July 22, <strong>2019</strong><br />

City of <strong>Houston</strong> building permits totaled $7.2<br />

billion in the 12 months ending June ’19, up 20.2<br />

percent from $6.0 billion for the comparable<br />

period in ’18, according to the latest data<br />

released by the city’s Public Works Department.<br />

Commercial permit values jumped 34.6 percent<br />

to $4.3 billion; residential permit values<br />

increased 3.6 percent to $2.9 billion.<br />

The value of building permits in June this year<br />

fell well below the level of last year, decreasing<br />

38.7 percent from $632.7 million in ’18 to<br />

$387.9 million this year. Commercial permit<br />

values slipped 21.6 percent to $259.2 million<br />

while residential permit values plummeted<br />

57.4 percent to $128.7 million. Despite this<br />

June’s lower building permit values, year-todate<br />

building permits for <strong>Houston</strong> are up 37.2<br />

percent from the same period last year; 71.9<br />

percent for commercial permits and 2.2 percent<br />

for residential permits.<br />

Three projects of note that were permitted in<br />

June:<br />

• St. Martin’s Episcopal Expansion ($44.2<br />

million permit value), part of the church’s<br />

$55 million expansion and renovation of<br />

its campus in Tanglewood. <strong>Houston</strong>-based<br />

Tellepsen Builders will lead the construction,<br />

which includes remodeling and expanding<br />

the chapel and the chapel music building as<br />

well as upgrading the educational facilities.<br />

Work on the project began on July 8.<br />

• <strong>Houston</strong> Spaceport ($17.2 million permit<br />

value), an infrastructure project at<br />

Ellington Airport, which includes streets,<br />

water, wastewater, electrical power and<br />

distribution, fiber optics and communications<br />

facilities. Texas Sterling-Banicki, a<br />

joint venture of <strong>Houston</strong>-based Texas<br />

Sterling <strong>Construction</strong> and Phoenix-based<br />

Banicki <strong>Construction</strong>, is developing the<br />

infrastructure. The project broke ground on<br />

June 28.<br />

• McDermott’s New HQ ($9.8 million), a<br />

28,302-square-foot buildout project at<br />

McDermott’s new HQ location. The company<br />

is consolidating some of its <strong>Houston</strong><br />

footprint into a single location by the end<br />

of ’19. <strong>Houston</strong>-based Harvey Builders is<br />

responsible for the buildout.<br />

<strong>Monthly</strong> Update May <strong>2019</strong><br />

HOUSTON BUILDING ACTIVITY<br />

Metro <strong>Houston</strong>’s construction starts totaled<br />

$19.6 billion in the 12 months ending May<br />

’19, up 9.8 percent from $17.9 billion for the<br />

comparable period in ’18, according to the<br />

latest data from Dodge Data & Analytics.<br />

Nonresidential activity surged 26.6 percent to<br />

$9.8 billion, while residential activity remained<br />

decreased 2.9 percent to $9.9 billion. The<br />

12-month total peaked at $30.9 billion in<br />

February ’15, the height of the chemical plant<br />

construction boom.<br />

<strong>Construction</strong> activity in May ’19 included the<br />

groundbreaking of McCord Development’s<br />

124,800-square-foot industrial building in<br />

Lockwood Business Park, the first for-lease<br />

industrial project at Generation Park, a masterplanned<br />

enterprise park spanning 4,000 acres<br />

on the northeast corner of Beltway 8. Also in<br />

north <strong>Houston</strong>, Davis Commercial Development<br />

and Colliers International broke ground on the<br />

Cypress Preserve Logistics Center, a 31.9-acre<br />

property that will consist of two cross-dock<br />

distribution buildings and two tilt-wall, singletenant<br />

buildings.<br />

The value of construction starts in May of<br />

this year fell well below the level of last year,<br />

decreasing 41.2 percent from $1.9 billion in ’18<br />

to $1.1 billion this year. Residential construction<br />

activity slipped 26.9 percent while nonresidential<br />

activity plummeted 61.1 percent. Dodge did not<br />

report what caused the decrease in construction<br />

activity.<br />

Further construction last month included the<br />

start of Hyatt House Metropark Shenandoah/<br />

The Woodlands, a 70-acre mixed-used<br />

development. The project includes a 5-story<br />

hotel, which features 148 rooms, as well as<br />

175,000 square feet of retail, restaurant and<br />

entertainment space. <strong>Construction</strong> also began<br />

on Marcel District, a 7.3-acre development that<br />

will include about 41,785 square feet of retail,<br />

restaurant and service-oriented space and about<br />

27,000 square feet of Class A office space,<br />

located in Sugar Land.<br />

Creating an indoor setting outside can<br />

also mean bringing comfort elements like<br />

entertainment outdoors. Typical outdoor<br />

entertainment technologies include music<br />

and speaker systems, lighting, all-weather<br />

televisions and theater systems. Speaker<br />

systems are becoming more invisible as<br />

they blend into the landscaping as rocks<br />

or planters.<br />

However, not all outdoor products are able to<br />

withstand all weather conditions. For example,<br />

some products are marketed for indoor and<br />

outdoor use, but they’re not constructed to<br />

withstand extreme temperatures all year. Do<br />

your research to ensure your products are<br />

appropriate for your environment.<br />

Remodelers should also be mindful of<br />

OSHA’s Respirable<br />

Crystalline Silica<br />

Standard for<br />

<strong>Construction</strong><br />

Crystalline silica is a common mineral that is<br />

found in construction materials such as sand,<br />

stone, concrete, brick, and mortar. When<br />

workers cut, grind, drill, or crush materials<br />

that contain crystalline silica, very small dust<br />

particles are created. These tiny particles<br />

(known as “respirable” particles) can travel<br />

deep into workers’ lungs and cause silicosis, an<br />

incurable and sometimes deadly lung disease.<br />

The standard (29 CFR 1926.1153) requires<br />

employers to limit worker exposures to<br />

respirable crystalline silica and to take other<br />

steps to protect workers. Employers can use<br />

controls laid out in Table 1 of the construction<br />

standard or measure workers’ exposure to<br />

silica and decide which dust controls work best<br />

to limit exposures in their workplaces to the<br />

permissible exposure limit (PEL).<br />

Table 1 matches 18 common construction<br />

tasks with effective dust control methods,<br />

such as using water to keep dust from getting<br />

into the air or using a vacuum dust collection<br />

system to capture dust. In some operations,<br />

respirators may also be needed. Employers<br />

who follow Table 1 correctly are not required<br />

to measure workers’ exposure to silica from<br />

those tasks and are not subject to the PEL.<br />

Employers who do not fully implement the<br />

control methods on Table 1 must:<br />

• Determine the amount of silica that<br />

workers are exposed to if it is, or may<br />

reasonably be expected to be, at or above<br />

the action level of 25 μg/m3 (micrograms of<br />

silica per cubic meter of air), averaged over<br />

an 8-hour day;<br />

• Protect workers from respirable crystalline<br />

silica exposures above the PEL of 50 μg/<br />

m3, averaged over an 8-hour day;<br />

• Use dust controls and safer work methods<br />

to protect workers from silica exposures<br />

above the PEL; and<br />

• Provide respirators to workers when dust<br />

controls and safer work methods cannot<br />

limit exposures to the PEL.<br />

All construction employers covered by the<br />

standard are required to:<br />

• Establish and implement a written exposure<br />

control plan;<br />

• Designate a competent person to<br />

implement the exposure control plan;<br />

• Restrict housekeeping practices that expose<br />

workers to silica, such as use of compressed<br />

air without a ventilation system to capture<br />

the dust and dry sweeping, where effective,<br />

safe alternatives are available;<br />

• Offer medical exams every three years for<br />

workers who are required by the standard<br />

to wear a respirator for 30 or more days per<br />

year;<br />

• Train workers on the health effects of silica<br />

exposure, the tasks that can expose them to<br />

silica, and ways to limit exposure; and<br />

• Keep records of workers’ silica exposure and<br />

medical exams.<br />

Governor Abbott Takes<br />

Action To Extend<br />

Texas State Board Of<br />

Plumbing Examiners<br />

AUSTIN - Governor Greg Abbott issued an<br />

executive order last week to extend the activity<br />

of the Texas State Board of Plumbing Examiners<br />

past its set expiration of September 1, <strong>2019</strong>.<br />

Governor Abbott utilized Section 418.016 of<br />

the Texas Government Code, which allows the<br />

Governor to suspend provisions of regulatory<br />

statutes prescribing the procedures for the<br />

conduct of state business if strict compliance<br />

would in any way prevent, hinder or delay<br />

necessary action in coping with a disaster.<br />

Since Hurricane Harvey made landfall and<br />

caused widespread destruction, the Governor<br />

has issued a disaster declaration each month<br />

effective through today. The magnitude of<br />

what still must be rebuilt is reflected in the<br />

more than $10 billion of federal funds that are<br />

newly or nearly available to Texas for areas<br />

impacted by Hurricane Harvey. A qualified<br />

workforce of licensed plumbers throughout<br />

the state, including from areas not directly<br />

affected by Hurricane Harvey, will be essential<br />

as those funds are being invested in crucial<br />

infrastructure, medical facilities, living facilities,<br />

The Texas State Board of Plumbing Examiners,<br />

whose mission is “to protect Texas citizens<br />

against the health and safety hazards that can<br />

result from improperly installed plumbing, gas,<br />

and medical gas systems,” will continue to play<br />

an essential role in all these efforts by ensuring<br />

that the plumbers who rebuild Texas and<br />

prepare for future disasters do so in a manner<br />

that will safeguard public health, safety, and<br />

property.<br />

To fulfill the demands for rebuilding after<br />

Hurricane Harvey and keeping Texas prepared<br />

and able to recover from future disasters, it is<br />

necessary to continue the Board to perform its<br />

indispensable role in protecting Texans.<br />

By utilizing the powers granted to him by the<br />

Legislature under the Texas Government Code,<br />

the Governor’s order will allow the Board to<br />

continue its operations through May 31, 2021,<br />

giving the 87th legislature time to address<br />

the matter. And as a note, when calculating<br />

reach range you are calculating height and<br />

depth based on the front edge of the shelf or<br />

hardware and not the full depth of the storage<br />

itself.<br />

and providing greater access than the State<br />

THREE DIMENSIONS<br />

OF MODELING IN THE<br />

CONSTRUCTION ZONE<br />

Home Builders and Architects<br />

In times gone by, it was typical to find<br />

parades of model homes on home builders’<br />

sites. Home shoppers had no choice but<br />

to visit all the home models in the parade<br />

and exit back through the sales office. This<br />

practice has been discontinued due to<br />

the enormous cost. The downside to only<br />

finding one home to look at on a builders’<br />

site is that other viewing alternatives require<br />

buyers’ travel across town to another of the<br />

builders’ developments to see an alternate<br />

home model. Along the way, numerous<br />

other builder companies model options<br />

are available to look at and so, the lead is<br />

needlessly lost.<br />

A far better alternative is to create<br />

interactive 3D models of all the model<br />

homes. This provides the sales team the<br />

option of showcasing virtual walkthroughs<br />

of every home they offer, right there in the<br />

Modeling for Disaster Recovery<br />

(Post Harvey)<br />

Following Hurricane Harvey, everything<br />

turned upside down. Every support response<br />

option was stretched beyond limits. It would<br />

take years for insurance adjusters to get<br />

around to inspect every Greater <strong>Houston</strong><br />

area flooded home. Mike Fegin, the Founder<br />

of Design Tech Homes (www.dth.com) had<br />

the vision of utilizing 3D imaging technology<br />

to capture the exact condition and very<br />

accurate measurements of flooded homes.<br />

Mike engaged AllWays3D Photography to<br />

complete the assignments and also create<br />

interactive 3D tours throughout each<br />

property, including the creation of floorplans<br />

and .DWG files. This allowed DTH to quickly<br />

assess and efficiently create cost analysis<br />

and design/plans for each renovation.<br />

There is no doubt Mike’s vision resulted in<br />

The most perfect option available to<br />

capture the exact as-built condition of<br />

a given property is to scan it inside and<br />

out with laser scanners and add aerial<br />

photogrammetry from a UAV to ensure<br />

every facet of the property and immediate<br />

surrounding area is captured. All this data is<br />

then rendered into a composite point cloud.<br />

Every measurement parameter imaginable is<br />

then available to design architects to prepare<br />

their plans for a general refurbishment or<br />

repurposing adaptive re-use project design.<br />

A recent project required that AllWays3D<br />

Photography scan a 308 room, historically<br />

protected hotel planned for a general<br />

refurbishment, with faithful retention of all<br />

its original features and facades built almost<br />

60 years ago. The project was completed<br />

in short order, despite the hotel running at<br />

104% capacity over Spring Break. Every guest<br />

room, corridor, restaurant, BOH working<br />

area, common area, stairwell, staff rest<br />

areas, kitchens, gym, administration area,<br />

pool, lobby, roof and ballroom’s required<br />

scanning. The project required the use of<br />

high-end laser scanners, infrared scanners,<br />

a professional UAV and professional<br />

design software. The result was a stunning<br />

interactive Revit model of the entire project<br />

and numerous accurate floor plans and<br />

electronic as-built documentation in all the<br />

An Overview of OSHA’s Mobile Crane Operator Requirements<br />

The Occupational Safety and Health Administration (OSHA) has finalized the long-awaited approach to crane operator<br />

qualification and certification, by updating the safety requirements related to cranes and derricks used in construction.<br />

The new rule establishes a three-fold approach for the qualification of crane operators. John O’Connor or Larry Kime<br />

of Crane Inspection & Certification Bureau (CICB) provides a fundamental overview of the crane operator qualification<br />

Training - The employer must provide each operator-in-training with enough training to ensure that the operator-in-training<br />

develops the skills, knowledge, and ability to recognize and avert risk necessary to operate the equipment safely for assigned<br />

work. This is achieved through a combination of formal and practical instruction.<br />

Certification - Once training is complete, certification/license is required. The operator is required to pass a written and<br />

practical exam on the type of crane (i.e., fixed cab, swing cab, lattice boom) to be operated. The certification must be issued by a<br />

nationally accredited certifying agency, such as the NCCCO and it must be documented.<br />

Evaluation - The employer must conduct an evaluation of each operator to ensure he/she is qualified. This is determined by a<br />

demonstration of the skills and knowledge necessary to operate the equipment safely and the ability to recognize and avert risks<br />

associated the operation. The skills and knowledge include those specific to the safety devices, operational aids and software<br />

that the crane is equipped with, along with considering the size and configuration of the crane to be operated, including the<br />

crane’s lifting capacity, boom length, attachments and counterweight set-up. can be demonstrated that it does not require<br />

considerably different skills, knowledge, or ability to recognize and avert risk.<br />

builders are enthusiastic to take on<br />

green building. Cost and ease are<br />

the main topics of conversation when reviewing<br />

house plans. Builders believe, incorrectly, that<br />

green building is more expensive. I am here to<br />

tell you that is not the case.<br />

Green building techniques help to create homes<br />

that are durable, comfortable, energy efficient,<br />

and healthy. The two key challenges for most<br />

builders in green building are building design<br />

and quality of workmanship. Most standard<br />

home designs are not inherently green –<br />

ductwork is located in unconditioned attics,<br />

and complex shapes are difficult to insulate<br />

and air seal. Common construction methods<br />

accept sub-standard insulation, air sealing, duct<br />

design and installation, and weather barrier and<br />

flashing installation. If installers complied with<br />

all manufacturer’s instructions and energy code<br />

requirements, projects would easily meet most<br />

core green building standards.<br />

There are many ways to manage costs in green<br />

building. Four areas worth considering are<br />

wood products, reinspection fees, fireplaces,<br />

and ductwork.<br />

Wood Products<br />

Advanced framing eliminates unnecessary<br />

structural material using techniques such<br />

as open (California) corners, ladder T walls,<br />

and right sized headers. Less material means<br />

lower cost and better insulation in the walls.<br />

In addition, trusses, I-joists, OSB, and other<br />

engineered materials reduce the use of old-


growth lumber, instead using fast growing<br />

aspen and pine lumber. Setting up a central<br />

framing cut area leads framers to make use of<br />

scraps instead of cutting long boards into short<br />

ones, saving material costs.<br />

Reinspection Fees<br />

Be diligent in reviewing your green building<br />

worksheet and standards throughout<br />

construction to avoid failures and reinspection<br />

fees. Walk the house prior to calling for your<br />

inspection. Make sure your trade contractors<br />

have completed all their work properly,<br />

particularly confirming that the HVAC installer<br />

has sealed all their ducts and insulation is<br />

installed correctly in all required locations. Have<br />

someone on site during the inspection who can<br />

make minor corrections such as touching up air<br />

sealing or filling in a missing piece of insulation.<br />

Don’t be afraid to ask questions before you call<br />

for your green building inspection. If you aren’t<br />

sure of something, don’t wait until the site visit<br />

to find out something is wrong.<br />

Fireplaces<br />

This may be a hard sell, but it’s worth<br />

considering. Fireplaces are a touchstone feature<br />

that everyone thinks they want, but since we<br />

don’t use them to heat our homes, how much<br />

do we really need them? Why not forgo the<br />

fireplace and save the money? If you install highperformance<br />

heat pumps, an energy efficient<br />

electric water heater, and the increasingly<br />

desirable induction cooktops, you will have no<br />

need for natural gas in a house. You will save the<br />

cost of installing gas lines, and the homeowner<br />

will save several hundred dollars per year in base gas<br />

service charges. If you must install a fireplace, go for<br />

a direct vent model with sealed glass doors. They are<br />

more efficient, reduce building air leakage, eliminate<br />

the chance of dangerous fumes inside, and you don’t<br />

need to build a chimney. And don’t install ventless<br />

fireplaces, they load up homes with excess moisture<br />

and aren’t allowed in any green building programs.<br />

Ductwork<br />

Be a trail blazer in the HVAC department. With the<br />

right house design, you can use ductless mini-split<br />

heat pumps in main rooms and eliminate most or all<br />

of your ductwork. Ductless units are now available<br />

in recessed ceiling styles that should please even<br />

the most discerning designer or homeowner.<br />

When installing duct systems, keep them inside<br />

conditioned space such as open web truss floors or<br />

conditioned crawlspaces and basements, and keep<br />

them out of unconditioned attics. And no matter<br />

what your HVAC contractor says, you don’t need to<br />

run long ducts to every window in the house. You<br />

can reduce your duct length by installing high wall<br />

registers that point towards the outside walls and<br />

eliminate supply ducts to most closets and small<br />

baths. When you have a well-insulated and air sealed<br />

house, there isn’t enough heat gain or loss at these<br />

areas to require much added heating or cooling. Less<br />

ductwork means lower costs and a better chance of<br />

passing duct leakage testing.<br />

Ductless mini-splits are a good option for heating<br />

and cooling high-performance homes.<br />

WOMEN<br />

The construction industry needs women. A<br />

bold statement that can easily be backed up and<br />

documented by a quick review of recent history<br />

and the current construction business environment.<br />

There has never been a time like the present when<br />

women not only have opportunities to enter, grow<br />

and prosper in construction related careers but<br />

they are also desperately needed at every level of<br />

construction. While some may still categorize a<br />

career in the construction industry as a primarily<br />

male focused choice, over the past couple of<br />

decades women have repeatedly broken down<br />

barriers and stereotypes to prove women not only<br />

can do the work effectively at every level, but also<br />

elevate the industry with their presence. Now that<br />

it has been established women can do the work and<br />

are needed more than ever, how does the industry<br />

attract and retain women for the construction<br />

workforce? It starts with awareness and a<br />

commitment by the industry to get the message out<br />

that women are needed, wanted and must have a<br />

seat at the “construction table”. Every segment of<br />

the industry must get on board and commit to hiring,<br />

training, and promoting more woman.<br />

Our industry continues to face a well-publicized,<br />

on-going labor shortage of skilled and nonskilled<br />

workers. This shortage cannot be solved<br />

without women. Several industry groups and<br />

organizations already have campaigns and<br />

programs in place to get the message out.<br />

One of the leading voices is NAWIC (National<br />

Association of Women in <strong>Construction</strong>). NAWIC<br />

has been supporting and encouraging women in<br />

the industry since 1953, when it was founded<br />

in Ft. Worth, Texas by sixteen women seeking<br />

to build a support network. Today, NAWIC<br />

has chapters over the US and are international<br />

affiliates. The NAWIC international affiliates are<br />

Canada, Australia, New Zealand, South Africa and<br />

the United Kingdom. The mission of NAWIC is to<br />

empower women currently in and those seeking<br />

to enter all disciplines of construction related<br />

business. The organization does this through<br />

a commitment to help women CONNECT<br />

with other women in the industry, GROW<br />

their knowledge and expertise, and SHARE<br />

their passion by service to others and their<br />

community. NAWIC encourages and supports<br />

women currently in the construction industry,<br />

but also has a strong focus on communicating<br />

the professional and financial advantages<br />

available to woman and girls considering a career<br />

in construction.<br />

The construction industry can only benefit<br />

from organizations like NAWIC and others that<br />

support and promote women in construction.<br />

The future of construction not only includes<br />

women, but it cannot succeed without them.<br />
