8 Background (continued) • A total of 15 percent funding and premium reduction for the 2011 Plan Year was approved by the Board of Supervisors effective the first full pay period after January 1, 2011.
9 Executive Summary • This report presents the benefit coverage renewal projections and reserve estimates for the plan year starting January 1, 2012 for the County of Mendocino’s active employee segment. Cost projections were also included for subsequent years, Plan Years 2013 and 2014. • Based upon our analysis of the overall plan experience and expenses, we recommend a zero rate increase in 2012. It is important to note that the plan’s claim costs and expenses are expected to increase in 2012 and subsequent years as detailed in this report. • For Plan Year 2012, however, we believe the plan has sufficient Excess Surplus to cover the increase in claim costs, plan expenses, and the reserve requirements for the upcoming plan year.
