9 | 2012 EPFL- UNESCO Conference on Technologies for Development
Bearing in mind the relationship between research and practice in development, several practitioners
urged researchers to remain humble and never lose sight of the project goal, acknowledging that the
balance between self-interest and the interest of the poor can often be a difficult one to achieve.
Technology is still too often regarded as a magic bullet. However, it was also emphasized that scientific
and technological knowledge is necessary, even though not sufficient, to solve current problems.
Scientists are only a segment in the life and use of a technology. They also need to consider how the right
partners can be involved to implement the necessary steps for the sustainable use of the technology.
Lessons learned from projects that have failed are also necessary, even though all parties concerned do
not usually take this into account.
Technology must be context and user specific: it must take into consideration as many cultural
specificities, demands and needs as possible. However, a compromise must be reached between both
adapting to local needs and scaling up, and starting everything from scratch.
Other results from the workshops call for interdisciplinary and transdisciplinary 6 research and projects,
development of local research capacity and incentives, feasibility studies that include beneficiaries from
the start, business models to implement new technologies as well as training the local population in their
use.
The importance of quality education to support research at a local level was seen as central as it will lead
to the transformation of mentalities and visions, especially environmentally. Moreover, with education,
visions will be transformed into reality. Education will build scientific and technical skills and develop the
social support necessary to apply them and to build up conviction and commitment to pursue
sustainable development.
Knowledge will also help the end users to choose between alternative services and options that are
adapted to their specific context. Education and knowledge will strengthen the importance of searching
not only for immediate benefits, which is habitually the case with the end users, but also for long-term
benefits.
A sustainable technology may not be accepted by the local population or supported by politics. A new
technology could therefore be used as a means of both raising awareness regarding ecological aspects
and supporting lobbying in favour of appropriately adapted policies.
The inherent complexity of contexts and situations prompt us to speak of appropriate strategy instead of
only appropriate technology. A strategy will also bring a long-term vision and again support the fact that
technology alone is not enough to reduce poverty. Therefore, interdisciplinarity and an integrated vision
of the whole situation and its complexity are crucial.
THEME 2: Towards a Sustainable Integrated Development? Partnerships and Systems
These reflections lead us to think of systems that can bring all these elements together.
Sustainable development must be fostered by systems which integrate strategies, knowledge and
policies. The application of new scientific methodologies can influence the development of national and
regional public policies.
For integrated sustainable development, interdisciplinarity is again crucial, as is the awareness of the
importance of all the actors involved. This stretches to the government and the implementation of
coherent policies. Transdisciplinarity translates into time and effort which must be built into the project
milestones; it is not limited to the different scientific domains but rather signifies the collaboration of all
actors concerned. This mix should also support a better connection with what happens in the field.
2012 EPFL- UNESCO Conference on Technologies for Development | 10
In the context of partnerships, it was underlined that power issues play an extremely important role and
often represent one of the main obstacles to development and efficient partnerships.
Partnerships that worked well were described as a long-term perspective, with sufficient resources for
capacity building, delegation and sharing of power amongst actors. Sustainable partnerships are those in
which all partners bring their specific knowledge and know-how, where the diverse goals of the
stakeholders are aligned and where there is the right balance of communication and mutual trust.
Research has to be part of an integrated program of development. Coming back to education, awareness
raising is therefore needed for all actors and not only for local communities and developing countries
partners.
THEME 3: Technology: Transfer or Co-Creation? Knowledge Sharing and Empowerment
Co-creation was described as a new approach where users of technology play an increasingly pivotal
role. Innovation and interest in co-creation were considered the most important elements. Innovation by
cooperation acknowledges recognition and scope for mutual learning. Appropriate innovation should
focus on solutions that are not dependent on high quality infrastructures and which can be tailored to
resource poor settings. Innovation was defined as marked by flexibility and therefore important where
there are trial and error elements due to continually changing environmental conditions.
The evolution of developing countries and local level research capacities should be central to allow
innovation, empowerment and co-creation. Knowledge sharing shifts attention away from the purely
technological aspects of research to the broader organizational, economic and social aspects which are
today, in many cases, a more important factor behind innovation. Even if it was mentioned that the
private sector can play an important role in innovation it was also discussed that in the field of public
goods and social services (education, health...), innovation should be promoted and supported by the
public sector.
In knowledge sharing, it was noted that the challenge of the use of intellectual property management is
an important issue, together with the challenge of taking into account local knowledge in research.
In some projects it was shown that, with an uptake of technology - leading to increased productivity and
poverty reduction - emerges the risk of an increased divide between the poor and the extremely poor.
New divides are reinforced as not everyone has the chance to adopt, or to learn how to benefit from the
technology. So even in knowledge sharing examples, side effects can appear. Therefore, accompanying
measures need to be put in place for broader uptake opportunities.
At the end of the day and in many cases, knowledge transfer was considered as more important than
technology transfer.
13 | 2012 EPFL- UNESCO Conference on Technologies for Development
Q19: Side events, posters
Side events had a lot of success and 67.5% of participants attended at least one. The display area with
the posters was evaluated good (45.9%), satisfying (33%) and disappointing (16.5%).
Q21 & Q22: Usefulness of the conference and participation in future edition
Of the 117 replies received, 60.7% found the conference to be useful and 35% very useful and 96.6%
would like to participate in the next conference. This result shows that the conference proved to be a
success. A good dynamic is in place and the next conference should continue to support and help to
develop new networks.
Q23 & Q24: Benefit of the conference
Another very good result is that 62.3% think that the conference offers something new that they did not
find in other scientific conferences. The benefits included interdisciplinarity (66%), networking and
collaboration opportunities (39.4%), the variety of session types (32%) and the relevance of the program
content to current challenges of science and development practices (32%). This represents a great
achievement for the conference and its goals.
Q25: Conference program for future editions
For the next conference, participants suggest to have more time for discussion and debates (53.5%), to
keep the number of side events (40%), plenary session (52.7%), and workshops (42%) as in 2012. A
tendency is to ask for less presentations and increasing time for discussion and side events.
Q26: Achievement of conference objectives
The conference was perceived to have successfully reached the specific objectives it had set as follows:
1. To allow new multidisciplinary and international partnerships among researchers and
knowledge users (including NGOs, private sector, public collectivities, international
organizations, etc.) was successful
2. To drive new research projects and training programs with a focus on improving the
appropriation of technologies for sustainable development and poverty reduction
3. To increase the awareness of knowledge exchange and participatory approaches by
bringing researchers and knowledge users together at the initial stages of the
definitions of research questions
4. To set new directions for research, knowledge and capacity development needs related
to sustainable technologies
54.8%
47.0%
60.2%
59.0%
The most successful objectives appear to be 3 and 4. Objective 2 seems to be less successful, maybe
because it was the most ambitious. It could be emphasized in the next conference.
Q27: Benefits gained from attendance at Tech4Dev 2012
Participants benefited from new contacts and opportunities for future collaboration (64.6%), sharing
experiences and lessons learnt (63.7%), and ideas and directions for new projects (48.7%) as well as
gaining new skills (38.9%). It was deemed that the benefits obtained would be useful in sharing
information, best practices and skills gained with other colleagues or partners (54.5%), sharing
information with new contacts met (43.6%), influencing work and approach of their organization (36.4%)
and developing new collaborations (32.7%). Again this shows that the conference was a great success
and that it met its general goal.
Open-ended feedback
Concerning open-ended feedback, mention was made that there were too many workshops and
presentations or that the presentations should be more focused such as on a finished project with clear
lessons learnt. Many participants asked to organize more side events instead of workshops.
Many suggestions were made to have a forum after the conference that will allow discussions on how
the conference inputs had applied to different contexts; this will permit follow-up, continuous discussion
as well as enhancing new collaborations.

GILLET, Philippe
Philippe Gillet completed his undergraduate studies in Earth Science at Ecole normale
supérieure de la rue d’Ulm (Paris). In 1983, he obtained a PhD in Geophysics at
Université de Paris VII and joined Université de Rennes I as an assistant. Having
obtained a State Doctorate in 1988, he became a Professor at this same university,
which he left in 1992 to join Ecole normale supérieure de Lyon.
The first part of his research career was devoted to the formation of mountain ranges
– particularly of the Alps. In parallel, he developed experimental techniques (diamond
anvil cells) to recreate the pressure and temperature prevailing deep inside planets in
the lab. These experiments aim at understanding what materials make up the
unreachable depths of planets in the solar system.
In 1997, Gillet started investigating extraterrestrial matter. He was involved in
describing meteorites coming from Mars, the moon or planets which have
disappeared today and explaining how these were expelled from their original plant
by enormous shocks which propelled them to Earth. He also participated in the NASA
Stardust program and contributed to identify comet grains collected from the tail of
Comet Wild 2 and brought back to Earth. These grains represent the initial minerals in
our solar system and were formed over 4.5 billion years ago. He has also worked on
the following subjects:
- Interactions between bacteria and minerals.
- Solid to glass transition under pressure.
- Experimental techniques: laser-heated diamond anvil cell, Raman spectroscopy,
X-ray diffraction with synchrotron facilities, electron microscopy.
Philippe Gillet is also active in science and education management. He was the
Director of the CNRS Institut National des Sciences de l’Univers (France), the President
of the French synchrotron facility SOLEIL and of the French National Research Agency
(2007), and the Director of Ecole normale supérieure de Lyon. Before joining EPFL, he
was the Chief of Staff of the French Minister of Higher Education and Research.
LANDOLT, Pierre
Pierre Landolt has been a member of the Board of Directors at Novartis AG since
1996. He qualifies as an independent Non-Executive Director. He is a member of the
