three months. The order, issued under<br />

Section 144 of the Criminal Procedure<br />

Code, will come into force on <strong>May</strong><br />

15, the state government said. The<br />

order has been issued in view of the<br />

southwest monsoon, which is at Goa’s<br />

doorstep. The move is likely to come as<br />

a relief to motorists.<br />

The ban on digging will apply to private<br />

agencies, government departments and<br />

semi-government undertakings. It also<br />

applies to civic bodies. During the threemonth<br />

period, any digging or cutting of<br />

public roads and their shoulders, including<br />

all city and village roads, will require prior<br />

written permission from the collector.<br />

The order also states that any such<br />

digging will immediately be covered<br />

within six hours and properly paved or<br />

celented within 24 hours.<br />

The surfacing of tar balls on the Goan<br />

beaches is not just a concern for<br />

tourism, but the preliminary study by<br />

CSIR-NIO has expressed a possibility<br />

of impacting the humans due to<br />

presence of hazardous pathogens<br />

nurturing on them.<br />

After conducting detail study on the<br />

reasons for tar-ball deposition along<br />

Goa coast, Scientists from CSIR-<br />

National Institute of Oceanography<br />

(NIO) has embarked on a three-yearlong<br />

project under State Directorate<br />

of Science and Technology to<br />

unearth the impact of tar balls on<br />

marine biodiversity. The study will<br />

also identify the presence of microorganisms<br />

on the tar balls, which<br />

usually surface during pre-monsoon<br />

period, mostly in the last week of <strong>May</strong>.<br />

A tar ball is a semi-solid blob of<br />

crude-oil, and it is formed due to<br />

weathering of crude oil in the ocean.<br />

The tar ball deposition is basically due<br />

to off-shore oil exploration, oil tanker<br />

accidents, release of bilge and ballast<br />

water from ships, etc.<br />

Goa has been witnessing tar-ball<br />

phenomenon for nearly a decade now.<br />

The latest incident was reported last<br />

month along Candolim and Anjuna<br />

coast.<br />

Damare are now working on the<br />

project to identify its impact.<br />

They have been sampling water<br />

and sediments from the beaches like<br />

Vagator and Morjim in North Goa and<br />

Cansaulim and Betul in South Goa,<br />

which are the hotspots for tar ball<br />

arrivals along the shore.<br />

Senior Scientist working in<br />

Biological Oceanography division, said<br />

that Tar balls contain hydrocarbons<br />

including polycyclic aromatic<br />

hydrocarbons which poses significant<br />

environmental risk.<br />

She said the kind of pathogens that<br />

are coming on the beaches due to tar<br />

balls is not good.<br />

“It is indirectly changing biota of<br />

marine waters, which might affect<br />

planktons, zooplanktons and thereby<br />

affecting fishes which we humans eat,”<br />

she said.<br />

Pathogens are a bacterium, virus or<br />

other microorganism that can cause<br />

disease.<br />

“Marine organisms are affected.<br />

Also, if human body come in contact<br />

with these tar balls, then it can cause<br />

serious infection and hence poses being<br />

hazardous,” she explained further.<br />

Khandeparkar however, said that<br />

these are just preliminary findings and<br />

unless the study concludes on the type<br />

of pathogens, we cannot exactly spell<br />

out its impact in large.<br />

The study on this would be completed<br />

by 2021. Along with listing its impact<br />

on the marine life and biodiversity, the<br />

NIO will also recommend government<br />

that needs to be taken to tackle the<br />

menace.<br />

Scientist said that the “preliminary<br />

study has reveals that the bacterial<br />

diversity changes a lot due to tar balls.”<br />

“What we see before tar balls entry<br />

is different from what we see when tar<br />

balls are present. The types of bacterias<br />

differ and mainly pathogens are<br />

increasing,” she added.<br />

“Unless we come to the conclusion<br />

about pathogens we cannot say<br />

whether they are hazardous. But oil is<br />

there so on that micro organism grow.<br />

There are reports that they enrich on<br />

tar balls. They utilized oil as food. So it<br />

is harmful,” she stated.<br />

Khandeparkar urged the beach<br />

cleaning agencies and locals to<br />

ensure that the tar balls are discarded<br />

properly once removed from the shore.<br />

“What many do is that, they just clean<br />

the shore and don’t discard it properly.<br />

They just burry it and during high-tide,<br />

it again gets washed away,” she said.<br />

Air India gets Jet's<br />

unused foreign<br />

traffic rights<br />

New Delhi: State-run Air India seems to<br />

be finally getting its preferential rights<br />

in allocation of traffic rights over foreign<br />

routes after losing it to private carriers<br />

in the previous UPA government.<br />

The government has decided to<br />

allot it about 5,700 weekly seats out of<br />

grounded Jet Airways' unused quota on<br />

the lucrative India-Dubai route.<br />

The public sector airline has also<br />

been promised over 5,000 seats on<br />

India-Qatar route besides about 4,600<br />

additional seats to and from London<br />

following the re-allocation of grounded<br />

Jet's unused international traffic rights.<br />

A Civil Aviation Ministry told IANS<br />

that Air India will get preference in<br />

allocation of bilateral seat entitlements.<br />

"The allocation would be for the<br />

ongoing summer schedule and considered<br />

temporary given that efforts are on to<br />

revive Jet Airways," said a reliable source.<br />

Amid faint possibility of grounded<br />

Jet Airway's revival anytime soon, the<br />

ministry had on <strong>May</strong> 3 held a meeting<br />

with local carriers to discuss re-allocation<br />

of the airline's foreign traffic rights.<br />

Private carriers SpiceJet, IndiGo, GoAir,<br />

Vistara and Air India had pitched for<br />

bigger share of the pie in the last meeting.<br />

While IndiGo co-founder Rahul Bhatia<br />

had suggested for allocating foreign traffic<br />

rights in proportion to various airlines'<br />

fleet capacity, Vistara argued that smaller<br />

airlines be given bigger share.<br />

Jet Airways had last month<br />

withdrawn operations due to severe<br />

fund crunch and remain grounded in<br />

absence of a viable revival plan.<br />

While re-allocation of traffic rights<br />

would ensure additional capacity on<br />

various popular foreign routes thus<br />

reducing fare level, it will significantly<br />

affect the valuation of Jet Airways.<br />

China join hands<br />

on oil<br />

New Delhi: Acting against the US<br />

backdrop on sanction on Iranian Oil<br />

imports, India and China are closely<br />

working on these common trade<br />

concerns which also includes buying<br />

oil and gas said sources with direct<br />

knowledge of the matter.<br />

The two countries who happen to be<br />

the world’s second- and third-largest oil<br />

importers are reported to be working<br />

on finding a common ground where the<br />

two nations can collectively bargain<br />

for better prices from producers said a<br />

The two nations have created a<br />

joint working group on oil and gas<br />

following a visit by Li Fanrong deputy<br />

1 st alien world of the earth’s<br />

size discovered<br />

NASA has amazing news for the Space<br />

lovers. The new satellite from the<br />

agency has found an Alien planet. This<br />

newly discovered planet is almost the<br />

same size of the earth. The satellite<br />

which made this amazing discovery is<br />

Transiting Exoplanet Survey Satellite<br />

(in short TESS).<br />

Besides this Alien world, TESS also<br />

discovered a sub Neptune world. This<br />

world is revolving around HD-2<strong>17</strong>49. The<br />

sun Neptune lies almost 53 light years<br />

away from earth. This has been reported<br />

by a new report from the agency.<br />

Johanna Teske, who is the co-author<br />

in the study, informed TESS is already<br />

playing a significant role in planet<br />

hunting. Johanna is a part of the<br />

Department of Terrestrial Magnetism<br />

(DTM), Carnegie Institution for<br />

Science in Washington DC. TESS<br />

flew above SpaceX Falcon 9 rocket<br />

and started hunting for planets right<br />

Facebook mulls its own<br />

Bitcoin currency - report<br />

Facebook is all set to create a fuss<br />

in the economy with its all new<br />

concept of digital coin for transaction<br />

purpose. This indeed is a hot issue for<br />

all Facebook users. The Wall Street<br />

Journal has disclosed Facebook’s plan<br />

to launch a new method of payment for<br />

Before TESS, Kepler space telescope<br />

from NASA also followed the same<br />

approach to identify Alien worlds.<br />

Kepler is no more in use but it has done<br />

a great job in identifying 70% of 4000<br />

exoplanets which have been discovered<br />

till now. NASA predicts that TESS will<br />

identify more such space bodies and<br />

will cross TESS.<br />

The astronomers are hoping that<br />

TESS will be able to identify such<br />

Alien worlds which lie near to other<br />

NASA instruments, like James Webb<br />

Space Telescope. This will help them<br />

carry out an in-depth study. For this<br />

purpose NASA is installing James<br />

Webb in 2021. This space instrument<br />

will have the capability of inspecting<br />

the atmosphere of the Alien Worlds.<br />

For example, it will look for gases as<br />

these are symbols of life.<br />

India to get<br />

another 'eye<br />

in the sky' on<br />

NEW DELHI: India is set to get<br />

another ‘eye in the sky’ as Indian<br />

Space Research Organization (Isro)<br />

will launch its latest radar imaging<br />

satellite (Risat-2BR1) from Sriharikota<br />

in Andhra Pradesh on <strong>May</strong> 22.<br />

Risat-2BR1 is more advanced than<br />

the previous Risat-series satellite.<br />

“Its launch is due on <strong>May</strong> 22. Though<br />

the new satellite looks like the old<br />

one from outside, its configuration is<br />

different from the first one launched.<br />

Therefore, the new satellite has<br />

enhanced surveillance and imaging<br />

capabilities,” a source in Isro told TOI<br />

Risat’s X-band synethic aperture radar<br />

(SAR) possesses day-night as well as<br />

all-weather monitoring capability.<br />

The radar can also penetrate clouds<br />

and zoom up to a resolution of 1 meter<br />

(means it can distinguish between two<br />

objects separated by 1 m distance).<br />

“The Risat satellite can take images of a<br />

building or an object on the earth at least<br />

2 to 3 times a day, “the source said.” So, it<br />

can help keep an eye on the activities of<br />

jihadi terror camps in Pakistan-occupied<br />

Kashmir (PoK) and infiltrators at terror<br />

launchpads along the LoC.<br />

Asus unveiled Zenfone 6, it's the latest<br />

flagship phone. The new phone will<br />

succeed the Asus Zenfone 5 line up<br />

smartphone. According to its latest<br />

of conventional beam-scanning radars.<br />

The distance the SAR satellite travels<br />

over a target in the time taken for the<br />

Chinese tech major Xiaomi on Monday<br />

announced the Mi Express Kiosk<br />

initiative across India. The new Mi<br />

Express Kiosks are essentially vending<br />

machines that allow consumers and Mi<br />

Fans to purchase Xiaomi smartphones<br />

and mobile accessories directly.<br />

Xiaomi Global VP Manu Kumar Jain<br />

inaugurated the first kiosk at Manyata<br />

Tech Park in Bengaluru. The kiosks are<br />

designed to accept all forms of payments<br />

across credit cards, debit cards, cash<br />

and UPI. A touch screen lets buyers<br />

interact with the vending machine and<br />

select the device of their choice.<br />

By introducing these vending machinestyle<br />

kiosks, the brand has yet again<br />

developed a new retail strategy in reaching<br />

out to its consumers directly, eliminating<br />

operational and cost inefficiencies for<br />

the consumers. According to Xiaomi,<br />

NEW DELHI: India is increasingly becoming a focal point<br />

for fashionistas with more than 300 international brands<br />

expected to open stores in the next two years, according to<br />

McKinsey Fashionscope.<br />

A rapidly growing middle-class, increasingly powerful<br />

manufacturing sector and strong economic fundamentals make<br />

the country too important for international brands to ignore.<br />

"Economic expansion is happening across Asia, but we<br />

expect that <strong>2019</strong> will be the year in which India will take<br />

centre stage," said McKinsey's report titled 'The State of<br />

Fashion <strong>2019</strong>.'<br />

The country is being propelled by strong macroeconomic<br />

tailwinds and is predicted to grow at 8 per cent a year between<br />

2018 and 2022. The Indian middle class is forecast to expand at<br />

tool. The aggregate income of the addressable population<br />

(individuals with over 9,500 dollars or Rs 6.6 lakh in<br />

annual income) is expected to triple between now and 2025.<br />

"Given these dynamics, it is little surprise that more<br />

than 300 international fashion brands are expected to open<br />

stores in India in the next two years."<br />

But the report said India remains a complex market<br />

which presents challenges as well as opportunities.<br />

The apparel business is still largely unorganised with<br />

formal retail accounting for just 35 per cent of sales in<br />

2016. Its share is likely to reach around 45 per cent by<br />

2025, still a relatively low proportion.<br />

Instagram is testing a new Sticker<br />

feature that will show music lyrics of a<br />

song playing in the Stories background.<br />

Still in development, the feature<br />

was predicted in April on Twitter by<br />

reverse engineer Jane Manchun Wong,<br />

who even demonstrated its working in<br />

a short music video from Rick Ashley’s<br />

“Never Gonna Give You Up” along<br />

side its lyrics, The Verge reported on<br />

before the Versova police station, stating<br />

her sister was exploited and abused by<br />

actor Aditya Pancholi at least a decade<br />

claiming Ranaut’s lawyer threatened to<br />

file a rape case against him.<br />

“We have asked both of them to record<br />

their statements. We will conduct an<br />

inquiry before registering an FIR,” said<br />

a senior officer from the police station.<br />

Ranaut, through several interviews<br />

in 20<strong>17</strong>, accused Pancholi of physically<br />

and sexually abusing her when she was<br />

new to the film industry. She alleged he<br />

COLVA: For many, a trip to Goa is<br />

one of the things to check off on a<br />

bucket list. But for a group of visually<br />

impaired men, a long cherished dream<br />

was finally fulfilled.<br />

The unique tourists were from<br />

Muncherjee Nowrojee Banajee Industrial<br />

Home for the Blind, that is funded by the<br />

National Association for the Blind.<br />

The home annually organises such<br />

tours and this year the inmates had<br />

expressed their desire to visit Goa.<br />

"We had only heard about Goa. With<br />

this tour, we learnt, felt and saw Goa. Our<br />

dream is fulfilled," said Sunil Wankade<br />

appearance at Berkshire Hathaway's<br />

annual meeting where he jokingly<br />

suggested in a short film that Warren<br />

Buffett could have a newspaper-tossing<br />

iPhone game, but it turns out that this<br />

wasn't just empty banter -- the game<br />

is real. Apple has released a Warren<br />

Buffett's Paper Wizard title for iPhones<br />

that has you tossing papers (much like<br />

Buffett did as a child) to earn "Warren<br />

Bucks" based on your delivery skills.<br />

Think of it as a first-person, touchscreen<br />

Paperboy for would-be billlionaires.<br />

The title is credited to "Wildlife<br />

Designs" in the App Store, but the splash<br />

screen and the game's terms make it<br />

clear that Apple is directly responsible.<br />

estimate just how hot it is going to get<br />

in the coming months. While we still<br />

might have roofs over our heads and<br />

ACs to cool us down, our furry friends<br />

roaming the streets won’t really have<br />

that luxury. But, fret not, there’s a<br />

lot you can do to help them out and<br />

ensure that they do not have to face the<br />

summer sun alone. Just follow these<br />

simple tips and give stray dogs and cats<br />

the ‘coolest’ summer experience.<br />

Setup a summer shelter<br />

Stray shelters can’t be the same for<br />

every season, especially summer.<br />

While plastic and mattress lined<br />

shelters work best for cooler months,<br />

you will need to build cooler and more<br />

spacious shelters for summer months.<br />

“Use a khus chataai (grass mat) as the<br />

lining and floor for the shed and use<br />

materials like cardboard and cloth<br />

for the walls of the shelter. Make sure<br />

your shelter is placed in a cool spot<br />

and is spacious so that it doesn’t trap<br />

heat. You can also add damp towels<br />

and sheets to cool them down during<br />

the afternoon hours,” says Shiven<br />

Budhiraja, an animal rights activist.<br />

Keep plenty of water around<br />

It is easy for animals to get dehydrated<br />

when it is too hot, so always keep<br />

water out for them. It is best to use<br />

terracotta bowls for drinking water as<br />

they remain cooler than others, and<br />

you could also add a cool stone in it to<br />

keep it cooler for long. Make sure you<br />

regularly clean and change the water<br />

to avoid waterborne infections and<br />

always avoid adding extremely chilled<br />

water too.<br />

Feed ‘em right<br />

It is very important to give your<br />

furry friends the right nutrition,<br />

and fruits are an easy and delicious<br />

meal for them. “Choose watermelons,<br />

muskmelons, cucumber, tender<br />

coconut or other hydrating fruits as<br />

they are not too heavy for the strays<br />

and also help maintain the water<br />

balance. Avoid leaving milk for them<br />

as it tends to get bad in summers very<br />

quickly. There are a variety of summer<br />

foods for dogs and cats available in<br />

stores that you can choose from too,”<br />

says Shweta Rohilla, a member of<br />

DoggoDuty.<br />

Clip the coats<br />

Ask your vet if a stray needs their coats<br />

clipped for summer. Heavy coats can<br />

often be a huge problem during high<br />

temperatures and can be responsible<br />

for a heat stroke too. Some strays<br />

might also require sunscreen to protect<br />

their skin if they have a short coat.<br />

Watch out for burns and infections<br />

It is easy for strays to burn their paws<br />

while walking on hot asphalt outside,<br />

so always keep a lookout for signs of<br />

burns and treat them with the right<br />

ointments. You could also take the<br />

stray to a vet once in a while so ticks,<br />

fleas and heartworm do not become<br />

an issue. “You can also purchase cool<br />

powders and oils and massage your<br />

stray’s coat and paws with it. It’ll keep<br />

them cool and infections free,” says<br />

Rohilla.<br />

TikTok overtakes<br />

According to market intelligence firm<br />

Sensor Tower, TikTok recorded its<br />

best first quarter yet for new users<br />

in the quarter ended March, with 188<br />

million new installs between January<br />

1 and March 31. That's a whopping<br />

70% increase year-on-year. On its blog,<br />

the app analytics platform added that<br />

TikTok's growth was "largely driven<br />

by India, where an estimated 88.6<br />

million new users flocked to the app",<br />

posting an over eight-fold increase over<br />

the same quarter last year. So India<br />

accounted for over 47% of its downloads<br />

in Q1. In comparison, TikTok added<br />

approximately 13.2 million new users in<br />

the United States during the period, up<br />

2.8 times over Q1 FY18.<br />

Facebook, which is also used<br />

extensively on the desktop, came in<br />

second with <strong>17</strong>6 million new downloads<br />

in the same period, The Economic<br />

Times reported, adding that the largest<br />

chunk (21%) came from India. At the<br />

end of 2018, Facebook had been the most<br />
