Request for Proposal for establishing e-Governance Systems solution are as follows: Enable the deployment of the solution with multiple interfaces including mixed PCs, mobile and web. Minimum storage for emails to be provided on each desktop. Automatic password expiry and renewal. Periodic back-up of e-mails preferably through the deployment of an exchange server. Multiple browser support including Internet Explorer, Google Chrome, Mozilla Firefox, etc. Multiple Operating System support on client, including MS Windows, and other OS. 8.1.1.3 In addition, the following Protocols are preferred: TCP/IP. Transport Control Protocol/Internet Protocol. IPV6 compatibility is desired. Open standards, including generally accepted Internet protocols, that allows for interoperability of various messaging components. For example, such a scheme allows for different clients, exchanging mail between systems, etc. SMTP(ESMTP). Simple Mail Transport Protocol, and Extended Simple Mail Transport Protocol. The standard way of sending and receiving email between computer systems on the Internet. Client authentication based on directory service. User has to log on with a unique user ID and password to use mail. MIME Support. Multipurpose Internet Mail Extensions is a standardized way of attaching to an email message documents that were created in other programs, so that the document is received in the same format that it was sent. IMAP Version 4. The advantage of the IMAP protocol is that it allows email to be stored and managed on the server, rather than the client, which facilitates users accessing mail from multiple locations. Encrypted client authentication. No clear text passwords are sent across any networks. 8.1.1.4 Non-functional requirements (Operational requirements):The solution should be deployed by the SI for each staff member at ASI, currently estimated at about 5,000 persons. Request for Proposal for establishing e-Governance Systems include the creation of user accounts, the creation of administrator(s), the set-up of address book, the set up of initial work flows as defined by current processes, and initial training and familiarization. 8.1.1.5 Interfacing requirements:Ability to interface with work flow automation tools using electronic communication. It should be possible to provide interfacing with electronic archiving solutions, financial reporting and budgeting solutions; in other words all business applications envisaged in this tender should be able to communicate using the messaging backbone. 8.1.1.6 Business model:The electronic communication solution will be owned by ASI and deployed by the SI. The SI may deploy a COTS (Commercial off the Shelf) solution, which is customized for use for ASI. In the event of a COTS solution being deployed, the licenses will be with ASI. The servers must be dedicated hosted servers, provided by the SI, with access to ASI administrators. The SI must ensure that the servers are set up as secure servers in line with the e-governance security standards framework. The SI will also assess the requirement for local desktops and any other peripherals, including networking, switches, routers, internet connectivity, printers, and scanners, at each location, and procure and deploy them. These will be owned by ASI. An indicative Bill of Materialis provided in Annexure 3 to enable the SI in preparing their bid documents. 8.1.1.7 Implementation model:The entire implementation would consist of acquisition of a proven electronic communication software, and customization to the needs of ASI. Implementation is expected to be completed within 30 days from the date of selection of the SI. 8.1.2 E-ticketing Solution 8.1.2.1 Functional Requirements:The proposed e-ticketing solution will meet the requirements of online booking by tourists and providing them ease of convenience. The e-ticketing solution will also integrate with Point of Sale (PoS) solutions which will be integrated so as to create an instantaneous record of tickets issued, and ensuring monitoring of the tourist traffic.
