The training exercises may be conducted together
with the national navies and the other
country institutions, using their experience
in the actual national oil spill exercises, and
meeting their concrete training requirements.
The prerequisite work could also include participation
in oil spill exercises together with
national authorities for oil spill management
and watching both operational communication
and sailing offshore together with the
rescue teams.
The training is conducted as a role play,
where the trainee can get instructions and act
together with various institutions involved
in oil spill accident handling. The actual
roles can easily be adjusted to the countries’
national oil spill contingency plans; therefore
this training system is expected to be used by
the entire EU and could easily be adjusted for
Pacifi c or American conditions.
This training system allows a training to
be conducted remotely for a wide audience,
in relatively short (2-3 h) time and allows a
detailed analysis and evaluation providing
logging of the entire training course.
The system is very easy to use and does not
require any particular IT knowledge. A user

manual is incorporated into the website and
can easily be accessed at the time of training.
Much additional information, like countries’
national contingency plans, contingency
management guidelines, or engagement in
international oil spill prevention agreements
can be found at the countries’ pages and used
at the time of training, providing additional
help to the trainee.
The course offers an opportunity to train
responsible personnel in how to react to the
oil spill accident, focusing on interinstitutional
communication.
