £1.70 per

News from the Exmoor Pony Centre, Ashwick, Dulverton TA22 9QE 

Our ‘Wildlife at Night’ event, part of the Dark Skies Festival, was fully booked and 

everyone enjoyed being with our lovely ponies and discovering some of Exmoor’s nighttime 

wildlife before warming up with marshmallows and hot chocolate. In October we 

took pony Tom to the Farmwise event at the Westpoint Arena; an event that shows 

children where their food comes from and teaches them more about farming and the 

countryside. A good time was had by all and Tom, on his best behaviour as usual, was 

a great hit with the children. 

It won’t be long now until Christmas and we have cards and calendars for sale in our 

online shop via our website. A pack of 10 cards with white envelopes costs £4 and 

features Exmoor Ponies in our care. The 2020 Calendar is £6 and features Exmoor 

Pony photographs taken at the Centre, on Exmoor and on conservation grazing sites 

throughout the UK. Prices are inclusive of P & P and every penny goes to help our 

ponies. 

The Centre is now closed for the winter and we will be busy taking in and handling the 

new young foals from the autumn gatherings. We re-open in February 2020.

Magical Christmas concert at 

historic Woolhanger Manor 

Exmoor’s centuries old Woolhanger Manor near Parracombe, will be the stunning 

setting for a magical Christmas concert in aid of Children’s Hospice South West 

next month. 

The ‘A Very Merry Christmas Concert’ on Friday, December 13 will take place in 

Woolhanger’s beautifully restored Grade II listed music room with festive 

performances by Vocal Accord, The Voice Community Choir and Pathfield School 

Choir. The concert promises a perfect Christmas evening for the whole family to 

enjoy. 

There will be traditional mulled wine and mince pies, as well as a raffle and 

Christmas stalls. 

Doors open at 6.45pm, with the concert starting at 7.15pm.
