This RFP has been addressed to the following shortlisted SIs: [Insert: List of Shortlisted SIs] ASI invites eligible System Integrators (SI) to indicate their interest in providing the services. Interested SIs must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). SIs may associate to enhance their qualifications. An SI will be selected in accordance with the procedures set out in Volume 2 of this document. Request for Proposal for establishing e-Governance Systems 1 Introduction and Background The Archaeological Survey of India (ASI), is a well established organization for archaeological research under the Ministry of Culture, and plays a significant role in protecting the cultural heritage of the Country. Conservation of ancient monuments, archaeological sites and excavations remains of national importance and are the prime concerns of the ASI. Established in 1861, over the years, ASI’s scope has expanded to a large number of fields such as preservation, conservation, architectural studies, epigraphy, horticultural and environmental upgradation and underwater archaeology. ASI regulates all archaeological activities in the country as per the provisions of the Ancient Monuments and Archaeological Sites and Remains Act, 1958. ASI also regulates Antiquities and Art Treasure Act, 1972. At present, ASI protects 3,675 monuments including 18 World Heritage Cultural Properties besides, and also maintains 41 museums around the country. ASI has now envisioned the development of an integrated IT enabled e-governance system across the departments in ASI in order to ensure transparent, easy, efficient and accurate availability of information, and facilitation of transactions. With anintent of providing a robust system, ASI has decided to revamp its current systems and core functions through e-governance solutions by leveraging Information and Communication Technology across various departments in the organization. In this context, ASI has engaged National Institute for Smart Government (NISG) for consulting services, which includea detailed study of existing ASI operations and to propose feasible solutions that can be adopted by ASI in the near future.The entire project is divided into three phases: Phase I: Consulting and RFP formulation (by NISG) Phase II: Implementation of Project (by SI) Phase III: Project Monitoring and Review by PMU to be established by ASI As a part of the first phase, ASI is floating this RFP to receive responses from eligible bidders, and evaluation and selection of the most appropriate SI.
