Experience<br />
When former Governor Jack Markell appointed Sam to<br />
Sheriff of New Castle County he stated the following,<br />
“Sam has dedicated his life’s work to serving the<br />
residents of our community. His law enforcement and<br />
human resources experience not only gives him excellent<br />
qualifications to be County Sheriff, but also valuable<br />
insight into ways he can help address the needs of the<br />
many Delawareans in vulnerable positions with whom he<br />
and his staff will interact each day.”<br />
Sam has served in a number of public service positions:<br />
CITY OF WILMINGTON<br />
• Director of Human Resources<br />
• Deputy Director of Human Resources<br />
• Chief of Police<br />
• 25-year veteran of the Wilmington Police Department;<br />
having served in all ranks of the Department from<br />
Patrol Office up to and including Chief of Police.<br />
Sam is also a Viet Nam Veteran. Having served<br />
honorably in the U.S. Air Force, he was awarded the<br />
Silver Star for gallantry and the Purple Heart for injuries<br />
sustained during combat operations.<br />
EDUCATION<br />
• Master’s Degree – Human Resource Management<br />
(Wilmington University)<br />
• Bachelor’s Degree – Criminal Justice Administration<br />
(Wilmington University)
Mission<br />
My continued goals for the Sheriff's Office include the<br />
following:<br />
• Strengthening internals controls and improving<br />
the efficiency and effectiveness of the Office<br />
• Support the efforts of local and county<br />
government as they address vacant property<br />
issues<br />
• Continue to improve technology within the Office<br />
• Provide additional training opportunities for<br />
administrative staff and deputies<br />
• Improve and/or upgrade equipment utilized by<br />
administrative staff and deputies<br />
• Continue to support the Delaware Coalition<br />
Against Gun Violence<br />
• Educate our citizens concerning the function of<br />
the Sheriff’s Office<br />
