The training exercises may be conducted together<br />
with the national navies and the other<br />
country institutions, using their experience<br />
in the actual national oil spill exercises, and<br />
meeting their concrete training requirements.<br />
The prerequisite work could also include participation<br />
in oil spill exercises together with<br />
national authorities for oil spill management<br />
and watching both operational communication<br />
and sailing offshore together with the<br />
rescue teams.<br />
The training is conducted as a role play,<br />
where the trainee can get instructions and act<br />
together with various institutions involved<br />
in oil spill accident handling. The actual<br />
roles can easily be adjusted to the countries’<br />
national oil spill contingency plans; therefore<br />
this training system is expected to be used by<br />
the entire EU and could easily be adjusted for<br />
Pacifi c or American conditions.<br />
This training system allows a training to<br />
be conducted remotely for a wide audience,<br />
in relatively short (2-3 h) time and allows a<br />
detailed analysis and evaluation providing<br />
logging of the entire training course.<br />
The system is very easy to use and does not<br />
require any particular IT knowledge. A user<br />

manual is incorporated into the website and<br />
can easily be accessed at the time of training.<br />
Much additional information, like countries’<br />
national contingency plans, contingency<br />
management guidelines, or engagement in<br />
international oil spill prevention agreements<br />
can be found at the countries’ pages and used<br />
at the time of training, providing additional<br />
help to the trainee.<br />
The course offers an opportunity to train<br />
responsible personnel in how to react to the<br />
oil spill accident, focusing on interinstitutional<br />
communication.<br />
The training solution developed is dedicated<br />
