What is primary prevention?<br />
Primary prevention of violence aga<strong>in</strong>st women and girls (VAWG) is a long-term strategy that prevents<br />
violence from ever happen<strong>in</strong>g by challeng<strong>in</strong>g attitudes, values and structures that susta<strong>in</strong> gender<br />
<strong>in</strong>equality. Equally Safe, Scotland’s strategy to prevent and eradicate VAWG identifies gender <strong>in</strong>equality as<br />
the root cause of this violence.<br />
Equally Safe prioritises primary prevention under Priority 1 “Scottish society embraces equality and mutual<br />
respect and rejects all <strong>for</strong>ms of violence aga<strong>in</strong>st women and girls” and Priority 2 “Women and girls thrive as<br />
equal citizens – socially, culturally, economically and politically”.<br />
What does primary prevention <strong>in</strong>volve?<br />
Primary prevention work aims to achieve the follow<strong>in</strong>g outcomes:<br />
1. Increased public understand<strong>in</strong>g of the causes and impact of VAWG<br />
2. People have better skills, confidence and motivation to change their own behaviour, challenge other<br />
people’s behaviour and challenge cultural and structural gender <strong>in</strong>equality<br />
3. Dim<strong>in</strong>ished harmful attitudes and behaviours relat<strong>in</strong>g to VAWG<br />
4. Reduced structural <strong>in</strong>equalities that create and/or exacerbate VAWG<br />
5. Reduced levels of VAWG<br />
To end VAWG we must recognise the different ways <strong>in</strong> which gender <strong>in</strong>equality will <strong>in</strong>terplay with other<br />
<strong>for</strong>ms of discrim<strong>in</strong>ation. Primary prevention work should address <strong>in</strong>tersect<strong>in</strong>g <strong>for</strong>ms of <strong>in</strong>equality,<br />
recognis<strong>in</strong>g that gender <strong>in</strong>equality cannot be separated from other <strong>for</strong>ms of <strong>in</strong>equality. This can be achieved<br />
through partnerships and coalitions that build coord<strong>in</strong>ated challenges to gender <strong>in</strong>equality, racism, ableism,<br />
ageism, classism, homophobia and transphobia; and promote social and economic justice.<br />

1. Promote and normalise Gender Equality <strong>in</strong> your constituency<br />
- Speak publicly about the cont<strong>in</strong>uum of VAWG and drive greater public understand<strong>in</strong>g of the l<strong>in</strong>ks between<br />
all <strong>for</strong>ms of VAWG and their cause - women’s social, economic and political <strong>in</strong>equality.<br />
- Display campaign posters and leaflets and helpl<strong>in</strong>e contacts (see below) <strong>in</strong> your office.<br />
- Promote women’s <strong>in</strong>dependence and decision-mak<strong>in</strong>g <strong>in</strong> public life and relationships.<br />
- Foster positive role models and challenge harmful gender stereotypes and roles.<br />
- Exam<strong>in</strong>e local structures and how they contribute to gender <strong>in</strong>equality.<br />
- Challenge the condon<strong>in</strong>g of violence aga<strong>in</strong>st women.<br />
- Support gender equal nurseries, Equally Safe at School, Equally Safe at Work and Equally Safe <strong>in</strong> Higher<br />
Education projects with<strong>in</strong> your constituency.<br />
2. Promote Primary <strong>Prevention</strong> <strong>in</strong> National Strategy<br />
- Utilise a gender analysis when review<strong>in</strong>g policy/strategy/legislation. A gender analysis is a framework <strong>for</strong><br />
<strong>in</strong>terpret<strong>in</strong>g the differences <strong>in</strong> women’s and men’s lives, experiences, behaviours, status, opportunities and<br />
limitations. It also <strong>in</strong>vestigates the social, economic, political and cultural structures which serve to<br />
ma<strong>in</strong>ta<strong>in</strong> or trans<strong>for</strong>m gender-based stereotypes, <strong>in</strong>equalities and abuses. It recognises that women’s and<br />
men’s lives and there<strong>for</strong>e experiences and needs are different, and may require different responses to<br />
ensure equal outcomes.<br />
- Conduct gender budget<strong>in</strong>g analysis (GBA). GBA is an approach that systematically takes account of how<br />
public spend<strong>in</strong>g decisions impact on women and men. Frequently, the resource allocation process leads to<br />
un<strong>in</strong>tended and unequal consequences, which an <strong>in</strong>tegrated consideration of gender perspectives could<br />
avoid.<br />
- Support Equally Safe projects and fund<strong>in</strong>g of external primary prevention projects<br />
- Tackle the gender stereotyp<strong>in</strong>g and <strong>in</strong>equality which occurs from an early age and cont<strong>in</strong>ues throughout<br />
our lives. To achieve equality and safety <strong>for</strong> all women, it is vital that we address all <strong>for</strong>ms of social, political<br />
and cultural discrim<strong>in</strong>ation, <strong>in</strong>equality and disadvantage.<br />
3. Promote Primary <strong>Prevention</strong> and Gender Equality as an Employer<br />
- Ensure gender equality with<strong>in</strong> employment practice. As employers <strong>MSPs</strong> hold an important role <strong>in</strong><br />
promot<strong>in</strong>g gender equality with<strong>in</strong> the workplace. Zero Tolerance has created a toolkit to help employers<br />
ensure that their employees feel safe and supported and that their workplace challenges the attitudes that<br />
underp<strong>in</strong> violence: Zero Tolerance at Work.<br />
- Strengthen positive, equal and respectful relations between and among women and men <strong>in</strong> your<br />
workplace.<br />
