questions at open house
By Patrick Fisher
Staff Writer
New Prague Planning Director
Ken Ondich and planning
consultant Joanne Foust
of MDG Inc. fielded various
questions at the recent open
house for the city’s 2012
Comprehensive Plan.
Slightly more than 20 people
were at the Thursday,
Nov. 15, event, including residents,
members of the New
Prague City Council, the
Planning Commission and
representatives of Helena
and Lanesburgh townships.
Ondich said overall people
had general questions about
the plan, which covers the
city’s demographics land use,
housing and transportation.
Ondich noted the township
representatives both had the
The recount will be open
for public viewing, with observers
required to stay behind
be counted by precinct, one
than 41,000 ballots cast in
the district during the
November 6 election.
The canvassing board also
ordered a recount in a western
• Kauzlarich noted that the
The next board meeting
same question – Is New
Prague expanding its growth
area boundary? "No, we’re
not," Ondich told them. The
city is making changes within
its boundary.
Of the three sections being
updated, the one that drew
the most questions was transportation.
The city has seen
increases in traffic since the
2005 update to the Comprehensive
with that and its effect on the
4/The New Prague Times/November 29, 2012
At Veterans Day programs earlier this
month, speakers talked about the sacrifices
that were made by veterans to ensure our
freedom. Some even spoke about the “Ultimate
sacrifice.”
Just one week later, New Prague learned
that one of its own had made that sacrifice.
The community grieves... those who knew
him, those who loved him, and those who
did not know him, but who respect his sacrifice.
It is hard to come up with the right
words.
Archibald MacLeish served in World War
I and later was Librarian of Congress. He
wrote this poem to honor those who died in
battle, and to remind those who survive that
it is up to us to honor that sacrifice as we live
our lives.
The Young Dead Soldiers Do Not Speak
The young dead soldiers do not speak.
Nevertheless, they are heard in the still houses:
who has not heard them?
In Praise of a
Valiant Woman
To the Editor:
I knew Lois Wann for the
45 years that I lived in New
Prague.
As one of the very few
woman journalists of her
time and even fewer newspaper
editors, her approach to
journalism and reporting was
unique.
Lois saw the world
through positive lenses and
wrote about what was good
in the local news. She was
not a critic pointing out what
needed fixing. (Perhaps she
thought there were enough
critics).
Lois sought out what
should make us proud; new
businesses, new services, our
hospital, emerging leaders,
community celebrations and
showcasing our schools and
talented students. She was
great at affirming the good
and the positive.
While the community has
experienced its share of
tragedy, Lois never captured
the sensational in her reporting.
She wrote with sensitivity
and avoided writing about
the pain others might be experiencing.
New Prague has enjoyed
so much growth and success
over the years and we can all
be grateful that Lois helped
us see the many ways we
were blessed, and to help us
celebrate the achievement of
so many of its citizens.
How blessed we were to
have her with us so many
years!
May God rest her lovely
soul !
Letters
Woodard will
work for
common sense
To the Editor:
While the results of the
2012 election mean that I
will no longer serve in the
majority, I remain passionate
about ensuring our conservative
voice is heard in St.
Paul. I am also confident that
we will continue to work for
the bipartisan common sense
solutions that are 90 percent
of our work at the Capitol.
In the last two years we
have seen a significant improvement
in the state’s fiscal
position. When I first ran
for office in 2010 we were
facing a $6 billion budget
shortfall. We will now hand
off a $1.3 billion surplus to
the DFL majorities and to the
governor. The surplus coupled
with a projected 6 percent
increase in revenues ($2
billion) should be enough to
pay off the school shift and
fund priorities without raising
taxes on Minnesotans.
Governor Dayton has indicated
however that the election
was a mandate for his
ideas of larger government
and higher taxes. He has also
stated that he does not intend
to ‘squander’ that mandate. I
disagree with that assessment,
but the stark reality is
that the governor and the
DFL majorities have full
control over the legislative
agenda of the next two years.
I intend to lead the fight to
ensure that more moderate
voices prevail. As always I
enjoy hearing from constituents
throughout the district
and would like to hear
your ideas for making Minnesota
a better place to work,
live, and play.
Opinion
A breather before the busy season
This weekend felt like it
gave me a chance to catch
my breath before launching
into the busy season.
For Thanksgiving, I went
north to Thief River Falls
where I visited with family. It
was relatively simple, as
there was the sharing of
news, finding out what my
family has been up to, some
horsing around and just being
able to relax.
It helped me to prepare for
the busy season, the time of
Christmas concerts, Santa
visits, holiday baking and
winter shows. This is the
NP man charged for
alleged sexual assault
Stephen Henry Hartmann,
32, of New Prague, is facing
four felony charges of third
degree criminal sexual conduct
for events that allegedly
occurred on March 17.
In a statement from the
victim to New Prague Police
on March 23, she said that
she and her husband went to
a bar in Burnsville with Hartmann
and his wife, longtime
friends of theirs. After several
drinks, they returned to
New Prague where she stated
that she and Hartmann were
unable to continue drinking
and stayed in the car while
her husband and Hartmann's
wife went on and walked to a
couple bars in town. She said
she fell asleep in the back
seat and it was then that
Hartmann allegedly sexually
assaulted her. She told investigators
that she yelled and
attempted to fight him but
could not due to her condition.
The victim stated when
they returned to the Hartmann
home later that same
night, her husband and Hartmann's
wife left to take the
babysitter home when Hartmann
sexually assaulted her
a second time.
Hartmann denied the accusations.
According to the
complaint, a search warrant
was issued and a DNA sample
was collected from Hartmann
and sent to the BCA
for testing. On September 12
the report of Examination of
Physical Evidence came
back from the BCA and identified
Hartmann's sample as a
match to that on the victim's
clothing.
A complaint summons notifying
Hartmann of the
charges against him was issued
on Thursday, November
15. His first appearance in Le
Sueur County Court is scheduled
for Tuesday, December
11.
Hartmann is charged with
two counts of third degree
criminal sexual conduct
using force or coercion and
two counts of criminal sexual
conduct where the victim
is mentally impaired or helpless.
According to state
statutes, if Hartmann is
found guilty, he faces a
penalty of up to 15 years in
prison and/or a fine up to
$30,000 for each charge
against him.
County board acknowledges
historical society ruling
Jake Keohen
Montgomery Messenger
The Le Sueur County
Board of Commissioners acknowledged
a court decision
that there is now one valid Le
Sueur County Historical Society
(LSCHS) during its
regular meeting Tuesday,
Nov. 20.
LE SUEUR
COUNTY BOARD
The society issue was not
on the board agenda, but near
the end of the session, County
Administrator/Engineer
Darrell Pettis mentioned the
recent ruling. “You have all
received a copy of the decision
rendered by Honorable
Thomas G. McCarthy in
court proceedings at the Sibley
County Courthouse in
Gaylord,” said Pettis.
Two opposing groups have
long claimed to be the valid
LSCHS, and the decision by
Judge McCarthy brings some
closure to the issue.
In his summary, McCarthy
stated that the facts in the
case are well-established, but
the parties’interpretations of
them are wildly different. He
made his decision after
studying the history and
records of both groups.
McCarthy’s decision gives
validity to the group led by
Clancy Mager, William Stangler,
Ruth Vortherns, Bob
Wertman, Becky Pollack and
ex-officio Society Coordinator
Kathy Burns, that it is
the rightful LSCHS.
The other group had been
led by Mick McGuire, Jim
Hansen, Julaine Jacobson
and Tim Sellner.
The decision that there is
now one LSCHS does not sit
well with all members of the
county board, including District
1 Commissioner John
Grimm. “As I have said before,
until the society is inclusive
rather than exclusive
and represents all residents
of the county, I cannot support
the organization,” he
commented.
The commissioners directed
Pettis to continue paying
society bills monthly, rather
than releasing the balance
($30,000) which had been
budgeted for 2011.
The board also:
• Accepted the Final Environmental
Impact Statement
(FEIS) for Unimin Corporation,
Le Sueur, following
a presentation by Environmental/
P&Z Director
Kathy Brockway and Kirsten
Pauley of Sunde Engineering.
The FEIS provides information
about the extent of
the potential environmental
impacts and how they can be
avoided or minimized for the
proposed expansion of silica
sand mining of approximately
1,188.06 acres in Kasota
Township.
• Scheduled the next board
meeting for Tuesday, Dec.
11, at 5:30 p.m., with Truth
In Taxation Hearing at 6:35
p.m. The board will not meet
Tuesday, Dec. 4, because of
the Association of Minnesota
Counties (AMC) session
being held that day.
Habitat continues
search for new family
By Patrick Fisher
Staff Writer
The New Prague Habitat
for Humanity is continuing
its search for a family for its
fourth Habitat house at 300
First Ave. SE.
The local group, which is
part of Habitat for Humanity
South Central Minnesota
Chapter, began work on the
building earlier this year. At
the beginning of the process
Christian and Jennifer Lake
with their three children had
been chosen. The Lake family
informed Habitat for Humanity
in September they
were withdrawing. Christian
had chosen to follow a call to
the ministry. Since the family
didn’t know if he would be
studying at a local seminary,
they felt they couldn’t accept
the house if there was a
chance they would be moving
out of New Prague. The
work on the new house is ongoing
as is the search for a
new family.
Joan Goggins, a member
of the local Habitat for Humanity,
said people can pick
up application packets at
three locations. They are the
New Prague Library, 400
Main St. E, State Bank of
New Prague, 1101 First St.
SE, and the Elko New Market
Library, 110 J. Roberts
Way.
Habitat for Humanity is a
non-profit ecumenical Christian
housing ministry dedicated
to building simple, decent
and affordable homes
with and for families in need.
A person may qualify if
they:
• Currently have low to
ed his residency in family medicine at the University of
Minnesota Affiliated Pro-
medium income.
• Are paying too much rent
or live in inadequate/substandard
housing
• Are unable to obtain a
conventional home loan
• Have a reliable source of
income to make monthly
mortgage payments
• Have a credit history free
of collection accounts and
liens
• Are willing to partner
with Habitat for Humanity
Habitat for Humanity has
income guidelines per family.
For one person the minimum
is $11,677, while the
maximum is $27,563. For a
10-person family the minimum
is $24,605 and the
maximum is $58,278.
Families cannot carry too
much debt. Their debt-to-income
ratio must be below 41
percent. To qualify for a
Habitat house a person might
want to take steps to reduce
their debt, if they have any.
Habitat for Humanity does
not give away houses. Qualified
families help to build
their houses by putting in
200–400 hours of "sweat equity,"
which is a hands-on involvement
in building the
home and their participation
in other Habitat and community
activities. Sweat equity
represents a family’s physical
and emotional investment
in their home. It also gives
them a sense of ownership
and commitment and develops
valuable homeowner
skills and knowledge. Any
adult member of the family,
extended family and friends
can contribute sweat equity.
all the standard holiday delicacies
the boys, experimenting
again, chose to not waste
the oil in the deep fryer after
it had been used to cook the
turkey. The highlight of the
day came when the boys
came into the house later that
day with deep fried, battered
GIRLS BASKETBALL
The Trojans opened their
season Friday, Nov. 23,
against St. Paul Central and
lost 59-46. They followed
with an impressive 58-33 win
over Monticello Saturday.
New Prague was scheduled
Trojans 46
The Trojans kept the game
close in the first half, but a
run early in the second half
gave St. Paul Central a lead
the Trojans weren’t able to
overcome in a 59-46 loss.
Cold shooting by the Trojans
and an aggressive rebounding
effort by Central
were the difference. New
Prague shot just 11 of 41
from the field and Central
had a 37-29 rebounding
edge, including 11 offensive
rebounds.
Lexi Ruehling led the Tro-
jans with 14 points, while
Ella Grote had 11. Others
scoring were Annie Dittberner
and Jess Allar with 5 each,
Steph Hanson and Kayla
Kroyer 4 each and Maize
Deihl with 3. Dittberner had
seven rebounds and two assists
to lead the Trojans,
while Hanson had a pair of
steals.
Trojans 58, Magic 33
New Prague led by seven
at halftime, then pulled away
in the second d half for a 58-
33 win over Monticello Saturday.
Monticello was a state
tournament team last season.
New Prague’s shooting
and rebounding improved in
this game, as the Trojans
made 22 of 54 from the field
and held a 36-24 advantage
on the boards.
Dittberner and Ruehling
had 15 points each. Others
scoring were Hanson with 9,
Deihl with 6, Kroyer 5 and
Rachel Haecherl, Ashley
Altschul, Grote and Maddie
Giesen with 2 each.
Ruehling and Hanson each
pulled down seven rebounds,
with Dittberner adding six.
Hanson had five steals and a
blocked shot, and Ruehling
blocked two. Hanson also
on or before December 15, 2012, if one of the following
❏ You, or a qualifying relative occupy a property for homestead
purposes on December 1, 2012, and the property was previously
Engineering a marshmallow launch
By Patrick Fisher
Staff Writer
Fifth graders at Raven
Stream Elementary School in
New Prague took aim on
Wednesday, Nov. 21, with
miniature catapults they
made. Their ammo was a
marshmallow and their objective
was to learn about engineering
design.
This was the third year the
fifth graders made marsh-
mallow launchers. The purpose
of the project was for
them to learn about the engineering
design process,
where they identified a problem
and then worked to solve
it. The students had to design
a better launcher.
On November 21, the fifth
graders gathered in the cafeteria
to test the devices for
accuracy and shooting distance.
With their classmates
cheering them on, the students
aimed to sink a marshmallow
into a small plastic
tub and then teachers put
down a tape measure to see
which student could shoot
the furthest.
The project was part of the
STEM program, which is
and Mathematics.
Montgomery Police arrested
four juveniles on Friday, Nov.
16, for “car hopping.” The
youth face more than 15
charges, including weapons,
drug, and drug paraphernalia,
theft, possession of stolen
property and disorderly conduct.
The incident happened at
approximately 9:15 p.m. when
police were dispatched to an
apartment on First Street
South for a reported theft from
a vehicle. Police later located
convenience store in Montgomery.
The police questioned the
four youth in the store’s parking
lot and contacted four victims
in Montgomery and Le
Center who identified many of
the 77 stolen items as theirs.
Some items included a gold
bracelet, a checkbook, cell
phones, iPod, gloves, calculator,
cash, sunglasses, eyeliner,
and pool cues.
One of the juveniles also
held 6-mm and 4.5-mm airsoft
BB guns with BBs that he said
he was carrying because “it is
fun to shoot people.”
On another youth, officers
found marijuana, drug paraphernalia
and a white powdery
substance that one youth said
was his bi-polar medication.
The youth, who live in New
Prague and Waconia and attend
school in Shakopee, met
up in Montgomery and were
“car hopping” a phrase they
coined to mean breaking into
motor vehicles and stealing
their contents.
The case was turned over to
the Le Sueur County Sheriff’s
Office for charges.
