2. THE RELATIONSHIP BETWEEN ENVIRONMENTAL SITE ASSESSMENT AND
THE PROJECT DEVELOPMENT PROCESS
Planning and developing transportation projects includes complying with many legislative
requirements set forth by the state and federal government. One of the primary laws which govern the
planning and development process for federally funded transportation projects is the NEPA (National
Environmental Policy Act) of 1969. NEPA requires the consideration of environmental impacts caused
by a transportation project using interdisciplinary studies. Once environmental studies have been
completed, the findings are compiled into an environmental document which identifies the impacts
associated with the transportation project as well as what steps will be taken to mitigate the impacts.
In addition to NEPA, many other laws have been established to protect human health and the
environment which are considered during the project planning and development stage. Laws such as
CERCLA and RCRA must be addressed regardless of the funding source.
In general, the following table shows the relationship between ODOT’s Project Development Process
and ESA Investigations.
