Request for Proposal for establishing e-Governance Systems
Online reporting of financial transactions, including variances,
under, and over-utilization of budgets, performance tracking and
dashboarding for easy decision making at central level.
Accounts / budgets will also cover the various departments at
ASI such as, Conservation, Museums, etc. Provisions are
required to integrate this for future Information System needs
Interfaces and application logic is required to render the
accounts in a manner and format compatible with and compliant
to the requirements of the Comptroller and Audit General (CAG).
CAG compliance requirements will be provided during SRS.
The key functional requirements would include:
Core Financial System Management Function
General Ledger Management Function
Funds Management Function
Payment Management Function
Receivables Management Function
Cost Management Function
Reporting Function
The SI is expected to prepare a detailed FRS initially, in order to
ensure that all specifications are accurately captured.
8.1.3.2 Technical Requirements:The technical requirements of the solution
must include:
Solution must be web enabled, and developed/customized on
COTS application platforms with ample flexibility of
customization based on ASI’s needs.
Solution must use standard database.
The solution must be on a dedicated server which is located at
SIs premises.
The detailed technical requirements are as follows:
8.1.3.3 General Design/ Architecture:
Core financial function should be modular in design.
Should be built based on open system architecture.
Should be easily customizable to accommodate changes in laws,
regulations, best practices and new technology.
Should have internal transaction processing controls , including the
capability in the event of system failure, to automatically:
