Govt mandates installation of CCTVs in each shack, bio-chemical toilets and separate dustbins for biodegradable
and non-biodegradable waste; Warns of cancellation of licence if customers are overcharged for food or drinks
With the three-year beach shack
policy coming into force, the State
government has finalised granting 364
temporary structures across the beach
belt in the North and South districts.
The government has also mandated
installation of close circuit television
cameras (CCTVs) in each shack, biochemical
toilets as well as separate
dustbins for biodegradable and nonbiodegradable
waste; failing which the
shack allottee will attract penal action.
As per the policy for 2019-2022,
recently approved by the cabinet,
an approximately 259 beach shacks
in the north and 105 in south will be
permitted on the identified beach
areas. The policy, a copy of which is
in possession of Herald, also mentions
that the number of beach shacks on
any particular beach stretch might
vary on physical conditions and the
directions of the Goa Coastal Zone
Management Authority.
Even as the policy comprises of three
years, the government stated that the
temporary structures would be erected
only from September 1 till May 31 of
the particular season. “The shacks on
the government property permitted
shall be removed on May 31 of the
respective years and the land restored
to its original condition latest by June
10,” it states.
With the season set to commence next
month, the policy has mandated the
shack operators to maintain separate
dustbins for biodegradable and nonbiodegradable
waste with lids while
also directing that segregated waste
be handed over to the beach cleaning
contractor. In addition to this, CCTV
cameras and portable/bio-chemical
toilets has been made compulsory.
In a new directive issued from this
season, the government has warned of
cancellation of licence if the customers
are overcharged for food or drinks in
the shacks. “The beach shack allottee
shall provide printed bills to its
customers for food, refreshment and
drinks. The price of each item sold
shall be displayed for information of
general public. The customer shall
not be charged more than the printed
cost of items. Copy of such chart rate
shall be provided to the (Tourism)
Department for information and if any
complaint of overcharging is received
from any customer, the licence shall be
liable to be cancelled,” it states.
On the setting up of beach beds, the
cabinet has discussed that additional
beach beds, tables and chairs can
be put up depending on the beach
carrying capacity.

'Chavath' is being celebrated across
Goa with religious fervour, pomp and
gaiety. The festival is being celebrated
with the installation of idol of Shri
Ganesha at homes of Hindus.
The idols are installed for a day
and half, five days, seven days and 11
days as per the wishes of the faithfuls.
The festival is also being celebrated
at Sarvajanik Ganeshotsav mandals
across the state also.
During the festival a 'matoli' or
canopy is installed above the idol of
Lord Ganesh. The 'Matoli' is decorated
with various kind of fruits and other
produce found in the season. During
the festivities rituals, 'bhajans' and
'aaratis' will be officiated in the cities,
towns and villages across the state.
As the festival is celebrated with
great enthusiasm and religious
fervour in the state, many Goans who
stay abroad or in other parts of the
country, come back to the home state
to celebrate the festival with their near
and dear ones.
Though there were reports of soaring
prices of commodities in the market
in the state but it could not dampen
festive spirit of the people in the state.
During the last one week, the markets
in the state witnessed heavy rush of
people to make purchases for one of the
most important festival in the state.

New Delhi: Prime Minister Narendra
Modi launched the much-anticipated
nation-wide ‘Fit India Movement’ on
29 th August, on the occasion of National
Sports Day. He urged citizens to make
fitness a daily habit. He also remembered
the contributions of Major Dhyan
Chand, the legendary hockey player.
The inauguration of the movement
- which is aimed at promoting fitness
and health among citizens – took place
at 10 am at the Indira Gandhi Stadium
Complex in New Delhi.
During the event, PM Modi also
administered a fitness pledge to the
people of the country. The aim of the
'Fit India movement' is to encourage
people to prioritise sports and fitness
in their day-to-day lives.
In his ‘Mann ki Baat’ address on
August 25, Prime Minister Modi had
made the announcement regarding the
Fit India movement in his call to people
to celebrate the National Sports Day,
which marks the birth anniversary of
hockey legend Major Dhyan Chand.

Apple is continuously working on
improving the health-related features
that it offers with its devices. A new
report revealed that researchers have
discovered a way to measure the blood
pressure without the need for any
external hardware.
Currently, the Apple iPhone or any
other smartphone can measure the blood
pressure of the user. But the user needs
to use an external device to actually
measure the recordings and then send it
to the device. The new report revealed
that the new technology uses a short selfie
video to measure the blood pressure.
What is more interesting is that the
report states that this is accurate about
95% of the time. This could be a lifechanger
as high blood pressure does
not showcase any symptoms.
Researchers at the University of
Toronto in Canada and Hospital of
Hangzhou Normal University in
China posted a proof-of-concept video
showcasing a user measuring his blood
pressure using a short selfie video.
The phone takes about 900 images
in 30 seconds to read the blood
pressure. The research team took the
measurements and then used them to
train a machine-learning algorithm
which gave them over 95% accuracy.

New Delhi: After successfully performing
the fifth and final orbit manoeuvre to
refine its circular path around the moon
on Sunday, Chandrayaan 2 lander,
'Vikram', successfully separated from
the orbiter on Monday.
The Indian Space Research
Organisation (ISRO) confirmed the
development in a tweet.
“The Vikram Lander successfully
separated from Chandrayaan-2 Orbiter
at 1315 hours IST today. The Vikram
Lander is currently located in an orbit
of 119 km x 127 km. The Chandrayaan-2
Orbiter continues to orbit the Moon
in its existing orbit,” ISRO said in a
statement.
The next maneuver is scheduled for
Tuesday between 8:45pm and 9:45pm.
The separation of lander 'Vikram'
from Chandrayaan-2 orbiter was
scheduled between 12:45 pm and 01:45
pm (IST). Following this, there would
be two deorbit manoeuvres of lander

vehicle, where it gets charged from the

scooter will come out or what it will be

'Vikram' to prepare for its landing in
the south polar region of the moon.
Chandrayaan-2 satellite began its
journey towards the moon, leaving the
earth's orbit in the dark hours, on August
14, after a crucial manoeuvre called
Trans Lunar Insertion (TLI) carried
out by ISRO to place the spacecraft on
"Lunar Transfer Trajectory".
India's Geosynchronous Satellite
Launch Vehicle, GSLV MkIII-M1, had
successfully launched the 3,840-kg
Chandrayaan-2 spacecraft into the
earth's orbit on July 22.
Following the landing, the rover
'Pragyan' will roll out from lander
'Vikram' between 5:30-6:30 am on
September 7 an carry out experiments on
the lunar surface for a period of one lunar
day, which is equal to 14 earth days.
India's second lunar expedition
would shed light on a completely
unexplored section of the Moon, its
South Polar region.
U.S. Citizenship and Immigration
Services (USCIS) officers can now use
fake social media accounts to monitor
immigrants seeking visas, green cards
and citizenship.
The new plan is a policy change from
July that reverses a Homeland Security
Department ban that cited privacy issues.
A statement from USCIS said the agency
will use the fake accounts only “to access
social media content that is publicly
available to all users of the social
media platform,” adding its personnel
will respect users' privacy settings and
won’t "friend" or "follow" users.
USCIS said it doesn’t proactively
monitor social media accounts.
“We use social media information
to investigate an existing request
for immigration benefits, as part of
our background and security check
process,” the statement said. However,
the new USCIS policy may violate
Facebook's and Twitter’s terms of
use, which both prohibit users from
creating fake accounts.
Dave Maass, a senior investigative
researcher for the civil liberties advocacy
group Electronic Frontier Foundation,
said the new policy "undermines our
trust in social media companies and our
ability to communicate and organize
and stay in touch with people."
Hackers cracked Jack Dorsey's Twitter
account using a very simple technique
Twitter founder and CEO Jack Dorsey's
official Twitter account was hacked
on August 30, shocking his followers
as his account spewed racial slurs,
anti-Semitic tweets, and more offensive
content, before all the tweets and
retweets were eventually removed.
According to an initial Twitter
statement, a "security oversight"
by the provider let the hackers gain
control. Twitter's communications
team later clarified that "the phone
number associated with the account
was compromised due to a security
oversight by the mobile provider."
The hack appears to be from the
same group that attacked a number
of account belonging to YouTube
celebrities last week on Twitter,
including beauty vlogger James
Charles, Shane Dawson, and King Bach.
Daniel "Keemstar" Keem, who has
communicated with the hackers on
several occasions, suggested in a tweet
that the phone service provider was to
blame, and alleged that the company
inadvertently allowed hackers to call
in and request a SIM card change on
behalf of the high-profile accounts.
The tactic lines up with Twitter's
explanation for the Dorsey hack,
which the company said was caused by
hackers using a phone number to send
the tweets through text messages.
Such a tactic is often known as "SIM
hacking." It occurs when a hacker
tricks a mobile carrier into transferring
the victim's cellphone number onto a
new phone - one that's owned by the
hackers. The hackers can then use
Twitter's "text-to-tweet" service to
publish tweets on the victim's account.
Wired reported that smartphone
userscan protect themselves from SIM
swapping by adding a passcode to their
carrier account or using a third-party
app - such as Google Authenticator and
Authy- for two-factor authentication.

stall, as they want to keep it original
and to preserve its authenticity.

said that he could understand the
plight of the common people because
of his childhood days that he spent in
the scarcity of money and being poor.

IRCTC reduces
convenience fee charged
on booking e-tickets
The Indian Railways Catering and
Tourism Corporation (IRCTC) on
Tuesday announced a reduction in the
convenience fees for booking e-tickets
through its website.
The company will now charge R15 per
ticket for booking Non-AC classes online
while it will charge R30 per ticket for
booking AC and First-Class tickets.
It is a 25% decrease in the earlier
service charges of R20 per ticket for
Non-AC Class tickets and R40 per ticket
for AC First-Class.
The company has further decided to
charge only R10 per ticket for booking
non-AC class tickets and R20 per ticket
for AC and First-Class tickets for
customers paying through the two
applications from November 1.

Karnataka suspends

suspended operation of South India’s only
luxury train, the Golden Chariot, in the
wake of losses to the tune of R41 crore.

Chariot would not run for now since it
had incurred financial loss. In the past,
the Golden Chariot was operated from
October to March.

Elton John's music is honoured with
special Royal Mail stamp collection
Sir Elton John fans may start to see a lot more of their favourite
artist after it was revealed Royal Mail are launching a collection
of stamps with Elton's face on them.
While Queen Elizabeth II may be who
the public are used to seeing, Elton will
become only the second solo artist to be
bestowed with the honour.
David Bowie was the first solo artist
to receive a collection of stamps in 2017.
The new stamps will celebrate Elton's
music, with eight of the new stamps
featuring images of his most popular
album covers.
Elton said: "To say I was surprised
when Royal Mail got in touch is an
understatement.
"Never did I think I’d appear on a
stamp! It’s wonderful, a great honour."
Royal Mail's Philip Parker said:
"Elton is one of the most successful
British solo artists of all time.
"He has recorded some of the bestknown
songs in pop history such as
'Candle In The Wind' and 'Rocket Man'.
"Our stamps issued today showcase
some of his most iconic albums,
and celebrate his fantastic musical
contribution."
The stamps feature albums including
Honky Chateau, Goodbye Yellow Brick
Road and Caribou.
Four other stamps are available
in a miniature sheet to celebrate
Elton’s live performances, such as his
Hammersmith Odeon appearance in
London in 1973.
The miniature stamps also show Elton
at his show at the Dodger Stadium
in Los Angeles in 1975, the Diamond
Jubilee Concert at Buckingham Palace
in London in 2012, and his Farewell
Yellow Brick Road tour at Madison
Square Garden in New York in 2018.
The stamps and a range of collectable
products are available now.
The Soul's Song combines
music, wellness, and yoga

Cleansing the mind, body and soul with
a different combination of practices
that include music lessons, yoga
classes and healing arts practices.
The Soul's Song owners Kassy
Coleman and her husband James
Huschka taught music lessons out of
their home for more than 20 years.
Lessons in piano, voice, guitar, cello,
violin and viola.
Seven years ago Kassy and James
started practicing yoga and offering
private yoga classes in their home.
When the demand reached more than
they could accommodate they opened
their studio The Soul's Song.
The yoga classes vary from beginner,
intermediate and advanced levels.
The healing arts practices include
Reiki sessions. A healing practice that
involves moving energy in the body.
Kassy and James are both trained in
Reiki practices.
The grand opening for the new studio
is set to open Friday, September 6.
People can come try out yoga classes
and get informational sessions on
Reiki and music lessons Sunday,
September 8 starting at 9 a.m.

Netflix, Hotstar to
be regulated? Centre
mulls certification for
streaming platforms
Top officials of the Ministry of
Information and Broadcasting are
planning to meet representatives from
OTT (Over the Top) platforms — referring
to content made and streamed by online
platforms, rather than through satellite
or cable — as well as legal experts and
others for certifying online content.
According to the Economic Times,
the I&B ministry will hold talks with
all major OTT players such as Hotstar,
Voot, ZEE5, Arre, SonyLIV, ALTBalaji,
Reliance Jio, Netflix and Eros Now,
as well as legal experts and other
stakeholders. This comes just days after
Union I&B Minister Prakash Javadekar
invited suggestions for certification
of online content from members of the
film industry during a meeting he held
on August 31.

Boney Kapoor teared up ahead of

Singapore, a release by the museum
had said. Created posthumously, a
team of 20 skilled artists worked closely
with Sridevi’s family over the course
of five months to replicate her pose,
expressions, make-up and iconic outfit.
Superstar Sridevi, who reigned
the Bollywood box-office of the
eighties, died on February 24, 2018, by
accidentally drowning in a bathtub at a
Dubai hotel.

He also shared his struggles during
the initial days. He revealed that
during the initial five to eight years of
his career he was just one more name
in thousands. He said how there were
times when he didn't have any work for
six months and had enough money. But
he made sure to make it big.

Goa for a slow, immersive

Give your car and motorbike a miss to experience Goa on a bicycle.

Heritage Forts
If you choose to cycle through the
small fishing village of Nerul, you will
pass quaint Portuguese-style mansions

Baga. From there, head to the historic
450-year-old Reis Magos Fort, about

was unveiled on Friday. This time,
artists behind the famous Pandal

Chandrayaan-2 as the theme.
A huge number of devotees had
gathered to watch the unveiling of the
first look of the famous Ganesh idol held
at Lalbaug market in Parel. The event
was also live-streamed on the official
Twitter handle of Lalbaugcha Raja.

New Delhi: Last-minute travellers
have helped railways earn a whopping
R25,392 crore in the last 4 years, an RTI
has found.

Meanwhile, Mumbai police said

been deployed across the city ahead of
Ganpati festival. “From September 2-12
Ganpati festival is going to be celebrated
all across Maharashtra. We are going
to deploy more than 14,000 officers
across the city, the traffic department
has also issued certain guidelines, some
roads have also been closed for traffic,”
Pranay Ashok, Mumbai Police PRO
told news agency ANI.
The national transporter earned R21,530
crore from Tatkal quota tickets and
an additional R3,862 crore from Tatkal
Premium tickets between 2016 and 2019,
with a massive 62% increase in revenue
from the latter during this period.
Tatkal booking was introduced in
1997 in select trains with an objective
of providing accommodation for lastminute
travellers and was extended
across the country in 2004.
Tatkal ticket charges have been fixed
as a percentage of fare at the rate of
10% of basic fare for second class and
30% of basic fare for all other classes
subject to minimum and maximum.
Under the premium version, which
was introduced in 2014 in select trains,
50% of tatkal quota tickets are sold
using the dynamic fare system.
In 2016-2017, the revenue from such
tickets touched R6,672 crore, going up to
R6,915 crore the following year.
In 2017-2018 railways' earning
from Tatkal quota rose to R6,952
crore, according to a RTI filed by
Madhya Pradesh based RTI activist
Chandrashekar Gaur.
However, it is in the Tatkal Premium
quota tickets that railways saw a 62%
jump in its earnings from 2016-2017 to
2018-2019 to R1608 crore. In 2016-2017,
the amount was R1,263 crore and in
2017-2018, the amount was R991 crore.
The tatkal scheme currently covers
around 2,677 trains. According to
railway figures, around 1.71 lakh seats,
of the 11.57 lakh available, are up for
booking under the tatkal scheme.

Indian Air Force chief Air Chief
Marshal BS Dhanoa on Monday flew
a sortie on a MiG-21 fighter aircraft
with Wing Commander Abhinandan
Varthaman, who was taken prisoner by
Pakistan after being shot down during
a rare dogfight between Indian and
Pakistani fighter jets earlier this year.
The two officers took off from the
Pathankot airbase in Punjab. This is
the last time IAF chief BS Dhanoa flies
a fighter jet before retiring at the end of
the month.
Today's sortie marks the successful
return to flying of Abhinandan, who
was undergoing intense medical tests
following his release from Pakistan.
Abhinandan Varthaman was shot down
on February 27 while responding to an
offensive from the Pakistan Air Force.

highest mountain
NEW DELHI: Most nine-year-olds
would find it difficult to even put a
finger on Mount Kilimanjaro on a map,
but not Advait Bhartia, who recently
scaled the the highest free-standing
mountain in the world.
Mount Kilimanjaro in Tanzania, at
19,341 feet above sea level, is also the
highest in Africa. Advait reached the
top of mountain on July 31, under the
supervision of his expedition leader
Samir Patham.
To successfully accomplish the hike, the
nine-year-old from Pune took the most
recommended Machame route that begins
at the southern base of the mountain.
Advait, who also successfully trekked
to the Everest base camp as a boy of 6
in 2016, finished the summit in 7 days.
"This trek was really difficult but
fun at the same time. When I was
summitting (sic) the Everest Base
Camp, we were living in wooden
and bomb a terrorist facility located in
the Khyber-Pakhtunkhwa province.
Abhinandan was flying a MiG-21 Bison
fighter during that dogfight and shot
down after he took down a Pakistani
F-16. Abhinandan ejected from his
fighter jet after being shot and landed
in Pakistan-occupied Kashmir, where
he was taken prisoner. He was released
two days later, a development that
significantly cooled tensions between
India and Pakistan, which had come
close to the brink of armed conflict in the
aftermath of the February 14 Pulwama
terror attack (the Balakot airstrike was
seen as a response to the terror attack).
Abhinandan Varthaman was
conferred the Vir Chakra for his heroics
during the February 27 dogfight.

doll to treat her fracture
Doctors of Delhi's Lok Nayak Hospital
had to plaster Zikra Malik's doll to
make her convince for the treatment.
The pictures of 11-month-old lying with
her legs attached to a transaction rod
beside 'Pari', her doll are all over social
media. As per reports, Zikra fell down
from her bed on August 17, after which
her family rushed her to the hospital.
The doctors suggested putting her on
gallows traction, which is a method
used for treating fractured shaft thigh
bone in children under two years and
less than 15 kgs. However, the toddler
refused to cooperate. It is then her
mother thought of making her favourite
doll put in the same position as Zikra.
Farheen, Zikra's mother told Indian
Express, ''Even at home, she is always
moving from one place to another and it's
impossible to make her sit down for five
minutes. On the first day at the hospital,
she wasn't ready to lie down on the bed.
She kept moving and doctors asked
us to keep her legs straight for proper
alignment. Then I asked my husband to
get her favourite doll to the hospital. We
just thought of putting Pari in the same
position as Zikra - and it worked''.
News agency ANI quoted Ajay Gupta,
professor of orthopaedic at the hospital
as saying, ''An 11-month-old girl
suffering from a fracture was refusing
treatment so her mother gave us the
idea to pretend to treat her doll first
as the child is very close to the doll. It
worked well & patient felt comforted''.
Zikra is now known as gudiya wali
bachchi (the girl with the doll) across
social media.

Reverend Reehill added that the JK
Rowling authored Harry Potter is a
clever deception as the curses and
spells mentioned in the book are actual
which when read by humans risk
conjuring evil spirits into the reality.
Further, Rebecca Hammel, the
superintendent of schools for the
Catholic Diocese said she received an
email from Reehill about removing the
books following inquiry from parents.
Rebecca also told that the Catholic
church does not have any official
position on JK Rowling's books and
in this way school's pastor does
have final way.
However, Rebecca said even with
the books banished from the library,
parents should allow their children to
read Harry Potter series. She stated,
"The school would not stand in the way
of students reading Harry Potter at
their parents' discretion".
