With fall around the corner and the kids still out of school, the Family Aquatic Center is the place to be on these hot summer days! Visit<br />

the aquatic center for a cool dip as well as some delicious food from Bo-Bo’s Poolside. Beginning August 17 through Labor Day, the<br />

Family Aquatic Center will only be open on weekends from 12-5 pm due to high school and college age lifeguards and deck staff returning<br />

to the classroom in mid-August.<br />

Celebrate the end of summer at our 9 th Annual Little Bear Ribfest in Century Park! On August 16 and 17, the park will be filled with blues<br />

musicians, rib vendors and beverages! Tickets are available at the gate and all proceeds benefit the District’s Family Scholarship Fund.<br />

Our final Movie in the Park this summer will be on August 23 at dusk at the north end of Deerpath Park, next to the playground. The<br />

featured film is Monsters, Inc. Families can play together at our 12 th Annual Worldwide Day of Play event on September 14. This event<br />

features outdoor recreational games for every age. On September 27, families will compete against each other at Trivia Night. Mark your<br />

calendars for the October special events. Trucks, Trunks, and Treats, a Halloween themed event for children, will take place on October<br />

19 and our popular <strong>Fall</strong> Fest is October 25.<br />

We’ve added many new programs this fall. Our children’s theater program has expanded, as well as the robotics classes, preschoolers<br />

can now learn to play lacrosse. Our adult programs now include Argentine Tango and Mahjong.<br />

Welcome Sarah and Julie! Sarah is our new Dance Director and she will also be teaching dance classes beginning this fall. Julie Freels<br />

joins the Park District as our new Early Childhood Supervisor and will be overseeing Little Learners Preschool.<br />

Our Annual Report is included in the <strong>Fall</strong> <strong>Guide</strong> which highlight’s the District’s financial practices and accomplishments, strategic efforts,<br />

capital planning, and agency goals. I’m proud to report that the Vernon Hills Park District is a finalist in the National Recreation and Park<br />

Association (NRPA) <strong>2019</strong> National Gold Medal Award for Excellence in Park & Recreation Management. The grand Plaque Honors will be<br />

announced at the NRPA National Conference in September.<br />

Illinois Distinguished Accredited Agency 2018-2023<br />

Vernon Hills Park District is recognized as an Illinois Distinguished Accredited Agency 2018-2023<br />

by the Illinois Association of Park Districts and the Illinois Park and Recreation Association. The<br />

two statewide associations administer the Illinois Distinguished Accreditation program with the<br />

goal of improving the delivery of park and recreation services to Illinois residents. It is a voluntary,<br />

comprehensive evaluation process to demonstrate that agencies have met state guidelines to provide<br />

exceptional services to their community. Only 15% of Park Districts receive this accreditation.<br />

The District is governed by five elected Commissioners who set policy for the operation of the Park District. Park Board meetings<br />

are held on the fourth Thursday of each month at 6:30 pm at the Sullivan Community Center, 635 N. Aspen Drive, unless<br />

Agency Accomplishments<br />

• Adopted Capital Improvement Plan <strong>2019</strong>-2023<br />

• Adopted Master Plan <strong>2019</strong>-2023<br />

• The Century Park South Expansion Project will be<br />

completed in Summer, <strong>2019</strong>.<br />

• Construction commenced in May, <strong>2019</strong> on the<br />

Kindergarten Center. Completion is scheduled for<br />

Summer, 2020.<br />

• New playgrounds were constructed in Ranney Park<br />

and Donnelley Park.<br />

• The sand play area at the Family Aquatic Center<br />

received new play structures in Spring, <strong>2019</strong>.<br />

• A long term agreement for the Solar Panel Project<br />

was authorized in February, <strong>2019</strong> with Trane<br />

Corporation. Solar panels will be installed on the<br />

Park Maintenance Facility roof in Summer, <strong>2019</strong>.<br />

• Received a $50,000 grant in cooperation with the<br />

Illinois Park & Recreation Association for a new<br />

playground in Garvanian Park.<br />

Finalist for Prestigious National Gold Medal Award<br />

The American Academy for Park and Recreation Administration (AAPRA),<br />

in partnership with the National Recreation and Park Association (NRPA),<br />

is pleased to announce Vernon Hills Park District as a finalist for the<br />

<strong>2019</strong> National Gold Medal Awards for Excellence in Park and Recreation<br />

Management. Musco Lighting, LLC has been a proud sponsor of the Gold Medal<br />

Awards program for over 10 years.<br />

Founded in 1965, the Gold Medal Awards program honors communities in the U.S. that demonstrate<br />

excellence in parks and recreation through long-range planning, resource management, volunteerism,<br />

environmental stewardship, program development, professional development and agency recognition.<br />

Applications are separated into seven classes, with five classes based on population, one class for armed<br />

forces recreation and one class for state park systems awarded on odd numbered years.<br />

Vernon Hills Park District is a finalist in the Class V category. Established in 1973, the Vernon Hills Park District<br />

serves a community of approximately 26,000 residents. The mission of the district is to promote diverse<br />

community based recreational opportunities by providing a variety of programs, services, facilities and natural<br />

spaces to enhance the quality of life for our residents.<br />

Park Board President David Doerhoefer states: “We are honored to be a finalist for the NRPA Gold Medal<br />

Award, and we are so excited to showcase our Vernon Hills Park District pride with our fellow park and<br />

recreation professionals across the country.”<br />

A panel of five park and recreation professionals reviews and judges all application<br />

materials. Judges are chosen for their considerable experience and knowledge in parks<br />

and recreation on both the local and national levels.<br />

This year’s finalists will compete for Grand Plaque Award honors this summer, and the<br />

seven Grand Plaque recipients will be announced live during the NRPA General Session<br />

at the <strong>2019</strong> NRPA Annual Conference in Baltimore, Maryland, Sept. 24–26, <strong>2019</strong>.<br />

Enhancing Value<br />

Park District programs and services are funded largely through user fees, while property tax revenue primarily funds operational and<br />

maintenance costs of park amenities and facilities. The District’s tax rate for the fiscal year <strong>2019</strong> was .416 per $100 of assessed value,<br />

compared to .419 in the previous year. The Park District represents 5% of the total property tax bill for Vernon Hills residents.<br />

Excellence in Financial Reporting<br />

For the 24 th consecutive year, the District received the Certificate of Achievement for Excellence in Financial Reporting from the<br />

Government Finance Officer’s Association (GFOA) for its Comprehensive Annual Financial Report (CAFR). This is the highest form of<br />

recognition in the area of governmental accounting and financial reporting.<br />

At the conclusion of each fiscal year, a financial audit and Comprehensive Annual Financial Report (CAFR) are completed. The audit is a<br />

mandated financial report compiled by a professional auditor. The goal of a CAFR is to clearly communicate the Park District’s financial<br />

story. To achieve this award, the District’s CAFR has to demonstrate a constructive “spirit of full disclosure”, clearly communicate its<br />

financial story, and motivate potential users to read the CAFR. The District’s CAFR and budget can be found on the District’s website.<br />

Operating<br />

Revenues & Resources<br />

For the fiscal year ending May<br />

31, <strong>2019</strong>, revenue totaled<br />

$10,348,503. The largest sources<br />

of revenue were derived from<br />

property taxes (48.1%), and user<br />

fees (48.2%).<br />

User Fees 48.2%<br />

User fees are charged for recreation programs. The fees are based on<br />

the level of desired cost recovery and vary depending on community or<br />

individual benefits. <strong>Program</strong>s that benefit the community as a whole such as<br />

special events have low fees offset by property taxes. <strong>Program</strong>s that benefit<br />

individual users such as swimming lessons have higher fees. Fees are<br />

reviewed annually by the Board during preparation of the operating budget.<br />

Property Taxes 48.1%<br />

As a government entity, the Park District has the power to levy and collect<br />

taxes on all taxable property within the District through the preparation of a<br />

tax levy ordinance. The Equalized Assessed Value (EAV) of your property will<br />

determine the amount of property taxes you will pay to the Park District. In<br />

2018, only 5% of your total tax bill will go to the Park District.<br />

Facility Rentals 1.75%<br />

Facility rental fees are commonly collected from individuals or affiliates, and<br />

include athletic fields, meeting rooms, and picnic areas.<br />

Investment Income 1.1%<br />

Investment income includes interest payments received from<br />

short term investments.<br />

Miscellaneous Income .85%<br />

Miscellaneous income includes monies received from donations, awards,<br />

and rebates. The Park District does not receive any sales tax revenue.<br />

$10,160,390. The Park District<br />

funded $1,464,121 in capital<br />

improvements during the fiscal<br />

Salaries and Wages 41%<br />

The District has 51 full-time and 180 part-time positions. Additionally, 175 seasonal<br />

employees are hired annually to fill openings in summer camps, the Family Aquatic<br />

Center, and park maintenance.<br />

Contractual Services 23.1%<br />

These expenditures reflect outside services. The District outsources some mowing,<br />

landscape, and cleaning services. Additionally, the District maintains several<br />

agreements with recreational providers who perform services that enable the District<br />

to offer a variety of programs to all ages.<br />

Debt Service 16.7%<br />

Debt service includes principal and interest payments owed on outstanding debt<br />

issues. Debt Service expenditures include retirement of general obligation bonded<br />

debt, which was accumulated in prior years to finance large scale projects.<br />

These expenditures are for employee health insurance premiums and employer costs<br />

associated with social security and pension benefits.<br />

Materials and supplies are needed to provide programs and park<br />

During a heavy rain storm in 2018, the retaining wall at the south end of the ballfields<br />

collapsed, resulting in the path being closed. During the winter of <strong>2019</strong>, the District developed<br />

a plan to eliminate the need for the retaining wall but still create a walking path connecting<br />

the neighborhood with the park. The plan placed the path closer to the outfield fence line in<br />

order to maintain a proper slope down the side of the berm leading to the pond. In the near<br />

future, the District will incorporate this procedure to eliminate more failing retaining walls<br />

around this walking path.<br />

From vibrant gardens to peaceful trails, habitats for wildlife, active recreational facilities, and a backdrop for nature lovers, our 24 District<br />

parks are in excellent condition. Our Park Maintenance teams consists of 10 full time staff plus 8 part-time and seasonal employees.<br />

New Solar Panels to be Installed at Parks<br />

Solar panels are coming soon to the Parks Maintenance Facility to offset electrical costs.<br />

Vernon Hills Park District is working with Trane/Ingersoll Rand to apply for grant funding<br />

through the Illinois Shine <strong>Program</strong> that is administered by the Illinois Power Agency<br />

(an independent state government agency) for solar development on the District's Park<br />

Maintenance Facility rooftop.<br />

The solar panels will save the District roughly $5,000 per year in electrical costs and cut<br />

down approximately 70% use off of the electrical grid. The Illinois Shine <strong>Program</strong> assists<br />

municipal agencies to install solar systems to harness the free power from the sun. The<br />

south facing roof is desirable for solar power technology.<br />

The Park District has a PPA (Purchase Power Agreement) with Trane/Ingersoll Rand for the<br />

solar power production. This means the Park District does not own the solar panels or<br />

purchasing the solar power produced. The rate at which the District is purchasing the<br />

MaxGalaxy<br />

Emails are sent to a participant group based on<br />

programs that are offered through the District’s<br />

registration software, MaxGalaxy. Participants are<br />

selected by gender, age, and previous program<br />

registration at the Park District.<br />

Park Pointers<br />

A monthly newsletter is distributed to students in<br />

grades K-5 who attend the Hawthorn Elementary<br />

Schools. The newsletter contains program and special<br />

event information specifically targeted to these age<br />

groups.<br />

Park Kiosks<br />

Four kiosks are located in Century Park that contain<br />

posters promoting programs and special events. Two<br />

new kiosks were added to Deerpath Park in <strong>Fall</strong>, 2018.<br />

Pool parties include a private party room, use of the pool and a party attendant for up<br />

to twenty guests. Parties are two hours long with one hour in the pool and one hour<br />

in the party room, within the specified times to the right. Confirm the date and time of<br />

your party at least three weeks in advance. Rental application forms are available at<br />

Lakeview Fitness. Payment is due after your application is approved.<br />

Vernon Township Food Pantry<br />

The Vernon Township Food Pantry provides nutritionally<br />

balanced food to township individuals and families who<br />

are in need of assistance. The collection box is located in<br />

the Sullivan Community Center. Accepted items include<br />

non-perishable goods, cleaning supplies, and personal<br />

hygiene products.<br />

Lions Recycle For Sight <strong>Program</strong><br />

Help the Lions Club reduce global blindness. Refractive<br />

errors can be easily corrected with eyeglasses, yet<br />

millions living in low and middle income countries lack<br />

access to basic eye care services. Lions have recognized<br />

the urgent need for corrective lenses and collect usable<br />

glasses in their communities. The collection box is<br />

located in the Family Aquatic Center circle drive. It<br />

resembles a mailbox.<br />

Welcome Julie Freels!<br />

Julie Freels joins the Park District as our new Early<br />

Childhood Supervisor and will be overseeing Little<br />

Learners Preschool.<br />

Julie Freels holds a B.A. degree in Social Science<br />

Education from Illinois State University and a M.S.<br />

degree in Parks and Recreation Administration<br />

from Aurora University. Julie has a Type 09<br />

teaching certificate and has instructed middle<br />

school French. She has also instructed preschool<br />

at a park district and in a daycare setting.<br />

Julie managed the preschool programs at<br />

Elmhurst and Lindenhurst Park Districts and was<br />

the <strong>Program</strong> Manager of Special Recreation<br />

Services of Northern Lake County prior to joining<br />

the Vernon Hills Park District. Julie is a Certified<br />

Park and Recreation Professional and is an active<br />

member of the IPRA Early Childhood Committee.<br />

When she is not working, Julie enjoys<br />

photography, gardening, and volunteering for a<br />

local animal rescue.<br />

SWALCO Reuse-A-Shoe<br />

Donate shoes of all types*, sizes, and conditions. Of all<br />

the materials collected, 95% or more will be recycled<br />

or reused, and you can be a part of this great effort!<br />

The collection box is located in the Sullivan Community<br />

Center.<br />

*Rollerblades, ice skates, and winter boots cannot be<br />

accepted.<br />

Clothing and Textiles Recycling<br />

SWALCO has established a new community-wide<br />

program where clothing and textiles can be collected<br />

for recycling. The program will accept new, gently used,<br />

used or unwanted/worn, women’s, men’s and children’s<br />

clothing and textiles. All fabrics will be accepted. Almost<br />

95% of the materials collected will be repurposed or<br />

recycled! The collection box is located near the skate<br />

park at the Sullivan Community Center.<br />

Winter Season Toys for Tots<br />

Help millions of less fortunate children share in the<br />

magic of the holidays. Local Toys for Tots Campaigns are<br />

the heart and soul of the Marine Toys for Tots <strong>Program</strong><br />

managed by dedicated United States Marines and local<br />

volunteers. Collection boxes are located at the Sullivan<br />

Community Center and Lakeview Fitness during the<br />

holiday season. New, unwrapped toys can be dropped<br />

off until mid-December.<br />

Sports Shed<br />

The Sports Shed makes it possible for kids to have<br />

positive alternatives to gangs, violence, and drugs<br />

through organized sports. Donate new or used gear<br />

including equipment, apparel/uniforms, or athletic<br />

footwear. The collection box is located in the Sullivan<br />

Community Center.<br />

Tree and Bench Donation<br />

Make a special contribution to our environment!<br />

Donate a tree or park bench in honor or in memory of someone special in your life!<br />

Tree and bench donations can be personalized with a bronze plaque that are are<br />

community walking movement designed to promote community<br />

community collaboration. Vernon Hills Park District has partnered<br />

with the Lake County Health Department on its county wide<br />

initiative to improve the health of Lake County residents. Walking<br />

is a gentle, low-impact exercise that is easy, free, and accessible<br />

to everyone.<br />

There are many benefi ts to walking 30 minutes every day.<br />

Walking can help to prevent and reduce the risk of chronic<br />

diseases, premature death, and supports positive mental health.<br />

Beginner-Intermediate<br />

Train as a small group with one of our personal trainers who will work with our more<br />

mature population who need to work at a slower pace, work on balance, and combat<br />

the muscle loss that comes with aging. All levels are welcome in this class with particular<br />

focus on beginners. This is a very low intensity, low impact class that will teach<br />

The holidays may be the most wonderful time of the year, but they can also bring about over indulgence and stress. Enjoying<br />

our festive traditions is important and so is your wellbeing. We can help you stay on track by providing participants with tips,<br />

incentives, motivation and accountability. The goal is to continue regular workouts (done anywhere) as well as a continued<br />

commitment to overall healthy choices. You can choose your goal of working towards maintaining your current weight – or<br />

even weight loss! You also have the option of working towards at least 150 minutes of moderate aerobic activity each week.<br />

Can't decide? Choose both goals and work towards a healthier you for the upcoming new year! Challenge will run November<br />

require 14-15 year olds to attend an orientation<br />

session before using the fitness equipment for<br />

the first time. Orientations are scheduled in<br />

Orientations are 30 minutes and only available for<br />

Adult Fitness Orientation<br />

Fitness orientations are complimentary and are<br />

wish to swim in USA swim meets must register with<br />

USA swimming for an additional $77. This registration<br />

fee is charged once per year and will cover the<br />

calendar year of <strong>2019</strong>.<br />

Silver, Gold, and Green Payment Schedule<br />

A $100 deposit is due at the time of registration. The<br />

balance will be charged in 5 equal installments on the<br />

10th of each month October through February. Credit/<br />

debit card authorization is required for payment<br />

Swim Lessons<br />

The goal of the Park District’s swim program is to<br />

create a life-long interest in aquatics activities,<br />

promote a healthy lifestyle, and improve a child’s<br />

safety in the water. Lessons follow the American Red<br />

Cross Learn-to-Swim guidelines. Taught by instructors<br />

who are certified lifeguards, our lessons feature<br />

progressive swimming instruction and practice of<br />

water safety skills. Upon successful completion of<br />

each level, swimmers will receive an American Red<br />

Cross certificate.<br />

First Day of Class<br />

Children’s skills will be assessed on the first day of class to ensure that they are<br />

placed in the proper level. Adjustments will be made if necessary. Swimming<br />

requires motor coordination and practice to become proficient.<br />

Keep in Mind<br />

It is not uncommon to spend more than one session in a particular level. This<br />

is especially true with levels 2, 3 and 4. Therefore, do not expect your child to<br />

automatically advance to the next level at the end of a session.<br />

Youth Swim Clinic Beginner/Intermediate (7-18 Years)<br />

Whether you are still developing your competitive legal strokes or have had some prior<br />

swim team experience, this clinic is for you. With our Bronze and Silver level swim team<br />

coaches helping your swimmer gain confidence with drills, progression techniques, and<br />

skill orientated swim sets. This is not a learn-to-swim class. Participant must be able to<br />

swim 25 yard freestyle and 25 yard backstroke without stopping. Participants should<br />

It is our goal to provide a safe and nurturing learning environment where each child is recognized and appreciated. Our<br />

belief is that children learn best through creative play and exploration. We want to help you build upon your child’s love<br />

of learning.<br />

Our program will prepare your child for their kindergarten experience through developmentally appropriate activities.<br />

Our highly experienced staff will assist your children in developing a sense of independence and confidence as they<br />

develop social relationships with other children. Daily instruction is provided to foster your child’s literary, cognitive, and<br />

fine and gross motor skills.<br />

We offer the best value for your money! A new, secure, beautiful facility opened in January, 2017, with highly-qualified<br />

staff dedicated to teaching our young students! Our large classrooms are equipped with child-sized bathrooms and all<br />

new classroom furnishings. We have an expanded outdoor playground too! Consider our school-year preschool programs<br />

for 2-5 year olds for a consistent, developmentally appropriate educational program.<br />

In addition, we offer both before and after supplemental preschool programs to complement your child’s learning<br />

experience all year round.<br />

Registration<br />

• Pre-registration is offered to returning students, prior<br />

to open registration.<br />

• New students must provide a copy of the child’s birth<br />

certificate or other proof of the child’s birth date must<br />

be submitted.<br />

<strong>2019</strong>/2020 Payment Schedule<br />

A $100 non-refundable/non-transferable deposit is due at<br />

the time of registration. The balance will be charged in<br />

equal installments on the fifth of each month, July through<br />

December. Credit/Debit card authorization is required for<br />

the installment charges. No refunds will be given after<br />

December 5, <strong>2019</strong>.<br />

FAQs<br />

Do preschoolers need to be potty trained?<br />

Children in 2 Year Old Preschool do not need to be potty<br />

trained, however instructors are not responsible for<br />

changing diapers. Children in 3 and 4 Year Old Preschool<br />

must be potty trained.<br />

What is your discipline policy?<br />

We use a brief time-out in the classroom. Our goal in using<br />

this technique is to remove a child from the situation long<br />

enough to allow him/her to regain control of him/herself.<br />

Positive redirection is another core discipline procedure.<br />

Appropriate boundaries and rules for behavior are<br />

established early in the school year.<br />

The after school program has a new look!<br />

PALS, formerly, Hawthorn After School <strong>Program</strong> (HAP), is designed to provide positive after school activities for elementary students within a safe, secure, and enriching<br />

environment. Under the supervision of our trained and qualified leadership staff, your child will have the opportunity to engage in education and recreation activities geared<br />

to the interest of the participants. All activities are designed to foster teamwork, health and wellness, positive attitudes, and self-esteem.<br />

Our bountiful selection of drawings introduces our students to<br />

a fascinating world of color, pattern, and design. Keeping with<br />

the season, our students create fall-themed illustrations like<br />

taffy apples and a farmer’s scarecrow. Fundamental cartoon<br />

skills are highlighted as we draw delightful bunnies. We will<br />

also create a Van Gogh-inspired drawing featuring vibrant<br />

Fizz Wizard is where kids will ‘do the science’ like investigating<br />

why something fizzes and changes (like in chemistry) but will<br />

through different fun science activities each week. Every week<br />

will encourage the joy of discovery. Fizz Wizard will have kids<br />

explore CSI and forensics; engineering and design, as well as<br />

how biology, physics, and chemistry have broad applications<br />

mission is to empower students by exposing them to the performing<br />

New! Monday Showcase Classes (Grades 1-6)<br />

A weekly musical theatre workshop culminating in a showcase featuring age-appropriate<br />

excerpts from smash hit movie musicals! Students will learn the basics of vocal<br />

techniques, choreography, and acting while working together to produce an in class<br />

performance for family and friends. Showcase classes are only 6 weeks long and are a<br />

great way for young artists to develop their talents, foster self-confidence, and grow in<br />

Based on the 2018 Broadway musical, we bring Elsa, Anna and the magical land of<br />

Arendelle to life, onstage. A story of true love and acceptance between sisters, Frozen Jr.<br />

expands upon the emotional relationship and journey between Princesses Anna and Elsa.<br />

When faced with danger, the two discover their hidden potential and the powerful bond<br />

of sisterhood. With a cast of beloved characters and loaded with magic, adventure and<br />

plenty of humor, Frozen Jr is sure to thaw even the coldest heart!<br />

Young Performers (Grades K-1)<br />

Kids have their chance to perform on stage. All children attend weekly rehearsals to<br />

learn songs, dances, and lines. The class includes acting, games, singing, and dancing.<br />

Each child enrolled receives a part, an audio file, and a script for personal practice.<br />

Performance <strong>Program</strong> (Grades 2-6)<br />

Children have the opportunity to perform in a musical theater production on stage. Actors<br />

rehearse weekly under the direction of our highly accredited vocal, dance, and drama<br />

instructors. The final performance includes original costumes, sound and set. Each child<br />

Private Music Lessons - Violin (6+ Years)<br />

Does your child want to learn a musical instrument? Does your student play in the school<br />

orchestra and would like individual instructions to improve his/her skills? Are you an adult<br />

who has always dreamed of playing the violin? Professional violinist Aviva Chertok holds<br />

a Masters degree from the Royal College of Music in London. In half hour slots, students<br />

have an opportunity to learn with Aviva about music theory skills, violin technique, how<br />

to be a confident performer on stage, and more. Beginner through advanced students<br />

are welcome. Students must have their own instrument, and supplementary materials<br />

may be required by the instructor. After registration, you can contact the instructor if you<br />

Protection District. Future sitters learn how to deal with emergency and non-emergency<br />

situations that could arise while taking care of younger children. We address topics such<br />

as first aid, fire safety, police security, child care and more. Participants receive a manual<br />

Recital Information<br />

The dance program will culminate with an annual dance recital in the spring. The cost<br />

of costumes and tickets are not included in the class fee. These items will need to be<br />

purchased for the recital. Dress rehearsal is mandatory in order to participate in the<br />

dance recital. The recital is optional. Your child can register for the class even if he or she<br />

of 3. She danced for two years on her high school dance team and<br />

continued to dance throughout college. She has studied many styles<br />

of dance, including ballet, tap, jazz, lyrical, and swing. She graduated<br />

from Carthage College in 2018 with a degree in Business Management<br />

and Finance. Dance is her true passion and she is excited to help her<br />

students discover their own passion and love of dance. Sarah is very<br />

happy to begin working with the Vernon Hills Park District and looks<br />

Girls Rhythmic Gymnastics<br />

This is a unique Olympic sport for girls<br />

music. Rhythmic gymnastics enhances<br />

and flexibility, and builds strength,<br />

agility and endurance.<br />

Hip Hop/Poms (7-10 Years)<br />

In hip hop/poms, students will learn the fundamentals and intermediate skills of Hip<br />

Hop dance, such as basic choreography and break dance movements; as well as have<br />

the freedom to develop their own style through freestyle movement. Dancers will learn<br />

The Park District is accepting registration on behalf of the Vernon Hills Soccer Club.<br />

The Vernon Hills Soccer Club has its basis and its roots in the Vernon Hills Community.<br />

The VHSC Recreational <strong>Program</strong> is both a vital service to the community, providing a<br />

platform for any and all interested soccer players to compete at a recreational level,<br />

and the fundamental building block of the club. The VHSC strives to provide a fair and<br />

professionally run community program with focus on foot skills and player development.<br />

As part of the VHSC plan for player development, our professional coaching staff provides<br />

on-going instruction and training to all recreational coaches.<br />

Tumble Tyke with Parent (2-3 Years)<br />

Children can benefit from gymnastics at a very young age, when they are developing<br />

large motor skills. This semi-structured class includes an interactive warm up, and use of<br />

the “Just for Kids” gymnastics equipment, low balance beams, trampolines, and foam<br />

pit. We offer a variety of themes throughout the session to make each week unique. This<br />

class is taught in obstacle format (no sitting and waiting for turns). Children will practice<br />

the correct way to roll, jump, balance and swing. Children must attend with a parent or<br />

Team Formation<br />

All teams are formed by a coach’s draft. Players<br />

are measured for height and evaluated at the<br />

Skill Evaluation Day. This information is provided<br />

to coaches to select teams. Because of the draft<br />

process, no coach or teammate requests will be<br />

considered. The only way to guarantee that two kids<br />

are placed on the same team is if their parents sign<br />

up to coach together. Players are required to attend<br />

skill day. Those that do not attend skill day will not be<br />

eligible for the coaches draft. They will be randomly<br />

assigned to a team.<br />

Practice<br />

Teams practice 1-2 hours per week at various schools.<br />

Practice times can be as early as 6:00 pm and go<br />

as late as 9:00 pm (8:30 pm for 3rd & 4th grade<br />

teams). Practice schedules are dictated by coaches;<br />

therefore, specific practice schedule requests cannot<br />

be honored. (If there is ONE specific day of the week<br />

that your child will not be available to practice, please<br />

note on registration).<br />

All players will receive a team jersey and<br />

participation medal.<br />

Boys trying out for VHCYAA Feeder Basketball<br />

This program is committed to the development of both individual and team skills for<br />

boys in grades 4 through 8 that plan on attending Vernon Hills High School. We are an<br />

organized competitive program that competes against similarly organized teams. Tryouts<br />

The Park District realizes that tryouts and team selection for feeder basketball are after<br />

our registration deadline but before practices/games begin. Players are encouraged<br />

to register for the Park District league and attend Skill Evaluation day. If you make the<br />

feeder team, and decide not to play both feeder and Park District, as long as a refund is<br />

requested prior to our team selection, you will receive a refund of the full league fee. Do<br />

not wait until after the feeder team has been selected or you will be subject to the late<br />

January 18 will be a one-hour practice; the subsequent eight sessions will consist of a 30-minute practice followed by a game. All practices/games will be held on Saturday mornings. All<br />

players will receive a team jersey and participation medal.<br />

Fencing (9-15 Years)<br />

The LifeSport Fencing Academy is a fencing club serving Youth Fencers. We offer<br />

fencing programs for beginners to advanced. Fencing is one of the best youth sports<br />

because it challenges competitors' brains as strenuously as it does their bodies. While<br />

fencers benefit from strength and speed, they also need strategy, quick-thinking and<br />

determination. Fencing also provides a unique mix of camaraderie and self-reliance.<br />

Equipment is provided for beginning fencers. Advanced fencers are encouraged to<br />

provide their own equipment.<br />

Youth Co-Ed Volleyball with On the Go Sports (Grades 4-8)<br />

Learn the basics of volleyball: passing, setting, spiking, serving, and blocking. Our clinic<br />

stresses the importance of discipline and teamwork as it equates to success on the court.<br />

Participants are grouped according to playing skill set and instruction is built around the<br />

abilities of those involved. We cover individual skill training in order to be more effective<br />

players. Additionally, the clinic focuses on skill set enhancement including: foot speed,<br />

body control, hitting, faster tempo sets, arm swing, wrist snap, ball placement and<br />

blocking footwork with eye awareness.<br />

Argentine Tango, the cultural phenomenon of Buenos Aires, is more than just a dance.<br />

It's a culture of its own based on traditions, history and music of Buenos Aires at the<br />

turn of the 20 th Century. It is an improvisational social dance which allows the dancers<br />

to develop a deep connection within the couple, to the music, and the environment in<br />

which they are dancing. To feel comfortable on a dance floor, leaders and followers have<br />

to learn not only specific steps, but also the body language needed to execute them. The<br />

dance is absolutely beautiful, romantic, and social.<br />

Special Recreation Association of Central Lake County<br />

The Vernon Hills Park District is a cooperative member agency of the Special Recreation<br />

Association of Central Lake County. SRACLC provides community based therapeutic<br />

recreation programs to people of all ages with disabilities or special needs.<br />

SRACLC is a cooperative effort of the Grayslake, Vernon Hills, and Mundelein Park<br />

Districts, and the Villages of Hawthorn Woods, Lake Zurich, Libertyville, and Lincolnshire.<br />

Individuals residing within the boundaries of the Member Agencies are considered<br />

“residents” of SRACLC and may utilize the services.<br />

SRACLC offers more than 500 weekly programs, special events, and camps during the<br />

year. SRACLC also recognizes that some people with disabilities prefer to participate in<br />

recreation programs within their own Park District or Recreation Department. SRACLC can<br />

help you with this opportunity by providing an extra staff, if deemed necessary, behavior<br />

management support, disability awareness training, and other adaptive services<br />

necessary for safe and successful participation.<br />

Sensory Seekers – Virtual Punch Card<br />

Look, touch, listen, and learn. Join us for a half hour of drop-in free time supervised by<br />

a Recreation Therapist. Whether or not you bring a book to work on reading, sign up<br />

siblings to work on sharing, or use the time to decompress, the possibilities are endless<br />

and centered on you. Therapy through technology has never looked so exciting.<br />

Online Registration<br />

Online registration is available to anyone with a Vernon Hills Park District Online account. If you<br />

do not have an Online account, one can be requested from our website by clicking on the green<br />

Register Online button on the home page, or an Online Activation Form can be filled out at the<br />

Sullivan Community Center or Lakeview Fitness. In addition to browsing and registering for<br />

programs, online accounts allow users to re-print receipts and pay balances.<br />

Online registration begins at 12:00 am. In-person begins with regular facility hours.<br />

To receive resident rates, proof of residency must be provided on an annual basis, online or in<br />

person.<br />

Refunds<br />

• A refund, minus a $5 service charge, is granted if the request is received at least 10 business<br />

days before the start of the program. To avoid the service charge, you may apply the refund<br />

toward another Park District program or accept a credit for future use.<br />

• Refund requests received less than 10 days before the start of a program or after a program<br />

has begun will be granted and pro-rated upon administrative approval. The $5 service charge<br />

will apply.<br />

• No refunds are issued once 50% of the program has been completed.<br />

• Season passes are not refundable.<br />

• Refunds are mailed to participants approximately 2-3 weeks after administrative approval is<br />

received.<br />

Proof of Residency Requirements<br />

Vernon Hills and District 73 residents must provide the<br />

following proof of residency on an annual basis:<br />

• State Photo ID or Drivers License, and<br />

• Real Estate Tax Bill or current utility bill (no older than 60 days), or<br />

proof of recent real estate contract closing.<br />

Proof of residency can be uploaded on our website or submitted in-person during regular business<br />

hours at the Sullivan Community Center or at Lakeview Fitness.<br />

Hawthorn School District 73 residents that live outside of Vernon Hills Park District boundaries are<br />

eligible for resident rates. The only exceptions are daily admissions to the Family Aquatic Center<br />

and facility rentals. In addition, District 73 residents must wait until the non-resident registration<br />

dates to register for programs.<br />

Class Cancellations<br />

The Park District makes every effort to avoid canceling classes. However, in order to operate<br />

efficiently, programs must have a minimum number of registered participants 2-5 days before<br />

class start date to avoid cancellation. If a program is canceled, participants are notified prior to the<br />

start of the program and a full refund is issued.<br />

Within 5 days of a class beginning, a decision<br />

is made whether that class will run or not. All<br />

classes must have a minimum number of participants<br />

registered at this time or it will be canceled.<br />

Vernon Hills Police<br />

Through a cooperative agreement with the Village of Vernon Hills, all parks and park<br />

facilities are policed by the Vernon Hills Police Department. Police are radio dispatched<br />

and may be summoned by calling (847) 362-4449.<br />

Local groups are encouraged to invite our staff to your meetings to speak about<br />

Americans With Disabilities<br />

The Vernon Hills Park District will comply with the Americans With Disabilities Act (ADA),<br />

which prohibits discrimination in the provision of programs, services, or activities to<br />

individuals with disabilities. We invite any participant with a special need to contact our<br />

staff or our SRA staff, upon registration, so that a smooth inclusion can occur. If you have<br />

any questions regarding the Park District’s ADA policy, or believe you have been unfairly<br />

discriminated against in the provision of programs, services, or activities of the Vernon<br />

Hills Park District, please contact the District ADA Compliance Officer, Tom Ritter by mail<br />

at 635 N. Aspen Drive, Vernon Hills, IL 60061 or by telephone at 847-996-6802. For<br />

the deaf or hearing-impaired, call the Illinois Relay Center voice only operator at (800)<br />

Resident/Non-Resident (NR) Fees<br />

Vernon Hills residents significantly contribute to the operating budget of the Park District<br />

by paying property taxes. Everyone who resides within the boundaries of the Park<br />

District are eligible to receive resident discounted rates. Once per year, each Vernon<br />

Hills household is required to show proof of residency in order to qualify for resident<br />

rates. Families living within Hawthorn School District #73 are also eligible to receive<br />

resident discounted rates for programs, Lakeview Fitness memberships, and Lakeview<br />

Fitness daily passes. The only exceptions are facility rentals and daily admission to the<br />

Family Aquatic Center. In addition, District 73 residents must wait until the non-resident<br />

registration dates to register for programs. Non-resident fees are the second fees shown<br />

in program descriptions. These rates are not discounted and are necessary in order to<br />

ensure that non-resident participants contribute to the overall financing of the park<br />

system on an equitable basis with residents.<br />

Senior Citizen Discount<br />

Senior discounts are available for individual passes and membership to our Fitness<br />

Center for residents aged 62 & older. For all other programs and the Family Aquatic<br />

Center, a 20% discount will be applied.<br />

Non-Sufficient Funds (NSF) Policy<br />

A $25 service charge will be assessed on all checks returned due to non-sufficient funds.<br />

Food Allergy Policy<br />

The Park District will attempt to accommodate each program participant who has a<br />

food allergy in order to provide the safest learning environment possible. A Food Allergy<br />

Action Plan will be created by the District staff and parents and will identify operational<br />

practices for parents, teachers, and children to follow. For a copy of the Food Allergy<br />

Policy, contact Tom Ritter, Superintendent of Recreation, at (847) 996-6802.<br />

No Smoking Policy<br />

In addition to the Smoke Free Illinois Act, the entire Park District which includes all<br />

facilities, buildings, parks, streets, paths, open space and all waters, is designated as<br />

tobacco free.<br />

CAP – Community Alliance Project, a coalition of business and community leaders that<br />

network and coordinate positive youth development efforts in Vernon Hills and Hawthorn<br />

Age Qualification<br />

The District establishes appropriate age qualifications for each of its programs. Only the<br />

program supervisor is authorized to make exceptions to these age ranges. Consideration<br />

will only be given once all age-appropriate participants have had an opportunity to<br />

register.<br />

Payment Policy<br />

Households with an unpaid balance will not be allowed to register for any Vernon Hills<br />

Park District programs, activities, memberships, or rentals until the balance is paid in<br />

full. For assistance with an unpaid balance contact the Business Operations Manager at<br />

(847) 996-6803.<br />

Photo & Video Policy<br />

The District occasionally takes photographs or video of participants for promoting/<br />

advertising our programs, services, events, activities, and facilities in our brochures,<br />

website or agency social media, and other promotional avenues. By registering for,<br />

participating in or attending District programs, events, or other activities, the participant<br />

(or parent/guardian of a minor participant) irrevocably agrees to the use and distribution<br />

by the Park District of his or her image (or of his minor child/ward) in photographs,<br />

video recordings, and any other electronic reproductions of such programs, events and<br />

activities for any purpose without inspection or approval and without compensation,<br />

rights to royalties or any other consideration now and in the future.<br />

Residents are encouraged to submit photos for the Park District to use in its<br />

informational materials. To submit a photo, email Cassidy Reinhard, Marketing<br />

Coordinator, at cassidyr@vhparkdistrict.org.<br />

Vandalism<br />

Each year, vandalism costs the Park District thousands of dollars. Higher costs of<br />

maintenance, repair and clean up of park areas can be avoided only with your help.<br />

Should you see vandalism occurring, please call the Vernon Hills Police at (847) 362-4449.<br />

Discipline<br />

A positive approach is used regarding discipline. Staff periodically reviews rules with<br />

participants during programs. If inappropriate or unacceptable behavior occurs, prompt<br />

resolution will be sought and the District Behavior Management Policy (2.39) will be used<br />

as a guideline. The Park District reserves the right to remove a participant whose actions<br />

endanger the safety of himself or others.<br />

Notary Public Services<br />

Notary public services are available at the Sullivan Community Center. Please remember<br />

that documents must be signed in the presence of the Notary Public.<br />
