Conclusion: PC health policies developed in recent years have promoted vigorous development across Europe. Preliminary data on the integration of PC into different fields are encouraging though inequalities between countries and sub-regions persist. Methods <strong>of</strong> the project<br />

Def<strong>in</strong>ition <strong>of</strong> ‘<strong>Palliative</strong> <strong>Care</strong><br />

development’<br />

Development, <strong>in</strong> this context, refers to<br />

the processes, structures, policies and<br />

resources that support the delivery <strong>of</strong><br />

palliative care. <strong>Palliative</strong> care development<br />

was organised accord<strong>in</strong>g to the<br />

WHO public health strategy for palliative<br />

care, which <strong>in</strong>cludes service provision<br />

and implementation, policies, education,<br />

and medic<strong>in</strong>e availability (see<br />

WHO framework). In addition, we provide<br />

<strong>in</strong>formation on a fifth dimension,<br />

palliative care vitality, which reflects the<br />

level <strong>of</strong> pr<strong>of</strong>essional activity with<strong>in</strong> the<br />

country.<br />

Who framework<br />

In order to effectively develop and <strong>in</strong>tegrate<br />

palliative care <strong>in</strong>to health care systems,<br />

the WHO launched a Public Health<br />

Model. This model <strong>in</strong>cludes advice and<br />

guidel<strong>in</strong>es to governments for implement<strong>in</strong>g<br />

national palliative care based on four<br />

components: 1) appropriate policies, 2)<br />

adequate use <strong>of</strong> medic<strong>in</strong>es, 3) education<br />

<strong>of</strong> health care workers and the public and<br />

4) implementation <strong>of</strong> palliative care services<br />

at all levels <strong>of</strong> society. This process<br />

is always applied with<strong>in</strong> the cultural context,<br />

disease demographics, socioeconomics<br />

and the health care system <strong>of</strong> a<br />

country.<br />

This project was developed <strong>in</strong> six step or<br />
