of <strong>Macomb</strong> <strong>County</strong> as a public service. It contains<br />

infonnation which will acquaint citizens<br />

with all county elected and appointed officials<br />

and with those holding national and state offices<br />

representing our county.<br />

The booklet is printed by the <strong>County</strong> of<br />

<strong>Macomb</strong> and compiled by Edna Miller, <strong>Macomb</strong><br />

<strong>County</strong> Clerk and Register of Deeds. Copies of<br />

<strong>County</strong> contained a number of villages where population<br />

was concentrated. By 1920, two significant developments<br />

occurred that would shape the future of <strong>Macomb</strong>. The first<br />

was the establishment of Selfridge Field near Mount Clemens<br />

in 1917, which was to spur growth of that area. The<br />

other development, much more significant, was the beginning<br />

of the urbanization movement northward from the<br />

City of Detroit.<br />

<strong>Macomb</strong> <strong>County</strong> is located within the northern segment<br />

of one of the largest metropolitan areas in the nation.<br />

As such, itenjoys the benefitsofthe larger urban center, Detroit,<br />

while still possessing suburban and rural characteristics.<br />

The <strong>County</strong> Seat, Mount Clemens, is approximately<br />

twenty miles north of the City of Detroit, 80 miles north of<br />

Toledo and 285 miles northeast of Chicago. Excellent highway<br />

routes to Canada and all parts ofthe United States accentuate<br />

<strong>Macomb</strong> <strong>County</strong>'s favorable location. The<br />

dynamics of the Detroit Metropolitan Area are reflected in<br />

the substantial residential, commercial and industrial development<br />

ofthe <strong>County</strong>.<br />

The locational advantages of the <strong>County</strong> are among its<br />

best assets. These include:<br />

• A good system of interstate, State and <strong>County</strong> highways,<br />

with more to be constructed;<br />

• Close prox:imity to important businessand industrial<br />

centers in the State;<br />

• Large recreation facilities located within the<br />

<strong>County</strong>;<br />

• Open land for the development of residential, commercial,<br />

industrial and recreational uses;<br />

• Access to the commercial and recreational advantages<br />

ofthe Great Lakes.<br />

These factors continue to playa large part in the growth<br />

of <strong>Macomb</strong> <strong>County</strong>. Currently, the population of <strong>Macomb</strong><br />

<strong>County</strong> is approximately 686,000 persons.<br />

Only 482 square miles in area, <strong>Macomb</strong> <strong>County</strong> is the<br />

ninth smallest of<strong>Michigan</strong>'s 83 counties, yetithasa popula­<br />

tion which ranks third in the State and is larger than that of<br />

seven states and the District ofColumbia.<br />

<strong>Macomb</strong> <strong>County</strong> is known as ''The Boating Capital of<br />

the World" since there are over 40,000 pleasure crafts registered<br />

in the <strong>County</strong>, most of which are berthed at the 91<br />

marinas and at homes located on the many miles of canals<br />

and shoreline.<br />

There are four privately licensed airports in the<br />

<strong>County</strong>. Selfridge Air National Guard Base in Harrison<br />

Township is the home of elements of the active Air Force,<br />

Air Force Reserve, Air National Guard, Army, Navy,<br />

Marine Corps and Coast Guard. Selfridge takes pride in<br />

being the only base to have permanently assigned flying<br />

units from aU five of the uniformed services.<br />

Each ofthe automotive "BigThree" hasextensive operations<br />

in <strong>Macomb</strong> <strong>County</strong>, the largest being the General<br />

Motors Technical Center, located in Warren. The Tech<br />

Center is where many General Motors products are developed<br />

and it's often called "the magic square mile." The<br />

site covers more than 1,000 acres and the entire research<br />

complex was designed by Eero Saarinen.<br />

Chrysler Corporation has eight operations in the<br />

<strong>County</strong>, including the new Sterling Heights Assembly<br />

Plant which began operation in late 1984.<br />

Romeo is the home ofFord Motor Company's <strong>Michigan</strong><br />

Proving Grounds and Tractor and Equipment Plant, two of<br />

eight Ford operations located in <strong>Macomb</strong> <strong>County</strong>. Ford's<br />

newly expanded Vinyl Plant and Paint Plant in Mount Clemens,<br />

two automotive assembly operations in Utica and<br />

Chesterfield, the Sterling Axle Plant and the Van Dyke<br />

Transmission and Chassis Plant complete <strong>Macomb</strong>'s Ford<br />

family.<br />

Agriculture is an important industry in <strong>Macomb</strong><br />

<strong>County</strong>. Its diversified program includes such products as<br />

roseS, mushrooms, bedding plants, sod, cash crops, vegetables,<br />

nursery stock, fruit, dairy and beef. These are but a few<br />

of the total oftwenty-one different agricultural enterprises<br />

flourishing in <strong>Macomb</strong> <strong>County</strong>.<br />

GENERAL INFORMATION<br />

COUNTY OFFICERS<br />

The <strong>Michigan</strong> Consitution provides that the Yotes of<br />

each county must elect a Prosecuting Attorney, Sheriff,<br />

<strong>County</strong> Clerk, Register of Deeds, <strong>County</strong> Treasurer and<br />

Drain Commissioner or Public Works Commissioner every<br />

four years.<br />

CLERK AND REGISTER OF DEEDS<br />

<strong>Macomb</strong> <strong>County</strong> has combined the Clerk and Register<br />

ofDeeds offices and Edna Miller holds that office.<br />

Over 1,110 different services are performed by the office<br />

ofthe <strong>County</strong> Clerk, most ofthem statutory.<br />

The <strong>County</strong> Clerk is clerk ofthe Circuit Court andclerk<br />

of the following Boards: Board of Commissioners, Board of<br />

Election Commissioners, Tax Allocation Board, Board of<br />

<strong>County</strong> Canvassers, <strong>County</strong> Plat Board, Civil Service Commission,<br />

Election Scheduling Committee and Concealed<br />

Weapons Licensing Board.<br />

Other functions ofthe Clerk are primarily record keeping<br />

in nature. The Vital Records Section has records of<br />

county births and deaths from 1867, marriage licenses issued<br />

from 1819. Certificates of assumed names and copartnerships,<br />

records of discharges of military personnel<br />

and records of those persons authorized to practice certain<br />

professions are some of the various records the Clerk is required<br />

by law to keep. The Clerk issues marriage licenses,<br />

notary public commissions, concealed weapon permits and<br />

processes passport applications and naturalization petitions.<br />

All Circuit Court cases, both civil and criminal, are<br />

started in the Clerk's office and records of these cases, dating<br />

from 1848 are kept there.<br />

The Clerk's Election Department conducts state and<br />

county elections. The canvassofvotesin state, countyschool<br />

and some city and township elections is under the jurisdiction<br />

ofthe <strong>County</strong> Clerk who is responsible to the <strong>Michigan</strong><br />

Secretary ofState for certified results ofelections.<br />

The Register of Deeds records all deeds and mortgages<br />

which have to do with properties located within the boundaries<br />

of <strong>Macomb</strong> <strong>County</strong>. All subdivision plats within the<br />

county. are also on record in the Register's office. Financing<br />

statements on automobiles and other personal property are<br />

filed, as are attachments, lis pendens, federal tax liens,<br />

<strong>Michigan</strong> tax liens, mechanics liens and Sheriffs deeds.<br />

PROSECUTING ATTORNEY<br />

The Prosecuting Attorney, Carl J. Marl-inga, is the<br />

chieflaw enforcement officer in the <strong>County</strong>. The office is established<br />

by the <strong>Michigan</strong> Constitution and the duties and<br />

qualifications of the Prosecuting Attorney are set by statute.<br />

The Prosecuting Attorney is a sworn impartial arbiter,<br />

charged with the conduct ofcriminal prosecution ofthe violations<br />

ofstate criminal laws in the interestofthe people. As<br />

a minister ofjustice, he is also charged with defending those<br />

unjustly accused.<br />

He represents the <strong>County</strong> in all Courts of the <strong>County</strong><br />

and before the Supreme Court and Court of Appeals in<br />

criminal matters in which the state or county is interested.<br />

In <strong>Macomb</strong> <strong>County</strong>, the ProsecutingAttorney's office is<br />

on the Sixth Floor ofthe Court Building. It is staffed with 38<br />

attorneys - Prosecuting Attorney Marlinga and his 37 appointed<br />

Assistants. Theyservice the DistrictCourts, Municipal<br />

Courts, the three divisions of Probate Court and eight<br />

Circuit Courts.<br />

PUBLIC WORKS COMMISSIONER<br />

The basicjob of<strong>Macomb</strong> <strong>County</strong> Public Works Commissioner<br />

Thomas S. Welsh is to build a more livable land.<br />

It's an assignment that thrusts his office into the forefront<br />

of a wide range of public works activities<br />

,activities such as flood control, pollution control,<br />

water management, sewage treatment, solid waste disposal,<br />

subdivision plat review, soil erosion control, parks<br />

and recreation, and construction of storm drains, water<br />

lines and sanitary sewers.<br />

His involvement in these programs is extensive and indudes<br />

responsibility for initial planning, final design, sale<br />

ofbonds, securing federal/state grants, construction, inspec·<br />

tion, maintAmance, repair, administration and debt retirement.<br />

Facilities owned or operated by the office include three<br />

sewage treatment works, 42 waste water pump stations, 20<br />

storm water retention basins/pump stations, 668 miles of<br />

storm drains, 174 miles of sanitary sewers and 43 miles of<br />

water lines,<br />

The Public Works Commissioner is chairman of the<br />

Intra-<strong>County</strong> Drainage Boards, secretary/member of the<br />

Inter-<strong>County</strong> Drainage Boards, agent for the <strong>Macomb</strong><br />

Sanitary District and a statutory member ofthe Parks and<br />

Recreation Commission and Technical Review Committee<br />

ofthe <strong>County</strong> Solid Waste Planning Committee,<br />

SHERIFF<br />

Sheriff William H. Hackel's jurisdiction encompasses<br />

the entire <strong>County</strong>. As a law enforcement agent, it is his<br />

sworn duty to enforce all laws and to protect the lives, property<br />

and welfare of the people.<br />

So that he may fulfill these obligations, he maintains a<br />

Sheriffs Patrol, a Marine Patrol, SCUBA divers, polygraph<br />

facilities, identifIcation bureau and many other services.<br />

In addition, it is his responsibility to confine and secure<br />

all prisioners in the <strong>County</strong>jail, providing them with proper<br />

food and health facilities.<br />

Not only does the Sheriffhave criminal jurisdiction, his<br />

responsibility also deals in civil process,<br />

TREASURER<br />

The <strong>County</strong> Treasurer, Adam E. Nowakowski, is custodian<br />

of all monies and securities of <strong>Macomb</strong> <strong>County</strong>, He is<br />

treasurer of the <strong>County</strong> Employees' Retirement System<br />

and, by virtue of his office, is a member ofthe <strong>County</strong> Election<br />

Commission, <strong>County</strong> Plat Board and <strong>County</strong> Tax Allocation<br />

Board. He is administrative agent and coordinator of<br />

all automated tax roll services, A primary and mandatory<br />

duty of his office is settlement of local units for current tax<br />

collections and collection of all delinquent real taxes. He is<br />

the Administrative Agent ofthe Delinquent Tax Revolving<br />

Fund. The office is responsible for accounting ofall revenue,<br />

investments, securities, and monies in financial institutions;<br />

sale and distribution of dog licenses to local units of<br />

government; collection of inheritance tax for the State of<br />

<strong>Michigan</strong>; certification of deeds and plat maps and other<br />

documents pertaining to tax histories and litigations; also<br />

conduct ofthe annual Tax Sale on behalfofthe State Treasury.<br />

The functions of this office are dictated by state sta·<br />

tutes, along with guidance of the Bureau of Local Government<br />

Services Audit Division, State Treasury Department,<br />

BOARD OF CANVASSERS<br />

Each county must have such a board to canvass all<br />

state, county, school and some city and township elections.<br />

After the primary and general elections. the board reviews,<br />

analyzes and scrutinizes results to determine who has been<br />

nominated in primary elections and which candidates are<br />

elected in general elections. After the general elections, the<br />

board delivers certificates of election to the <strong>County</strong> Clerk.<br />

The board is also empowered to conduct recounts in certain<br />

elections.


FINANCE DIRECTOR<br />

The Finance Directoris appointed by the Board ofCommissioners<br />

and has certain statutory duties prescribed by<br />

law including the maintenance of the necessary books and<br />

ledgers to control the expenditures of all <strong>County</strong> departments,<br />

and the preparation and presentation ofthe annualbudget<br />

and the general appropriations resolution. The Finance<br />

Director supervises the <strong>County</strong> Budget and the expenditures<br />

thereunder for the Board of Commissioners to<br />

assure that a balanced budget is maintained.<br />

The Finance Director is Secretary ofthe Employees Retirement<br />

Commission and performs other duties as prescribed<br />

by the Board ofCommissioners.<br />

Under authority ofthe Board ofCommissioners, the Finance<br />

Director has the administrative responsibilityfor the<br />

following departments: Equalization, Accounting, Data<br />

Processing, Purchasing, Internal Audit, Reimbursement,<br />

and Emergency Services.<br />

FRIEND OF THE COURT<br />

The Friend ofthe Court is an arm ofthe Circuit Court<br />

for the Sixteenth Judicial Circuit and is responsible for the<br />

enforcement of all Circuit Court orders and judgments entered<br />

in domestic cases involving minor children. The office<br />

is responsible for the enforcement and collection ofall child<br />

support and alimony provisions and the enforcement of all<br />

visitation rights of the non-custodial parents involved in<br />

such cases. The Friend ofthe Court is also responsible for investigating<br />

and recommending to the <strong>Macomb</strong> <strong>County</strong> Circuit<br />

Court on all questions regarding custody and visitation<br />

of minor children within the jurisdiction ofsaid Court. Said<br />

office also is responsible for the enforcement ofall paternity<br />

actions, family support actions and uniform reciprocal actions<br />

under the jurisdiction of the <strong>Macomb</strong> <strong>County</strong> Circuit<br />

Court.<br />

HEALTH DEPARTMENT<br />

The <strong>Macomb</strong> <strong>County</strong> Health Department provides a<br />

wide range ofhealth services tolocal residents. The primary<br />

focus of the services provided is to maintain, improve and<br />

protect the health ofour citizens through health promotion,<br />

prevention and educational program efforts. These health<br />

programs are delivered by the Personal Health Services Division<br />

and the Environmental Health Services Division.<br />

Personal Health Services include: Continuing Education<br />

for Youth (CEY), Dental Clinics, Expectant Parent Classes,<br />

Family Planning, Field Nursing Service, Hypertension, Immunizations,<br />

Medicaid Screening, Nursing Home Patient<br />

Evaluation Program, Prenatal Care Program, Senior Citizen<br />

programs (SHAPE), Tuberculosis, Venereal Disease,<br />

Vision Disease, Vision and Hearing, Well ChildClinics, and<br />

Women, Infants and Children Supplemental Food Programs<br />

(WIC). Environmental Health Services include: Environmental<br />

Management and Risk Assessment Program<br />

(EMRAP), Consultative Services, Food Services Sanitation,<br />

Recreation, Sewage, Shelter, Solid Waste, Water, and Nonregulatory<br />

Direct Services. Other consultative services include<br />

Nutrition Education and Health Education. There are<br />

three Health Department locations which are located in Mt.<br />

Clemens, Warren and St. Clair Shores.<br />

HURON-CLINTON METROPOLITAN AUTHORITY<br />

The Authority was created under permissive legislation<br />

(which required voter approval) to provide parks and<br />

recreational facilities on a regional basis for the counties of<br />

<strong>Macomb</strong>, Oakland, Wayne, Washtenaw and Livingston. It<br />

operates thirteen metroparks.<br />

LAND FILE/TAX MAPPING DIVISION<br />

OFFICE OF COUNTY TREASURER<br />

This department maintains some 250,000 individual<br />

tax records. These records consist of legal descriptions, taxpayer's<br />

name and address, assessment and current tax in­<br />

process by coordinating assessment and tax activity with<br />

the <strong>Macomb</strong> <strong>County</strong> Data Processing Department.<br />

Through the Land File Division, accurate delinquent<br />

tax rolls are produced yearly. A drafting section is in chage<br />

of updating and maintaining the accuracy of all property<br />

line drawings by plotting new subdivisions, acreage divisions<br />

and the consolidation of all lots and acreages as requested<br />

by the local unit, thus giving an accurate, pictorial<br />

view ofall tax parcels in <strong>Macomb</strong> <strong>County</strong>.<br />

LIBRARY BOARD<br />

The <strong>County</strong> Library, supported through county appropriation,<br />

user fines and fees, contracted services, penal fines<br />

and state aid, makes many backup services, such as reference<br />

and book processing, available to the local libraries of<br />

the county. It provides direct walk-in public library service<br />

to all county residents including specialized materials not<br />

available at local libraries, such as materials for the blind<br />

and physically handicapped. In addition to a book collection<br />

of 205,000 volumes, there are films, periodicals, video cassettes<br />

and other materials. The <strong>County</strong> Library also serves<br />

as headquarters for the Library Cooperative of <strong>Macomb</strong>, a<br />

federation of the individual libraries within the <strong>Macomb</strong><br />

area.<br />

MACOMB COUNTY ANIMAL SHELTER<br />

To provide a holding facility for stray animals from all<br />

of the <strong>Macomb</strong> <strong>County</strong> townships and cities, to pick up dead<br />

animals, to answer citizencomplaints and questions regarding<br />

animals, to display for the public many healthy animals<br />

for adoption, and to enforce Animal Control Laws.<br />

10:00 a.m.-3:00 p.m. Closed: Sunday & Holidays.<br />

The MACMIS System is an umbrella for the <strong>County</strong>'s<br />

computerized LEIN Network, Prosecuting Attorney Information<br />

System and Jail Infonnation System. This system<br />

functions under a MACMIS Policy Committee which is represented<br />

by the Circuit Court, Prosecuting Attorney's Office,<br />

SheriffDepartmentand the ManagementAdvisory De­<br />

; partment. This Committee, appointed by the Board ofCom­<br />

missioners, is responsible for establishing policy that pro­<br />

tects the privacy of individuals identified in information systems<br />

maintained by MACMIS and to regulate the collection,<br />

maintenenace, use and dissemination of infonnation<br />

in accordance with Federal. State and Local legislation.<br />

This MACMIS System is an integrated, comprehensive<br />

criminal justice system for courts-prosecutors-corrections<br />

components and is designed to provide a comprehensive<br />

method for timely data capture, access and retrieval of information.<br />

The Policy Committee, through a Coordinator,<br />

reviews applications for terminal requests, provides for security<br />

checks for all personnel assigned to have access to<br />

computerized information, process complaints against personnel<br />

for security violations, provides users training, dissemination<br />

ofauthorized material andacts as liaison for the<br />

courts, law enforcement, and corrections components ofthe<br />

system.<br />

MACOMBIST. CLAIR EMPLOYMENT AND TRAINING<br />

AGENCY<br />

The <strong>Macomb</strong> <strong>County</strong> Board of Commissioners receives<br />

federal funds under the Job Training Partnership Act to op­<br />

1 erate an employment and training program which leads to<br />

unsubsidized employment for unskilled adults and youth. A<br />

J variety ofactivies and services include training in the class<br />

room and on the job, as well as provisions for transportation<br />

allowances, child care, medical examinations and counseling.<br />

These funds are also used to enhance the economic de­<br />

ams including the <strong>Macomb</strong> <strong>County</strong> Community Growth<br />

Alliance.<br />

In addition, the Planning Commission prepares de"<br />

tailed maps ofthe <strong>County</strong> and individual municipalities, including<br />

school districts and road systems. They also prepare<br />

statistical reports on population, economics, land use and<br />

other planning related activites.<br />

PLAT BOARD<br />

A plat is a plan or desciiption for subdividing land.<br />

State law requires that a <strong>County</strong> Plat Board be created to<br />

examine and pass upon all proposed plats as to suitability.<br />

conformity to general plan, possible conflicts with other<br />

plats and conformance with street and alley layouts ofadjacent<br />

plats. This board consists ofthe Chairman of the Board<br />

ofCommissioners, the <strong>County</strong> Clerk and Register of Deeds<br />

and the <strong>County</strong> Treasurer.<br />

PROBATE COURT<br />

The Court has exclusive jurisdiction for: the administ·<br />

ration of deceased persons' estates; inter-vivos and testamentary<br />

trusts; appointment of guardians and conservators<br />

for minors and legally incapacitated adults; determination<br />

and administration of disappeared persons' estates;<br />

name changes; secret marriages and waiver of certain requirements<br />

to obtain a marrige license; civil proceedings regarding<br />

the mentally ill and developmentally disabled person.<br />

The Juvenile Division of Probate Court has original<br />

jurisdiction in cases involving juvenile deliquents, neglected<br />

and dependent children, adoptions and cases involving<br />

juvenile delinquents under 17 years of age and concurrentjurisdietion<br />

with CircuitCourt for those 17 years ofage.<br />

RADIO DEPARTMENT<br />

The Radio Department has the responsibility of system<br />

design, maintenance and coordination of municipal public<br />

safety radio systems for <strong>Macomb</strong> <strong>County</strong> and its political<br />

subdivisions. This includes all Federal Communications<br />

Commission licensing, writing specifications for and acting<br />

as consultant to the various police, fire, highway maintenance,<br />

departments of public works, and other agencies<br />

using two way radios. <strong>Macomb</strong> is the only county in the<br />

state offering this service for the benefit of the public.<br />

REIMBURSEMENT DEPARTMENT<br />

The department handles accounts established by the<br />

Probate Courts and other county agencies. It takes care of<br />

matters pertaining to billings and collecting of costs of<br />

Youth Home and boarding home care of children and<br />

juvenile, private mental hospital care cosL


headstones, government life insurance, educational and vocational<br />

programs and medical and dental outpatient treatment<br />

or hospitalization in Veterans Administration hospitals.<br />

The Veterans' Affairs department also administers the<br />

county burial allowance program, the soldiers' relief program<br />

and the <strong>Michigan</strong> Veterans Trust Fund. Special counseling<br />

is furnished on many problems affecting the veteran<br />
