and with those holding national and state
offices representing our county.
The booklet is printed by the County of
Macomb and compiled by Edna Miller,
Macomb County Clerk and Register of Deeds.

first floor of the Macomb Court Building, 40
North Gratiot, Mt. Clemens.

AN INTRODUCTION TO MACOMB COUNTY
The first white settlement in Macomb County was built in
1784 on the banks of the Clinton River, then known as the
Huron River. A missionary group known as the Moravians
pitched their tents on the south bank of the river approximately
three miles west ofMt. Clemens, in the summer of
that year. Known as "New Gnadenhutten", the mission
had the distinction ofbeing the first settlement in the State
of Michigan. Four years later the Moravians were forced to
leave the area by the Chippewa Indians.
In 1796, a settlement was established again on the Clinton
River by a man named Christian Clemens. This settlement,
later named Mount Clemens, was located a few
miles downstream from the one previously established by
the Moravians. The area ofMacomb County was then part
of Wayne County which included almost the entire State of
Michigan and portions of Ohio, Indiana, Illinois and Wisconsin.
In 1818, Macomb County (named after General Alexander
Macomb) was formally organized as the third County
in the State of Michigan, after Wayne and Monroe Counties.
At that time, it covered a much larger area than itdoes
today, extending north through much of the thumb area,
east to Lake Huron, and west to the middle ofthe State. The
southern boundary, Eight Mile Road, served as the baseline
of the State. In 1819 and 1820, large portions of the
County were removed to form the Counties of Oakland,
Lapeer, Genesee, and St. Clair. Two years later, the current
boundaries were reached when small portions of land
were added back to the County.
Urbanization in Macomb County paralleled that of most

MACOMB COUNTY BOARD OF COMMISSIONERS
In our County, as in the 82 othercQunties ofMichigan, the
Board of Commissioners is the legislative, administrative
and policy making body for the county. Our Board is composed
of 25 members who aTe eleeted every two years.
There are eight major committees, three special committees,
25 sub-committees and such special committees as
may be appointed from time to time for specific purposes.
SESSIONS OF THE BOARD OF COMMISSIONERS
Organizational Session - The first meeting of the session,
to be known as the Organizational Session of the
Board of Commissioners shall be held in January of each
year, at which time the permanent Chairman, Vice­
Chairman and Sergeant-at-Arms shall be elected.
Annual Session - The Annual Session of the Board of
Commissioners shall be held on the second Tuesday in
October of each year.

Public Act No. 261 of 1966
(as amended)
An act to provide for the apportionment ofcounty boards
of commissioners; to prescribe the size of the board; to
prescribe the manner of election of the members of the
county board of commissioners.
Sec. I. Within 60 days after the publication of the latest
United States official decennial census figures. the county
apportionment commission in each county of this state
shall apportion the county into not less than 50ar more than
35 county commissioner districts asnearly ofequal populalion
as is practicableand within the limitations ofsection 2.

Sec. 9. The electors ofeach district established in accordance
with this act shall elect one county commissioner to
the county board ofcommissioners. There shall be no representation
on the county board of commissioners other
than that set forth by the provisions ofthis act.
Sec. 10. The term of each commissioner shall be concurrent
with that of state representatives as specified in article
4, section 3 of the state constitution.
Sec. 11. Candidates for the office of commissioner shall
be residents and registered voters ofthe district which they
seek to represent and shall remain so to hold their office, if
elected. Nominations and elections for commissioners
shall be by partisan elections. To obtain the printing ofthe
name of any person as a candidate for nomination for the
office of commissioner upon the official primary ballot,
there shall be filed with the county clerk of each county, a

filing fee of $100 or nomination petitions signed by a number
of qualified and registered electors residing with the
district, equal to not less than 1% nor more than 4% of the
number of votes cast in the district by such party for the
office of secretary of state at the last general election in
which a secretary of state was elected. The deadline for
filing nominations petitions or filing fees shall be the same
as candidates for state representative.

His involvement in these programs is extensive and includes
responsibility for initial planning, final design, sale
of bonds, securing federal/state grants, construction, inspection,
maintenance, repair, administration and debt
retirement.
Facilities owned or operated by the office include three
sewage treatment works, 42 waste water pump stations, 20
storm water retention basins/pump stations, 668 miles of
storm drains, 174 miles of sanitary sewers and 43 miles of
water lines.
The Public Works Commissioner is chairman of the Intra-County
Drainage Boards, secretary/member of the Inter-County
Drainage Boards, agent for the Macomb Sanitary
District and a statutory member of the Parks and
Recreation Commission and Technical Review Committee
of the County Solid Waste Planning Committee.
SHERIFF
Sheriff William H. Hackel's jurisdiction encompasses
the entire County. As a law enforcement agent, it is his
sworn duty to enforce all laws and to protect the lives,
property and welfare of the people.
So that he may fulfill these ohligalions, he maintains a
Sheriff's Patrol, a Marine Patrol, SCUBA divers, polygraph
facilities, identification bureau and many other services.
In addition, it is his responsibility to confine and secure
all prisoners in the County jail, providing them with proper
food and health facilities.
Not only does the Sheriff have criminal jurisdiction, his
responsibility also deals in civil process.
The Sheriff is one of three members of the Concealed
Weapons Licensing Board.
TREASURER
The County Treasurer, Adam E. Nowakowski, is custodian
of all monies and securities of Macomb County. He is
treasurer of the County Employees' Retirement System
and, by virtue of his office, is a member of the County
Election Commission, County Plat Board and County Tax
Allocation Board. He is administrative agent and coordinator
of all automated tax roll services. Aprimary and
mandatory duty of his office is settlement with local units
for current tax collections and collection of all delinquent
real taxes. He is the Administrative Agent of the Delin·
quent Tax Revolving Fund. The office is responsible for
accounting of all revenue, investments, securities, and
monies in financial institutions; sale and distribution of
dog licenses to local units of government; collection of
inheritance tax for the State of Michigan; certification of
deeds and plat maps and other documents pertaining to tax
histories and litigations; also conduct of the annual Tax
Sale on hehalf of the State Treasury. The functions of this
office are dictated by state statutes, along with guidance of
the Bureau of Local Government Services Audit Division,
State Treasury Department.
BOARD OF CANVASSERS
Each county must have such a board to canvass all state,
county, school and some city and township elections. After
the primary and general elections, the board reviews,
analyzes and scrutinizes results to determine who has been
nominated in primary elections and which candidates are
elected in general elections. After the general elections,
the board delivers certificates of election to the County

Clerk. The board is also empowered to conduct recounts in
certain elections.
COMMUNITY MENTAL HEALTH SERVICES
The Community Mental Health Services Board is responsible
for providing mental health, substance abuse,
and developmental disabilities services in the county
through both directly operated and contract agencies. The
program is supported by state and county funds as well as
individual fees and insurance reimbursement.
The agency now funds 36 separate service programs,
including a 24-hour telephone crisis center, two mental
health outpatient centers for children and families, five
mental health outpatient centers for adults, 12 substance
abuse treatment and prevention programs, eight rehabilitation
workshops/day programs and three residential
group homes for developmentally disabled persons,
counseling and diagnostic services, client services management
functions, a rape crisis program, vocational services,
and mental health and substance abuse programs
for persons in the county jail.
COMMUNITY SERVICES AGENCY
Using County funds in conjunction with Federal funding,
this Agency operates several human service programs including

Citizen Nutrition, Head Start, Emergency Food, Commodity

In addition, Corporation Counsel represents the County 1 its
officials, and agencies in all civil proceedings that may be
brought in the various Federal and State Courts and Tribunals.
BOARD OF ELECTION COMMISSIONERS
The law requires that this board be created to prepare
ballots for state and county elections and determine clarity
of wording on recall petitions. It consists of the senior
Probate Judge, the County Treasurer and County Clerk.
EMERGENCY MEDICAL SERVICES SYSTEM (EMS)
The EMS system functions under the authority of the
Public Health Code, which establisbes that each County in
the State of Micbigan shall be designated as a region of
medical control for emergency medical services within
their jurisdiction.
The Macomb County Medical Control Board (known as
the EMS Executive Council) is appointed by the Chairman
of the Board of Commissioners with confirmation by the
board and is chaired by a Project Medical Director
(PMD), who is also appointed by tbe Chairman of the
Board. This Executive Council is mandated by the Code to
assure that all advanced mobile emergency care services
(ALS) and basic mobile emergency care services (BLS),
both pUblic and private, conform with the rules and regulations
promulgated by the Michigan Department of Public
Health.
This non-paid Executive council consists of representatives
from six cooperating hospitals, physicians, nurses,
paramedics, ambulance operations, consumers, Fire and
Police Chiefs Association, Macomb Community College,
County Radio and Health Departments.
The Council is also responsible for establishing mini·
mum procedural standards in the areas of patient treatment
protocols, patient care quality review, training and

continuing education for EMS technicians, system telecommunications
and security, control and exchange of
pharmaceuticals used by ALS units. The Macomb County
Health Department provides a Program Manager, who
acts as a liaison between the Council, Board of Commissioners
and ambulance operations in the County.
EMERGENCY SERVICES
Emergency Services is responsible for the planning,
administration, coordination and operation of resources
and manpower of all County agencies and departments
having a disaster operations capability during declared
emergencies. Emergency Services acts through the Sheriff's
Department as staff aide to the Chairman of the Board
of Commissioners in time of any natural or manmade disaster.
Public warning, communications, training and development
in implementation of survival planning are
additional responsibilities.
EMPLOYEES' RETIREMENT BOARD
The board was created under permissive legislation to
administer the employees' pension fund.
FACILITIES AND OPERATIONS
The Department of Facilities and Operations is structured
to provide professional engineering and maintenance
service in planning, construction, maintenance, and
operations of all County-owned buildings and grounds.
The department has four divisions: Facilities Engineering
Division, Operations and Mechanical Maintenance Division,
Building Maintenance, and Security Division. The
entire operation is coordinated through an administrative
section.
The Facilities Engineering Division directs and coordinates
the professional engineering services such as consultation,
investigation, and planning for the construction,

HURON-CLINTON METROPOLITAN AUTHORITY
The Authority was created under permissive legislation
(which required voter approval) to provide parks and recreational
facilities on a regional basis for the counties of
Macomb, Oakland, Wayne, Washtenaw and Livingston. It
operates thirteen metroparks.
LAND FILErrAX MAPPING DIVISION­
OFFICE OF COUNTY TREASURER
A newly re-organized department maintains updated records
of every parcel of land in the county.
The department is responsible for maintaining legal descriptions
of real property changes recorded in the county.
A drafting section draws current line maps containing all
new subdivision, acreage divisions and consolidation of
lots and acreage.
The addressograph plate records (40 years) have been
converted into a data bank of Data Processing Center.
Updating is forwarded by "input forms" to Data Processing
on a daily basis.
LIBRARY BOARD
The County Library, supported through county appropriation,
penal fines and state aid, makes many backup
services, such as reference and book processing, available
to the local libraries of the county. It provides direct walkin
public library service to all county residents by providing
specialized materials not available at local libraries. In
addition to a book collection of 205,000 volumes, there are
over 1,600 films and 500 periodicals, as well as pamphlets,
phonograph records, audio and video cassettes, and art
prints for loan. The County Library also serves as headquarters
for the Library Cooperative ofMacomb, a federation
of the individual libraries within the county.
MACOMB COUNTY ANIMAL SHELTER
To provide a holding facility for stray animals from all of

the Macomb County townships and cities, to pick up dead
animals, to answer citizen complaints and questions regarding
animals. to display for the public many healthy
animals for adoption, and to enforce Animal Control Laws.

MACOMB COUNTY CRIMINAL JUSTICE
MANAGEMENT INFORMATION SYSTEM (MACMIS)
The MACMIS System is an umbrella for the County's
computerized LEIN Network, Prosecuting Attorney Information
System and Jail Information System. This system
functions under a MACMIS Policy Committee which is
represented by the Circuit Court. Prosecuting Attorneys
Office, Sheriff Department and the Management Advisory
Department. This Committee, appointed by the Board of
Commissioners, is responsible for establishing policy that
protects the privacy of individuals identified in information
systems maintained by MACMIS and to regulate the
collection, maintenance, use and dissemination of information
in accordance with Federal, State, and Local
legislation.
This MACMIS System is an integrated, comprehensive
criminal justice system for courts-prosecutors-corrections
components and is designed to provide a comprehensive
method for timely data capture, access and retrieval of
information. The Policy Committee, through a Coordinator,
reviews applications for terminal requests, provides
for security checks for all personnel assigned to have access
to computerized information, process complaints
against personnel for security violations, provides users
training, dissemination of authorized material and acts as
liaison for the courts, law enforcement, and corrections
components of the system.
MACOMB INTERMEDIATE BOARD OF EDUCATION
The Board ofEducation provides a variety ofservices for

law requires that a County Plat Board be created to examine
and pass upon all proposed plats as to suitability,
conformity to general plan, possible conflicts with other
plats and conformance with street and alley Layouts of
adjacent plats, This board consists of the Chairman of the
Board of Commissioners, the County Clerk and Register of
Deeds and the County Treasurer.
PROBATE COURT
The Court has exclusive jurisdiction for: the administration
of deceased persons estates; inter-vivos and testamentary
trusts; appointment of guardians and conservators
for minors and legally incapacitated adults; determination
and administration of disappeared persons
estates; name changes; secret marriages and waiver of
certain requirements to obtain a marriage license; civil
proceedings regarding the mentally ill and developmentally
disabled person.
The Juvenile Division of Probate Court has original
jurisdiction in cases involving juvenile delinquents, neglected
and dependent children, adoptions and cases involving
juvenile delinquents under 17 years of age and concurrent
jurisdiction with Circuit Court for those 17 years of
age.
RADIO DEPARTMENT
The Radio Department has the responsibility of system
design, maintenance and supervision of municipal public
safety radio systems for Macomb County and its political
subdivisions. This includes all Federal Communications
Commission licensing, writing specifications for and
acting as consultant to the various police, fire, highway
maintenance, departments of pUblic works, and other
agencies using two way radios. Macomb is the only county
in the state offering this service for the benefit of the public.
REIMBURSEMENT DIVISION
This department handles accounts established by th,e
Probate Courts and other county agencies. It takes care of
matters pertaining to billings and collecting of costs of
Youth Home and boarding home care ofchildren and juveniles,
private mental hospital care costs, stateinstitutional
costs, resident county hospitalization program for which
the county is responsible and other miscellaneous
accounts. The department audits time and costs of the
above mentioned accounts as well as investigating the ability
of the responsible persons to reimburse the county for
services rendered. The department works closely with the
Probate Court and State of Michigan and makes recommendations
regarding reimbursement.
BOARD OF ROAD COMMISSIONERS
The three Road Commissioners are appointed by the
Board of County Commissioners to operate the Road Commission
in accordance to the procedures as outlined in Act
51 of Public Acts of 1951, as amended.
The duties of the Road Commissioners are to formulate
policies for the administration of the Motor Vehicle Highway
Funds (gasoline and weight tax) the only source of
State revenues as received by the Road Commission Board
for construction and maintenance of approximately 2,692
lane miles of County primary and local systems, and for
the construction and maintenance of approximately 700
bridge and drainage structures under the jurisdictional
authority of the Road Commission Board.
SOCIAL SERVICE BOARD
The law requires that each county create a Social Services
Board consisting of three members. The Board is
responsible for supervising and evaluating the administration
of adult hospitalization, medical care facilities
(Martha T. Berry Memorial Medical Care Facility) and
county foster care for children. The Board also represents
the' 'public interest" and assures appropriate accountability
for programs and services administered by the
Macomb County Department of Social Services,
