276 THE FIRST <strong>100</strong> YEARS<br />

In September 2003, <strong>Fort</strong> <strong>Meade</strong> saw the completion of<br />

the first newly-constructed homes, as well as the opening<br />

of Potomac Place Neighborhood Center. Completion of<br />

Potomac Place was a landmark in the RCI program, as<br />

it was the first neighborhood center completed on any<br />

installation. <strong>The</strong> official opening took place on Dec. 18,<br />

2003.<br />

Working towards a better quality of life Picerne, now<br />

called Corvias, and RCI staff had to struggle to solve<br />

a wide range of problems during the first five years of<br />

privatization at <strong>Fort</strong> <strong>Meade</strong>. <strong>The</strong>y continued to make<br />

progress toward the goal of having all inadequate housing<br />

eliminated by 2011 while also improving the quality of life<br />

at the installation.<br />

<strong>Fort</strong> <strong>Meade</strong> was one of the original RCI pilot programs<br />

for the military. Now, all military bases around the<br />

world operate with a housing partner. Most significantly,<br />

the pilots demonstrated the ability of installations to<br />

dramatically improve the quality of life of its families. As<br />

residents moved into new and renovated homes, the vast<br />

majority expressed joy and amazement at the places they<br />

now called home, and that reaction made all of the hard<br />

work worth it.<br />
