AN INTRODUCTION TO MACOMB COUNTY<br />

The first white settlement in <strong>Macomb</strong> <strong>County</strong> was built in<br />

1784 on the banks of the Clinton River, then known as the<br />

Huron River. A missionary group known as the Moravians<br />

pitched their tents on the south bank of the river approximately<br />

three miles west ofMt. Clemens, in the summer of<br />

that year. Known as "New Gnadenhutten", the mission<br />

had the distinction ofbeing the first settlement in the State<br />

of <strong>Michigan</strong>. Four years later the Moravians were forced to<br />

leave the area by the Chippewa Indians.<br />

In 1796, a settlement was established again on the Clinton<br />

River by a man named Christian Clemens. This settlement,<br />

later named Mount Clemens, was located a few<br />

miles downstream from the one previously established by<br />

the Moravians. The area of<strong>Macomb</strong> <strong>County</strong> was then part<br />

of Wayne <strong>County</strong> which included almost the entire State of<br />

<strong>Michigan</strong> and portions of Ohio, Indiana, Illinois and Wisconsin.<br />

In 1818, <strong>Macomb</strong> <strong>County</strong> (named after General Alexander<br />

<strong>Macomb</strong>) was formally organized as the third <strong>County</strong><br />

in the State of <strong>Michigan</strong>, after Wayne and Monroe Counties.<br />

At that time, it covered a much larger area than itdoes<br />

today, extending north through much of the thumb area,<br />

east to Lake Huron, and west to the middle ofthe State. The<br />

southern boundary, Eight Mile Road, served as the baseline<br />

of the State. In 1819 and 1820, large portions of the<br />

<strong>County</strong> were removed to form the Counties of Oakland,<br />

Lapeer, Genesee, and St. Clair. Two years later, the current<br />

boundaries were reached when small portions of land<br />

were added back to the <strong>County</strong>.<br />

Urbanization in <strong>Macomb</strong> <strong>County</strong> paralleled that of most<br />

MACOMB COUNTY BOARD OF COMMISSIONERS<br />

In our <strong>County</strong>, as in the 82 othercQunties of<strong>Michigan</strong>, the<br />

Board of Commissioners is the legislative, administrative<br />

and policy making body for the county. Our Board is composed<br />

of 25 members who aTe eleeted every two years.<br />

There are eight major committees, three special committees,<br />

25 sub-committees and such special committees as<br />

may be appointed from time to time for specific purposes.<br />

SESSIONS OF THE BOARD OF COMMISSIONERS<br />

Organizational Session - The first meeting of the session,<br />

to be known as the Organizational Session of the<br />

Board of Commissioners shall be held in January of each<br />

year, at which time the permanent Chairman, Vice­<br />

Chairman and Sergeant-at-Arms shall be elected.<br />

Annual Session - The Annual Session of the Board of<br />

Commissioners shall be held on the second Tuesday in<br />

October of each year.<br />

An act to provide for the apportionment ofcounty boards<br />

of commissioners; to prescribe the size of the board; to<br />

prescribe the manner of election of the members of the<br />

county board of commissioners.<br />

Sec. I. Within 60 days after the publication of the latest<br />

United States official decennial census figures. the county<br />

apportionment commission in each county of this state<br />

shall apportion the county into not less than 50ar more than<br />

35 county commissioner districts asnearly ofequal populalion<br />

as is practicableand within the limitations ofsection 2.<br />

Sec. 9. The electors ofeach district established in accordance<br />

with this act shall elect one county commissioner to<br />

the county board ofcommissioners. There shall be no representation<br />

on the county board of commissioners other<br />

than that set forth by the provisions ofthis act.<br />

Sec. 10. The term of each commissioner shall be concurrent<br />

with that of state representatives as specified in article<br />

4, section 3 of the state constitution.<br />

Sec. 11. Candidates for the office of commissioner shall<br />

be residents and registered voters ofthe district which they<br />

seek to represent and shall remain so to hold their office, if<br />

elected. Nominations and elections for commissioners<br />

shall be by partisan elections. To obtain the printing ofthe<br />

name of any person as a candidate for nomination for the<br />

office of commissioner upon the official primary ballot,<br />

there shall be filed with the county clerk of each county, a<br />

filing fee of $100 or nomination petitions signed by a number<br />

of qualified and registered electors residing with the<br />

district, equal to not less than 1% nor more than 4% of the<br />

number of votes cast in the district by such party for the<br />

office of secretary of state at the last general election in<br />

which a secretary of state was elected. The deadline for<br />

filing nominations petitions or filing fees shall be the same<br />

as candidates for state representative.<br />

It's an assignment that thrusts his office into the forefront<br />

ofa wide range ofpublic works activities ... activities<br />

such as flood control, pollution control, water management,<br />

sewage treatment, solid waste disposal, subdivision<br />

plat review, soil erosion control, parks and recreation, and<br />

construction of storm drains, water lines and sanitary<br />

sewers.<br />

His involvement in these programs is extensive and includes<br />

responsibility for initial planning, final design, sale<br />

of bonds, securing federal/state grants, construction, inspection,<br />

maintenance, repair, administration and debt<br />

retirement.<br />

Facilities owned or operated by the office include three<br />

sewage treatment works, 42 waste water pump stations, 20<br />

storm water retention basins/pump stations, 668 miles of<br />

storm drains, 174 miles of sanitary sewers and 43 miles of<br />

water lines.<br />

The Public Works Commissioner is chairman of the Intra-<strong>County</strong><br />

Drainage Boards, secretary/member of the Inter-<strong>County</strong><br />

Drainage Boards, agent for the <strong>Macomb</strong> Sanitary<br />

District and a statutory member of the Parks and<br />

Recreation Commission and Technical Review Committee<br />

of the <strong>County</strong> Solid Waste Planning Committee.<br />

SHERIFF<br />

Sheriff William H. Hackel's jurisdiction encompasses<br />

the entire <strong>County</strong>. As a law enforcement agent, it is his<br />

sworn duty to enforce all laws and to protect the lives,<br />

property and welfare of the people.<br />

So that he may fulfill these ohligalions, he maintains a<br />

Sheriff's Patrol, a Marine Patrol, SCUBA divers, polygraph<br />

facilities, identification bureau and many other services.<br />

In addition, it is his responsibility to confine and secure<br />

all prisoners in the <strong>County</strong> jail, providing them with proper<br />

food and health facilities.<br />

Not only does the Sheriff have criminal jurisdiction, his<br />

responsibility also deals in civil process.<br />

The Sheriff is one of three members of the Concealed<br />

Weapons Licensing Board.<br />

TREASURER<br />

The <strong>County</strong> Treasurer, Adam E. Nowakowski, is custodian<br />

of all monies and securities of <strong>Macomb</strong> <strong>County</strong>. He is<br />

treasurer of the <strong>County</strong> Employees' Retirement System<br />

and, by virtue of his office, is a member of the <strong>County</strong><br />

Election Commission, <strong>County</strong> Plat Board and <strong>County</strong> Tax<br />

Allocation Board. He is administrative agent and coordinator<br />

of all automated tax roll services. Aprimary and<br />

mandatory duty of his office is settlement with local units<br />

for current tax collections and collection of all delinquent<br />

real taxes. He is the Administrative Agent of the Delin·<br />

quent Tax Revolving Fund. The office is responsible for<br />

accounting of all revenue, investments, securities, and<br />

monies in financial institutions; sale and distribution of<br />

dog licenses to local units of government; collection of<br />

inheritance tax for the State of <strong>Michigan</strong>; certification of<br />

deeds and plat maps and other documents pertaining to tax<br />

histories and litigations; also conduct of the annual Tax<br />

Sale on hehalf of the State Treasury. The functions of this<br />

office are dictated by state statutes, along with guidance of<br />

the Bureau of Local Government Services Audit Division,<br />

State Treasury Department.<br />

BOARD OF CANVASSERS<br />

Each county must have such a board to canvass all state,<br />

county, school and some city and township elections. After<br />

the primary and general elections, the board reviews,<br />

analyzes and scrutinizes results to determine who has been<br />

nominated in primary elections and which candidates are<br />

elected in general elections. After the general elections,<br />

the board delivers certificates of election to the <strong>County</strong><br />

Clerk. The board is also empowered to conduct recounts in<br />

certain elections.<br />

COMMUNITY MENTAL HEALTH SERVICES<br />

The Community Mental Health Services Board is responsible<br />

for providing mental health, substance abuse,<br />

and developmental disabilities services in the county<br />

through both directly operated and contract agencies. The<br />

program is supported by state and county funds as well as<br />

individual fees and insurance reimbursement.<br />

The agency now funds 36 separate service programs,<br />

including a 24-hour telephone crisis center, two mental<br />

health outpatient centers for children and families, five<br />

mental health outpatient centers for adults, 12 substance<br />

abuse treatment and prevention programs, eight rehabilitation<br />

workshops/day programs and three residential<br />

group homes for developmentally disabled persons,<br />

counseling and diagnostic services, client services management<br />

functions, a rape crisis program, vocational services,<br />

and mental health and substance abuse programs<br />

for persons in the county jail.<br />

COMMUNITY SERVICES AGENCY<br />

Using <strong>County</strong> funds in conjunction with Federal funding,<br />

this Agency operates several human service programs including<br />

- General Community Programming, Senior<br />

Citizen Nutrition, Head Start, Emergency Food, Commodity<br />

In addition, Corporation Counsel represents the <strong>County</strong> 1 its<br />

officials, and agencies in all civil proceedings that may be<br />

brought in the various Federal and State Courts and Tribunals.<br />

BOARD OF ELECTION COMMISSIONERS<br />

The law requires that this board be created to prepare<br />

ballots for state and county elections and determine clarity<br />

of wording on recall petitions. It consists of the senior<br />

Probate Judge, the <strong>County</strong> Treasurer and <strong>County</strong> Clerk.<br />

EMERGENCY MEDICAL SERVICES SYSTEM (EMS)<br />

The EMS system functions under the authority of the<br />

Public Health Code, which establisbes that each <strong>County</strong> in<br />

the State of Micbigan shall be designated as a region of<br />

medical control for emergency medical services within<br />

their jurisdiction.<br />

The <strong>Macomb</strong> <strong>County</strong> Medical Control Board (known as<br />

the EMS Executive Council) is appointed by the Chairman<br />

of the Board of Commissioners with confirmation by the<br />

board and is chaired by a Project Medical Director<br />

(PMD), who is also appointed by tbe Chairman of the<br />

Board. This Executive Council is mandated by the Code to<br />

assure that all advanced mobile emergency care services<br />

(ALS) and basic mobile emergency care services (BLS),<br />

both pUblic and private, conform with the rules and regulations<br />

promulgated by the <strong>Michigan</strong> Department of Public<br />

Health.<br />

This non-paid Executive council consists of representatives<br />

from six cooperating hospitals, physicians, nurses,<br />

paramedics, ambulance operations, consumers, Fire and<br />

Police Chiefs Association, <strong>Macomb</strong> Community College,<br />

<strong>County</strong> Radio and Health Departments.<br />

The Council is also responsible for establishing mini·<br />

mum procedural standards in the areas of patient treatment<br />

protocols, patient care quality review, training and<br />

continuing education for EMS technicians, system telecommunications<br />

and security, control and exchange of<br />

pharmaceuticals used by ALS units. The <strong>Macomb</strong> <strong>County</strong><br />

Health Department provides a Program Manager, who<br />

acts as a liaison between the Council, Board of Commissioners<br />

and ambulance operations in the <strong>County</strong>.<br />

EMERGENCY SERVICES<br />

Emergency Services is responsible for the planning,<br />

administration, coordination and operation of resources<br />

and manpower of all <strong>County</strong> agencies and departments<br />

having a disaster operations capability during declared<br />

emergencies. Emergency Services acts through the Sheriff's<br />

Department as staff aide to the Chairman of the Board<br />

of Commissioners in time of any natural or manmade disaster.<br />

Public warning, communications, training and development<br />

in implementation of survival planning are<br />

additional responsibilities.<br />

EMPLOYEES' RETIREMENT BOARD<br />

The board was created under permissive legislation to<br />

administer the employees' pension fund.<br />

FACILITIES AND OPERATIONS<br />

The Department of Facilities and Operations is structured<br />

to provide professional engineering and maintenance<br />

service in planning, construction, maintenance, and<br />

operations of all <strong>County</strong>-owned buildings and grounds.<br />

The department has four divisions: Facilities Engineering<br />

Division, Operations and Mechanical Maintenance Division,<br />

Building Maintenance, and Security Division. The<br />

entire operation is coordinated through an administrative<br />

section.<br />

The Facilities Engineering Division directs and coordinates<br />

the professional engineering services such as consultation,<br />

investigation, and planning for the construction,<br />

HURON-CLINTON METROPOLITAN AUTHORITY<br />

The Authority was created under permissive legislation<br />

(which required voter approval) to provide parks and recreational<br />

facilities on a regional basis for the counties of<br />

<strong>Macomb</strong>, Oakland, Wayne, Washtenaw and Livingston. It<br />

operates thirteen metroparks.<br />

LAND FILErrAX MAPPING DIVISION­<br />

OFFICE OF COUNTY TREASURER<br />

A newly re-organized department maintains updated records<br />

of every parcel of land in the county.<br />

The department is responsible for maintaining legal descriptions<br />

of real property changes recorded in the county.<br />

A drafting section draws current line maps containing all<br />

new subdivision, acreage divisions and consolidation of<br />

lots and acreage.<br />

The addressograph plate records (40 years) have been<br />

converted into a data bank of Data Processing Center.<br />

Updating is forwarded by "input forms" to Data Processing<br />

on a daily basis.<br />

LIBRARY BOARD<br />

The <strong>County</strong> Library, supported through county appropriation,<br />

penal fines and state aid, makes many backup<br />

services, such as reference and book processing, available<br />

to the local libraries of the county. It provides direct walkin<br />

public library service to all county residents by providing<br />

specialized materials not available at local libraries. In<br />

addition to a book collection of 205,000 volumes, there are<br />

over 1,600 films and 500 periodicals, as well as pamphlets,<br />

phonograph records, audio and video cassettes, and art<br />

prints for loan. The <strong>County</strong> Library also serves as headquarters<br />

for the Library Cooperative of<strong>Macomb</strong>, a federation<br />

of the individual libraries within the county.<br />

MACOMB COUNTY ANIMAL SHELTER<br />

To provide a holding facility for stray animals from all of<br />

the <strong>Macomb</strong> <strong>County</strong> townships and cities, to pick up dead<br />

animals, to answer citizen complaints and questions regarding<br />

animals. to display for the public many healthy<br />

animals for adoption, and to enforce Animal Control Laws.<br />

10:00 a.m.-3:00 p.m. Closed: Sunday & Holidays.<br />

MACOMB COUNTY CRIMINAL JUSTICE<br />

MANAGEMENT INFORMATION SYSTEM (MACMIS)<br />

The MACMIS System is an umbrella for the <strong>County</strong>'s<br />

computerized LEIN Network, Prosecuting Attorney Information<br />

System and Jail Information System. This system<br />

functions under a MACMIS Policy Committee which is<br />

represented by the Circuit Court. Prosecuting Attorneys<br />

Office, Sheriff Department and the Management Advisory<br />

Department. This Committee, appointed by the Board of<br />

Commissioners, is responsible for establishing policy that<br />

protects the privacy of individuals identified in information<br />

systems maintained by MACMIS and to regulate the<br />

collection, maintenance, use and dissemination of information<br />

in accordance with Federal, State, and Local<br />

legislation.<br />

This MACMIS System is an integrated, comprehensive<br />

criminal justice system for courts-prosecutors-corrections<br />

components and is designed to provide a comprehensive<br />

method for timely data capture, access and retrieval of<br />

information. The Policy Committee, through a Coordinator,<br />

reviews applications for terminal requests, provides<br />

for security checks for all personnel assigned to have access<br />

to computerized information, process complaints<br />

against personnel for security violations, provides users<br />

training, dissemination of authorized material and acts as<br />

liaison for the courts, law enforcement, and corrections<br />

components of the system.<br />

MACOMB INTERMEDIATE BOARD OF EDUCATION<br />

The Board ofEducation provides a variety ofservices for<br />

law requires that a <strong>County</strong> Plat Board be created to examine<br />

and pass upon all proposed plats as to suitability,<br />

conformity to general plan, possible conflicts with other<br />

plats and conformance with street and alley Layouts of<br />

adjacent plats, This board consists of the Chairman of the<br />

Board of Commissioners, the <strong>County</strong> Clerk and Register of<br />

Deeds and the <strong>County</strong> Treasurer.<br />

PROBATE COURT<br />

The Court has exclusive jurisdiction for: the administration<br />

of deceased persons estates; inter-vivos and testamentary<br />

trusts; appointment of guardians and conservators<br />

for minors and legally incapacitated adults; determination<br />

and administration of disappeared persons<br />

estates; name changes; secret marriages and waiver of<br />

certain requirements to obtain a marriage license; civil<br />

proceedings regarding the mentally ill and developmentally<br />

disabled person.<br />

The Juvenile Division of Probate Court has original<br />

jurisdiction in cases involving juvenile delinquents, neglected<br />

and dependent children, adoptions and cases involving<br />

juvenile delinquents under 17 years of age and concurrent<br />

jurisdiction with Circuit Court for those 17 years of<br />

age.<br />

RADIO DEPARTMENT<br />

The Radio Department has the responsibility of system<br />

design, maintenance and supervision of municipal public<br />

safety radio systems for <strong>Macomb</strong> <strong>County</strong> and its political<br />

subdivisions. This includes all Federal Communications<br />

Commission licensing, writing specifications for and<br />

acting as consultant to the various police, fire, highway<br />

maintenance, departments of pUblic works, and other<br />

agencies using two way radios. <strong>Macomb</strong> is the only county<br />

in the state offering this service for the benefit of the public.<br />

REIMBURSEMENT DIVISION<br />

This department handles accounts established by th,e<br />

Probate Courts and other county agencies. It takes care of<br />

matters pertaining to billings and collecting of costs of<br />

Youth Home and boarding home care ofchildren and juveniles,<br />

private mental hospital care costs, stateinstitutional<br />

costs, resident county hospitalization program for which<br />

the county is responsible and other miscellaneous<br />

accounts. The department audits time and costs of the<br />

above mentioned accounts as well as investigating the ability<br />

of the responsible persons to reimburse the county for<br />

services rendered. The department works closely with the<br />

Probate Court and State of <strong>Michigan</strong> and makes recommendations<br />

regarding reimbursement.<br />

BOARD OF ROAD COMMISSIONERS<br />

The three Road Commissioners are appointed by the<br />

Board of <strong>County</strong> Commissioners to operate the Road Commission<br />

in accordance to the procedures as outlined in Act<br />

51 of Public Acts of 1951, as amended.<br />

The duties of the Road Commissioners are to formulate<br />

policies for the administration of the Motor Vehicle Highway<br />

Funds (gasoline and weight tax) the only source of<br />

State revenues as received by the Road Commission Board<br />

for construction and maintenance of approximately 2,692<br />

lane miles of <strong>County</strong> primary and local systems, and for<br />

the construction and maintenance of approximately 700<br />

bridge and drainage structures under the jurisdictional<br />

authority of the Road Commission Board.<br />

SOCIAL SERVICE BOARD<br />

The law requires that each county create a Social Services<br />

Board consisting of three members. The Board is<br />

responsible for supervising and evaluating the administration<br />

of adult hospitalization, medical care facilities<br />

(Martha T. Berry Memorial Medical Care Facility) and<br />

county foster care for children. The Board also represents<br />

the' 'public interest" and assures appropriate accountability<br />

for programs and services administered by the<br />

<strong>Macomb</strong> <strong>County</strong> Department of Social Services,<br />
