<strong>SANAS</strong> was re-evaluated by African<br />

Accreditation Cooperation (AFRAC)<br />

for compliance to ISO/IEC 17011<br />

“Conformity Assessment –General<br />

requirements for accreditation bodies<br />

accrediting conformity assessment<br />

bodies”, the International Laboratory<br />

Accreditation Cooperation (ILAC),<br />

International Accreditation Forum<br />

(IAF) and AFRAC requirements, as<br />

well as compliance to <strong>SANAS</strong>’ own<br />

management system. During the<br />

month of September <strong>SANAS</strong> had its<br />

annual Communications meetings<br />

where key accreditation matters were<br />

discussed. The highlight was once<br />

again, the 20 years accreditation<br />

recognition awards. There were quite<br />

a number of recipients this year, read<br />

more about this on page 3 and 4.<br />

Congratulation to all!!<br />

<strong>SANAS</strong> has been very active in<br />

promoting accreditation which<br />

allows industries to offer peace of<br />

mind to consumers with regards to<br />

quality products, health and safety.<br />

We embarked on a marketing drive at<br />

a number of conferences, where we<br />

had the opportunity to highlight to a<br />

variety of industries the importance<br />

of accreditation and to offer edvise on<br />

where accreditation can be useful tool.<br />

<strong>2017</strong> CoMMuniCAtionS MeetinG<br />

The Annual Communications meetings<br />

were held during September <strong>2017</strong>, at<br />

four regions which were as follows, Cape<br />

Town meeting on 05 th September <strong>2017</strong>;<br />

Port Elizabeth meeting on 06 th September<br />

<strong>2017</strong>; Durban meeting on 07 th September<br />

<strong>2017</strong> and Gauteng meeting was on 11 th<br />

September <strong>2017</strong>. The purpose of these<br />

annual meetings is to inform stakeholders<br />

on latest accreditation developments and<br />

to discuss matters that may affect their<br />

accreditation status. The meetings were<br />

well attended in all the regions Cape<br />

town about 110 delegates attended the<br />

meeting, Port Elizabeth 32 delegates<br />

attended, Durban 62 delegates attended<br />

and in Gauteng 231 delegates attended<br />

the meeting.<br />

The agenda items covered, amongst<br />

others, the following technical and<br />

non-technical matters: <strong>SANAS</strong><br />

overview and updates;<br />

● ILAC/IAF and AFRAC updates;<br />

● 17011 updates;<br />

● 17025 updates;<br />

● Reflecting on <strong>2017</strong> World<br />

Accreditation Day; and<br />

● SHANDUKA ‘online application’<br />

guidelines.<br />

Facilities that have been <strong>SANAS</strong><br />

accredited for a period of twenty<br />

years received the twenty year <strong>SANAS</strong><br />

<strong>SANAS</strong> CEO Mr. Ron Josias also<br />

acknowledged all facilities who took<br />

part in the AFRAC peer evaluation<br />

during August <strong>2017</strong>.<br />

He also shared update on <strong>SANAS</strong><br />

move to the new building, and he<br />

communicated with the meeting the<br />

below AFRAC developments regarding<br />

international recognition.<br />

Mr. Josias shared information about<br />

AFRAC E-learning to the stakeholders<br />

that attended the meetings. He hinted<br />

that this self-study programme allows<br />

learners to acquire knowledge and<br />

complete each course at their own<br />

pace and from anywhere in the world.<br />

The programme provides ample<br />

information, reading material as<br />

well as video interviews and where<br />

required, subject experts are available<br />

to assist learners with additional<br />

information and guidance. Upon<br />

successful completion of each course,<br />

learners receive a training certificate<br />

which may be essential as a prerequisite<br />

for other courses and further<br />

AFRAC training.<br />

The target audience for the<br />

promotion of the AFRAC E-Learning<br />

Programme is a growing population<br />

of organisations and institutes with<br />

the intent to develop Accreditation<br />

B-BBee PRoGRAMMe ADvAnCeS<br />

The <strong>SANAS</strong> accreditation programmes are<br />

required to continue ensuring that the<br />

key strategic matters are implemented<br />

and maintained. As such, the B-BBEE<br />

programme conducted an assessor<br />

training and revived its Specialist Technical<br />

Committee (STC).<br />

Assessor Training<br />

One of the <strong>SANAS</strong> key strategic<br />

objectives is to increase the current<br />

assessor pool in order to provide a<br />

quality service to all its clients. On<br />

the 26 th – 28 th June <strong>2017</strong> the B-BBEE<br />

programme conducted training of<br />

fifteen (15) new technical assessors<br />

in line with the requirements of the<br />

<strong>SANAS</strong> R47 document.<br />

The R47 document aims to clarify<br />

the role of the B-BBEE verification<br />

agencies and to specify the<br />

accreditation criteria.<br />

STC COMMITTEE<br />

STC is a fundamental and vital<br />

component of operating a technically<br />

relevant accreditation system.<br />

Amongst other things, it is a tool that<br />

guides technical policy and provides<br />

important mediation support in<br />

technical matters to the assessment<br />

process within a specified area of<br />

accreditation. If this important focus<br />

is somehow lost or blurred then<br />

problems are bound to arise with<br />

potentially damaging consequences<br />

to the credibility of the accreditation<br />

process.<br />

On the 07 th July <strong>2017</strong>, <strong>SANAS</strong> B-BBE<br />

Program revived its STCs which will<br />

continue to provide appropriate<br />

technical guidance in all matters<br />

relating to B-BBEE expertise.<br />

During the STC meeting, the following<br />

matters were discussed:<br />

● Mr Mpho Phaloane, <strong>SANAS</strong><br />

Executive, presented on the<br />

purpose of establishing the STCs<br />

and outlined the policy on STC<br />

membership;<br />

● Mr Yuneal Padayachy the Deputy<br />

Director: B-BBEE Procurement<br />

Transformation and Verification,<br />

discussed the role of the dti in the<br />

B-BBEE space;<br />

● The Chairperson of the Association<br />

of B-BBEE Professionals (ABP), Mr<br />

David Ndou presented on the role<br />

of ABP; and<br />

● Chief Executive Officer of Property<br />

Sector Charter Council, Mrs Portia<br />

Tau-Sekati presented on the role of<br />

the sector councils.<br />

Details on the responsibilities of<br />

the STC and the meeting frequency<br />

was documented in the terms of<br />

references that will be distributed to<br />

members.<br />

I believe that our country’s<br />

transformation through B-BBEE as<br />

an instrument, was and continues to<br />

be a good intervention. Therefore, we<br />

need to help each other to achieve its<br />

objectives and remove obstacles to<br />

transformation, including addressing<br />

the lack of financial support and<br />

market access for black businesses.<br />

Annual Workshops<br />

B-BBEE programme hosted its<br />

annual workshops at three regions.<br />

These were hosted in Cape Town on<br />

the 05 th September; Durban on the<br />

07 th September and in Gauteng on<br />

the 11 th September. Three sector<br />

codes custodians were invited to<br />

attend and shared information on the<br />

sector codes, the dti and the B-BBEE<br />

commission office also attended these<br />

meetings.<br />

During these meetings following<br />

agenda items were discussed:<br />

● Information and Communication<br />

Technology (ICT) Charter;<br />

● Property Sector Charter effective<br />

date;<br />

● Forestry Sector Code effective date;<br />

● Department of Trade and industry<br />

(the dti);<br />

● The B-BBEE commission processes;<br />

and<br />

● <strong>SANAS</strong> processes for submission<br />

of corrective action.<br />

It is important that as we drive<br />

transformation at different levels,<br />

be reminded of the B-BBEE Policy<br />

objectives.<br />

AFRAC Re-evaluation of <strong>SANAS</strong><br />

<strong>SANAS</strong> underwent its first re-evaluation by the African<br />

Accreditation Cooperation (AFRAC) from 31 July to 4 August 2014.<br />

The evaluation was conducted by a team of six AFRAC<br />

peer evaluators, who evaluated <strong>SANAS</strong>’ compliance to the<br />

requirements of ISO/IEC 17011 “Conformity Assessment –<br />

General requirements for accreditation bodies accrediting<br />

conformity assessment bodies”, the International<br />

Laboratory Accreditation Cooperation (ILAC), International<br />

Accreditation Forum (IAF) and AFRAC requirements, as<br />

well as compliance to <strong>SANAS</strong>’ own management system.<br />

The AFRAC evaluators were:<br />

● Mr Moslem Barrak (ARAC, Morocco) – Team Leader,<br />

evaluating the <strong>SANAS</strong> management system;<br />

● Mr Adel Rezk (EGAC, Egypt) – evaluating the accreditation<br />

of Calibration Laboratories;<br />

● Ms Lana Marashdeh (JSMO, Jordan) – evaluating the<br />

accreditation of Medical Laboratories;<br />

● Mr Chankar Bheekhun (MAURITAS Mauritius) –<br />

evaluating the accreditation of Testing Laboratories;<br />

● Ms Susan Munyiri Ochieng (KENAS, Kenya) – evaluating<br />

the accreditation of Inspection Bodies; and<br />

● Mr Salih Yuksel (TURKAK, Turkey) – evaluating the<br />

accreditation of Certification Bodies (QMS, EMS and<br />

FSMS).<br />

The evaluation included an evaluation of the <strong>SANAS</strong> office<br />

space, as well as the witnessing of <strong>SANAS</strong> assessments.<br />

In addition, the AFRAC evaluation of <strong>SANAS</strong> was witnessed<br />

by ILAC, as part of ILAC’s evaluation of AFRAC to become<br />

a recognised Regional Accreditation Cooperation. The<br />

ILAC evaluators were:<br />

● Ms Lorena Ramirez Marquez (EMA, Mexico) – witnessing<br />

the AFRAC evaluation of Inspection Body accreditation;<br />

● Mr Trace McInturff (A2LA, USA) - witnessing the AFRAC<br />

evaluation of Testing Laboratory accreditation, and the<br />

Management System; and<br />

● Mr Uwe Zimmerman (DAkkS, Germany) – witnessing the<br />

AFRAC evaluation of Medical Laboratory accreditation.<br />

After a week of thorough interrogative sessions, probing<br />

and examining of <strong>SANAS</strong>’ staff compliance, policies,<br />

procedures and records, the evaluators confirmed at the<br />

closing meeting that was held on Friday, 4 August <strong>2017</strong>,<br />

that <strong>SANAS</strong> administers all Calibration, Testing, Medical,<br />

Inspection and Certification {Quality Management System<br />

(QMS), Environment Management System (EMS), and<br />

Food Safety Management System (FSMS)} accreditation<br />

programmes in accordance with the requirements of IAF,<br />

ILAC, AFRAC and ISO/IEC 17011:2004. Moreover, that all<br />

the accredited conformity assessment bodies that were<br />

sampled during this peer evaluation were complied with<br />

the requirements of the relevant accreditation standards.<br />

The evaluation team particularly commended <strong>SANAS</strong> on:<br />

● Transparency, fair and collaborative staff;<br />

● competence of the assessment teams witnessed during<br />

evaluation;<br />

● Well qualified, experienced and knowledgeable Lead<br />

Assessors, Technical Assessors and industry Experts;<br />

● The effectiveness of the accreditation programmes.<br />

The team raised five non-conformances, ten concerns and<br />

six comments. <strong>SANAS</strong> is expected to address these before<br />

a decision on continuing membership to the AFRAC MRA<br />

can be made.<br />

<strong>SANAS</strong> would like to take this opportunity thank the<br />

conducted assessments and that were witnessed by AFRAC.<br />

SAnAS MARKetinG inteRventionS<br />

MARKETING AND INCREASING AWARENESS OF <strong>SANAS</strong> ACCREDITATIONS IS CRITICAL TO THE SUCCESS OF THE<br />

ORGANISATION. AS SUCH, <strong>SANAS</strong> RECOGNISES THE VALUE OF PARTICIPATING IN INDUSTRY EXPOS AND CONFERENCES<br />

THAT ATTRACTS DIFFERENT SEGMENTS OF THE ECONOMY. DURING THE SECOND QUARTER OF THE FINANCIAL YEAR<br />

FROM JULY TO SEPTEMBER <strong>2017</strong>, WE EXHIBITED AT THREE CONFERENCES.<br />

Test and Measurement (T&M) Conference and<br />

Workshop<br />

The Conference was held in Gauteng at St George Hotel,<br />

<strong>SANAS</strong> exhibited over two days from 31 st July – 01 st August<br />

<strong>2017</strong>. The T&M program has been designed for industry<br />

that is focusing on Measurement science for growth in<br />

Africa.<br />

The emphasis for <strong>2017</strong> conference was on the following:<br />

● Measurement and testing in industry: for the<br />

establishment of measurement equivalence in the<br />

African free trade region and improving the quality of<br />

life for all Africans;<br />

● Measurement traceability: method validation,<br />

measurement uncertainty, reference materials;<br />

● Laboratory quality systems: ISO/IEC 17025,<br />

accreditation, calibration, proficiency testing;<br />

● Laboratory staff: recruitment, training, evaluating<br />

competence.<br />

years of accurate scientific measurement (metrology) and<br />

10 years of Institution existence, this celebration was held<br />

at the CSIR conference centre in Pretoria. Representatives<br />

from the national, regional and international institutions<br />

in the Science and Metrology fraternity, government<br />

representatives and industry experts attended the<br />

conference metrologists from around the world were in<br />

attendance .<br />

Blood Transfusion Congress: 28 th – 31 st August<br />

<strong>2017</strong><br />

<strong>SANAS</strong> participated at the 34 th South African National<br />

Blood Transfusion Congress that was held from 28 th to<br />

31 st August <strong>2017</strong>, at Sun City in North West Province. The<br />

conference theme for the <strong>2017</strong> congress was “Innovation<br />

– Lifeline to the Future”, with the focus being on managing<br />

precious resources such as blood donors, sufficient and<br />

safe blood and blood products, appropriate use of blood<br />

and retaining skilled staff.<br />

NMISA 70/10 Celebration 02 nd – 04 th August <strong>2017</strong><br />

<strong>SANAS</strong> participated at the Scientific Conference that took<br />

place from 02 nd – 04 th August <strong>2017</strong>. National Metrology<br />

Institution of South Africa (NMISA) was celebrating 70<br />

<strong>SANAS</strong> accreditation provides an external review of<br />

operations, of the facilities and thus provides assurance<br />

that the quality management systems of these facilities are<br />

effective and robust. Blood transfusion services facilities<br />

are required to maintain extensive quality management<br />

systems and strive for ongoing improvement in all areas<br />
