<strong>10</strong>.19.030 <strong>Natural</strong> <strong>Resources</strong><br />
Enforcement Patrol Administrator<br />
The Chief of Lummi Law and Order shall<br />
serve as the <strong>Natural</strong> <strong>Resources</strong> Enforcement<br />
Administrator (Administrator). The<br />
Administrator shall be responsible, to:<br />
(a) Coordinate the hiring and Commissioning<br />
of Patrol Officers,<br />
(b) Supervise, provide oversight, evaluate and<br />
discipline the <strong>Natural</strong> <strong>Resources</strong> Patrol<br />
Sergeant (Sergeant) as required,<br />
(c) Develop a <strong>Natural</strong> <strong>Resources</strong> Enforcement<br />
Plan for each species of interest in accordance<br />
with the specific sections of this title,<br />
(d) Identify code changes required to ensure<br />
implementation and enforcement of<br />
Commission policy,<br />
(e) Develop the Patrol budget, and provide<br />
oversight signatures for expenditures under<br />
that budget, including pay,<br />
(f) Personnel actions affecting the Patrol,<br />
(g) Assist the Sergeant in the administrative<br />
supervision of the Patrol Officers,<br />
(h) Develop a system of reporting<br />
enforcement activities, citations and the<br />
outcome of court actions initiated by the<br />
Patrol and providing summaries at regular<br />
intervals,<br />
(i) Develop, in consultation with Officers,<br />
other <strong>Natural</strong> <strong>Resources</strong> Enforcement<br />
Agencies, the Lummi Law and Order<br />
Administrator, Commission and Council,<br />
qualification standards for the <strong>Natural</strong><br />
<strong>Resources</strong> Enforcement Patrol Officers,<br />
(j) Identify training programs in consultation<br />
with the Law and Order Administrator for<br />
maximum efficiency to ensure the<br />
maintenance of quality enforcement,<br />
(k) Ensure that the uniformed Patrol becomes<br />
and remains fully qualified as <strong>Natural</strong><br />
<strong>Resources</strong> Enforcement Officers, and<br />
(l) Develop a memorandum of understanding<br />
covering the circumstances under which Law<br />
and Order Officers would assist <strong>Natural</strong><br />
<strong>Resources</strong> Enforcement Officers and the<br />
nature of that assistance, as well as the<br />
circumstances under which <strong>Natural</strong> Resource<br />
Enforcement Officers would assist Law and<br />
Order Officers and the nature of that<br />
assistance.<br />
<strong>10</strong>.19.040 <strong>Natural</strong> <strong>Resources</strong><br />
Enforcement Patrol Sergeant<br />
The <strong>Natural</strong> <strong>Resources</strong> Enforcement Patrol<br />
Sergeant (Sergeant) shall be the senior<br />
uniformed officer of the Patrol and shall be<br />
the primary supervisor of the other Patrol<br />
Officers. This primary responsibility is to the<br />
Administrator or his designee. In the presence<br />
of conflicting instructions from the<br />
Administrator or his designee,<br />
Commissioners, or Council Members the<br />
Sergeant will seek clarification from the<br />
Administrator or his designee. The Sergeant<br />
shall be a fully qualified <strong>Natural</strong> <strong>Resources</strong><br />
Law Enforcement Officer and receive periodic<br />
training to ensure that this quality is<br />
maintained. The Sergeant shall be fully<br />
familiar with Titles 5, <strong>10</strong> and 13 of the Lummi<br />
Code of Laws. The Sergeant will be<br />
responsible for:<br />
(a) Scheduling patrol activities to ensure that<br />
the <strong>Natural</strong> <strong>Resources</strong> Enforcement Plans are<br />
fully implemented in accordance with the<br />
instructions of the Administrator and<br />
provisions of the title.<br />
(b) Participation in routine patrol duties.<br />
(c) Provide guidance to and supervision of<br />
other Patrol Officers, including evaluation.<br />
<strong>10</strong>.19.050 <strong>Natural</strong> <strong>Resources</strong><br />
Enforcement Patrol Officers<br />
<strong>Natural</strong> <strong>Resources</strong> Enforcement Patrol<br />
Officers (Patrol Officers), shall be fully<br />
qualified, uniformed <strong>Natural</strong> <strong>Resources</strong> Law<br />
Enforcement Officers. The responsibility of<br />
the Patrol Officers shall be to enforce Title <strong>10</strong>,<br />
by being a highly visible, courteous but firm<br />
presence in all areas and at times assigned by<br />
the Sergeant. Patrol Officers shall report to<br />
Title <strong>10</strong> <strong>Natural</strong> <strong>Resources</strong> Code (2008)<br />
