With the three-year beach shack<br />

policy coming into force, the State<br />

government has finalised granting 364<br />

temporary structures across the beach<br />

belt in the North and South districts.<br />

The government has also mandated<br />

installation of close circuit television<br />

cameras (CCTVs) in each shack, biochemical<br />

toilets as well as separate<br />

dustbins for biodegradable and nonbiodegradable<br />

waste; failing which the<br />

shack allottee will attract penal action.<br />

As per the policy for <strong>2019</strong>-2022,<br />

recently approved by the cabinet,<br />

an approximately 259 beach shacks<br />

in the north and 105 in south will be<br />

permitted on the identified beach<br />

areas. The policy, a copy of which is<br />

in possession of Herald, also mentions<br />

that the number of beach shacks on<br />

any particular beach stretch might<br />

vary on physical conditions and the<br />

directions of the Goa Coastal Zone<br />

Management Authority.<br />

Even as the policy comprises of three<br />

years, the government stated that the<br />

temporary structures would be erected<br />

only from <strong>September</strong> 1 till May 31 of<br />

the particular season. “The shacks on<br />

the government property permitted<br />

shall be removed on May 31 of the<br />

respective years and the land restored<br />

to its original condition latest by June<br />

10,” it states.<br />

With the season set to commence next<br />

month, the policy has mandated the<br />

shack operators to maintain separate<br />

dustbins for biodegradable and nonbiodegradable<br />

waste with lids while<br />

also directing that segregated waste<br />

be handed over to the beach cleaning<br />

contractor. In addition to this, CCTV<br />

cameras and portable/bio-chemical<br />

toilets has been made compulsory.<br />

In a new directive <strong>issue</strong>d from this<br />

season, the government has warned of<br />

cancellation of licence if the customers<br />

are overcharged for food or drinks in<br />

the shacks. “The beach shack allottee<br />

shall provide printed bills to its<br />

customers for food, refreshment and<br />

drinks. The price of each item sold<br />

shall be displayed for information of<br />

general public. The customer shall<br />

not be charged more than the printed<br />

cost of items. Copy of such chart rate<br />

shall be provided to the (Tourism)<br />

Department for information and if any<br />

complaint of overcharging is received<br />

from any customer, the licence shall be<br />

liable to be cancelled,” it states.<br />

On the setting up of beach beds, the<br />

cabinet has discussed that additional<br />

beach beds, tables and chairs can<br />

be put up depending on the beach<br />

carrying capacity.<br />

and half, five days, seven days and 11<br />

During the festival a 'matoli' or<br />

canopy is installed above the idol of<br />

Lord Ganesh. The 'Matoli' is decorated<br />

with various kind of fruits and other<br />

produce found in the season. During<br />

the festivities rituals, 'bhajans' and<br />

'aaratis' will be officiated in the cities,<br />

towns and villages across the state.<br />

As the festival is celebrated with<br />

great enthusiasm and religious<br />

fervour in the state, many Goans who<br />

stay abroad or in other parts of the<br />

country, come back to the home state<br />

to celebrate the festival with their near<br />

and dear ones.<br />

Though there were reports of soaring<br />

prices of commodities in the market<br />

in the state but it could not dampen<br />

festive spirit of the people in the state.<br />

During the last one week, the markets<br />

in the state witnessed heavy rush of<br />

people to make purchases for one of the<br />

most important festival in the state.<br />

The inauguration of the movement<br />

- which is aimed at promoting fitness<br />

people of the country. The aim of the<br />

Apple is continuously working on<br />

improving the health-related features<br />

that it offers with its devices. A new<br />

report revealed that researchers have<br />

discovered a way to measure the blood<br />

pressure without the need for any<br />

external hardware.<br />

Currently, the Apple iPhone or any<br />

other smartphone can measure the blood<br />

pressure of the user. But the user needs<br />

to use an external device to actually<br />

measure the recordings and then send it<br />

to the device. The new report revealed<br />

that the new technology uses a short selfie<br />

video to measure the blood pressure.<br />

What is more interesting is that the<br />

report states that this is accurate about<br />

95% of the time. This could be a lifechanger<br />

as high blood pressure does<br />

not showcase any symptoms.<br />

Researchers at the University of<br />

Toronto in Canada and Hospital of<br />

Hangzhou Normal University in<br />

China posted a proof-of-concept video<br />

showcasing a user measuring his blood<br />

pressure using a short selfie video.<br />

The phone takes about 900 images<br />

in 30 seconds to read the blood<br />

pressure. The research team took the<br />

measurements and then used them to<br />

train a machine-learning algorithm<br />

which gave them over 95% accuracy.<br />

New Delhi: After successfully performing<br />

the fifth and final orbit manoeuvre to<br />

refine its circular path around the moon<br />

on Sunday, Chandrayaan 2 lander,<br />

'Vikram', successfully separated from<br />

the orbiter on Monday.<br />

The Indian Space Research<br />

Organisation (ISRO) confirmed the<br />

development in a tweet.<br />

“The Vikram Lander successfully<br />

separated from Chandrayaan-2 Orbiter<br />

at 1315 hours IST today. The Vikram<br />

Lander is currently located in an orbit<br />

of 119 km x 127 km. The Chandrayaan-2<br />

Orbiter continues to orbit the Moon<br />

in its existing orbit,” ISRO said in a<br />

statement.<br />

The next maneuver is scheduled for<br />

Tuesday between 8:45pm and 9:45pm.<br />

from Chandrayaan-2 orbiter was<br />

scheduled between 12:45 pm and 01:45<br />

pm (IST). Following this, there would<br />

disclosed about when the new electric<br />

scooter will come out or what it will be<br />

'Vikram' to prepare for its landing in<br />

the south polar region of the moon.<br />

Chandrayaan-2 satellite began its<br />

journey towards the moon, leaving the<br />

earth's orbit in the dark hours, on August<br />

14, after a crucial manoeuvre called<br />

Trans Lunar Insertion (TLI) carried<br />

out by ISRO to place the spacecraft on<br />

"Lunar Transfer Trajectory".<br />

India's Geosynchronous Satellite<br />

Launch Vehicle, GSLV MkIII-M1, had<br />

successfully launched the 3,840-kg<br />

Chandrayaan-2 spacecraft into the<br />

earth's orbit on July 22.<br />

A statement from USCIS said the agency<br />

will use the fake accounts only “to access<br />

media platform,” adding its personnel<br />

will respect users' privacy settings and<br />

won’t "friend" or "follow" users.<br />

USCIS said it doesn’t proactively<br />

monitor social media accounts.<br />

“We use social media information<br />

to investigate an existing request<br />

for immigration benefits, as part of<br />

our background and security check<br />

process,” the statement said. However,<br />

the new USCIS policy may violate<br />

Facebook's and Twitter’s terms of<br />

use, which both prohibit users from<br />

creating fake accounts.<br />

Dave Maass, a senior investigative<br />

researcher for the civil liberties advocacy<br />

group Electronic Frontier Foundation,<br />

said the new policy "undermines our<br />

trust in social media companies and our<br />

ability to communicate and organize<br />

and stay in touch with people."<br />

Hackers cracked Jack Dorsey's Twitter<br />

account using a very simple technique<br />

Twitter founder and CEO Jack Dorsey's<br />

official Twitter account was hacked<br />

on August 30, shocking his followers<br />

as his account spewed racial slurs,<br />

anti-Semitic tweets, and more offensive<br />

content, before all the tweets and<br />

retweets were eventually removed.<br />

According to an initial Twitter<br />

statement, a "security oversight"<br />

by the provider let the hackers gain<br />

control. Twitter's communications<br />

team later clarified that "the phone<br />

number associated with the account<br />

was compromised due to a security<br />

oversight by the mobile provider."<br />

The hack appears to be from the<br />

same group that attacked a number<br />

of account belonging to YouTube<br />

celebrities last week on Twitter,<br />

including beauty vlogger James<br />

Charles, Shane Dawson, and King Bach.<br />

Daniel "Keemstar" Keem, who has<br />

communicated with the hackers on<br />

several occasions, suggested in a tweet<br />

that the phone service provider was to<br />

blame, and alleged that the company<br />

inadvertently allowed hackers to call<br />

in and request a SIM card change on<br />

behalf of the high-profile accounts.<br />

The tactic lines up with Twitter's<br />

explanation for the Dorsey hack,<br />

which the company said was caused by<br />

hackers using a phone number to send<br />

the tweets through text messages.<br />

Such a tactic is often known as "SIM<br />

hacking." It occurs when a hacker<br />

tricks a mobile carrier into transferring<br />

the victim's cellphone number onto a<br />

new phone - one that's owned by the<br />

hackers. The hackers can then use<br />

Twitter's "text-to-tweet" service to<br />

publish tweets on the victim's account.<br />

Wired reported that smartphone<br />

userscan protect themselves from SIM<br />

swapping by adding a passcode to their<br />

carrier account or using a third-party<br />

app - such as Google Authenticator and<br />

Authy- for two-factor authentication.

stall, as they want to keep it original<br />

and to preserve its authenticity.<br />

IRCTC reduces<br />

convenience fee charged<br />

on booking e-tickets<br />

The Indian Railways Catering and<br />

Tourism Corporation (IRCTC) on<br />

Tuesday announced a reduction in the<br />

convenience fees for booking e-tickets<br />

through its website.<br />

The company will now charge R15 per<br />

ticket for booking Non-AC classes online<br />

while it will charge R30 per ticket for<br />

booking AC and First-Class tickets.<br />

It is a 25% decrease in the earlier<br />

service charges of R20 per ticket for<br />

Non-AC Class tickets and R40 per ticket<br />

for AC First-Class.<br />

The company has further decided to<br />

charge only R10 per ticket for booking<br />

non-AC class tickets and R20 per ticket<br />

for AC and First-Class tickets for<br />

customers paying through the two<br />

applications from November 1.<br />

Elton John's music is honoured with<br />

special Royal Mail stamp collection<br />

Sir Elton John fans may start to see a lot more of their favourite<br />

artist after it was revealed Royal Mail are launching a collection<br />

of stamps with Elton's face on them.<br />

While Queen Elizabeth II may be who<br />

the public are used to seeing, Elton will<br />

become only the second solo artist to be<br />

bestowed with the honour.<br />

David Bowie was the first solo artist<br />

to receive a collection of stamps in 2017.<br />

The new stamps will celebrate Elton's<br />

music, with eight of the new stamps<br />

featuring images of his most popular<br />

album covers.<br />

Elton said: "To say I was surprised<br />

when Royal Mail got in touch is an<br />

understatement.<br />

"Never did I think I’d appear on a<br />

stamp! It’s wonderful, a great honour."<br />

Royal Mail's Philip Parker said:<br />

"Elton is one of the most successful<br />

British solo artists of all time.<br />

"He has recorded some of the bestknown<br />

songs in pop history such as<br />

Top officials of the Ministry of<br />

platforms, rather than through satellite<br />

According to the Economic Times,<br />

the I&B ministry will hold talks with<br />

as well as legal experts and other<br />

stakeholders. This comes just days after<br />

auditions. I think a mere two percent<br />

He also shared his struggles during<br />

the initial days. He revealed that<br />

during the initial five to eight years of<br />

his career he was just one more name<br />

in thousands. He said how there were<br />

times when he didn't have any work for<br />

six months and had enough money. But<br />

he made sure to make it big.

Tatkal booking was introduced in<br />

1997 in select trains with an objective<br />

of providing accommodation for lastminute<br />

travellers and was extended<br />

across the country in 2004.<br />

Tatkal ticket charges have been fixed<br />

as a percentage of fare at the rate of<br />

10% of basic fare for second class and<br />

30% of basic fare for all other classes<br />

subject to minimum and maximum.<br />

Under the premium version, which<br />

was introduced in 2014 in select trains,<br />

50% of tatkal quota tickets are sold<br />

using the dynamic fare system.<br />

In 2016-2017, the revenue from such<br />

tickets touched R6,672 crore, going up to<br />

R6,915 crore the following year.<br />

In 2017-2018 railways' earning<br />

from Tatkal quota rose to R6,952<br />

crore, according to a RTI filed by<br />

Madhya Pradesh based RTI activist<br />

Chandrashekar Gaur.<br />

However, it is in the Tatkal Premium<br />

quota tickets that railways saw a 62%<br />

jump in its earnings from 2016-2017 to<br />

2018-<strong>2019</strong> to R1608 crore. In 2016-2017,<br />

the amount was R1,263 crore and in<br />

2017-2018, the amount was R991 crore.<br />

The tatkal scheme currently covers<br />

around 2,677 trains. According to<br />

railway figures, around 1.71 lakh seats,<br />

of the 11.57 lakh available, are up for<br />

booking under the tatkal scheme.<br />

a rare dogfight between Indian and<br />

Pakistani fighter jets earlier this year.<br />

The two officers took off from the<br />

Pathankot airbase in Punjab. This is<br />

the last time IAF chief BS Dhanoa flies<br />

a fighter jet before retiring at the end of<br />

the month.<br />

Today's sortie marks the successful<br />

return to flying of Abhinandan, who<br />

was undergoing intense medical tests<br />

following his release from Pakistan.<br />

would find it difficult to even put a<br />

finger on Mount Kilimanjaro on a map,<br />

but not Advait Bhartia, who recently<br />

scaled the the highest free-standing<br />

mountain in the world.<br />

Mount Kilimanjaro in Tanzania, at<br />

19,341 feet above sea level, is also the<br />

highest in Africa. Advait reached the<br />

top of mountain on July 31, under the<br />

supervision of his expedition leader<br />

Samir Patham.<br />

To successfully accomplish the hike, the<br />

nine-year-old from Pune took the most<br />

recommended Machame route that begins<br />

at the southern base of the mountain.<br />

Advait, who also successfully trekked<br />

to the Everest base camp as a boy of 6<br />

in 2016, finished the summit in 7 days.<br />

"This trek was really difficult but<br />

fun at the same time. When I was<br />

summitting (sic) the Everest Base<br />

Camp, we were living in wooden<br />

and bomb a terrorist facility located in<br />

the Khyber-Pakhtunkhwa province.<br />

Abhinandan was flying a MiG-21 Bison<br />

fighter during that dogfight and shot<br />

down after he took down a Pakistani<br />

F-16. Abhinandan ejected from his<br />

fighter jet after being shot and landed<br />

in Pakistan-occupied Kashmir, where<br />

he was taken prisoner. He was released<br />

two days later, a development that<br />

significantly cooled tensions between<br />

India and Pakistan, which had come<br />

close to the brink of armed conflict in the<br />

aftermath of the February 14 Pulwama<br />

terror attack (the Balakot airstrike was<br />

seen as a response to the terror attack).<br />

conferred the Vir Chakra for his heroics<br />

during the February 27 dogfight.<br />

training over a period of two months to<br />

gear up for the climb.<br />

Doctors of Delhi's Lok Nayak Hospital<br />

had to plaster Zikra Malik's doll to<br />

make her convince for the treatment.<br />

The pictures of 11-month-old lying with<br />

her legs attached to a transaction rod<br />

beside 'Pari', her doll are all over social<br />

media. As per reports, Zikra fell down<br />

from her bed on August 17, after which<br />

her family rushed her to the hospital.<br />

The doctors suggested putting her on<br />

gallows traction, which is a method<br />

used for treating fractured shaft thigh<br />

bone in children under two years and<br />

less than 15 kgs. However, the toddler<br />

refused to cooperate. It is then her<br />

mother thought of making her favourite<br />

doll put in the same position as Zikra.<br />

Farheen, Zikra's mother told Indian<br />

Express, ''Even at home, she is always<br />

moving from one place to another and it's<br />

impossible to make her sit down for five<br />

minutes. On the first day at the hospital,<br />

she wasn't ready to lie down on the bed.<br />

She kept moving and doctors asked<br />

us to keep her legs straight for proper<br />

alignment. Then I asked my husband to<br />

get her favourite doll to the hospital. We<br />

just thought of putting Pari in the same<br />

position as Zikra - and it worked''.<br />

News agency ANI quoted Ajay Gupta,<br />

professor of orthopaedic at the hospital<br />

as saying, ''An 11-month-old girl<br />

suffering from a fracture was refusing<br />

treatment so her mother gave us the<br />

idea to pretend to treat her doll first<br />

as the child is very close to the doll. It<br />

worked well & patient felt comforted''.<br />

Zikra is now known as gudiya wali<br />

bachchi (the girl with the doll) across<br />

books following inquiry from parents.<br />

Rebecca also told that the Catholic<br />

church does not have any official<br />

position on JK Rowling's books and<br />

in this way school's pastor does<br />

have final way.<br />

However, Rebecca said even with<br />

the books banished from the library,<br />

parents should allow their children to<br />

read Harry Potter series. She stated,<br />

"The school would not stand in the way<br />

of students reading Harry Potter at<br />

their parents' discretion".
