Request for Proposal for establishing e-Governance Systems Provision for multiple payment options through cash, credit or debit cards, using various payment methods such as online payments, payment at unmanned or manned ticket dispending counters, or payments through agents. This should include the establishment of secure payment gateways as required. Generation of printed tickets at the convenience of the visitor Verification of tickets at the ticket checking counters at monument sites. Recording and reconciliation of tickets issued, and collections made against the tickets on a periodic basis Integration with existing websites of ASI with capabilities for possible future integration with websites of travel and tourist sites. Generation of reports including ticket use and usage status, nonissue, or incomplete transactions, etc. Ability to provide a contact center interface integrated with the eticketing solution to handle queries. In order to meet these requirements, an e-ticketing solution customized to meet the convenience of foreigners and Indian tourists have to be developed. The e-ticketing solution must provide for the following components: 1. A web ticketing solution which could enable prospective tourists to pre-book their tickets even when outside India. The solution should provide a method to authenticate foreign tourists from domestic tourists for differential ticket rates. 2. An e-ticketing solution which would replace the current manual ticketing solutions available at the monuments. The solution would require the provision of computers, provision of back-up power, provision of ticket printing and issuing options. Each of these solutions should have a common back-end and integrate with a common solution. Further, the ticket available for verification at the Monument gates should have a common and easily recognizable format. 8.1.2.2 Technical requirements:The e-ticketing solution will provide for the following technical requirements: Browser support on multiple browsers for external users. An interactive and easy to use GUI interface for officials. An integrated interface for the contact center interface. Remote server based system connected through web. In certain cases, there might not be connectivity available always, hence the proposed solution should have ability to also work offline and synch data as and when connectivity becomes available. For PoS locations, the solution should also support batch processing and uploads, as a contingency arrangement. Secure browsing using appropriate encryption solutions with digital signature for authentication. The application shall support advanced authentication techniques along with username and password, such as PKI with X.509 certificates or higher, wherever required. Secure electronic payment gateways integrated with the e-ticketing solution, which are enabled for most commonly used electronic payment options, including direct payment through bank accounts, credit and debit cards 8.1.2.3 Non-functional requirements (Operational requirements):The eticketing solution should be built on scalable hardware and commercially available CRM and Portal solutions so that scalability can be achieved, in terms of the volume of users and services it can support concurrently, therefore it must have capabilities to operate with an estimated daily peak load of up to 300,000 purchases per day. The web-ticketing solutions must be able to authenticate whether the purchaser is Indian or foreign and should issue tickets accordingly. The PoS component of the solution should consist of a manned counter, where tickets are issued by an issuer based on information provided verbally by a purchaser. Adequate authentication methods must be built in to prevent revenue leakages. At the PoS, tickets would be printed and issued by the ticket issuer. Payments would be accepted through cash in Indian currency only, or credit cards. Power and internet connectivity: The PoS solutions would have adequate provision for back-up power to enable uninterrupted functioning for at least 8 hours in a day. Also, the solution should be able to dispense tickets even without internet connectivity, with a feature to store information locally and upload to the centralized database on availability of internet connection. 8.1.2.4 Interfacing requirements:The e-ticketing solution should interface with the multiple payment gateways authorized by ASI. The solution shall support card payments using all the popular debit and credit cards (Visa, Master Card etc.) and Direct Debit. The solution must also have interface with electronic card reading solutions such as barcodes, or magnetic cards. RFP Volume 1:Project Requirements P a g e | 30
