The Commercial Vehicle Safety Alliance’s<br />

(CVSA) International Roadcheck will take<br />

place June 4-6.<br />

Over that 72-hour period, commercial motor<br />

vehicle inspectors in jurisdictions throughout<br />

North America will conduct inspections on<br />

commercial motor vehicles and drivers.<br />

Each year, International Roadcheck places<br />

special emphasis on a category of violations.<br />

This year’s focus is steering and suspension<br />

systems. While checking vehicle compliance<br />

is always part of the North American Standard<br />

Inspection Program, CVSA is highlighting<br />

steering components and suspension systems<br />

this year as a reminder of their importance to<br />

highway safety.<br />

“Steering and suspension are safety critical<br />

systems for any commercial motor vehicle,”<br />

said CVSA President Chief Jay Thompson with<br />

the Arkansas Highway Police. “Not only do they<br />

support the heavy loads carried by trucks and<br />

buses, but they also help maintain stability and<br />

control under acceleration and braking, keeping<br />

the vehicle safely on the road. Furthermore,<br />

they keep tires in alignment, reducing chances<br />

of uneven tire wear and possible tire failure, and<br />

they maximize the contact between the tires and<br />

the road to provide steering stability and good<br />

handling.”<br />

During International Roadcheck, CVSAcertified<br />

inspectors will primarily conduct the<br />

North American Standard Level I Inspection, a<br />

37-step procedure that includes an examination<br />

of driver operating requirements and vehicle<br />

mechanical fitness. Inspectors may opt to<br />

conduct the Level II Walk-Around Driver/<br />

Vehicle Inspection, Level III Driver/Credential/<br />

Administrative Inspection or Level V Vehicle-<br />

Only Inspection.<br />

The vehicle inspection includes checking<br />

critical inspection items such as: brake systems;<br />

cargo securement; coupling devices; driveline/<br />

driveshaft; driver’s seat (missing); exhaust<br />

systems; frames; fuel systems; lighting devices<br />

(headlamps, tail lamps, stop lamps, turn<br />

signals and lamps/flags on projecting loads);<br />

steering mechanisms; suspensions; tires; van<br />

and open-top trailer bodies; wheels, rims and<br />

hubs; windshield wipers. Additional items on<br />

buses, motorcoaches, passenger vans or other<br />

passenger-carrying vehicles include emergency<br />

exits, electrical cables and systems in engine and<br />

battery compartments, and seating (temporary<br />

and aisle seats).<br />

Drivers will be required to provide their<br />

driver’s license (operating credentials), Medical<br />

Examiner’s Certificate and Skill Performance<br />

Evaluation Certificate (if applicable), driver’s<br />

record of duty status and vehicle inspection<br />

report(s) (if applicable). Inspectors will also<br />

check drivers for seat belt usage, sickness,<br />

fatigue and apparent alcohol and/or drug<br />

impairment.<br />

If no critical vehicle inspection item<br />

violations are found during a Level I or Level V<br />

Inspection, a CVSA decal will be applied to the<br />

vehicle, indicating that the vehicle successfully<br />

passed a decal-eligible inspection conducted by<br />

a CVSA-certified inspector; however, when a<br />

rear impact guard is required and violations are<br />

present, a CVSA decal shall not be issued.<br />

If an inspector does identify critical vehicle<br />

inspection item violations, he or she may<br />

render the vehicle out of service if the condition<br />

meets the North American Standard Out-of-<br />

Service Criteria. This means the vehicle cannot<br />

be operated until the vehicle violation(s)<br />

are corrected. A driver can also be placed<br />

out of service for driver credential-related<br />

issues or driver conditions, such as fatigue or<br />

impairment.<br />

Out-of-service orders and the number,<br />

type and severity of safety violations affect<br />

a motor carrier’s Compliance, Safety,<br />

Accountability (CSA) score and its Safety<br />

Fitness Determination rating. CSA is the safety<br />

compliance and enforcement program of the<br />

Federal Motor Carrier Safety Administration<br />

designed to improve safety and prevent<br />

commercial motor vehicle crashes, injuries and<br />

fatalities by holding motor carriers and drivers<br />

accountable for their role in safety.<br />

“International Roadcheck is a high-visibility,<br />

three-day commercial motor vehicle and<br />

driver inspection and enforcement event,” said<br />

Chief Thompson. “However, aside from the<br />

increased inspections, we are not doing anything<br />

differently than any other day. The inspections<br />

performed during International Roadcheck are<br />

the same inspections that are conducted the day<br />

before International Roadcheck starts and the<br />

day after it concludes, as well as any other day<br />

of the year.”<br />

“It’s important to remember that inspections<br />

are conducted 365 days a year. We publicly<br />

announce the dates of this three-day enforcement<br />

and awareness initiative in advance because we<br />

want all vehicles on our roadways to be safe and<br />

compliant,” Thompson said.<br />

International Roadcheck is the largest targeted<br />

enforcement program on commercial motor<br />

vehicles in the world, with around 17 trucks and<br />

buses inspected, on average, every minute in<br />

Canada, the United States and Mexico during<br />

a 72-hour period. Since its inception in 1988,<br />

more than 1.6 million roadside inspections have<br />

been conducted during International Roadcheck<br />

campaigns.<br />

International Roadcheck is a CVSA program<br />

with participation by FMCSA, Canadian<br />

Council of Motor Transport Administrators,<br />

Transport Canada and Secretaría de<br />

Comunicaciones y Transportes (SCT) (Ministry<br />

of Communications and Transportation) of<br />

Mexico.<br />

quick, easy updates, more uptime<br />

Volvo Trucks’ new Parameter Plus Package<br />

allows for up to 50 parameter updates annually<br />

per covered vehicle, providing significant value<br />

to customers’ bottom lines through maximized<br />

uptime, the company said in a news release.<br />

“The Parameter Plus Package is a notable<br />

example of Volvo Trucks’ emphasis on<br />

delivering connectivity solutions dedicated<br />

to maximizing uptime for customers,” said<br />

Ashraf Makki, product marketing manager at<br />

Volvo Trucks North America. “Providing the<br />

opportunity to complete numerous parameter<br />

updates remotely per year is fundamental for<br />

certain customers to ensure their fleets reach<br />

peak performance and uptime potential.”<br />

Makki said the pace of change in the<br />

transportation industry is more rapid than ever<br />

and customers are demanding faster ways of<br />

communication through connectivity.<br />

Programming, the new Parameter Plus<br />

Package was designed with thorough feedback<br />

from customers to meet the demands of their<br />

applications via over-the-air (OTA) updates<br />

while significantly increasing uptime and<br />

maintaining a firm cost control. Previously<br />

parameter and software updates, where the<br />

trucks needed to be brought to the service<br />

point, could in all require two or more days<br />

of downtime, along with the added work and<br />

costs of acquiring a supplementary truck and<br />

managing driver logistics. The new Parameter<br />

Plus Package with OTA powertrain software,<br />

updates can be completed in under 20 minutes<br />

and parameter updates in under 10 minutes,<br />

Makki said.<br />

There are nearly 122,000 Volvo trucks with<br />

embedded connectivity technologies on the road<br />

today. Just a year ago, approximately 1,300<br />

Volvo trucks were receiving OTA software and<br />

parameter updates; today, nearly 16,000 Volvo<br />

trucks have OTA update capabilities and the<br />

population is growing rapidly.<br />

Leveraging Volvo’s factory-built embedded<br />

telematics platform and connecting to the Volvo<br />

Uptime Center, these updates can take place<br />

during a short meal, an operational break or<br />

while dispatching a truck virtually anywhere a<br />

cellular connection is available. The embedded<br />

telematics platform also supports Volvo’s latest<br />

Remote Diagnostics, which coupled with SAS’<br />

analytics platform, helps reduce diagnostic time<br />

by 70 percent and repair time by 25 percent.<br />

This system delivers more precise data allowing<br />

Volvo Action Service agents to proactively<br />

analyze trouble codes and deliver actionable<br />

information to decisionmakers and repair<br />

facilities, maximized vehicle uptime.<br />

Parameter updates enable owners to switch<br />

between operating modes for a multitude of<br />

optimizations, including maximizing truck<br />

performance, balancing fuel usage and<br />

performance, maximizing fuel efficiency and<br />

configuring maximum road speeds. If fuel prices<br />

rise, a fleet may decide to change its trucks’<br />

top speed settings. A fleet may also choose<br />

to switch programming on a transmission or<br />

engine to accommodate application changes,<br />

such as switching from dry bulk to liquid<br />

tankers or running multiple routes with different<br />

topographies.<br />

The multitude of parameter update options are<br />

helpful for companies with trucks that operate<br />

between areas governed by different regulations.<br />

For instance, trucks traveling between Ontario,<br />

Canada, and the United States may require Road<br />

Speed Limit parameter changes in order to be<br />

legally compliant in Canada, while benefiting<br />

from higher speeds permitted in the U.S.<br />

to find CMV parking at truck stops in Midwest<br />

Intelligent Imaging Systems (IIS)<br />

is now providing state departments<br />

of transportation with its IIS Smart<br />

Parking solutions for trucks at rest<br />

stops.<br />

Installations were recently completed<br />

in Ohio as part of the Mid America<br />

Association of State Transportation<br />

Officials (MAASTO) initiative, which<br />

unites eight Midwestern states in the<br />

nation’s first Regional Truck Parking<br />

Information Management System<br />

(TPIMS).<br />

Through IIS Smart Parking, 18 rest<br />

stops along Ohio’s Interstates 70, 75<br />

and U.S. Route 33 were fitted with inground<br />

sensors, which provide information<br />

on how many parking spots are<br />

open and available for use. That information<br />

is then relayed and broadcast<br />

— in real-time — on highway signs so<br />

truck drivers will know the availability<br />

of parking spaces at the upcoming rest<br />

stop.<br />

The IIS Smart Parking locations join<br />

others implemented through MAASTO to<br />

provide truckers with parking availability.<br />

The TPIMS was deployed along the<br />

region’s high-volume freight corridors<br />

through Indiana, Iowa, Kansas,<br />

Kentucky, Michigan, Minnesota, Ohio<br />

and Wisconsin. Its goal is to have all<br />

truck drivers, dispatchers and others<br />

see and benefit from a cohesive parking<br />

availability system that crosses<br />

state borders. In addition to dynamic<br />

highway message signs, websites will<br />

provide information on parking space<br />

availability.<br />

“This service is badly needed in the<br />

trucking industry,” said Brian Heath,<br />

president and CEO of IIS. “Parking is a<br />

huge concern for drivers. Studies by the<br />

Federal Highway Administration show<br />

that 83 percent of drivers routinely take<br />

30 minutes or longer to find parking<br />

and that 37 DOTs reported problems<br />

with commercial parking.”<br />

According to Heath, the real-time display<br />

of parking spots at rest areas gives<br />

drivers time to plan. “In Ohio, it’s set up<br />

where a highway reader board shows the<br />

number of spots available at the upcoming<br />

rest area,” he said. “And in many<br />

cases, it shows the spots available at the<br />

rest areas that are further down the road.<br />

This takes out a lot of the guesswork of<br />

‘where do I park?’ Plus, if a rest area is<br />

full, the driver doesn’t have to pull in<br />

and search – wasting time trying to find<br />

a spot that doesn’t exist.”<br />

up to offer states funds to implement<br />

a truck parking management system,”<br />

Heath said. “We expect states with<br />

parking issues to take advantage of the<br />

funding to make highways safer, and<br />

drivers more productive. If a driver<br />

can’t find a spot, and their hours of service<br />

are about to expire, they’ll often<br />

resort to using unauthorized parking<br />

spaces, or park on highway shoulders<br />

or ramps. By providing real-time information<br />

on parking spots, states have<br />

the ability to make an impact on the<br />
